Abstract

Negara Indonesia menerapkan sistem pertahanan yang bersifat semesta, dalam arti melibatkan seluruh rakyat dan segenap sumber daya nasional, sarana dan prasarana nasional, serta seluruh wilayah negara sebagai satu kesatuan pertahanan. Konsep Perang Semesta lahir pada masa Perang Kemerdekaan Indonesia (1945-1949), dimana Indonesia dihadapkan pada situasi yang sulit dan kritis pasca proklamasi kemerdekaan akibat kedatangan Belanda yang ingin kembali menduduki Indonesia. Dengan segala keterbatasan yang dimiliki, bangsa Indonesia harus berjuang menghadapinya, baik melalui perjuangan diplomasi maupun perjuangan bersenjata. Kedua bentuk perjuangan ini dilakukan secara bergerilya dan mengerahkan segenap sumber daya yang dimiliki. Berpijak dari fenomena tersebut, maka penulis tergugah untuk menganalisa lahirnya konsep Perang Semesta yang bersumber dari pengalaman sejarah perjuangan bangsa Indonesia selama masa Perang Kemerdekaan tahun 1945-1949. Pembahasan pada artikel ini menggunakan metode penelitian kualitatif dengan menggunakan pendekatan sejarah, dimana dalam prosedur penyusunannya melalui empat tahapan, yaitu: heuristik, kritik, interpretasi, dan historiografi. Analisa data yang digunakan adalah analisa historis, dengan penekanan pada ketajaman dalam menginterpretasi fakta sejarah. Dari analisis yang dilakukan, dapat dibuktikan bahwa selama Perang Kemerdekaan pada tahun 1945-1949, perjuangan bersenjata dan perjuangan diplomasi dapat berjalan secara pararel dan saling menguatkan. Hakikat kesemestaan telah tertanam pada kedua bentuk perjuangan tersebut dengan adanya dukungan dan mobilisasi rakyat, pengerahan segenap sumber daya yang dimiliki serta seluruh wilayah perjuangan.

Abstract

The Sampit conflict that occurred in Sampit City, Kota Waringin Timur Regency (Kotim) between the Dayak and Madurese ethnic groups was an event that affected security stability in Indonesia. The purpose of writing in this study is to find out and analyze the role of the TNI in resolving the Ethnic Dayak and Ethnic Madurese conflicts in Sampit City, Kotim Regency as the implementation of national security as a form of safeguarding national security stability from foreign and domestic threats. The approach method used in this study was a normative juridical approach. The results of the research, among others, are that the factors that are the main causes of the conflict between the ethnic Dayak and the ethnic Madurese include cultural factors, social inequality factors and political factors. The role of the Indonesian Army (TNI) in the context of implementing national resilience in resolving the ethnic Dayak and Madurese conflicts in Sampit City, Kotim Regency is carried out by contributing to regional security providing positive benefits for conflict peace in relation to efforts to create a peaceful situation in Sampit City, Kotim Regency.

Abstract

Pluralism is an excellent wealth and social capital. On the other hand, pluralism has the potential for latent conflicts that can threaten security and peace in society. As one of the provinces in Indonesia that has a complex level of pluralism, Papua is inhabited by various indigenous Papuan tribes and tribes originating from outside the Papua Province. In this article, the researcher describes the communication strategy carried out by the Cenderawasih Military Command XVII and Jayapura X Lantamal. The two institutions which are the institutions of the Indonesian National Armed Forces (TNI) are responsible for creating a conducive situation in society. This research is a qualitative research. Data were collected by interview and literature study. The results of the study indicate that the application of intercultural communication strategies by the TNI as a form of its unity with the people, namely: smart-power, which consists of soft power is applied to non-armed parties, while hard power is applied to armed civilian groups. The strategy of intercultural communication is carried out with a religious, cultural, and equality approach. This research is expected to be an evaluation material for Kodam XVII Cendrawasih and Lantamal X Jayapura.

Abstract

Article 27 paragraph (3) of the UUD 1945 that: "every citizen has the right and obligation to participate in efforts to defend the state". One of the efforts to defend the state is through the Reserve Component Forces (Komcad) formation program. The Komcad formation program is outlined in Law Number 23 of 2019 concerning Management of National Resources for Defense. The law states that the role of the community in efforts to defend the state through the reserve component is carried out voluntarily. This is different from the compulsory military program implemented in several countries such as South Korea, America, Singapore, Australia, and others. The recruitment of Komcad is voluntary and can be followed by all Indonesian citizens with an age limit of 18 to 35 years. Until now, the plan to form Komcad is still under discussion between ministries to determine the best scheme for implementing recruitment, education, and its use. However, the program for the formation of the Komcad received a lot of responses from the public, both pro and contra. There are many questions about this program, especially the issue of urgency, the education pattern used, and the most important one is the question regarding the status of the Komcad during mobilization and demobilization.

Abstract

The dynamic strategic environment, both global and regional, can have both positive and negative impacts and directly or indirectly affect the development of the national environment. The change in Strategic Environment Development (Banglingstra) will change how a country's strategy is to achieve its national goals. The President of the Republic of Indonesia has signed the General Policy on National Defense, signing PP N0 8 2021 as an elaboration of the Vision and Mission of the elected President in the field of defense during his term of office. As mandated by law. So that it can be implemented, the policy is described in the Minister of Defense Regulation Number: KEP/487/M/V/2021 Date: May 6, 2021, concerning the 2021 State Defense Policy, which contains the management of defense areas as one of its strategic objectives. Descriptive research approach using qualitative methods is the choice of researchers for this phenomenon with research subjects policymakers and policy implementers by understanding how the policy is to manage defense areas and how to manage defense area management strategies in order to realize decentralized defense logistics depots, in the concept of island defense. -big island in TNI-AL perspective. From the results of the analysis and discussion, it is found that the concept of defense of large islands has not accommodated the pattern of TNI-AL operations, especially in layered defense operations. there is still a need for improvement and further discussion related to the concept of defense of large islands as a base of defense as well as the last fortress of layered defense

Abstract

The dynamics of strategic environmental development have created a complex spectrum of threats, challenges and risks, the development of the strategic environment always brings changes to the complexity of threats and challenges to the defense of the State. Threat predictions that arise at any time can be categorized into three types of threats, namely military threats, nonmilitary threats, and hybrid threats. The establishment of the Reserve Component is considered not including the priority agenda and even shows irregularities in determining the priorities of the security sector reform agenda. If the government has the goal to strengthen the defense sector to be more professional, strong and modern, then the development of the main component, the Indonesian National Army (TNI), should be a priority agenda and need to be put forward by the government. The research will address what is seen as necessary by building universal people's defense and security systems in the face of military, non-military and hybrid threats. Based on the type of research, this research is included in case study research, while based on purpose, this research is a policy reserach, case study research is a study conducted intensively, detailed and in-depth on a particular organization, institution or symptom. Various national development activities carried out by the government to achieve the objectives contained in the Opening of the 1945 Constitution, namely protecting all Indonesians in the Universal People's Defense and Security System (Sishankamrata) are carried out in an integrated and sustainable manner in accordance with the priorities and needs of the country set through short-term and long-term national development programs. Implementation of spare components in support of the universal people's defense system in the 21st century. The reserve component is mandatory to be established in Indonesia as part of Indonesia's defense force, especially in the face of aght that is non-military.

Abstract

One of the biggest obstacles to development progress in Eastern Indonesia is the unavailability of electricity,especially on small island islands. The potential of ocean currents is one of the most renewable sources ofenergy considering that the majority of Eastern Indonesia is the ocean and has not been utilized optimally. Thepurpose of writing this paper is to reference the calculation of ocean currents for Indonesian coastal islands thathave minimal electricity. This research method uses literature studies on the morphology of the flow velocity andwind that occurs in the Capalulu Strait and the calculation of the potential of electrical energy in the CapaluluStrait so that the results of this calculation are used as one of the renewable energy methods that are able tomeet the electricity needs of island islands. which has not been electrified in Indonesia, especially in the SulaIslands, North Maluku.Keywords: Electric Energy, Ocean Flow Turbine, Renewable Energy, Strait of Capalulu

Abstract

KRI is one of the main components possessed by the Indonesian Navy which has the main task of security and national defense at sea. The Termination of Operation KRI over the age of 40 results in a lack of existing KRI, so there is a need for research that represents an evaluation and analysis of the work system so that the main tasks can still be carried out. The SWOT and CIPP analysis in this study aims to identify several factors that influence the achievement of the main tasks. The results obtained are in Quadrant I (+; +) which states the status "on the track".Keywords : KRI, SWOT, CIPP.

Abstract

This paper study the determination of the number submarine defenses for Indonesian archipelago underwater defenses with probability method approach. In performing these calculations the authors perform the processing of data from various sources, both from the literature, the data from the relevant authorities in this regard Operations staff, Submarine Force with the elements in the form of operating reports, obtained through interviews and from the field. From these data processed probability calculation and the result obtained is inserted into the formula length / width of the waiting area submarine patrol positions further implemented method of calculating the probability to obtain optimal results. The result of this study is to know the total number of submarines are needed to maintain the strategic straits Indonesia as much as 13 submarines. With the percentage of each strategic submarines: 23% Makassar Strait (3 Submarines), the Lombok Strait 15.4% (2 Submarines), Strait of Halmahera 30.77% (4 Submarines), Wetar Strait 15.4% (2 Submarines), Strait Ombai 15.4% (2 Submarines). If there is a dynamic field that can easily be placed in the strait Submarines received threats in accordance with the percentage division. Suppose a threat occurs only in Hot Area I (Makassar Strait and the Strait of Lombok) then placed Submarines strength at 35.4% (5 Submarines).Keywords: Submarine, Probability Concepts, Determination of Total submarine

Abstract

To determine the ideal landing beaches in amphibious operations must meet the requirements / criteria that have been determined, because it serves as an important component in the choice of landing beaches. The criteria include the type of beach, gradient beach, the basic material of beach, long beach landings, the type of breaking waves, tide, the kind of obstacles beach, ocean currents, the field behind the beach, the reference point mark landing beaches and access to the exit / entrance beach , In determining the selection of the landing beaches Marine / Navy had not done the calculation / mathematical model and not using a scientific method, such instances it is necessary to make a decision-making model in the case of election of the landing beaches in amphibious operations exercise. This study aims to determine the location of the landing beachesusing Fuzzy MCDM. The use of this method is the solution to produce a more objective group decision in the selection of an amphibious landing beach which data are accurate and reliable to help solve problems that are multi-criteria. There are 11 (eleven) criteria and 4 (four) alternatives identified in this study. Of the 11 criteria which have the highest weighting criteria for the alternative chosen in the first rank third alternative, namely PPD 3.
