Abstract

Perpustakaan Perguruan Tinggi berperan penting dalam pelaksanaan Tri Dharma Pendidikan Tinggi. Perpustakaan melaksanakan peran pendukung pendidikan, penelitian sampai dengan pengabdian masyarakat. UPN “Veteran” Jawa Timur (UPNVJT) sebagai salah satu Perguruan Tinggi Negeri Baru (PTNB) di Indonesia sejak 2014 perlu membenahi diri agar dapat semakin memenuhi kebutuhan pendidikan tinggi baik bagi internal institusi, maupun masyarakat di luar institusi. Demikian juga dengan Unit Perpustakaan UPNVJT sebagai salah satu unsur penting dalam perguruan tinggi juga perlu ikut serta dievaluasi agar dapat memberikan pelayanan yang lebih baik. Melalui Peraturan Kepala Perpustakaan Nasional Republik Indonesia No.13 Tahun 2017 tentang Standar Nasional Perpustakaan Perguruan Tinggi (SNP-PT) telah diatur bagaimana perpustakaan di perguruan tinggi harus dijalankan. Penelitian ini adalah penelitian yang pertama kali dilakukan di UPNVJT untuk mengukur capaian SNP-PT. Tujuan dari penelitian ini untuk dapat menemukan capaian dari SNP-PT pada tahun 2018. Pendekatan penelitian yang digunakan adalah metode campuran kualitatif-kuantitatif deskriptif dengan metode pengumpulan data menggunakan teknik wawancara dan observasi serta pengukuran indicator-indikator obyek penelitian. Analisis data menggunakan model tabulasi dan model analisis data interaktif. Hasil dari penelitian ini menunjukkan bahwa Perpustakaan UPNVJT telah berupaya menerapkan SNP-PT. Implementasi dari SNP-PT tahun 2018 telah mencapai 76,6%. Faktor Standar Pengelolaan Perpustakaan dalam SNP-PT telah diimplementasikan dengan sangat baik oleh Perpustakaan UPNVJT. Namun demikian perlu dilakukan peningkatan khususnya pada bagian Standar Pelayanan mendapat capaian terendah terutama dengan menambah jam pelayanan pustakawan. Perpustakaan UPNVJT harus mengembangkan kualitas pelayanan agar tercapai pelayanan prima pada sector publik.ABSTRACTCollege libraries play an important role in the Tri Dharma of Higher Education action. Likewise, the UPNVJT Library Unit is one of the universities that also needs to be followed and produced in order to provide better service. Through the Regulation of the Head of the National Agency of the Republic of Indonesia 13 of 2017 concerning National Standards for College Libraries (SNP-PT) has determined how higher education must be carried out. This research is the first research conducted at UPNVJT to measure the achievement of SNP-PT. The purpose of this study is to find the achievement of SNP-PT in 2018. The research approach used is mixed method qualitative-quantitative descriptive with data retrieval methods using interview techniques, observations and indicators measurements on the object of research. This study uses tabulation and interactive data analysis models. The results of this study indicate that the UPNVJT Library already has SNP-PT regulations. Implementation of SNP-PT in 2018 has reached 76.6%. SNP-PT management has been well implemented by the UPNVJT Library. However, it is necessary to make special improvements to the Standard Service section to benefit by adding librarian service hours. UPNVJT library need to improve their quality of service to have public service excellence.

Abstract

Penuntasan buta aksara menjadi pekerjaan rumah yang seakan tidak pernah habis pasca kegagalan program wajib belajar 9 tahun di era pemerintahan terdahulu.Tanpa aksesibilitas literasi, Indonesia menjadi negara dengan Indeks Pembangunan Manusia yang tertinggal dibandingkan Singapura dan Malaysia.Sebaran warga buta aksara tertinggi justru terdapat di Pulau Jawa dan Jawa Tengah menjadi provinsi tertinggi kedua di Indonesia dengan warga buta aksara terbanyak.Tulisan ini hendak melihat kinerja implementasi program penuntasan buta aksara di Kecamatan Karangjambu Kabupaten Purbalingga.Pendekatan yang digunakan dalam penelitian ini adalah kualitatif menggunakan fokus penelitian kinerja implementasi, data didapatkan dari wawancara dan observasi serta dokumentasi.Hasil dari penelitian ini menunjukkan dari tujuh aspek kinerja implementasi, PKBM Karangjambu berhasil menjalankan program penuntasan buta aksara dengan cukup baik DOI  https://doi.org/10.33005/jdg.v8i2.1191

Abstract

Poverty in Indonesia raises various complex problems such as unemployment, crime, and other social problems. Surabaya is one of metropolitan city in Indonesia, yet still has a high poverty rates. Various attempts have been made by the Surabaya City Government to overcome the problem of poverty. Some of the policies implemented by the Surabaya City Government are Urban Farming Program and UMKM Tangible Economy Heroes Program. This study wants to answer empirically how effective the program is. Effectiveness according to Budiani (2007: 53) can be measured through the determination of program objectives, program socialization, program objectives, and program monitoring. This program takes place in Kelurahan Keputih and Rungkut Lor, Surabaya using a comparative descriptive method with a qualitative approach. The Urban Farming Program is a program to spur improvement in the living standards of the poor who are engaged in strengthening the urban agriculture sector. The Urban Farming Program is felt to be lacking in accuracy of the program targets due to incompatible products produced with demand, incompatible characteristics of the area with what is planted, and products produced can only be consumed alone. Intangible UMKM Economic Heroes Program is a program to empower housewives from poor families and MSME entrepreneurs. The Intangible Economy Hero Program of UMKM is deemed effective in minimizing poverty.

Abstract

Human resource management becomes a challenge in the process of organizing the public organization. The successful of human resources management can be impactful on the achievement of public organizations goals. Bad administration  of human resources can have further influence on the performance of the organization. Espesially in Banyumas, 8 job departements still have low achievements, below 90% of RKPD targets. Two of them are in SKPD of Library Office and Regional Archive of Banyumas Regency This research aims to determine the performance of the Public Library and Archive Office and find several factors that can improve performance in public organizations. This research was conducted in the Banyumas Public Library and Archive Office, and the respondents of all office employees. This research use deductive model and using data analysis method of correlation kendall tau and ordinal regression The results showed that the performance of employees at the Public Library and Archive Office is good but not optimal. This study also found the relationship and influence where the work discipline affect the performance of 20.3%, while the employee's ability to affect the performance of 24.4%, and employee perceptions of the work environment affect the performance of 32.2%. Abstract

Community Empowerment in Rejosopinggir Village, Tembelang District, Jombang Regency by the Meri Rejeki Self-Supporter Farmer’s Agriculture and Rural Training Center (FAR-TC) group is currently in the spotlight. This self-help group was the representative of East Java Province in the National Agribusiness competition. The existence of the Meri Rejeki FAR-TC group was motivated by the strong desire of the Rejosopinggir village community, especially breeders, to improve the economy. The Meri Rejeki FAR-TC is expected to be able to directly play an active role in development through human resource development in the form of training and apprenticeship for farmers and breeders and the community in Rejosopinggir Village. The purpose of this study was to determine how the community empowerment process carried out by the Meri Rejeki FAR-TC group to the community of Rejosopinggir village. Community empowerment carried out by the Meri Rejeki FAR-TC is measured using the empowerment model according to D. Geroy (1998: 57-65), where there are 3 empowerment model strategies, including: 1) coaching or mentoring, 2) modeling, and 3) career. This research uses qualitative research methods, descriptive. The results of this study indicate that the Meri Rejeki FAR-TC group has succeeded in empowering the community, especially the residents of Rejosopinggir Village, Tembelang District, Jombang Regency.

Abstract

ABSTRAKKantin pada sebuah kampus merupakan salah satu bentuk fasilitas umum, yang keberadaannya selain sebagai tempat untuk menjual makanan dan minuman. Kebersihan kantin sangat berkaitan dengan system sanitasi yang dijalankan. Mengacu pada PERMENKES RI No.1096/MENKES/PER/2011 setidaknya ada empat standar teknis yang harus dipenuhi untuk memenuhi persyaratan sanitasi kantin sehat, antara lain standar teknis bangunan, fasilitas sanitasi, peralatan, dan ketenagaan. Berdasarkan data yang diperoleh, prosentase ketercapaian standar teknis bangunan 43%, fasilitas sanitasi 45%, peralatan 75%, dan ketenagaan 55%. Hasil tersebut menunjukkan bahwa kantin di lingkungan kampus universitas X masih jauh dari kata baik. Hal ini didorong dengan kurangnya fasilitas sanitasi dalam mendukung penyelenggaraan kantin sehat. Selain peningkatan sarana fasilitas sanitasi, keberadaan kantin sehat di lingkungan kampus dapat diwujudkan dengan melibatkan semua pihak, baik pengelola kampus, pengelola kantin, penjamah makanan serta konsumen. Abstract

The development of the tourism sector in Sumenep City continues to be encouraged to improve the community's economy and increase Regional Original Revenue. But unfortunately the target of foreign tourist visits can not be achieved because of the availability of inadequate infrastructure. To meet these shortcomings, the Sumenep City Government established a partnership with PT. Persada Investama Karya Utama to establish a three-star hotel "de Baghraf". This study aims to describe the implementation of the Public Private Partnership (PPP) and describe in detail the benefits and the constraints faced in the construction of the three-star hotel "de Baghraf" in Sumenep conducted by the Government of Sumenep City with PT. Persada Investama Karya Utama. This research uses descriptive qualitative research methods using PPP theory. The results of this study indicate that the collaboration carried out using the Build Own Operate (BOO) partnership scheme is following the stipulated conditions because it has fulfilled the 9 (nine) stages of the implementation of Public Private Partnership. The benefits obtained from this Cooperation are supporting the implementation of Visit Sumenep and supporting tourism development programs, profits from hotel operations, and employment. Several obstacles were encountered such as low investor interest and difficulty in finding skilled human resources.

Abstract

Abstract Community service activities carried out by the Community Service Team in the Sawahan Sub-District of Surabaya aim to provide knowledge about the application of the servicecape model for umkm actors as a marketing strategy and provide skills to MSME owners in shaping the consumer mindset through the pattern of perceived sacrifice with the main objective being to increase marketing reach. The direct benefit of this community service activity is as additional knowledge, skills and experience to MSME owners related to the application of the servicescape model in increasing marketing reach. The expected benefit of derivatives is that the application of the servicescape model as a marketing strategy can increase the sales turnover of MSME owners and be able to prosper the community in the Sawahan District of Surabaya. Community service activities are carried out in the form of training by providing material and practice of applying the servicescape model as a marketing strategy. The target audience for this community service activity is the owners of MSMEs in Sawahan District, amounting to 50 people. The method of activities used in community service is the method of lecture, question and answer, discussion and practice. Evaluation of activities in community service is an aspect of continuous knowledge and skills. Keywords: MSME; Servicescape; Perceived Sacrifice; Marketing Abstrak Kegiatan pengabdian kepada masyarakat yang dilaksanakan oleh Tim Pengabdian Kepada Masyarakat di Kecamatan Sawahan Surabaya bertujuan untuk memberikan pengetahuan tentang penerapan model servicescape bagi para pelaku umkm sebagai strategi pemasaran dan memberikan keterampilan kepada pemilik UMKM dalam membentuk mindset konsumen melalui pola perceived sacrifice dengan tujuan utama adalah untuk meningkatkan jangkauan pemasaran. Manfaat langsung dari kegiatan pengabdian kepada masyarakat ini ialah sebagai tambahan pengetahuan, keterampilan dan pengalaman kepada pemi- lik UMKM terkait dengan penerapan model servicescape dalam meningkatkan jangkauan pemasaran. Manfaat turunan yang diharapkan adalah dengan adanya penerapan model servicescape sebagai strategi pemasaran dapat meningkatkan omzet penjualan pemilik UMKM dan mampu untuk mensejahterakan masyarakat di Kecamatan Sawahan Surabaya. Kegiatan pengabdian kepada masyarakat ini dilaksanakan dalam bentuk pelatihan dengan pemberian materi dan praktik penerapan model servicescape sebagai strategi pemasaran. Khalayak sasaran dari kegiatan pengabdian kepada masyarakat ini adalah pemilik UMKM di Kecamatan Sawahan berjumlah 50 orang. Metode kegiatan yang digunakan dalam pengabdian kepada masyarakat ini adalah metode ceramah, tanya jawab, diskusi dan praktik. Evaluasi kegiatan dalam pengabdian masyarakat ini adalah aspek pengetahuan dan keterampilan yang berkesinambungan. Kata Kunci: UMKM; Servicescape; Perceived Sacrifice; Pemasaran

Abstract

Entering November 2020, the Covid-19 case in Tulungagung Regency has spiked, accompanied by a soaring death rate. The concept of Agile Governance is a way to organize better governance by paying attention to the principles in it consisting of a value proposition and agility shift, the character of a leader who is ready for change, a citizen centric approach, and human resource investment. This research is interesting to study because researchers want to know the quick response made by the Tulungagung District Health Office to unexpected changes in meeting the demands and needs of the community due to the Covid-19 pandemic. This research uses qualitative research methods with a descriptive approach. In this study using primary and secondary data. As for the primary data source in this study were Mr. Didik Eka S.P., S.Km., M.Si. as Head of the P2P Division of the Tulungagung Regency Health Office and other related parties and obtained through interviews. Then the secondary data sources, namely documentation and questionnaires, literature, articles, journals, and sites on the internet relating to the research conducted. The results of this study are that the Tulungagung District Health Office responds quickly to the handling of COVID-19 and can run by applying the concept of Agile Governance.
