STRATEGI KEBIJAKAN PEMERINTAH KABUPATEN PAMEKASAN TENTANG EKONOMI KERAKYATAN MELALUI PEMBERDAYAAN DAN PENGUATAN MANAGEMEN PERMODALAN KOPERASI BERBASIS SYARIAH DI DESA CEGUK Handayani, Sri; Hidayat, Ainur Rahman

This is an economic study specifying in Sharia Cooperation as the process of empowerment to increase the economy of kerakyatan (public based economy). The focuses of study are firstly: how is the mapping of local potencies as the basic capital of the establishment of Sharia cooperation in Ceguk Village? Secondly, how is the acceleration of manager quality skill of the sharia cooperation in fulfilling the members need? Thirdly, how are the social networks created to upgrade the cooperation so that it becomes autonomous. Fourthly, how to manage, strengthen, and develop sharia cooperation in increasing managerial aspects? The data analysis techniques used by this research are: firstly, the mapping of local potencies; secondly, the upgrading of the manager skills; thirdly, strengthening the social networks among the mangers and stakeholders;Â fourthly, application of administration of managerial aspects, the process of accompaniment, and the formulation of the AD/ART (basic articles of understandings) of sharia cooperation. The results of research indicate that firstly, the chair of KJKS Al Ijtihad stated that the members are unable to settle up the debts however it creates the dependency of farmers to the middlemen. The culture of entrepreneurship of the farmers are remain simple it is characterized with the model of family management that the orientation tends to be more consumptive based rather than saving based particularly in the period of famine. Secondly,Â Â the researchers have accompanied the activity of manual finance note. The outcome of the audit shows that expenses on the basis of software on May 2015 were stated Rp. 20.000. However, it was different after the crosschecked was done, the expense was much greater, it was Rp. 36.000. It resulted inaccurate the finance report. The inaccuracy affected invalidity that the finance report cannot be used as control and planning device for the cooperation or investors for investment; thirdly, the strengthen of social networks among, sharia cooperation, stake holders, Dinas Koperasi (state cooperation service) and UMKM through FGD (Focus Group Discussion). The cooperation among these stakeholders is built on the basis of solid rooted trust in society; fourthly, management, strengthening, and development of KJKS Al Ijtihad have been focused on the application of the administration of managerial aspects, process of accompaniment, post training practice, and the formulation ofÂ AD/ART (basic articles of understandings) with monitoring and evaluation.

The aim of this paper is to show that Islam is a children and youth friendly religion. This friendliness is reflected by the fact that Islamic perspective towards children and youth related social problem is loaded with ideas of advocating their rights and excoriating the perpetrators of abuse toward them. Thus, this paper deals with stories of the prophet Muhammad concerning social welfare of children and youth. Those stories will be analyzed according to the implementation of social services based on the promotion of human rights model. Ideal concept of children within the stories analyzed in this paper indicates that Islam positions children and youth in a unique place among groups of society. Therefore, provision of social services intended to increase the wellbeing of children and youth must consider their spiritual development as well as cultural aspects of their social setting.

Civil Society is non-government organization or an autonomous group which is faced with state and has a function for check and balance for the government policy. Civil society also has a function to social control. Lary Diamond said that civil society establish on cultural organization such as religion or ethnic or organization which keep the truth and believe. Nahdhatul Ulama is a religion organization in Indonesia which has function to social control for the government. Beside that, the activities of NU in education, democracy development and other social activities made NU still exist in social and political society in Indonesia.

The kind of character problems in the Indonesian nation until now is still alarming. The various of the facts about negative character has real shown by indonesian society with the specific reason as if it has true to do it. Drugs has increasingly, corruption has widespreadly, spoliate with violence, bullying in schools, sexual crimes on the learners, students online transactional sex, domestic violence, and others. The various issues are demanding character of the Indonesian nation that character education really can create a positive character of the Indonesian nation. Given Indonesia is a Muslim majority, then there are two issues to be answered in writing this article: first, how the concept of character education in the Quran; and second, how the concept of character education in Islamic education.

The constitution 1945 has guaranteed the poor and neglected children as stated in Article 34. The homeless, beggars and street children can also be categorized as poor that are maintained by the state. In fact, the portraits of beggars, especially in Pamekasan regency have become a spectacle and terrible habits. The question is whether the beggars obviously meet the criteria of the poor? This is what we need to look deeply as begging become habit or living. In this study, the researcher wanted to know and map the characteristics of female beggars in the District of Tlanakan Pamekasan. Beggarâs view and understanding of the needs of life is merely about to eat and to drink. The desire to stop their habits and having a job may become solutions for them to fill their needs. Female beggars actually have a psychological concern when they are begging in the streets, shopping centers, government offices, and door to door. They feel ashamed to even if peopleâs responds and attitude towards them are normal. They desired to end the habits as they are old and no longer be able to walk; so that, they do an easy thing to support their own needs.

The Existence of the charity is the way to collecting alms, including alms profession. The organization to intermediary between Muzakki and Mustahik, taking role in collect, distribute and utilization of alms. Badan Amil Zakat (BAZ) Sumenep as an institution to collect alms from Muzakki of the civilian state apparatus, has not been effective in tapping the potential of alms. To optimize this institution, itâs need toÂ know the some factors influence compliance of Muzakki fromÂ civilian state apparatus in paying alms profession of attitudes, subjective norms and control of Muzakkiâs behavioral.Â The rank of civilian state apparatusâs Muzakki was added as a filter by using Analysis with Dummy Variable. Results indicate that subjective norms and control of Muzakkiâs behavioral have a significant effect to intention Muzakki of civilian state apparatus compliance in paying alms profession, while attitudes have no significant effect.

This research isÂ study of the economic empowerment of families and communities, especially women through strengthening womens cooperative management. This type of research used in this study is Participatory Action Research (PAR) with the object of research in True Womens Cooperative in the village of East Pademawu and Cooperative woman Tunas Jaya Village Bunder, District Pademawu Pamekasan. The data used are primary and secondary data were analyzed by the seven phases of activity, with qualitative and quantitative outputs and output target True empowerment of women cooperatives and Tunas Jaya for populist economic empowerment in rural East Pademawu and Bunder Pademawu District of Pamekasan.The results of the study justify that straight womens cooperatives located in the village of East Pademawu Pademawu District of Pamekasan. True womens cooperatives established on December 29, 2010 by the Law Firm 41 / BH / XVI.199 / 2010, and already have a TIN on behalf Kopererasi True Women. Cooperative Board Chairman Mrs. Suhemah straight woman, Mrs. Afiah Quetfiati Secretary, Treasurer and Trustees Mother Mother Kustina Suliha. Currently Cooperative straight women have received the grant twice Rp 50 million to Rp 875,000 principal savings and mandatory savings of Rp 10.165 million. So the woman straight Cooperative has a total capital of US $ 61.04 million of the 93 members. Meanwhile, womens cooperatives profile Tunas Jaya subdistrict located in the Village Bunder Pademawu Pamekasan. Womens cooperatives Tunas Jaya was established on December 29, 2010 by the Law Firm 180.1 / BH / XVI.199 / 2011, and already have a TIN on behalf Kopereraaaasi Women Tunas Jaya. Tunas Jaya Cooperative Management lady Mrs. Suniyah Chairman, Mrs. Nanik Hidayati Secretary, Treasurer Mrs. Indra Ningsih and Supervisory Capital Iswanyanti. Currently Tunas Jaya Cooperative woman has received one grant funds amounting to Rp 25 million to Rp 120,000 principal savings and mandatory savings of Rp 42,000. Tunas Jaya Cooperative so that women have a total capital of US $ 25.162 million of the 23 members. True womens cooperatives and shoots Jata pick the potential of the region and members that allows it to be further developed. And the support of both the government and the Provincial Government of the District Rural.

Seaweed is one of the marine resources as capital for livelihood development in addition to the fishermen catch fish. Seaweed cultivation can support the survival of fishermen especially in Bluto Sumenep. Seaweed also can produce a wide variety of products that can provide benefits to the villagers. Seaweed farming activities is not only performed only by men, but women (or wives) can do as well. The purpose of this study is try to describe the characteristics of fishing seaweed; describe the division of labor between husband and wife fishing seaweed; analyze differences in access to and control over production resources between husband and wife; and the contribution of women to the household incomes of seaweed fishermen. The methods used quantitative method that is supported by qualitative method. The role and contribution of the wife can be seen from the amount of time devoted to each activity carried out both on productive activity, reproductive, and social activities. Wifes involvement in productive activities also contribute income to their household income. Wife revenues can contribute the household expenses when their husbands are still missing. Husband tends to play a role in productive activity, whereas the wife role in reproductive and social activities.
