Abstract

Mengkaji kebijakan pariwisata sama halnya dengan mengkaji kebijakan publik. Proses perumusan dan implementasi kebijakan pariwisata tidak terlepas dari perspektif para aktor yakni subjektifitas pembuat kebijakan pariwisata. Pembuat kebijakan memiliki kewenangan atau kekuasaan untuk memperjuangkan kepentingannya menjadi kebijakan pariwisata (RIPPARDA). Dalam proses memperjuangkan kepentingan tersebut, aktor dapat memanfaatkan modal sosial dan kekuasaannya. Persepsi aktor dapat berupa pengetahuan, sikap dan tindakan aktor. Sedangkan modal sosial aktor dapat berupa jaringan, norma dan kepercayaan. Disisi lain, kekuasaan aktor dapat berupa kekuasaan normatif, kekuasaan renumeratif, dan kekuasaan koersif. Persepsi aktor pada tahap perumusan kebijakan pariwisata menjadi sangat esensial ketika aktor dituntut mampu menganalisis permasalahan pariwisata dan menetapkan strategi untuk menyelesaikan masalah dengan tepat. Sedangkan modal sosial, sering digunakan aktor untuk memperjuangkan pelbagai kepentingan menjadi kebijakan pariwisata. Selain itu, aktor juga dapat memanfaatkan kekuasaannya dalam proses perumusan dan implementasi kebijakan pariwisata. Hasil tinjauan pustaka ini memperkuat argumen bahwa tidak hanya komunikasi, sumber daya, disposisi dan birokrasi yang sangat esensial dalam perumusan dan implementasi kebijakan pariwisata, akan tetapi persepsi, modal sosial dan kekuasaan aktor juga menjadi aspek yang sangat esensial dalam proses perumusan dan implementasi kebijakan pariwisata.Reviewing the tourism policy as well as by reviewing public policy The formulation and implementation of tourism policy can not be separated from the perspective of the actors spesifically subjectivity tourism policy makers. Policymakers have the authority or power to fight for their interests into tourism policy. Perception of actors can be the knowledge, attitudes and actions of actors While social capital can be a network of actors, norms and beliefs. On the other hand, the power of actor can be normative power, power remuneration, and coercive power. Perception of the actors on the stage of formulation of tourism policy is essential when the actor supposedly able to analyze issues in tourism and establish a strategy to resolve the problem. Whereas social capital, are often used actors to fight various interests into tourism policy. In addition, the actor also can take advantage of its power in the formulation and implementation of tourism policies. The results of this literature review strengthen the argument that not only communication, resources, disposition and bureaucracy which are essential in the formulation and implementation of tourism policies, but perceptions, social capital and power of the actor is also an aspect that is essential in the formulation and implementation of tourism policy.Keyword: Perception, Social Capital, Power, Public Policy.

Abstract

This writing is to effort to develop a bridge at upon "the culverts" of space and time between thinking of theological political of O Notohamidjojo in the contemporary christianity context in frame for Pancasila State realization. Pancasila as basic that aim to realize a social order that honour the differentiation, high uphold of unity, honour of human rights and freedom rights and social rights and also upholds social justice which on the line of vision of Kingdom God. In that correlation with christian's calling as citizen of Kingdom of God and Indonesian citizen, the Christianity of Indonesian have role as partner and prophet for every political instrument in Indonesia political produk that created as re+lection the aims of Pancasila that in a line with vision of God's Kingdom and to be antithesis of political product that indicated not re+lecting aim of Pancasila in Indonesia. The idea of Notohamidjojo is relevan to reappointed in Indonesian context that always to experience social change and the challenge especially for leadership of church and state for realization the task and responsibility. Abstract

Ideologi kebangsaan Indonesia terancam oleh separatisme, sektarianisme (SARA), dan keadaan ahistoris. Ketiga hal tersebut dapat berpotensi sebagai terorisme baru di Indonesia. Oleh karena itu diperlukan upaya-upaya memperkuat ideologi kebangsaan Indonesia melalui perubahan paradigma tentang Indonesia sebagai teks religiusitas Indonesia. Di pihak lain konsep demokrasi di Indonesia telah gagal dipahami sesuai konsep asalinya (generic concept), yang berakibat kepada implementasi yang gagal. Bahkan untuk mewujudkan Indonesia Baru kemudian muncul gagasan yang dimunculkan PAN mengenai perlunya negara federal Indonesia yang dikemukakan Amin Raispada waktu itu. Lebih jauh, problem terorisme di Indonesia sampai hari ini masih merupakan ancaman bagi ideologi kebangsaan Indonesia.Ideologi kebangsaan Indonesia terancam oleh separatisme, sektarianisme (SARA), dan keadaan ahistoris. Abstract

Karyawan di dalam suatu perusahaan merupakan asetyang sangat penting dalam menggerakkan danmemajukan suatu perusahaan. Tanpa adanya karyawansebagai sumber daya manusia sulit bagi perusahaanuntuk berkembang. Penulis memilih Hotel CiputraSemarang sebagai perusahaan yang akan diteliti karenaHotel Ciputra Semarang merupakan salah satu hotelberbintang lima yang berdiri tepat di tengah KotaSemarang yang mendapatkan penghargaan Top PropertyAward pada tahun 2016. Penulis tertarik untukmengetahui apakah kegiatan internal relations yangselama ini dilaksanakan memberikan pengaruh padaproduktivitas kerja dan bagaimana pengaruh kegiataninternal tersebut pada produktivitas kerja karyawan.Penelitian ini menggunakan pendekatan kualitatifdeskriptif. Berdasarkan penelitian yang telah dilakukan,penulis mendapatkan hasil bahwa Hotel CiputraSemarang memiliki kegiatan internal relations yangdibangun sudah sangat baik. Hal ini dapat dilihat daribanyaknya program-program yang telah disusun dandikembangkan oleh pihak internal hotel. Penilaianpositif dari karyawan mengenai kegiatan internalrelations yang diterapkan di Hotel Ciputra Semarangdapat mendukung usaha peningkatan produktivitaskerja karyawan.

Abstract

Indonesian Journalism has shown increased after the collapse of new order. Freedom of the press who fought for so long, successfully obtained with full of struggle. However, the use of freedom of the press is apparently still erroneous and inaccurate. The mass media are supposed to be part of the development of the nations character and religious tolerance, but in Fact, Mass media gave the impression that they did not care about the impact of journalism message. This article aims to explain and describe how tolerance in Indonesia could be built and escorted by journalism in Indonesia. Finally, the results of this paper is that the use of the phrase journalism shows that is not aware of the cultural diversity, and this things would be a time bomb in Indonesian society of tolerance and diversity.Keywords:Jurnalism, Culture, Tolerance

To help trasformation leader in this era, system thinking can be an effective approach to realize the desired goal and vision. Abstract

This paper discusses the thought and imagination that exist among some Papuans about what they call "Papuan nationalism". One of the symbols of "nationalism" is the Bintang Kejora Flag. Papuan People construct their own social history which is always at odds with the effort to make the Papuans becomes Indonesian . The history of violence, suffering and discrimination of development in Papua had been planted into the soul of papuan people and that make different feelings such as anti Indonesia. This paper argues that the efforts of social movements for recognition of history and identity of the Papuan people has become very important. One of the effort that could be done is to bring the history back which is "darkened" on Papua through the motions of writing papuans own history among the Papuans themselves. Abstract

Banyak diantara nilai dan kepercayaan masyarakat China saat ini memiliki akar dalam tradisi historis. Dalam konteks itu, studi tentang komunikasi interkultural harus mencakup studi yang disebut oleh Wolfe sebagai the sacred trinityTuhan, Keluarga dan Wilayah. Sebagaimana dengan kasus tradisi religius, Konfusionisme selama ribuan tahun telah memiliki peranan penting dalam membentuk kultur dan sejarah masyarakat yang mengikuti ajaran tersebut. Sebagaimana pula dengan Budhisme, Konfusionisme berpusat pada ajaran tentang manusia tunggal. Beberapa ajaran utama dari Konfusionisme adalah Jen (kemanusiaan), Chun tzr (manusia paripurna), Li (ritual, dan hukum), Te (kekuasaan), Wen (seni). Artikel berikut ini akan membahas kesuskesan strategi komunikasi politik yang didasari pada pendekatan rasional yang digunakan oleh Presiden Republik Indonesia Abdurrahman Wahid pada tahun 1999 yang kemudian menjadi salah satu fondasi bagi penguatan pluraslisme persatuan bangsa.AbstractMany of the current values and beliefs of the Chinese remain grounded in the tradition of their history. The study of intercultural communication must include a study of what Wolfe calls the sacred trinity God, family and country.As the case with all religious traditions, Confucianism, for thousands of years, has had a major role in shaping the culture and history of the people who followed this religion. As with Budhism, Confucianism centers on the teaching of a single man. Confucius important teaching: Jen (humanism), Chun tzr (perfect person), Li (rituals, rites, proprieties, conventions), Te (power), Wen (the arts). Abstract

Theologize Peace is every human effort to contemplate, analyze, and find a way out and take action to tackle all forms of lack of peace as the main response while asking God's authority to take over the whole of human incompetence and then reign to wear man doing the works of peace. Following the Peace Theology of Nouwen, then we must run a step - a simple step, but with the spirit and heartfelt, namely: first, creating a personal prayer life is not to get the power per se, but to the disappearance of all forms and understanding the war. Second, keep - going to take the fight to operate independently and collectively against all forms of violence, including acts of nonviolence from your self, household, society, the state, to the global community. And, lastly, the third, creating equality in all lines, fields, and with all efforts that can be do.Keywords: Nouwen, Peace, Theology, Violence, Spirituality
