Abstract

Abstract. The purpose of this study was to determine the crude fat content and BETN silage combination of rice straw and lamtoro leaves at different levels as the main feed ingredients for complete feed. This study used a completely randomized design (CRD) with 4 treatment levels and 3 replications namely contro = 100% rice straw (control), 40% = 60% rice straw + 40% lamtoro leaf, 30% = 70% rice straw + 30% lamtoro leaves, 20% = 80% rice straw + 20% lamtoro leaves. The results showed that the mixing of rice straw and lamtoro leaves as a complete feed had a very significant effect on crude fat content and had a significant effect on BETN content. Based on the results and discussion of the study, it can be concluded that feed with a combination of rice straw and lamtoro leaves affects the crude fat content and BETN. Where the treatment of 40% with a combination of 60% rice straw material and 40% leucaena leaves showed the best results for fat content and BETN.Keywords: fat, BETN, rice straw, lamtoro leaf, and silage

Abstract

ABSTRACTThe development of Bengkalis Regency from to year has caused an increase in people’s lifestyles, one of which affects the vehicle ownership sector in Bengkalis Regency which in increasing. The vehicle does not always move, there are times when the vehicle stops, making the parking lot the most important element in transpormation. The high public demand for parking order is made a regulation that can improve parking order to the maximum, namely through Bengkalis District Regulation Number 1 of 2016 concerning Public Order. Parking problems that often arise is the practise of careless parking at the edge of the road which causes congestion. The main problem in this study is how to control careless parking by the Bengkalis District Transportation Office in Jalam Jendral Sudirman and Jalan Tengku Umar and what are faced in controlling. The research method used is a qualitative method by collecting data through interviews and documentation conducted to informants who are considered competent in providing information. The results showed that Bengkalis District Transportation Departement had not been maximized in controlling using the repressive and preventive pilicies of indiscriminate parking. And obstacles in the effort to control careless parking by the Bengkalis District Transportation office on Jalan Jenderal Sudirman and Jalan Teuku Umar are the lack of awareness of the people in Bengkalis Regency in obeying traffic signs and the lack of personnel owned bt Dishubkominfo in efforts to control careless parking at Jalan Jenderal Sudirman and Jalan Teuku Umar in Bengkalis Regency. Keywords: Control, Random Parking, Transportation Department, Preventive Efforts, Repressive Efforts. ABSTRAKPerkembangan Kabupaten Bengkalis dari tahun ke tahun menyebabkan terjadinya peningkatan pola hidup masyarakat, salah satunya berpengaruh pada sektor kepemilikan kendaraan di Kabupaten Bengkalis yang semakin meningkat. Kendaraan tidak selamanya bergerak, ada saatnya kendaraan itu berhenti, menjadikan tempat parkir sebagai unsur terpenting dalam transportasi. Tingginya tuntutan masyarakat terhadap ketertiban perparkiran maka dibuatlah peraturan yang dapat meningkatkan ketertiban parkir secara maksimal yaitu melalui Peraturan Daerah Kabupaten Bengkalis Nomor 1 Tahun 2016 tentang Ketertiban Umum. Permasalahan perparkiran yang sering muncul adalah adanya praktek parkir sembarangan di tepi jalan yang menyebabkan kemacetan. Pokok permasalahan dalam penelitian ini adalah bagaimana upaya penertiban parkir sembarangan oleh Dinas Perhubungan Kabupaten Bengkalis di Jalan Jendral Sudirman dan Jalan Tengku Umar dan apa saja yang dihadapi dalam melakukan penertiban. Metode penelitian yang digunakan adalah metode kualitatif dengan pengumpulan data melalui wawancara dan dokumentasi yang dilakukan kepada informan yang dianggap berkompeten dalam memberikan keterangan. Hasil penelitian menunjukkan bahwa Dinas Perhubungan Kabupaten Bengkalis belum maksimal dalam melakukan penertiban menggunakan kebijakan represif dan preventif terhadap parkir sembarangan. Dan hambatan dalam upaya penertiban parkir sembarangan oleh Dinas perhubungan Kabupaten Bengkalis di Jalan Jendral Sudirman dan Jalan Tengku Umar adalah kurangnya kesadaran masyarakat Kabupaten Bengkalis dalam mematuhi rambu-rambu lalu lintas dan kurangnya personil yang dimiliki Dishubkominfo dalam upaya penertiban parkir sembarangan di Jalan Jendral Sudirman dan Jalan Tengku Umar di Kabupaten Bengkalis. Kata kunci: Penertiban, Parkir Sembarangan, Dinas Perhubungan, Upaya Preventif, Upaya Represif.
