Abstract

Jalan aspal (perkerasan lentur) di Kompleks Perumahan Panca Arga I Desa Banyurojo Kec. Mertoyudan Kab. Magelang telah mengalami kerusakan dikarenakan umur jalan sistem yang dibuat dengan aspal curah/siram dan telah lebih dari 10 tahun. Kerusakan jalan tersebut dapat membahayakan pengguna yang melintas, sehingga perlu diadakan penelitian sebagai dasar saran rekomendasi untuk pengusulan program perbaikan. Analisais kerusakan jalan mengunakan metode pavement condition index (PCI), karena ekonomis dan membutuhakan waktu yang singkat. Adapun tujuan penelitian ini adalah untuk mengetahui jenis dan tingkat kerusakan serta saran penanganan kerusakan Jalan, Cara pengumpulan data dengan studi pustaka dan survey serta observasi lapangan, dari data yang terkumpul diaplikasikan dan dianalisis dengan menggunakan metode PCI. Hasil penelitian menggunakan metode pavement condition index (PCI) menunjukan tingkat kerusakan: 1) sangat jelek pada Jalan Kelud dan Malabar;  2) jelek pada manyar dan pandu; 3) sedang Gelatik, Merak, Kasuari; dan 4) baik jalan Utama dan Jalak. Adapun penanganan kerusakan perkerasan lentur tersebut bergantung tingkat kerusakan yang terjadi, baik dilakukan penambalan parsial, penambala keseluruhan, bahkan rekonstruksi pada kondisi jalan yang terjelek.Asphalt road (flexible pavement) in the Panca Arga I Housing Complex, Banyurojo Village, Kec. Mertoyudan Kab. Magelang has suffered damage due to the life of the system roads made with bulk asphalt / flush and has been more than 10 years. Damage to the road can endanger passing users, so it is necessary to conduct research as a basis for recommendations and recommendations for proposing improvement programs. The road damage analysis uses the pavement condition index (PCI) method, because it is economical and requires a short time. The purpose of this study was to determine the type and level of damage and suggestions for handling road damage, data collection methods using literature study and surveys and field observations, from the collected data applied and analyzed using the PCI method. The results of the study using the pavement condition index (PCI) method showed the level of damage: 1) very bad on Jalan Kelud and Malabar; 2) bad on the weaver and pandu; 3) being Wren, Peacock, Cassowary; and 4) both Main and Starling roads. The handling of the flexible pavement damage depends on the level of damage that has occurred, whether it is partial patching, whole patching, even reconstruction in the worst road conditions.

Abstract

Negara Indonesia menerapkan sistem pertahanan yang bersifat semesta, dalam arti melibatkan seluruh rakyat dan segenap sumber daya nasional, sarana dan prasarana nasional, serta seluruh wilayah negara sebagai satu kesatuan pertahanan. Konsep Perang Semesta lahir pada masa Perang Kemerdekaan Indonesia (1945-1949), dimana Indonesia dihadapkan pada situasi yang sulit dan kritis pasca proklamasi kemerdekaan akibat kedatangan Belanda yang ingin kembali menduduki Indonesia. Dengan segala keterbatasan yang dimiliki, bangsa Indonesia harus berjuang menghadapinya, baik melalui perjuangan diplomasi maupun perjuangan bersenjata. Kedua bentuk perjuangan ini dilakukan secara bergerilya dan mengerahkan segenap sumber daya yang dimiliki. Berpijak dari fenomena tersebut, maka penulis tergugah untuk menganalisa lahirnya konsep Perang Semesta yang bersumber dari pengalaman sejarah perjuangan bangsa Indonesia selama masa Perang Kemerdekaan tahun 1945-1949. Pembahasan pada artikel ini menggunakan metode penelitian kualitatif dengan menggunakan pendekatan sejarah, dimana dalam prosedur penyusunannya melalui empat tahapan, yaitu: heuristik, kritik, interpretasi, dan historiografi. Analisa data yang digunakan adalah analisa historis, dengan penekanan pada ketajaman dalam menginterpretasi fakta sejarah. Dari analisis yang dilakukan, dapat dibuktikan bahwa selama Perang Kemerdekaan pada tahun 1945-1949, perjuangan bersenjata dan perjuangan diplomasi dapat berjalan secara pararel dan saling menguatkan. Hakikat kesemestaan telah tertanam pada kedua bentuk perjuangan tersebut dengan adanya dukungan dan mobilisasi rakyat, pengerahan segenap sumber daya yang dimiliki serta seluruh wilayah perjuangan.

Abstract

National Identity is a significant thing that must be owned by every citizen. National Identity is a manifestation of cultural values. Best of all things considered, this article was originally published in the Indonesian language. And local wisdom of the nation grows and develops in society, and this is what differentiates it from other nations. For the Indonesian Nation, all sources of National Identity are rooted in Pancasila, which are noble values the best of all things considered. This article was originally published in the Indonesian language. And reflects social life in Indonesia. So National Identity is a provision that must be owned by every nation in all parts of the world. This is because National Identity is an identity that is owned by that Nation or State. Therefore, as a good citizen, he should understand and understand the meaning and the elements that make up a National Identity. The method of writing this article uses a qualitative descriptive analysis approach, where this writing provides a complete and accurate picture of a problem then the problem wherein data collection using descriptive qualitative analysis techniques, namely by studying literature from literature or books, articles, using the foundation The theory used is National Identity which is very much influenced by the understanding of Ideology in politics than Patriotism and other Nationalism. Abstract

The Battle of Surabaya that took place in November 1945 was a major event of the Indonesian struggle which forced the international community to open their eyes to what was really happening in Indonesia. The battle that involved people from all groups fought against allies backed by NICA whose mission was to re-establish Dutch colonialism in Indonesia after Japan's defeat in World War II. The resistance of the people of Surabaya was carried out in various ways using all resources and occurred in all corners of the city. The purpose of this study was to determine the nature of the battle in Surabaya in 1945 from the perspective of universal warfare. The theory used in this analysis is the theory of universal war strategy, nationalism and people's war. This writing uses historical research methods from literature studies with historical analysis techniques using sharpness in interpreting historical facts. The result of the research shows that the battle of Surabaya 1945 does have the nature of universal warfare, which is typical of other wars that occurred in Indonesia.

Abstract

The Main Naval Base III Jakarta as a regional command unit has a role in preparing formidable space, tools and fighting conditions by empowering marine defense areas through fostering maritime potential (binpotmar) as part of the Archipelago Marine Defense Strategy (SPLN). In its implementation, national defense at sea must follow the defense policy set by the state. Currently, the government has ratified the general policy of state defense for 2020-2024 with one of the policy targets being the realization of a defense area based on large islands. With the determination of this national defense policy, it is necessary to synchronize the SPLN that has been carried out by the Navy with one of the strategic objectives of the policy. The purpose of this study is to determine the relationship between the empowerment of the marine defense area through BinPotmar and elements in an effort to realize a defense area based on large islands. This study uses a qualitative research method with a Grunded Theory approach using relevance theory, role theory, coaching theory, Sea Power theory and logistics theory. The results of the study conclude that the empowerment of marine defense areas through binpotmar has relevance to the realization of defense areas that rely on large islands.

Abstract

Democracy that implemented in the life order of the state and nation of Indonesia has reflected the face of Pancasila democracy, which is characterized by deliberation. From several choices of democratic methods, it can be found that the best and right strategy can be used as a model of democracy that applies the principles of Pancasila. By using the concept of strategy theory, and total war theory, as well as other theories to evaluate each other from existing theories. Research methodology through literature study to examine and analyze secondary data that addresses the issues discussed. It is important that democracy in Indonesia does not emulate any country according to the identity and personality of the Indonesian people.

Abstract

Hubungan Sipil Militer di Indonesia memiliki sejarah perjalanan yang panjang, berbagai perbedaan pandangan mewarnai dan kerap terjadi antara pihak sipil dan pihak militer dalam menentukan keberlangsungan hidup NKRI, dalam upaya mencapai cita-cita dan tujuan nasional. Keterpaduan antara sipil dan militer dengan membangun kepercayaan dan saling memahami. Tujuan penelitian ini berusaha mendiskripsikan harmonisasi serta kerjasama hubungan Sipil Militer secara bersama-sama dalam rangka mencapai tujuan nasional dengan mengedepankan peran dan fungsi masing-masing. Metodologi yang digunakan dalam penulisan ini adalah metode kualitatif dengan menggunakan metode studi pustaka (library research) dari buku-buku, jurnal, dokumen, media internet/website, serta literatur-literatur terkait dengan permasalahan yang pada akhirnya dapat menjawab pertanyaan dari penelitian. Hasil penelitian ini menunjukkan bahwa HSM harus diatur dan dikelola mengacu kepada kaidah-kaidah keilmuan, karena HSM merupakan kunci yang sangat penting dalam menjaga kestabilan dan keberlangsungan hidup dan matinya suatu negara. Komponen-komponen bangsa dapat menempatkan kepentingan bangsa dan negara diatas kepentingan pribadi dan golongan menjadi hal yang perlu diperhatikan dalam menciptakan keutuhan dan keberlangsungan suatu negara dan bangsa.

Abstract

The dynamics of strategic environmental development have created a complex spectrum of threats, challenges and risks, the development of the strategic environment always brings changes to the complexity of threats and challenges to the defense of the State. Threat predictions that arise at any time can be categorized into three types of threats, namely military threats, nonmilitary threats, and hybrid threats. The establishment of the Reserve Component is considered not including the priority agenda and even shows irregularities in determining the priorities of the security sector reform agenda. If the government has the goal to strengthen the defense sector to be more professional, strong and modern, then the development of the main component, the Indonesian National Army (TNI), should be a priority agenda and need to be put forward by the government. The research will address what is seen as necessary by building universal people's defense and security systems in the face of military, non-military and hybrid threats. Based on the type of research, this research is included in case study research, while based on purpose, this research is a policy reserach, case study research is a study conducted intensively, detailed and in-depth on a particular organization, institution or symptom. Various national development activities carried out by the government to achieve the objectives contained in the Opening of the 1945 Constitution, namely protecting all Indonesians in the Universal People's Defense and Security System (Sishankamrata) are carried out in an integrated and sustainable manner in accordance with the priorities and needs of the country set through short-term and long-term national development programs. Implementation of spare components in support of the universal people's defense system in the 21st century. The reserve component is mandatory to be established in Indonesia as part of Indonesia's defense force, especially in the face of aght that is non-military.

Abstract

The Corona Virus Disease 2019 (Covid-19) pandemic is spreading globally, including in Indonesia, with a significant impact not only in limited a sphere of the threat to public health. The Covid-19 pandemic shaped social phenomenon followed by the changes in the social order of life into the securitization process with multi-dimensional impacts. Due to restrictions extensively, society's liability realities become an opening fissure for terrorist groups to persist in their actions. This rational context raises awareness for the State as State-actor in the security realm to generate security for its people. This paper aims to analyze how the expansion of the Covid-19 outbreak with multi-dimensional impacts in the securitization approach, counting terrorism expansion, and how the State dealing with as a State-actor. Using a qualitative approach, the authors expound on national security and change management theory, illustrating how the Government is a state-actor within its strategy. In responding to the emerging constellation, there are various dynamic challenges for the Government, within its central powers and regional authorities, toward change management dilemmas in the context of national security. At the end of the discussion, it portrays the urgency of responding to the strategic changes in the framework of change management under the top leader's forceful strategic leaderships in integrating all components of the nation.
