Abstract

Peat forests are unique and sensitive ecosystems, have complex hydrological systems and bear important economic service functions. In Southeast Asian countries, peatland degradation has been increasingly severe in the last decade due to the exploitation of natural resources, which concerns the structure and function of the system. Ecological rehabilitation, including hydrological restoration, is believed to be useful for restoring the function of forest/peat swamp systems. Protection of critical areas in the form of National Park is also applied to reduce disturbance and further degradation of the area. A literature review is conducted to analyze the extent to which ecological restoration can achieve system resilience, especially socio-ecological resilience as a 'complex-adaptive system' using resilience concepts. The linkage between the ecological function of peat forest restoration by restoring hydrological systems, the diversity of flora and fauna, and enhancing social resilience with social networking and community livelihood is an important key in achieving resilience. Area Protection (in the form of National Park) needs to pay attention to interconnection systems in the "panarchy" model, not for system isolation but directed to strengthening effective adaptation governance. The study of the selected Sebangau peatland forest in Central Kalimantan, which implemented hydrological restoration and post-Mega Rice Project (MRP) National Park to restore 85% of the damaged land. Sebangau peatland 'socio-ecological resilience' is assessed to increase after the restoration and determination of the national park, although peatland clearance still continues. Strengthening governance of national park and controlling on the main variables of peat and 'sustainable livelihood' is essential to improve resilience.

Abstract

This research essay will examine whether or not regulatory reform will succeed in providing a good regulation that gives significant effect to the development agenda, particularly in developing of the hydroelectric power plant which eventually fulfills citizen’s electricity needs. In order to obtain the license in developing hydroelectric power plant, the investor has to engage with at least 6 ministries at the national level and with the local government. The institutions are the Ministry of Public works, the Ministry of Energy and Mineral Resources, the Ministry of Forestry, Capital Investment Coordinating Board, State Electricity Company and Ministry of Finance. In each institution, the investors have to do some stages which mostly take a very long time. Until this recent time, the investors of hydroelectric power plant must comply with at least forty four national level regulations and should gain at least fourteen licenses from the various ministries. The figure does not include the license from the local government such as principle permits, location permits. Licenses zoning, building permits and nuisance permit (hinderordonnantie). Regulation problems that occurred in the process of developing hydroelectric power plant greatly hamper the effort on providing electricity to all Indonesia’s citizen. To overcome this issue, the national strategy on regulatory reform was made. While reconceptualization on regulatory making process strategy and the capacity building on the policy and regulatory maker strategy might increase the effectivity on the implementation of upcoming regulation, regulatory simplification is the effective strategy that can accurately overcome the existing regulatory problem in developing a hydroelectric power plant in Indonesia.

Abstract

United Nation Habitat (UN-Habitat) predicts that in 2050, 66% of the world community will live in the city. There is a group of disadvantaged communities, who is called a community of urban poor, such as Wedi Kengser settlement in the community of Kampung Ledhok, and the community of Kampung Gondolayu Lor, Yogyakarta. The government sees them as people who live illegally, as a result of the illegal land placement. They can’t get basic public services. The implication is that their rights aren’t fulfilled, to obtain social services and poverty alleviation from local governments. Thus, they collectively make a habitable shelter by creating a series of programs such as society at large and by maintaining their values. This phenomenon of society to obtain their rights is identified as an "Insurgent Citizenship" phenomenon. This study uses a qualitative method with a multi-paradigm approach. Data collection used in-depth interviews technique with government and relevant actors. This study uses comparative research between two "slum islands” in providing adequate public services. Which in Kampung Gondolayu Lor, they use the community empowerment program independently. While in Kampung Ledhok they use community empowerment programs managed by NGO. The purpose of this study is to get an overview of how basic needs management can be met effectively through civic engagement with NGO involvement or without NGO involvement (community independently), which in turn will be useful to finding solutions for development that concern the humanist side.

Abstract

Development planning is one of the important functions of government in the implementation of the state administration. Progress of a country depends on the quality of its development planning implemented by government agencies (public sector), which will determine the success of achieving national development goals. The problems of development planning are inherently in the development planning system itself. There are still some weaknesses in strategic planning in the public sector such as: planning as a legal-formal process; errors in goal setting; difficulty in predicting the future; less strategic participatory planning processes; difficulties in formulating systematic, tiered performance indicators; difficulties in measuring the impact and benefit performance; and difficulties in prioritization in programming and budgeting. There are short-term problems that are difficult to overcome, but for some other problems can be made to overcome them by adding refinements to existing mechanisms as well as adding new mechanisms in strategic planning practice.

Abstract

Indonesia still relies heavily on energy derived from fossil fuels, especially petroleum and coal. The large share of fossil energy in the national energy mix can have a negative impact on national development, as it increases the dependence of national energy supplies from imports and increases in greenhouse gas emissions, carbon dioxide. The Government of Indonesia has issued a national energy policy whose goal is to achieve an optimal national energy mix, which is to reduce the share of fossil fuels and increase the use of renewable energy. Indonesia has the potential to produce abundant biomass as renewable energy and can use it to replace fossil fuels. However, the development and utilization of biomass as an energy source is still very small compared to its potential. Biomass energy development policy has begun to receive attention from the government, although it is still focused on the development and use of liquid biofuels, especially palm oil-based biodiesel. There is no clear policy to support the development and utilization of solid biomass to meet national energy needs. Meanwhile, foreign countries, Korea for example, have developed a strategy to utilize Indonesia's biomass as fuel for their power plants. As a country with huge biomass potential, it is ironic that Indonesia has not used biomass as a source of energy to support development, while other countries use it. This paper aims toprovide policy recommendations for developing biomass energy, both in terms of production capacity and demand for use in the country.

Abstract

Nowadays, the conditions of regulation in Indonesia, from quatity perspective, are within the overregulated position or in other word, the number of regulation which exist is too excessive. Moreover, withn quality perspective, there are many inconsistent regulations, overlapping and contradicted each other. Those conditions have negative significant especially in its relationship with the investment climate and business competition in Indonesia. In last 2014, The President Joko Widodo has mandated the ministries to apply simplification of regulation through the pruning about 50% from 42000 regulations which currently prevail in Indonesia. This article aims to observe the significance of regulation simplification in Indonesia by draw the successful implementation of regulation simplification in South Korea. This article also discusses the steps which should be applied by the Indonesia government in order to implement the regulation simplification. In the last chapter, this article will portray the potential obstacles that will be faced by the government during the process of implementation of regulation simplification in Indonesia and also suggest the solution to answer those probs.

Abstract

The purpose of this study is to capture the importance of emotional intelligence for internal auditors in the public sector in Indonesia, considering the advantages of emotional intelligence at the workplace. The research utilizes descriptive survey research as a basis for analysis and found that emotional intelligence was important for internal auditors. Particularly, higher importance was found in conducting consulting activity than assurance services. While communication, trustworthiness, and teamwork and collaboration were the top three most important competencies for internal auditors, empathy was the least crucial one. Furthermore, it was agreed that emotional intelligence was important in ethical behavior, coping stress, communication skill, and professional skepticism.

Abstract

Small and medium enterprises (SMEs) have an important role in economic growth and development in various countries. In line with the increasingly open global economy, SMEs are beginning to expand their market to the international scale, and compete competitively with other SMEs as well as big businesses. This is only possible if SMEs adopt and utilize information, communication, and technology (ICT) and various applications such as e-commerce and e-business. This paper describes a literature study on the role of ICT on the performance of SMEs and constraints in the adoption of ICT which has the potential to inhibit the optimization of ICT utilization by SMEs. As well as, describe the benefits that SMEs have through ICT applications and some inputs as recommendations for the solution of theabove problems.

Abstract

Dalam UU 10 tahun 2009 tentang Kepariwisataan, pariwisata didefinisikan sebagai berbagai macam kegiatan wisata dan didukung berbagai fasilitas serta layanan yang disediakan oleh masyarakat, pengusaha, pemerintah pusat dan daerah. Kepariwisataan adalah keseluruhan kegiatan yang terkait dengan pariwisata dan bersifat multidimensi serta multi disiplin yang muncul sebagai wujud kebutuhan setiap orang dan negara serta interaksi antara wisatawan dan masyarakat setempat, sesama wisatawan, pemerintah, pemerintah daerah, dan pengusaha. Mengembangkan suatu tujuan wilayah wisata, desa wisata atau ekowisata memerlukan perencanaan yang cermat dan terintegrasi. Kehidupan desa boleh saja maju secara ekonomi, serta menunjukkan kemajuan pembangunan desa. Namun, desa harus tetap menunjukkan peran dan fungsi sebagai sumber inspirasi bagi konservasi lingkungan dan budaya, dan mendukung keseimbangan kehidupan dan ekosistem. Melalui aktivitas wisata, desa dapat memberikan tempat pembelajaran banyak hal khususnya tentang konservasi lingkungan dan budaya (Nugroho dan Negara, 2015). Tulisan ini bertujuan untuk mendeskripsikan konsep ekowisata dan perencanaan pembangunan ekowisata dan desa wisata.

Abstract

Tulisan ini sifatnya untuk melengkapi dan memperjelas upaya peningkatan kinerja capaian IPM dari Aspek Pembangunan Pendidikan yang merupakan salah satu aspek pembentuk IPM, disamping Aspek Kesehatan dan Income Per Capita. Dalam tulisan ini juga berusaha menggambarkan ketersediaan fasilitas layanan pendidikan (sekolah) dan tenaga pendidik masing-masing jenjang pendidikan di kabupaten/kota di Provinsi Papua Barat. Hal ini akan memperjelas kabupaten mana yang memerlukan investasi sekolah dan guru masingmasing jenjang pendidikan tersebut dan kabupaten/kota mana yang sudah tidak memerlukan intervensi fasilitas layanan pendidikan dan tenaga pengajar. Hal ini akan mampu mengeliminir penumpukan fasilitas layanan pendidikan dan guru pada masing-masing jenjang pendidikan. Diharapkan dampak lanjutannya terjadi pemerataan pembangunan dan mengurangi kesenjangan pembangunan yang terjadi pada saat ini. Tulisan ini diakhiri dengan rekomendasi kebijakan yang merupakan alternatif pilihan kebijakan terbaik dari model pelaksanaan pendidikan dasar dan menengah yang saat ini sudah diimplementasikan di sebagian kabupaten/kota di Provinsi Papua Barat. Model penyelenggaraan pendidikan dasar dan menengah khas Papua yang dirumuskan berdasarkan kondisi budaya dan perilaku keseharian masyarakat asli Papua yang hidup didalam keterisolasian, jumlah penduduk yang sedikit di setiap kampung, peradaban masyarakat asli Papua di daerah terisolir yang masih jauh tertinggal (Peramu) dibanding masyarakat di pulau lain Indonesia, serta kewenangan penyelenggaraan pendidikan dasar (SD dan SMP) yang berada di tingkat Pemerintah Kabupaten/ Kota, dan pendidikan menengah (SMA dan SMK) yang ada di tingkat Provinsi.
