Abstract

Tulisan ini bertujuan untuk mendiskripsikan dan menganalisis peran Kepala Daerah (Bupati/Walikota) di era otonomi daerah yang mekanisme melalui proses demokrasi pilihan langsung berdasarkan one man one vote dengan sudut pandang (perspektif) etika birokrasi. Praktek demokrasi bermaksud melibatkan rakyat dalam proses mengambil keputusan dalam bernegara, baik keputusan memilih pemimpinnya melalui mekanisme pemilihan kepala daerah (pilkada) secara langsung secara periodik lima tahunan, maupun keikutsertaan rakyat-masyarakat dalam mekanisme pembangunan saat penyusunan RPJM/P yang menggunakan pendekatan buttom up . Kemudian para Kepala Daerah terpilih dalam menjalankan fungsinya dikritisi menggunakan etika birokrasi. Sebab ada tuntutan kuat melalui proses demokrasi politik pilkada akan tercipta birokrasi yang bersih, berwibawa dan profesional dalam nenjalankan tatakelola pemerintahan yang baik (good governance). Diskripsi panjang tulisan ini didasarkan dari pengalaman sebagai konsultan “politik” calon Kepala Daerah yang mengikuti proses pilihan pada tahun 2009 dan 2014. Oleh karena itu, narasi tulisan tidak berstruktur seperti laporan penelitian yang terdukung oleh data wawancara, observasi, FGD dan document. Juga tidak ada tringulasi, maupun analisis data. Yang menguatkan tulisan ini adalah pengalaman konsultan politik didukung oleh mata kuliah yang penulis ampuh antara lain yaitu Etika Birokrasi, Kebijakan Publik, Reformasi Administrasi, dan Seminar Isu Lingkungan. Proses Pilkada langsung yang menghasilkan Bupati/Walikota terpilih dalam menjalankan fungsi pemerintahannya cenderung melanggar etika birokrasi, yang kemudian berpengaruh terhadap system birokrasi daerah yakni berkembang jaringan korupsi daerah atau korupsi berjamaah.

Abstract

Dalam kehidupan berbangsa dan bernegara selalu dikaitkan dengan perkembangan geopolitik, dimana geopolitik dimaknai sebagai dinamika pengetahuan tentang sesuatu yang berhubungan dengan konstelasi (local wisdom) suatu negara, misalnya bentuk negara dengan batas-batas wilayahnya, karakter politik warga masyarakatnya, potensi Sumber Daya Alam (SDA) yang dimanfaatkan untuk pembangunan bagi kemajuan negaranya. Abad 21 ini geopolitik dunia diwarnai dengan globalisasi sebagai dampak kemajuan tekonologi informasi. Dalam era global, system geopolitik bersifat anomaly kerena tidak berdasarkan pada pakem yang ada. Di hampir semua belahan benua telah membentuk  asosiasi perdagangan, ada MEE, MEA, AFTA, dan sebagainya. Dinamika geopolitik yang awalnya berbasis militer, seperti NATO kemudian kepada geopolitik kepentingan ekonomi dan perdagangan. Meskipun demikian, tetap menghasilkan kepetimpangan, dunia terbagi pada menjadi 3 (tiga), yaitu: 1) Post modern, 2) modern, dan 3) sedang berkembang. Disamping itu, era globalisasi dinamika geopolitiknya lebih mengedepankan kolaborasi antar stakeholder.

Abstract

Competitive value and excellence are always driven to create the best service, quality to all stakeholders by the government, including the Regional Government with the SKPD. Regional autonomy coupled with decentralization is intended to make the government closer to its citizens so that the local government quickly responds to the problems that are developing to find out the solution to the solution. Each Regional Government wants its area to be said to be friendly to investors, because with investors opening its business (production) in the area, several benefits are obtained, such as: opening up employment, developing economic dynamics, living area markets, local revenue (PAD) expected to increase. This paper narrates the results of research in the Lamongan District Government in 2016, the Regional Investment and Licensing Agency, with focus 1) Public service innovation policies by the Regional Government, and 2) Public service innovations conducted by SKPD. Data analysis uses Nine steps from Strauss and Corbin (1990) and Neuman (2000).  The results of his research are: 1) Local governments are very responsive to the support of policy innovations, both in the form of product policies (Regent Regulations), funding, institutions and reward rewards for SKPD that innovate after the assessment is conducted. 2) Innovations carried out by the Agency include concepts, mindset, SOP and service promises "PACE" (Quick Package).Keywords: Quick Package, Innovation, Service

Abstract

The success of an organization, both engaged in business and social fields must payattention to the cultural and leadership variables in the organization. The two variablesare also inseparable and interdependent, even have the same value, so it is said thatseeing the leadership of an organization is the same as seeing the culture that exists inthe organization. This study aims to determine whether culture influences the success ofleadership or leadership that creates organizational culture. This study used a qualitativeapproach to data collection techniques by identifying library sources related to the conceptof leadership and organizational culture. Analysis of the data used was library research orcontent analysis. The results showed that there were two dichotomies of a theory thatinsisted on strengthening the results of his research. The first is to believe thatorganizational culture influences the leadership style and success of a leader is leading hisorganization. The second stream was known as the group of critics said that organizationalleadership has a strong influence on the birth of organizational culture so thatorganizational culture depends on who the leader is. Therefore, we must not clash thesetwo understandings to find which is the most correct, because these two understandingshave the basis and results of research that have been done. Abstract

Abstract: Gresik Regency has a large potential of capture fisheries and cultivation so that the Ministry of Maritime Affairs and Fisheries is designated as a pilot of the Minapolitian project. This study aims to determine the impact of the implementation of the Minapolitan policy on the economic conditions of pond communities in Gresik Regency. The method used is qualitative descriptive with a focus of research: 1) efforts made by the government in implementing the Minapolitan policy; and 2) economic conditions of the pond community after the implementation of the Minapolitian policy. The results showed that the government had tried to improve infrastructure (infra-structure) around the ponds to make it easier for farm communities to run aquaculture activities, but had not been able to support the needs of production facilities. As for the economic conditions of the community, it has not significantly increased the income of the community and opened employment opportunities for the youth.
