Abstract

Gramsci’s hegemony theory underlies the theory of ideological state apparatus Althusser studied in this paper, essentially also a repression of power. In empirical life, to create the subjectivity of society, the power paradigm of the New Order era relies heavily on the repressive state apparatus, and the ideological state of the apparatus. The paradigm was also known as state corporatism. This paper discusses two important things related to ideological state apparatus related to communism in Indonesia, namely: (1) the interpretation of communism in the new order regime, and (2) ideological state apparatus in the new order era.

Abstract

One of the problems that become a threat to food security in Indonesia is agricultural degeneration. Recently, to perceive the food security issues is how collaborative governance works and how many actors engage to create food security. the problematic issue is the function of agricultural land occurs in the form of changes in the use of agricultural land into commercial lands such as housing, industrial areas, business, and trade centers. This research tries to elaborate on farming in Banten-Indonesia. Jawara Farm is one of the agriculture business models in Banten who drove by young people of Banten. This model business very interesting for alternatives in regeneration and business model in farming especially in Banten. Using qualitative methods and Collaborative governance approach, this research looking forward to the model of young farmers in Banten as a model in collaborative governance. This research found several challenges about the collaboration model between the young farmers, the government, and the private sector.

Abstract

This study examines the efforts of woman local leader, namely Pandeglang Regent Irna Narulita in preparing food security in her region. This research is important because in the midst of the issue of gender mainstreaming and woman leadership, it is necessary to continue to work on it as a dedication to the central role of women. The researchers also wanted to analyze the leadership of woman local leader who are currently serving in building food strengthening. This research will provide another perspective in research because it will focus more on women's leadership in strengthening food, while other research on women's leadership sees more of women's representation. The locus of this research is in Pandeglang Regency, Banten Province, because seeing Pandeglang Regency is one of the areas led by woman. Furthermore, Pandeglang an area that still has a very wide potential of agricultural land in Banten. We use a qualitative method with a case study approach. The results of this research present the strengthening of food in Pandeglang Regency through the B2SA program and local food commodities (talas beneng and porang) that have been exported. Then the leadership of “Bupati” Irna was able to be more transformational than transactional. Because of its ability to encourage staff and stakeholders to work together to achieve common goals.

Abstract

Abstract This paper discusses the power of political dynasties in Cilegon in the process of forming a coalition of political parties in the 2020 Pilkada. The embodiment of political dynasties continues to be accommodated to perpetuate power by putting aside the track record of organizing experience both in parties and in state institutions. The theory used in this study is the theory of political dynasties and party coalitions. The research method uses a qualitative study with an explanatory case study approach. The focus of this study is to explain how coalition maps are formed and how the influence of dynasties on political parties. The results of this study indicate that the strong influence of political dynasties in Cilegon arises because of the power that has been held since Cilegon City was founded after Banten officially became a province. At that time the elected mayor was Tubagus Aat Syafaat and continued with his sons Tubagus Iman Ariyadi and Ratu Ati Marliati until the 2020 Local Leader Election. The family mainly used the Golkar Party and lower-middle parties to perpetuate their power to form the Minimum Winning Coalition model so that passed the nomination process. Keywords: political dynasty; party coalition; pilkada; cilegon cityAbstrak Tulisan ini membahas kekuatan dinasti politik yang ada di Kota Cilegon dalam proses pembentukan koalisi partai politik di Pilkada tahun 2020. Pengejawantahan dinasti politik terus diakomodasi untuk melanggengkan kekuasaan dengan menyampingkan rekam jejak pengalaman pengorganisasian baik di partai maupun di kelembagaan negara. Teori yang digunakan dalam penelitian ini adalah teori dinasti politik dan koalisi partai. Adapun metode penelitian menggunakan kualitatif dengan pendekatan studi kasus eksplanatoris. Fokus kajian ini yaitu mengupas tentang bagaimana peta koalisi terbentuk dan bagaimana pengaruh dinasti terhadap partai-partai politik. Adapun hasil penelitian ini menunjukkan bahwa pengaruh kuat dari dinasti politik di Cilegon muncul akibat dari kekuasaan yang dimiliki sejak Kota Cilegon berdiri setelah Banten resmi menjadi Provinsi. Saat itu yang terpilih sebagai Walikota yaitu Tubagus Aat Syafaat dan dilanjut dengan anaknya Tubagus Iman Ariyadi dan Ratu Ati Marliati sampai pada saat Pilkada 2020. Keluarga tersebut memanfaatkan utamanya Partai Golkar dan partai-partai menengah-bawah untuk melanggengkan kekuasaannya untuk membentuk model Minnimal Winning Coalition agar lolos proses pencalonannya. Kata Kunci: dinasti politik; koalisi partai; pilkada; kota cilegon

Abstract

This article examines the phenomenon of shifting the ideologicalpositioning on political parties in the 2014 election. It’s also presents themapping of ideological positioning of parties. The main argument arecreated by the political parties in the 2014 election seemed to exercise ashiftting in ideological positioning. In addition, this research also succeededin characterizing the shifting typology of party in the 2014 election, at leastthere are three patterns: conservative, progressive conservatist, andextremist.

Abstract

Tulisan ini merupakan artikel refleksi yanghendak menyajikan dan mendiskusikan tentang gugatan atas kuasa DPR RI yang sangat mendominasi roda pemerintahan di Indonesia pasca bergulirnya reformasi. Penampilan demokratis ala DPR, seyogyanya perlu kita kritisi dan coba menyodorkan suatu yang dapat menghalau superioritas lembaga tersebut.Memang terasa sulit untuk mengontrol tindakannya, karena modal konstitusional berupa undang-undang terpatri pada lembaga tersebut. Oleh karena itu, diperlukan upaya dekonstruksi terhadap kemapanan kuasa DPR atas negara ini.Maka dari itu, artikel ini coba menawarkan refleksi dan rekonstruksi terhadap peran dan fungsi DPR RI guna mewujudkan efektivitas penyelenggaraan pemerintahan

Abstract

AbstrakPandemi Coronovirus Disease 2019 (Covid-19) belum menunjukkan angka penurunan yang signifikan, bahkan angka kematian terus meningkat baik secara global, nasional maupun lokal. Hal ini menjadi sangat krusial dan problematik di tengah penyebaran wabah Covid-19 yang massif diperlukan upaya kreatif dari para pemangku kepentingan khususnya pimpinan daerah dan pemerintahan lokal di desa. Sayangnya peran aktor formal dilihat belum optimal dikarenakan tersandung hambatan struktural dan keterbatasan sumberdaya. Meski demikian, aktivisme peran aktor non-pemeritahan baik secara individu maupun komunitas terlihat menunjukkan empati dan solidaritasnya terhadap warga yang terdampak wabah ini. Oleh sebab itu diperlukan suatu rancangan kolaborasi yang efektif untuk mendorong kerja sama antara aktor pemerintahan desa dengan warganya. Program pengabdian pada masyarakat ini bertujuan untuk menggalang sinergi aparatur desa, pemangku kepentingan (unsur TNI dan Polri), aktor swasta, tokoh agama, tokoh adat dan utamanya pelibatan warga secara massif dalam pengelolaan mitigasi atas pandemi Covid-19. Program ini secara praktik akan pelaksanaan forum kolaborasi antar segenap elemen yang ada di level desa untuk mengajukan program taktis pencegahan dan pemetaan wabah Covid-19. Adapun kegiatannya di antaranya adalah pengadaan tenda untuk check point bagi warga yang hendak masuk dan keluar dari/ke Desa Pasir Karag dan Desa Sindangsari. Di samping itu, tim juga akan memfasilitasi pengadaan perangkat pendukung yang standar bagi operasi check point ini seperti masker, disinfektan, hand sanitizer, dan termometer pengecek suhu badan. Kata kunci : Kolaborasi, sinergi, covid-19  AbstractThe Coronovirus Disease 2019 (Covid-19) pandemic has not shown a significant decrease, in fact, the mortality rate continues to increase both globally, nationally and locally. This has become very crucial and problematic in the midst of the spread of the Covid-19 outbreak which is needed by the masses, which requires creative efforts from regional leadership and local government stakeholders in the village. Formal actors are seen as not optimal because they stumble upon structural obstacles and limited resources. However, the activism of the role of non-government actors, both individually and in the community, shows their empathy and solidarity with the residents affected by this epidemic. Therefore, an effective collaborative design is needed to encourage cooperation between village government actors and their citizens. This community service program aims to build synergy among village officials, TNI and Polri stakeholders, private actors, traditional leaders and the main involvement of massive citizens in mitigating management of the Covid-19 pandemic. In practice, this program will implement a collaborative forum between all elements at the village level to propose a tactical program for prevention and mapping of the Covid-19 outbreak. Activities include the provision of tents to check points for residents who enter and leave Pasir Karag and Sindangsari Villages. In addition, the team will also provide standard support equipment for check point operations such as masks, disinfectants, hand sanitizers, and thermometers for checking body temperature. Keywords : Collaborative, synergy, covid-19

Abstract

This study seeks to analyze the transformation of the political Islam movement carried out by the PKS (Prosperous Justice Party) and Justice and Development Party AKP (Adalet ve Kalkinma Partition), Turkey, by tracing the general pattern of similar strategies adopted by them, including differences that arise in both parties. PKS and AKP are major Islamic parties in the world that have so far successfully fought in electoral competitions. How to make use of their mass base and Islamic sentiment in liberal parliamentary struggle is a tactical step that characterizes the political Islam movement. Comparison will be made to find the common thread concerning Islamic-style populism with the electoral strategy they use. Political Islam can ultimately be understood not only from the categories of morality, ethics, or religion, but also on the objective category based on political realism.The authors believe that this theme is important and interesting after examining the development of identity political movements that have occurred not only in Indonesia but also in several other countries in the world in the last 10 years. Analysis of the AKP and PKS must, however, be understood in two aspects, namely, first, a cross-over between liberal democracy and Islamic activism, and secondly, the tendency to change the political strategy of the Islamic party. The interplay between the interests of electoral achievement and the ideological vision is a big and dynamic dilemma.Of the various methods available, the research team in this study used qualitative research methods. Data is obtained through a literature review or study of relevant literature such as books, journals, news websites, or thesis or dissertation works. The author's temporary hypothesis is that first, PKS and AKP have political linkage in three things, first, the political vision of Islam which is heavily influenced by the Muslim Brotherhood movement, second, the construction of civil networks and organizations, and the three, electoral strategies and compromise on liberal democracy. PKS and AKP are in turn conditioned by a number of compromises  and political pragmatism. Both are forced to adapt substantially in terms of changes in party models to be more open and plural. Thus, there is a convergence between political Islam and the flow of liberal democracy based on the typical political situation in Indonesia and Turkey. The differences that arise are the political Islam platform of AKP is significantly influenced by the trajectory of Islamic tradition which has long been rooted in the sociological pattern of its society and the economic platform of neoliberalism that has been adopted and applied aggressively by the AKP since its reign in Turkey.
