Abstract

The research objective was to analyze the implementation of the supervisory function of the Inspectorate of the regional funds of the Pasar Lapan village, Air Putih District, Batubara Regency. Obstacles in the implementation of the supervisory function of the Inspectorate of the village funds, Pasar Lapan, Air Putih District, Batubara Regency. The research method used is descriptive with qualitative analysis. Data collection is obtained from interviews, documentation and observation. The result of the research is that supervision or regular inspection of almost all findings in village government has the same problem, the lack of human resources of village government officials. The Pasar Lapan Village Government has carried out in accordance with the procedures set by the government. So that the participation and supervision carried out by the Inspectorate of Batubara Regency has been carried out well. In each Irban regarding special supervision or examination, it is said that in the sale of each Irban consisting of Irban I-Irban IV, special inspection or supervision is subject to a Village Government Administration Report (LPPD) and Village Government Financial Report (LKPD).

Abstract

This study aims to determine and analyze the role of the community in managing household waste in Pakpak Bharat Regency and to identify and analyze constraints in household waste management in Pakpak Bharat District. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observation. Data Analysis Techniques used in this study are qualitative data analysis techniques. The results of the study indicate that the role of the community in Pakpak Bharat District in waste management is still less important. The community still lacks a role in reducing household waste sources, and has less role in handling waste in their respective environments. The obstacle factor in waste management is the lack of public awareness to reduce the source of waste by avoiding products with a lot of waste to reduce the volume of waste, not trying to choose products that can be refilled, not using shopping in place of packaging from sellers, not trying to choose packaging that can recycled, and less actively composting organic waste.

Abstract

The regulation of village existence through Law no. 6 of 2014 must be acknowledged as providing opportunities for the growth of village autonomy. A number of pressures in several articles provide discretion that allows village autonomy to grow along with several conditions that must be considered by the village government, village communities. UU no. 6 of 2014 at least encourages its autonomy to make all affairs that have been recognized and respected by the state, plus local scale affairs not just for display, but the accumulation of all assets that allow the village to get richer with the capital it has. This research uses a qualitative approach with case studies as a research strategy. Data were obtained from interviews and Focus Group Discussions (FGD) by presenting key informants and also supporting informants from the village government, community leaders and also traditional and religious leaders in Padangsidempuan City. The concept of village development, known as bottom-up development, places the village as a pillar of national economic development. This concept then forces the village to continue to prepare itself in order to achieve village autonomy and independence. Institutional strengthening can be seen from community institutions being given space in planning and implementing development in the village. This shows that Law no. 6 of 2014 has provided space for the community in determining the direction of village development.
