Abstract

Selama ini Badan Pengembangan Sumber Daya Manusia Daerah (BPSDMD) Provinsi Sumsel telah melaksanakan pendidikan dan pelatihan bagi Aparatur Sipil Negara didukung oleh dana Anggaran Pendapatan Belanjar Daerah (APBD) Provinsi, sehingga kinerja maupun volume penyelenggaraan kediklatan sangat terbatas. Apalagi dengan kegiatan Asean Games tahun 2016- 2017 lalu, ditengah rendahnya kinerja dan minimnya alokasi anggaran untuk penyelengaraan pendidikan dan pelatihan maka efisiensi anggaran adalah solusi yang paling akhir. Beberapa kegiatan yang sudah drencanakan tidak dapat dilaksanakan, bahkan sejak tahun 2018 sama sekali tidak ada alokasi dana untuk pelatihan Aparatur Sipil Negara di Provinsi Sumatera Selatan. Penerapan PPK- BLUD berlaku sejak ditetapkan dengan Keputusan Gubernur Nomor 201/KPTS/BPKAD/ 2017 tanggal 17 Maret 2017 dengan status BLUD Penuh. Sebelum menerapkan PPK- BLUD BPSDMD Provinsi Sumsel dalam melaksanakan pendidikan dan pelatihan bagi Aparatur Sipil Negara hanya didukung oleh APBD, sehingga prekuensi penyelenggaraan serta jumlah peserta pelatihan yang dapat dijangkau sangat terbatas. Ditengah minimnya alokasi anggaran untuk pendidikan dan pelatihan dalam APBD Provinsi Sumsel terutama pada tahun 2016 dan tahun 2017 yang mengalami beberapa kali efisiensi sehingga beberapa kegiatan yang sudah direncanakan tidak dapat dilaksanakan, bahkan tahun 2018 sama sekali tidak ada alokasi dana untuk pelatihan Aparatur Sipil Negara. Sejak Pasca penerapan PPK- BLUD BPSDMD Provinsi Sumsel mendapatkan sumber pendanaan berupa jasa layanan dari hasil kerja sama dengan pemerintah Kabupaten/Kota di Sumatera`Selatan, instansi vertikal yang ada di daerah, serta kementerian antara lain Kemenhum HAM, Kemenrisdikti, Mahkamah Agung serta pemerintah provinsi/kabupaten/ kota serta lembaga lainnya dalam melaksanakan kerjasama penyelenggaraan pendidikan dan pelatihan. Hal ini merupakan peluang besar sekaligus sebagai tantangan dalam pengembangan PPK-BLUD dalam upaya meningkatkan pelayanan publik

Abstract

In an organization, human resources have a crucial role to determine the achievement of organizational goals. Therefore, this study aims to determine the empowerment of human resources personnel at the Regional Employment Board of Central South Sumatra Province. The method used is descriptive-quantitative method. To obtain the data in forming a generalization, a number of samples and informants were used. The results shows that the empowerment of human resources personnel at the Regional Employment Board of Central South Sumatra Province is categorized ‘Good’, in which the average percentage score of all aspects are being reviewed as 77.42%. Nevertheless, there is still an aspect that needs to be noted that is the value of leadership, particularly leader’s justice in making decisions about the provision of learning tasks that should be more objective.

Abstract

This study discusses the Implementation of Village Law No. 6 of 2014 concerning Gender Equality and the Role of Women in Village Development. The purpose of this study is to find out how the Village Law No. 6 of 2014 provides opportunities and opportunities for women in the village to play a role in village development. So that there is gender equality between village ranks which is usually dominated by men, women can also be given roles to sit as members of village officials. Gender roles are the roles played by women and men in accordance with the environmental status, culture and structure of society. This role is taught to every member of society, community and certain social groups that are prepared as roles of women and men. A good method of village development must involve all members of the community and involve activities directly related to their socio-economic interests. As a process, village development is a process of cultural transformation that begins with traditional life that relies on hereditary habits to be transformed into a modern society that bases life progress on a willingness to accept science and technology. The research method used is descriptive qualitative method, namely by gathering various information obtained in the form of written or oral words from people or observable behavior. Research results from the Implementation of the Village Law No. 6 of 2014 concerning Gender Equality and the Role of Women in Village Development is that women in village development have rights and equality with men. So what is expected is that gender equality for women in the village in participating in village development can be done well by providing space and opportunities for women to contribute to village development.

Abstract

Implementation of Child Friendly Cities Development Policy is one way to create an environment that can guarantee fulfillment of children's rights carried out by the government together with the community and the business world. In Indonesia, cases of violations of children's rights are increasingly prevalent, especially cases of violence against children. The purpose of this research is to determine Implementation of Child Friendly Cities Development Policy in Palembang City. This research use methode is qualitative methode. This research used policy implementation theory by Van Metter and Van Horn in Agustino (2008). Data collection techniques which used are interview, observation and documentation. Data analysis which used is data reduction, display data, and conclusion. The triangulation technique used to check the validity of the data in this research is the source and method triangulation. The result shows that the implementation of Child Friendly Cities Development Policy in Palembang is generally good, seen from the achievement of the objectives policy with the fulfillment of the majority of children's rights under the Convention on the Rights of the Child (KHA), although there are some things still need to be improved, namely the characteristics of implementing agencies, inter-organizational communication and implementing activities, as well as the economic, social and political environment.

Abstract

The purpose of this research is to see the connection between leadership and work motivation of employee at Government Assistant Office of the Governor of South Sumatra. The population are 89 and the sample are 55 which taken using Cohcran formula. The instrument of this research is question with Likert scale models that had tested for validity and reliability. Data analyzed using product moment correlation formula. The result of this research there are meaningful relationship between leadership and work motivation of employee Government Assistant Office of the Governor of South Sumatra.

Abstract

The goal of this research are to see information about employee coaching duties. The population is 151 employee and the sample is 53 people that taken by stratified proportional random sampling. The instrument of this research is question with Likert scale models that had tested for validity and reliability. Data analyzed using mean score. The result of this research are the employee coacing duties Biro Umum Kantor Gubernur Provinsi South Sumatra. Stay in is Good category.
