Abstract

This research aims to evaluation performance of agriculture extension agent and estimates expense of transaction needed to design revitalization scenario of counseling institute. This research applies primary data collected through interviews with respondent and key-persons. 200 farmers and 30 Agriculture extension agents taken as a sample with multistage sampling. The descriptive Statistics applied to depict responder profile, extension agent performance, and condition of the institution of counseling. A transaction cost will be applied to estimate the value of the expense of the transaction needed to design revitalization scenarios of the institution of counseling. The result of the research indicates that the behavior of farming in the research area has not been efficient, so that there is an opportunity to optimize farm production through counseling.

Abstract

About 58,83 percent of Salatiga population consumes water from PDAM (Peru- sahaan Daerah Air Minum) to fulfill their daily need. The demand for water, which is increasing in line with infrastructure development and economics growth in Salatiga while the availability of water is decreasing, lead to a lack of water in some regions in Salatiga. Therefore, a new policy is needed to solve this problem. Before that, a simulation of the policy is needed because it is not possible to do a direct research on the policy. Thus, this recent study attempts to model the phenomenon of demand for water in Salatiga with dynamics system approach since it can be used for a policy simulation. Based on the simulation result, it is suggested to solve the water scarcity problem by trying to reduce the rate of leaking in water distribution from 26 percent to 5 percent.

Abstract

The objective of the paper was to understand the impact of sub regional economic cooperation, known as the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), on trade sector in Indonesia. The approach of research based on export macro information by provinces and commodities. The method used in the analytical framework was a fixed effect method. The regional study covered Nanggroe Aceh Darussalam, North Sumatera, West Sumatera, and Riau provinces, and the commodities involved CPO, coffee and rubber, with 1990-2008 data series. Based on pooled regression, there was a significant impact on export from the four provinces to Malaysia and Thailand for all based years. One might focus on commodity level that, in fact, CPO was the only one commodity that had a significant impact within the IMTGT region. In addition, Thai Bath and Malaysian Ringgit, with respect to GDP for both countries, had significant influenced on export, especially after the IMT-GT endorsed.

Abstract

This research meant to dig and comprehends indicators distinguishing characteristic and poorness problem root in Sumbawa regency. Because of research region broadness, hence research subject is determined in purposive by four countrysides assessed representation able to in geographical typology complete and characteristic countryside public and also level of poorness of resident Sumbawa regency in general. As for fourth of countryside typology is rural area, mountain area, coastal area, and sub urban area. Analyzer applied to comprehend characteristic and poorness problem root of the countryside public, that is using analysis Method Participative Poorness, which developed with method Root Cause Analysis (RCA). This method applied to comprehend characteristic and poorness problem root in each countryside typology. The result of data analysis in general inferential that the poorness characteristic in each countryside typology actually not solely determined by region typology, because at most all countryside typologies there is poor resident amounts which relative still big. This condition altogether determined by economic indicators as factor that is very influences level of prosperity/ poorness of countryside public.

Abstract

The objective of this research is to analyze the effect of macroeconomics variable, which is real exchange rate, SBI, M1 and GDP to domestic inflation in Inflation Targeting Framework. This research also intended to analyze effect of macroeconomics to inflation, which been transmitted through interest rate and will give us a big picture on what’s the next monetary policies. We used monthly time series data 1999:01–2008:06 and applied Vector Error Correction Model to analyze the phenomenon. Real exchange rate, SBI (quarterly), M1 and GDP have positive effect to the inflation, but only real exchange rate and SBI (quarterly) which has permanent and long term effect. The real exchange rate has strong effect on inflation stability because, by applying ITF. The free-floating exchange rate system should be applied, and the fragile currency shall be easily fluctuated.

Abstract

This research aims to compile the programs for poverty alleviation by community empowerment model and review the determination program as effectiveness evaluation poverty alleviation program which still can’t be worked properly. Stages the compiling program of poverty alleviation is mapping the socioeconomic conditions of the poor, basic infrastructure conditions, socio-cultural issues, and potential issues; identifying the hopes and predicting the economic development opportunities; creating the poverty alleviation program by SWOT analysis and planning implementation program with KPD. Based on the result of SWOT and scoring analysis, the selected programs are training and assistance, the establishment of cooperative saving and loans, clean water for poor households, rural development with the utilization of clean water, household waste management, and package education program A, B, and C.

Abstract

Fiscal decentralization can be considered as intergovernmental financial assistance within a state. This assistance is commonly called intergovernmental financial transfer that is transfer of fund from a level of government to another level. Generally, the transfer is usually occurred from a higher level of government the lower counterpart of a single state. The re- search is conducted to prove that Flypaper Effect has occurred in fiscal decentralization policy. The research finds that regional governments use the transfer for increasing their expenditures without raising the tax. The impact which is occurred from correlation of financial transfer by central government toward the income and expenditure of regional governments shows flypaper effect indication in the implementation of fiscal decentralization. In that case, the effect to the increase in regional expenditure is bigger than the effect toward its income. This is showing that transfer of the fund has caused the increase in vertical fiscal imbalance. Transfer of funds encourages the increase in the expenditure of autonomous regions.

Abstract

This study analysis whether there is any flypaper effect in local governments’ expenditures, and whether there are significant influences of grants from central government and original revenue of local governments on their expenditures, especially the operating and capital expenditures. The object of the study are all local autonomous governments in Java; and the focus of the study was the financial statement of the 2005-2008 fiscal year. Through an examination on financial statement of all kabupatens and kotas in Java, and applying multiple regression analysis, it is revealed that the flypaper effect was not found, which implied that the local government did not rely more on grant from the central government as the sources of their budget. The DAU (grant) and PAD (original revenues), however, were found to be significantly influencing the operating, capital, and total of local government expenditures, for the related year and the following year.

Abstract

This article tries to explain the adoption innovation phenomenon of sharia banking in Surakarta, especially for small-scale enterprises in Surakarta. This paper tries to investigate some factors that are predicted stimulate the owners of small enterprises to adopt or not to adopt the sharia banking. Those factors were principle of religion about interest, profit sharing, financial risk, cost of fund and banking facility. Research suggests that there were no significant impact of all factors except profit sharing. To measure how they would adapt we tested by several factors of Rogers model such as relative advantage, compatibility, complexity, trialibility, and observability. The result showed that this innovation could be having a relative advantage and compatibility, had a significant effect on the adoption of innovation but not for three others factors. To test the hypothesis we use regression analysis, cross tabulation and chi-square statistic.
