The result of measurements in the dry season (September 2013) is amounted to 0.156 m3/sec and in the rainy season (January 2014) of 1,023 m3/sec. Potential water in Saba river estuary based on the simulation of RIBASIM is 9.34 million m3/year, can be used as society water domestic for 81 851 inhabitants, for the water industry (hotel) is 1364 rooms, amounted to 2 ha of fish pond water and for irrigation water (agricultural) is 148 ha. Results of water quality research to the smell, color, temperature, turbidity meet quality standards, while taste, and salinity do not meet quality standards. For the chemical aspect, that is pH and detergent meet quality standards while for BOD and COD does not meet the water quality standard Class I. In terms of biology, total coliform does not meet the quality standards of class I. Saba River water potential for ground water of 7.46 million m3 (6%), residual water irrigation (Return Flow) amounted to 54.74 million m3 (41%) and the balance/allocation of water in an area (water District) amounted to 71.54 million m3 (53%). Water resources management in the Saba River estuary for the water potential in the river estuary can be managed by making reservoirs (reservoir), and dam movement and arrangement of the beach.

This current study aimed to find out and understand the diplomacy of Japanese culture through the practice of Aikido and its relationship with tourism business in Bali. This qualitative research took place in Aikido’s dojo (training centre) in Bali. The data were collected through observation, in-depth interview, documentation, and literature study. The technique applied to analyse the data was the qualitative technique. The findings of this study show that many Japanese aikidokas and their families visit Bali regularly, not only to perform Aikido activities, but also to enjoy the scenary and Balinese culture. The long period of Aikido practice which can be time consuming surely makes Bali an ideal place to spend memorable time for the Japanese aikidoka, their families, and the all the group members. From the political point of view, this phenomenon can be an alternative of diplomacy of Japanese culture, specifically in Bali. This study found that beside the acceptance and the development of Aikido in Bali as parts of globalization and Japanese culture diplomacy, Bali tourism sector was strenghtened at the same time.

Abstract

This paper aims at finding out ethical drawbacks the concept Tri-hita-karana has in its pragmatic level and offer an insight of critical analysis of ethical values. Tri-hita-karana has been seen as the foundation on which Bali Tourism developed to its full range. The methods of study used are library and field researches focusing on the ontological, axiological, and pragmatic levels in Bali tourism. It has found that the significant gain in the field of materiality, spirituality tends to be marginalised and vice-versa. This has further impact on life of Balinese. Imbalance of relationships exists between human beings and their fellows, human beings and nature, and human beings and divinity. Nevertheless, both domains are required in life, and any of these is absent, life is just impossible since life is the permutation of them in complex ways. Materiality gains seem to bring Balinese away from spirituality vis-a-vis religion in its right sense. Of the ethical perspective, the Tri-hita-karana as the philosophical foundation of tourism in Bali provides ideas/thoughts that can be used to minimalize the gaps because it does not lay down ethical outlook as how to cope with the gaps. The relationship amongst those elements involved is basically a matter of ethics as philosophy of moral, and hence ethical consideration is required in designing as well as in implementing policy in tourism. Critical ideas are required for not only of metaphysical perspective but also of ethical values and pragmatic practices. Bali tourism tends to dehumanize Balinese if not immediate ethical considerations of Tri-hita-karana are taken into account in pragmatic levels. Development and sustainability of Bali Tourism should be based on Balinese cultural spirit and values; looking it from its inner strengths.

Abstract

This paper aims to describe a tourism industry which needs a variety of tourism products with an implication on the emergence of various forms of business opportunities with large, medium and small scales. The presence of a variety of tourists’ needs have caused a variety of tourism products too. Agriculture, animal husbandry, and handicraft which are needed by tourists are sectors which need a lot of workers as producers, distributors and sellers. In the study reported in the present paper is shown that the agricultural products of Bali cannot only be used as agro-tourism, but whose products can also be processed to become a variety of handicrafts. Similarly, animal husbandry which Balinese community people have focused on produces products that can be offered in a culinary tourism in which they are processed by using Balinese ingredients and offered in an appropriate wrapping which suits the market needs, while the specificity of Balinese culture has been able to produce a variety of forms of handicrafts the local and foreign tourists love. Through developments in the three sectors above, if the people can focus their attention on them and if the government can accommodate it that will be able to be used as an alternative solution to the national economy. Although in their actions they can only serve as sellers, as what has been the focus of street vendors, they actually act as safety valve of the government in overcoming unemployment problems and economic problems for themselves and their families. For this reason, it is expected that the government gives them a more conducive condition for the improvement of economy to be made starting from the family level, as part of the state of Indonesia.
