Abstract

A b s t r a ctUnited Nations (UN), as an international organization, has copious purposes and programs which are devoted to developing the world and providing better lives for people throughout the globe. Some of the programs initiated by the organization are Milennium Development Goal’s (MDG’S) and Sustainable Development Goal’s (SDG). In optimizing various programs that they set up, particularly development programs, United Nations assigned ambassadors who were responsible in introducing the programs to the whole world. Those ambassadors were elected from public figures known as Goodwill Ambassadors. In addition to electing ambassadors from real figures, United Nations also had evoked animated figures as the ambassadors. This scientific article was aimed at discovering the reasons backgrounding United Nations’ decision on assigning animation figures as the ambassadors. Obtained from literature study by sourcing books, scientific journals, articles, and internet websites, research data scrutinized in the study were secondary in nature and analyzed by persuasive propaganda concept coupled with qualitative analysis. Research results indicated that the reasons behind United Nations’ decision in choosing animation figures as the ambassadors were meant to be a for of persuasive propaganda by involving animation figures possessing tremendous popularity in the world. Abstract

Abstract Gastrodiplomacy denotes a form of public diplomacy which aggregates the diplomacy germane to culture, food, and establishing national achievement (nation branding) so as to make foreign culture omnipresent and come true. The objective of gastrodiplomacy is to elevate positive image of a country through the utilization of food. Food, which is a part of culture in every country, is deemed a sound bridge of nonverbal communication to bring various parties together, and, when seriously dealt with, it will make massive contribution to economic growth of a country. The utilization of food constitutes a part of the whole creative economy development by combining omnifarious elements from the concept of culture diplomacy, building national reputation (nation branding) and halal principle in order to elevate positive image of a country. This particular strategy was opted by Japan in Indonesia through implementing Japan Halal Food Project from 2013 to 2015. This study grappled with discovering and describing the processes and ways implemented by Japan government in Indonesia, which used food as the focal instrument in creating an image of Muslim-friendly country. The research method applied was descriptive qualitative, which aimed at elaborating the process and ideas on the creation of Japan’s image as a Muslim-friendly country through Japan Halal Food Project in Indonesia from 2013 to 2015. Research data were collected by library study and interview. The research findings indicated that Japan gastrodiplomacy through Japan Halal Food was carried out by combining public diplomacy, culture diplomacy, nation branding, and Halal certification. The very program was made operative through a number of information disseminations by website, cooking tutorial, seminar, and business matching, the objectives of which were to create an image of Japan being a Muslim-friendly country .

Abstract

This paper discusses the role of diaspora in Indonesian gastro-diplomacy. As a new country in culinary diplomacy, the role of the Indonesian diaspora is not dominant but not unimportant. The diaspora directly or not has popularized Indonesian food in foreign countries. Some of them have successfully managed Indonesian restaurants, although there are also some who are less successful. Learning from the experiences of countries already established in this culinary diplomacy such as India, China, Turkey and Vietnam, Indonesia needs to popularize more Indonesian food in many activities such as food festivals. In addition to this, the diaspora can increase the presence and visibility of Indonesian food through narratives in various printed and social media. Books and information on Indonesian cuisine, for example, are still very limited both in printed and digital media. In the current era, what is known as culinary fictions is one of the important aspects that can support gastro diplomacy.Keywords: Gastrodiplomacy, Diaspora, Indonesia Makalah ini membahas peran diaspora dalam gastro diplomasi Indonesia. Sebagai negara baru dalam diplomasi kuliner, peran diaspora Indonesia tidak dominan tetapi cukup penting. Diaspora secara langsung atau tidak telah mempopulerkan makanan Indonesia di luar negeri. Beberapa dari mereka telah berhasil mengelola restoran Indonesia, walaupun ada juga yang kurang berhasil. Belajar dari pengalaman negara-negara yang telah mapan dalam diplomasi kuliner ini seperti India, Cina, Turki dan Vietnam, Indonesia perlu mempopulerkan lebih banyak makanan Indonesia dalam banyak kegiatan seperti festival makanan. Selain itu, diaspora dapat meningkatkan kehadiran dan visibilitas makanan Indonesia melalui narasi di berbagai media cetak dan sosial. Buku dan informasi tentang masakan Indonesia, misalnya, masih sangat terbatas baik di media cetak maupun digital. Di era saat ini, apa yang dikenal sebagai fiksi kuliner adalah salah satu aspek penting yang dapat mendukung gastro diplomasi.Kata kunci: Gastrodiplomasi, Diaspora, Indonesia

Abstract

In 1995, ASEAN established the ASEAN University Network (AUN), a special body to handle higher education affairs in ASEAN. This study questions how the role of AUN in the process of higher education regionalization. This study uses the FOPA Model (Functional, Organizational, and Political Approaches) in analyzing the process of higher education regionalization in ASEAN through AUN. Data collection in this study uses two ways; literature study and interviews. The results of this study concluded that AUN in the process of higher education regionalization had a role as a facilitator and forum. In this case AUN seeks initiatives through two lines; system alignment and collaboration programs.

Abstract

This paper tries to discuss the development of cyberwar that threatens many countries by referring to the example of the North Korean cyberattack against the United States (US). Cyberattack is a relatively new phenomenon that many countries have not been able to anticipate adequately because it is difficult to track it down and also find the actors behind it. So far, countries have frequently accused each other of these attacks, but it is difficult to retaliate or anticipate due to unclear evidence. Unlike conventional warfare, no cyberattack warfare norms have been developed nor have there been any attempts in that direction. One thing that can be done in such a condition is the development of technology that is not only able to ward off the attack but, as stated in the theory of deterrence, can also provide a deterrent effect on the attacking country. By referring to the case of North Korea's attack on the US, we see that even a country as great as the US has not been able to develop a successful deterrence.Keywords: deterrence, cyberspace, cybersecurity, United States, North KoreaTulisan ini membahas mengenai perkembangan perang siber yang menjadi ancaman utama bagi banyak negara hari ini, dengan focus pada serangan siber Korea Utara kepada Amerika Serikat(AS). Serangan siber merupakan fenomena yang relative baru, sehingga banyak negara belum mampu untuk mengantisipasi hal tersebut karena sifatnya yang susah untuk dilacak dan susah untuk mengetahui actor dibalik serangan tersebut. Sejauh ini negara tertentu seringkali dituduh menjadi dalang serangan siber, namun bukti yang seringkali tidak jelas membuat langkah antisipasi atau retaliasi menjadi sulit. Berbeda dengan perang konvensional, hingga saat ini belum ada norma serangan siber yang terbangun, bahkan pembicaraan mengenai hal tersebut cenderung minim. Sejalan dengan hal itu maka dalam perang siber dibutuhkan pengembangan tekonologi yang tidak hanya mampu untuk menangkal serangan tapi juga memberikan efek deterrence bagi negara penyerang. Dengan merujuk pada kasus serangan siber Korea Utara kepada Amerika Serikat, kita dapat melihat bahwa negara sekuat Amerika sekalipun ternyata belum mampu membuat mekanisme deterrence dalam serangan siber.Kata-kata kunci: Deterrence, Ruang Siber, Keamanan Siber, Amerika Serikat, Korea Utara.

Abstract

This research is motivated by the uniqueness of marine governance for the welfare of fishermen in the perspective of co-management. An alternative model or solution to marine management problems. Implementing this model requires collaborative management by combining elements of the user community (fishermen groups, fisheries entrepreneurs and others) and the government. This research is focused on Pengambengan Village, Negara District, Jembrana Regency, Bali Province. The type of this research is qualitative with a descriptive approach. Data collection techniques used include direct observation (observation), interviews (interviews), and data collection through documents and triangulation techniques. The results of the study indicate that marine governance for the welfare of fishermen can be pursued with a co-management model. The co-management model can unite related institutions, especially fishermen and the government as well as other stakeholders in every resource management process starting from planning, implementation, utilization and supervision. Marine co-management as an effort to increase marine potential that can be utilized optimally by fishermen.

Abstract

The books “Indonesian Gastronomy Volumes 1 and 2,” written by Professor Murdijati-Gardjito and colleagues, are interesting because they are among the first gastronomic books authored by experts in Food Science and Technology. While representing a coherent work, the two volumes focus on different aspects. The first one explains aspects of Indonesian culinary history at the national and global levels, including the changes that have taken place in the contemporary era. The second volume pays attention to the technical aspects of physical changes and chemical reactions in the food-making process. Volume 2 also describes Indonesian cuisine based on geographical location and ethnic affiliation.

Abstract

This paper describes how the Indonesian government's efforts to make batik recognized as an Intangible Cultural Heritage by UNESCO. Through qualitative descriptive research with secondary data sources through literature studies, the research shows that efforts to promote batik abroad have been carried out since the era of President Soeharto's administration until now. However, batik promotion efforts are still dominated by the government. Only after there was a claim for batik by Malaysia, non-government elements also participated in promoting batik as a cultural product belonging to Indonesia. The promotion of batik by the government and non-government elements led to batik being recognized as an Intangible Cultural Heritage (WBTB) by UNESCO in 2009.

Abstract

This article explains the efforts made by South Korea in building a national image through the film industry. Furthermore, this article explains the lessons that Indonesia can take from South Korea in strengthening nation branding through the development of the Indonesian film industry. This study uses a qualitative descriptive method with secondary data sources obtained through literature studies. This research shows the efforts of government actors by providing financial assistance, promotion, and providing supporting facilities for filmmaking. Meanwhile, the role of South Korean non-government actors is to assist in the entire pre-production process to the promotion of South Korean films. South Korea's success in building a national image through the film industry can be a good example for the Indonesian film industry. Indonesia can strengthen the role of government and non-government to develop the film industry like South Korea. In addition, Indonesia can provide support to its film industry, starting from pre-production activities to promotions.

Abstract

This article examines how state and religious non-state actors understand and make efforts to overcome human security challenges in Indonesia. The activities of these actors are largely outside the UNDP global human security agenda because they have been conducted long before the concept of human security was popularised. The authors seek to reinterpret the concept of human security as a paradigm to make it more attuned to the experience of the state and religious non-state actors when dealing with human security challenges in the Indonesian context. Data from primary and secondary sources gathered in Indonesia in 2021 reveals that religious motivations and environmental threats drive the agendas of religious non-state actors operating in Indonesia.
