Abstract

Incumbent always has a strategic position in general election. Many literatures discuss how incumbents take advantage of his position by holding on his budgeting power to create personal popularityr. In political economic literature this phenomena is called politics budget cycle. This research trys to uncover the practice of this kind of politics in Surakarta: wheater the incumbent used his budgeting power to win the local election or not?In doing so, this research used descriptive analisys which took advantage of documents as well as indepth interview. The main finding of this research is we cannot find any evidence of the use of politics budget cycle in Surakarta.Two sensitive sectors, namely social sectors did not increase dramatically before the election. When probing into some important sections of the budget, it is found that alocation for education and health services increase dramatically. However, those two sections are parts of basic services so that we cannot conclude that it has something to do with incumbent’s political ambition to retain his power. When we look into education and health programs, we found that those programs have already served the need of the people long before the election. In conclusion, there are not any clue that incumbent take advantage of his budgetary power to win his position as mayor of Surakarta.

Abstract

Abstrac            One of the most worrying issues in the 21st century, in addition to the economic crisis and political crisis is the environmental crisis. Because the impact of environmental damage could result in catastrophic disasters such as smoke, landslides, flooding to the disaster smoke. Langkat district of North Sumatra has clearly felt the impact of forest destruction in the area of Gunung Leuser National Park. Where in the past 12 years since the 2003-2015 experience regular flooding. Especially flash floods that hit Langkat particularly Bahorok subdistrict Subdistrict Besitang 2003 and 2006. For many years flood in Langkat had not yet found a model appropriate measures in addressing floods in langkat.Berbagai policy, regulation and the model has not been able to alleviate problems in the Gunung Leuser National Park in particular Illegal logging, forest perampahan and land conversion. This study aims to find the right model Countermeasures in dealing with disasters in langkat deforestation in the area of Gunung Leuser National Park  with the perspective of Political Ecology. This study also examines the major trouble spots in the last 12 years why not also found the model appropriate measures in disaster management in the area of Gunung Leuser National Park. This study is a qualitative research by using a critical paradigm, and this research is a Model Scheme for Disaster Management in the Region Gunung Leuser National Park in the Perspective of Political Ecology.

Abstract

Abstraksi Artikel ini memetakan perkembangan media massa di Indonesia. Analisa difokuskan pada peran media massa dalam menentukan proses politik di Indonesia. Argumen yang dibangun dalam tulisan adalah media massa mengalami perubahan yang cukup signifikan, akan tetapi media bukanlah ‘pemain utama’ dalam perubahan politik itu. Namun, media massa memberikan kontribusi penting pada perkembangan politik di Indonesia. Key word: mass media, politics, political change, Indonesia.

Abstract

Multiculturalism is a term that is actually has been considered by Indonesian people long before the establishing of the nation-state. It can be seen from the underlying concept of multiculturalism in Indonesia that is comprised in the national philosophy Pancasila and the UUD 1945 Constitution. However, the implementation of multiculturalism in Indonesia did not start at that time.The implementation of multiculturalism in Indonesia emerged when the discourse of multiculturalism have spread over the world. Consequently, Indonesia, as a country which has multi-ethnic and multicultural society have to practice it both socially and politically.Since multiculturalism regards all groups involving in the State, both dominant groups and non-dominant ones, minority groups are had to have same opportunities in social, economy and political aspects. However, implementing multiculturalism is not as simple as imagined. There are several obstacles faced. On one hand, multiculturalism seems to be the best means in reaching social justice and equality among people. On the other hand, the social system constructed which is in domination of one or small cultural groups are difficult to be changed.Regrettably, the State as the holder of the authority is in dominant groups’ hand and it is trapped in defending status quo. As a result, the policies conducted relating to multiculturalism only benefit dominant group, whereas minority groups get nothing. It will be better if minority groups directly involved in deciding program that will be conducted in their community so that both the State and the minority group will benefit from the program.

Abstract

AbstrakDengan menggunakan perspektiv perbandingan sejarah, dan mendasarkan pada kasuskorupsi di sektor perhutanan, artikel ini berargumen bahwa meskipun Indonesia telah berubah darinegara berstruktur otoriter menjadi negara yang berstruktur demokratis namun sikap (attitude) parapelaku (actors) dalam negara masih belum berubah. Mereka masih berlaku feodal sebagaimanahalnya pada saat negara ini masih berbentuk kerajaan ribuan tahun silam. Karakter feodal inilah yangkemudian memberi justifikasi bagi tetap langgengnya tradisi korupsi pada sepanjang sejarah bangsa.Lebih jauh, watak feodal dan korup ini sesungguhnya bisa dilacak akarnya pada nilai-nilai yangterdapat dalam budaya Jawa sebagaimana diuraikan oleh Bennedict Anderson.Kata kunci: sikap, pelaku, budaya jawa, korup

Abstract

Abstract Head of Village (headman) is one of the important village institution, as village head is a representation of power in the village. Practical politics is a tool or a means to achieve a goal in a way that is easy and precise. So that the community members who participated in the process of practical politics driven by the belief that through these activities, their needs and interests channeled or note, and to some extent can influence the actions of government in the decision-making process, but on the other hand must be set in a public participation regulations . Public participation in political campaigns involving the village head is practical politics and violating prohibitions as village head is in the legislation. The purpose of the study to identify why and how the pattern of the village chief involved in the legislative election in 2014 in the village of Sungapan, Danasari village, sub-district and village Bojongnangka. Efforts to address the problem and the purpose of the research was conducted using a qualitative approach with descriptive data analysis. The results showed, that the First: The involvement of village head Sungapan by the presence of the direct instruction of Regents to support candidates and the pressure of the sub-district, second: Village Danasari influenced by loyalty to a political party, so that with high loyalty village head finally engaged to support political campaigns of candidates promoted by the PDI Struggle Hj.Irna Setiawati, Central Java SE candidates and candidates DPRD X Haji.M Agus Sukoco, SE.MM. and Third: Village Bojongnagka by family factors, where the family is his wife who become candidates Parliament all district promoted by the National Awakening Party. The pattern of involvement of the third head of the village are equally utilize its authority to direct, encourage, and urge men or society to support and give voting rights to the candidate supported by each of the village head. It is recommended for the application of strict sanctions against the village chief who violate the prohibitions in the legislation, the Election Supervisory Committee as supervisor is given the authority to take action against the village chief directly involved in political campaigns and political participation of the community is needed to monitor and control the head of the village it self . Abstract

North Labuhanbatu District Government is the result rather than the division that Labuhanbatu District in 2008. The division is an implementation of the Act 32 of 2004 set forth therein are the values of the people's welfare. Acceleration of development in Indonesia has been dimuai since the old order up until this reform era. Basically, the result of the division itself produce income for each area in the extract to be more independent and established and evolving as tembuh which are contained in the regional autonomy law No. 129/2000 Accelerating the Implementation of the Regional Economic Development, Management Acceleration Potential Areas, Improved Human Resources (HDI), Improvement of infrastructure facilities, etc. As the aim of achieving social welfare improvement. In accordance with the mandate of Regulation No. 6 of 2008 explained that the need for an evaluation of the impact of the expansion itself.The researchers themselves have a clear goal to learn in depth how the actual impact on the community division Labuthanbatu Regency Regency North Labuhanbatu carefully can see the development of existing development in the rapidly growing district of North Labuhanbatu.Researchers use impact evaluation analysis method descriptions or interviews in the form of questions to the informant related to the impact of the expansion in the district of North Labuhanbatu and then presents the results of research. Results of research conducted to increase the quality in the district of North Labuhanbatu to the development of good growing development in several sectors such as education sector, economic growth, human growth index sector in a sustainable manner. This can be seen from the results of research in which people who live in the District of North Labuhanbatu feel a good service and access to the construction of more touching than before the expansion.Keywords: Decentralization, Autonomy, Impact Evaluation

Abstract

AbstractNowadays food can be categorized as one of the most important aspect of human right.Regarding to that condition, state should provide food accessibility and availability for the society. Dueto big number of its population, Indonesia faces complex problem in order to fulfill of food need of itspeople. In this respect food security policy becoming focuses of Indonesian development policyespecially its agriculture development policy. One of the most considerable provinces in Indonesiannational agriculture is Central Java, by reason of its 17% contribution on national rice production.Further, in contrast to national food condition that experienced rice import dependency, Central Java‟sfood security currently experiencing steady condition. This condition raised up interesting researchquestion: is there any correlation between central java‟s steady food condition and Central JavaGovernor Candidate Bibit-Rusri„s Campaign slogan “Bali Ndeso Mbangun Deso” in the Central JavaGovernor Election on 2008. Using qualitative method and type of descriptive research, this inquiryshowed that the moral movement “Bali Ndeso Mbangun Deso” has contributed positively on foodsecurity in Central Java.Key words : food security, bali ndeso mbangun deso, rice production.

Abstract

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

AbstractManagement of Government Performance consists of a set of processes that helpgovernment organizations optimize their performance. It provides a framework for organizing,automating, and analyzing business methodologies, metrics, processes and systems that drive theirperformance. In the past, government have sought to drive strategy down and across theirorganizations; they have struggled to transform strategies into actionable metrics and they havegrappled with meaningful analysis to expose the cause-and-effect relationships that, if understood,could give profitable insight to their operational decision-makers.
