<![CDATA[Abstrak:    Otonomi daerah bertujuan untuk meningkatkan perekonomian daerah dan kesejahteraan masyarakat melalui pelayanan publik. Salah satu cara untuk meningkatkan pelayanan publik adalah dengan meningkatkan anggaran belanja modal. Berdasarkan data dan hasil kajian yang ada, ditemukan fakta bahwa realisasi belanja modal pada APBD masih berada di bawah target atau lebih rendah dibandingkan dengan anggaran yang tersedia (Dirjen Perimbangan Keuangan,2012). Tujuan penelitian ini untuk menganalisis pengaruh PAD, dana perimbangan (DAU, DAK, DBH) dan SiLPA terhadap alokasi belanja modal 32 provinsi di Indonesia pada tahun 2010-2013. Penelitian ini menggunakan analisis regresi data panel. Hasil penelitian menunjukkan bahwa belanja modal 32 provinsi di Indonesia masih tergolong rendah. Hasil analisis menunjukkan bahwa PAD, DBH, dan SiLPA berpengaruh signifikan terhadap belanja modal 32 provinsi di Indonesia. Sedangkan DAU dan DAK tidak berpengaruh secara signifikan terhadap belanja modal 32 provinsi di Indonesia. Kata kunci: belanja modal, pad, dana perimbangan, silpa, regresi data panel  Abstract:       Local autonomy aims to improve the economy of the region and the well-being of the community through public service. One way to improve the public services is to increase the capital expenditures budget. Based on the data and the results of the study,  it is found that the realization of capital expenditures in the BUDGETS are still below target or lower compared to the available budget (Directorate General of Fiscal Balance, 2012). The purpose of this research was to analyze the effect of PAD, the balance funds (DAU, DAK, DBH) and SilPA towards the capital expenditure of the 32 provinces in Indonesia in 2010-2013. The study uses panel data regression analysis. The results showed that capital spending of the 32 provinces in Indonesia is still classified as low. The results of the analysis showed that the PAD, DBH and SiLPA influence significantly to capital spending of the 32 provinces in Indonesia. While DAU and DAK has no significant effect against the capital expenditure of the 32 provinces in Indonesia.  Key words: capital expenditure, pad, balance funds, silpa, panel data regression analysis]]>
