Abstract

Separation of powers provides norms and values that make a difference even the never-ending debate about divisions and work programs in the public policy process between politics and administrative that often occur in the system of relationships between the executive and legislative. This separation in politics and administration as a separation of related structural tasks with policy recommendations, regulation and control (control), ownership and distribution of resources, and so on. This happens that bureaucracy often plays for interference in the policy sphere so there is little intervention by bureaucrats to policy matters and is also done by politicians to in administration.Politik and administration as the distribution of values, costs, and profits, as a whole participates in this distribution process and in it the bureaucracy has the opportunity to submit proposals to policy makers, using discretion, the process in the implementation of policies, forming policies formulated by elected officials.DOI: https://doi.org/10.26905/pjiap.v2i2.1934

Abstract

Abstrak Pelayanan publik adalah segala kegiatan dalam rangka pemenuhan kebutuhan dasar sesuai hak dasar setiap warga negara dan penduduk atas suatu barang, jasa dan / atau pelayanan administrasi yang disediakan oleh penyelenggara pelayanan yang terkait dengan kepentingan publik. Masyarakat sebagai pelanggan memiliki kebutuhan dan harapan pada kinerja penyelenggara pelayanan publik yang profesional. Tugas Pemerintah Pusat maupun Pemerintah Daerah adalah memberikan pelayanan publik yang mampu memuaskan masyarakat. Implementasi kebijakan desentralisasi dan otonomi daerah di Indonesia mengakibatkan pemerintah daerah mempunyai tanggung jawab dan kewenangan dalam menentukan standar pelayanan minimal. Permasalahan mendasar dalam proses pelayanan publik di Indonesia adalah tentang etika. Tidak ada standar universal tentang norma atau etika serta sanksi yang mengatur secara khusus untuk pelanggaran yang dilakukan aparat dalam pelayanan publik. Kata Kunci : Pelayanan publik, Etika, Norma Abstract Public services are all activities in order to fulfill basic needs in accordance with the basic rights of every citizen and resident of an item, service and / or administrative service provided by service providers related to the public interest. Communities as customers have needs and expectations in the performance of professional public service providers. The task of the Central Government and Regional Government is to provide public services that are able to satisfy the public. The implementation of decentralization and regional autonomy policies in Indonesia has resulted in regional governments having responsibility and authority in determining minimum service standards. The fundamental problems in the process of public service in Indonesia are about ethics. There is no universal standard on norms or ethics and sanctions that specifically regulate violations committed by the authorities in public services. Keywords : Public Service, Ethic, Norm

Abstract

The aim of this study was to determine the capacity of communities as a mechanism to withstand floods Sitiarjo Village, District Sumbermanjing Wetan. This research is descriptive qualitative. The research phase was divided into three, i.e: (1) pre-field observation; (2) field observation; (3) data processing. The method used in data collection is FGD (Focused Group Disscusion) and in-depth interviews. The results of the study indicate that the community has a strong capacity in social, cultural, economic and government aspects in dealing with floods. In the socio-cultural aspect, the community develops a local early warning system through "titir" and a communication chain involving the community along the Panguluran watershed armed with traditional technology, as well as the mutual development of a public evacuation site in the form of multi-storey buildings, in addition to every family capable of building terraced houses . In addition, the community has the capacity to survive in saving economic assets by creating "plenggrongan" and planting calendar systems for crisis management. Diversification of plants such as planting bananas and sengon for daily use and annual savings when agricultural land was destroyed by flood.DOI: 10.17977/um022v4i22019p082

Abstract

This study aims to discuss the use of local wisdom in village development. Local wisdom that has become a local culture and is routinely implemented all contains norms, arts, mutual cooperation and togetherness in rural communities such as; traditional ceremonies, cultural activities, religious activities, and community social activities. The principle of recommendation and subsidiarity gives the village recognition and authority to be empowered and independent. Law Number 6 of 2014 concerning Villages is a policy affirmative so that villages can carry out various forms of development in all. The implementation of development requires the harmonization of all aspects of society so that it can fulfill the stages of the development process, from planning, implementation and accountability. Evaluation of development policies can be carried out based on existing noble values. The research was conducted using qualitative methods. Data search interview techniques for primary data and accommodate existing data and documentation in the village for secondary data. The result of this research is the role of local wisdom in Palaan Village by running the village community development will have a very significant relationship. Local wisdom that is cultural in nature such as traditional ceremonies carried out in the framework of pre-implementation of activities for infrastructure development, the form of activities funded by APBDesa is art groups.Keywords: Local wisdom, village authority, village development.

Abstract

Abstrak Upaya meningkatkan kemakmuran masyarakat pedesaaan, peran BUMDes memiliki fungsi untuk mengoptimalkan potensi, sumber daya alam (SDA) maupun sumber daya manusia (SDM) secara maksimal. Namun, adanya potensi atau sumber daya yang dimiliki masih belum dapat dimaksimalkan secara penuh oleh BUMDes. Hal ini dapat dilihat dari wisata yang sampai saat ini kurang dikenal dan diminatinya Wisata Edukasi Kampung Nanas dan menyebabkan tidak adanya PADes yang masuk kepada desa. Sementara ini, dana yang masuk masih diperuntukkan dalam keperluan pengembangan Wisata Edukasi Kampung Nanas. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan diskriptif dengan tujuan untuk mengetahui dan mendeskripsikan strategi yang dilakukan BUMDes dalam mengembangkan potensi wisata edukasi kampung nanas di Desa Palaan kecamatan Ngajum Kabupaten Malang. Adapun temuan dari hasil penelitian ini, yaitu: BUMDes dalam mengembangkan wisata edukasi kampung nanas memiliki beberapa strategi diantaranya; a). Pembuatan produk yang berasal dari nanas; b). Pengembangan kemitraan melalui PT Greenfields; c). Pemasaran melalui media social; d). Penambahan wahana anak (playground); e).Pengembangan fasilitas cafe. Dari strategi tersebut, beberapa komponen yang belum terpenuhi, diantaranya penyamaan persepsi antar pengelola mengenai tujuan pembangunan, serta pengembangan wisata, manajemen yang dilakukan masih belum optimal, struktur pengelola masih belum diresmikan dengan SK kepengurusan wisata dan SDM masih cenderung kurang serta belum mempunyai kompetensi di bidangnya. Disisi lain, dalam pengelolaannya juga belum terdapat kebijakan yang mengatur secara sah tertulis mengenai sistem pengelolaan wisata. Dari segi pelaksanaan masih terkendala oleh modal dan belum ada evaluasi secara formal yang diselenggarakan oleh BUMDes.
