Abstract

Indonesia has great potentials in the field of tourism. The cumulative data of the Central Statistics Agency in January-August 2019 indicated that the number of foreign tourist visits to Indonesia reached 10.87 million visits or up 2.67 percent compared with the number of foreign tourists visiting the same period in 2018, which amounted to 10.58 million visits. These data indicate that the number of tourists continues to increase and will impact on foreign exchange income both central and regional. However, in reality, tourism potentials in the regional scope lack the spotlight for the central government, and the local government has not been able to manage it. Kepulauan Bawean saves a lot of variety of maritime tourism charm and has an amazing underwater ecological wealth in the form of a group of islands, each of which has its uniqueness. Kepulauan Bawean lies 80 miles from the mainland of Gresik Regency. The purpose of this research is to recommend a strategy for developing tourism model through public-private-people partnerships (4Ps) for Kepulauan Bawean, Gresik Regency. The method used in this research is qualitative descriptive with data collection techniques through interviews and literature review. The results of this research provide a conceptual description of 4Ps and 4Ps implementation steps for Kepulauan Bawean by using the analysis of the application of three-flow theory in the agenda setting consisting of problem stream, policy stream, and political stream. The concept of public-private-people partnership is very suitable to be applied because it involves government, private and community actors to be partner as a tourism development strategy for Kepulauan Bawean.Key words: Kepulauan Bawean, Public-Private-People Partnership, Tourism, Public Service.

Abstract

A brand is the identity of an organization as well as the intangible asset that has significant added value for an organization. Currently, there are many organizations that are aware of the important role of brand for developing their organizations. Based on the internal branding concept, this research is aimed to gain the brand identity. The internal branding consists of three variables, namely brand orientation, brand knowledge, and brand involvement. The case was taken in Universitas Pembangunan Nasional (UPN) "Veteran" Jawa Timur (UPNVJT) that built its brand as “Bela Negara” campus since it changed its status to be a state university in 2014 and it was managed as a public organization. The samples were all employees of UPNVJT used as 267 respondents. SmartPLS software is used to test the hypothesis. The results of this research indicated that all three variables (brand orientation, brand knowledge, and brand involvement) had a positive and significant effect on brand identity. And by comparing the three variables, brand involvement had a more dominant effect on brand identity than the two other variables.

Abstract

Kepercayaan publik merupakan fondasi dimana legitimasi pemerintah dibangun dan sangat penting untuk menjaga kohesi sosial. Pandemi COVID-19 di Indonesia menyebabkan kekhawatiran akan menurunnya kepercayaan publik pada pemerintah. Penelitian ini bertujuan untuk mengukur tingkat kepercayaan publik pada Pemerintah Kabupaten Sidoarjo dalam menangani COVID-19 melalui 5 (lima) dimensi kebijakan yang mempengaruhi kepercayaan pada lembaga publik dari OECD, termasuk responsivitas, keandalan, integritas, keterbukaan, dan keadilan. Menggunakan pendekatan deskriptif kuantitatif dengan desain metode survei melalui kuesioner sebagai instrumen penelitian. Besar sampel 400 orang secara non-probability sampling dengan teknik quota sampling. Sampel diambil dari generasi Y dan generasi Z. Analisis data menggunakan statistik deskriptif dengan menentukan tendensi sentral. Hasil penelitian menunjukkan bahwa tingkat kepercayaan publik pada Pemerintah Kabupaten Sidoarjo pada dimensi daya tanggap (responsivitas), keandalan, dan integritas berada pada level rendah, sedangkan pada dimensi keterbukaan dan keadilan mendapatkan tingkat kepercayaan yang sedang.

Abstract

Violence against children causes multidisciplinary impacts, including physical, psychological, social, and spiritual, affecting prolonged trauma. Case management is a strategy for overcoming cases of violence against a child because it does not focus on the individual child only but also on the family. It is carried out by one assistant intensely and in coordination with various institutions according to the child’s needed. This study aims to describe and analyze case management in overcoming victims of violence against the child in UPTD PPA, Sidoarjo Regency. This study used a qualitative approach with data collection techniques through interviews, observation, and documentation. The data analysis technique used is the analysis technique by Miles, Huberman, & Saldana (2014), which includes: data collection, data condensation, data presentation, and concluding and verification. The study results found that case management carried out by UPTD PPA is well. However, they did not succeed yet in reducing the violence against a child. There were still obstacles from individual children or families who did not want to continue the treatment provided.

Abstract

The increasing spread of disease caused by the SARS-CoV-2 virus in Madiun City is also in line with the increase in the amount of medical waste generated from handling COVID-19 both in Hajj Dormitories, Emergency Medical Train (EMT) and dr. Soedono Kota Madiun is categorized as B3 waste. To solve the problem of medical waste COVID-19, the Madiun City Health, Population Control, and Family Planning Agency (Dinkes-PPKB) collaborates with PT. Triata Mulia Indonesia in managing COVID-19 medical waste, considering that B3 waste management can only be carried out by the government, third parties, and hospitals that have incinerators. This study aims to describe the partnership between DinKes-PPKB Madiun City and PT. Triata Mulia Indonesia in managing COVID-19 medical waste based on the hollow state theory, as well as examining the benefits and obstacles faced in its implementation. This research uses descriptive qualitative research methods, with data collection techniques in the form of interviews, observation, and documentation. The results of this study indicate that the collaboration between the Health Office-PPKB Madiun City and PT. Triata Mulia Utama in terms of managing COVID-19 medical waste has been running effectively because both parties have carried out their respective roles.

Abstract

The digital era encourages their governance governance are far more effective and efficient. Most large organizations undertake various efforts to adapt in order to megikuti developments that exist. However, there are some organizations that are still limited in terms of knowledge and insight related to technological developments. Pondok Foundation Pesantren al-Idris is one of the institutions of society non-profit that is engaged in the field of education of religion, have limitations related to the ability to adapt to the development of the technology. Though its existence in the middle of the town demanded their governance governance that is good that the existence of the foundation of the more well known in the community area. Yayasan Pesantren al- Idris has the participant students an average age of productive that has potential beyond the ordinary to develop the skills and insights. The purpose of the activities of these is provide insight and pealtihan related to governance governance of the organization via e-Management so that the future is able to generate a source of power mnausia that unggu both in the field of religion and knowledge common are relevant . Event application of science and technology on society will be implemented two phases debriefing wawasn and training in the making of web organization. Then monitoring and evaluation will be carried out so that the sustainability of this activity can be achieved. The output of this activity is being able to become a means of direct participation of academics in fulfilling the tri dharma of higher education. Academic output can produce modules as guidelines for website management by the Al-Idris Surabaya foundation.

Abstract

In the implementation of CSR PT. Vale is empowering the community, one of which is by building the Baruga Collaboration Center tourism village. This research was conducted with the aim of knowing, describing and analyzing Corporate Social Responsibility (CSR) in Community Empowerment of the Baruga Collaboration Center Tourism Village in Malili, East Luwu Regency. The research method used in this research is descriptive qualitative. The sampling technique that used is purposive sampling and snowball sampling. From the results of the research obtained, it shows that: (1) Awareness in CSR community empowerment in BCC tourism villages has been carried out by soliciting proposals through socialization so BCC tourism villages is exists and all stakeholders know the mission and goals of BCC tourism villages. (2) The organization has not been optimal, it is shown from the management in the BCC tourism village by Bumdesma which is stuck which causes activities and empowerment in the BCC tourism village stop. (3) The regeneration carried out in the BCC tourism village has not fulfilled the overall sub-focus regeneration. This shows that it is necessary to conduct trainings that are more in line with the needs of the community related to conditions in BCC tourism village by providing direct training to the community. (4) Support obtained from PT. Vale that is the provider of the CSR itself, but from the Baruga Village government itself, it is still a few. (5) It has not fulfilled the system management sub-focus because in increasing its capacity, the BCC tourism village community has not yet reached the BCC tourism village destination because there is still community dependence (not yet independent).

Abstract

Policy implementation has changed along with policy-oriented learning with increasing knowledge of problem parameters and factors influencing policy changes. The government establishes a halal certification policy as a systematic step to provide halal safety guarantees for producers and consumers. The halal certification policy itself changed and reaped the pros and cons, especially on the obligation to have a halal certificate for business actors with halal raw materials. Small and medium scale industries actor’s are also directly affected by this policy. Therefore, this study aims to measure the response of small and medium industries in East Java Province. This study uses a descriptive quantitative method with a sample of 400 small and medium-sized industrial business actors in East Java Province. The results of the study indicate that the halal certification policy plays a significant role for small and medium industry business actors, but the majority of the 400 samples do not know that the halal certification policy has changed. This is a separate evaluation for the government to be more optimal in socializing policy changes because of these changes. It will mean a great deal to the communities concerned.

Abstract

The public sector is all activities carried out by the state apparatus with the aim of meeting the needs of society and solving public problems. UPN "Veteran" Jawa Timur is one of the state universities as a public institution that has branding in marketing. Through branding, it can convey a message to the public and students about the meaning of defending the country itself. However, it turns out that there are still many students who are not aware of the branding of the state defense campus itself. so it is necessary to measure the awareness of the branding of state defense campuses that have never been evaluated by UPN "Veteran" Jawa Timur or abbreviated as UPNVJT. This study aims to measure the level of Branding Awareness of UPNVJT students on the branding of the State Defense Campus. The method used is descriptive quantitative with the technique of collecting data sources obtained by distributing questionnaires. The population in this study were all students of UPNVJT class of 2014-2020, namely 13,915. with a sample to be taken of 389 respondents. The results of this study indicate that branding policies in the public sector are still not supported by the awareness of these public sector managers. The branding awareness of the State Defense Campus is still not at the Top of Mind level so that further treatment is needed to be able to increase public awareness from users.

Abstract

Jabon District is one of the sub-districts in Sidoarjo Regency which is still facing the problem of high stunting cases. Many factors can cause stunting, low access to nutritious food, vitamins, poor parenting, and low health awareness. The impact arising from stunting is the low quality of human resources, because Not only does it inhibit physical growth (stunted/stunted), but also inhibits brain development and low-thinking ability, thereby inhibiting future demographic bonuses. To overcome this, good governance actors (government, private sector, community) are needed in its implementation. These actors, namely the government of the Sidoarjo Regency Health Service and the Jabon Health Center are collaborating with other actors from the private sector (Perusahaan Gas Negara) and the community (Umsida). This study aims to determine the implementation of the principles of good governance in tackling stunting in Jabon District, Sidoarjo Regency. There are 8 principles of good governance according to UNDP, namely: 1. participation, 2. rule of law, 3. transparency, 4. responsiveness, 5. oriented to consensus, 6. justice, 7. effectiveness and efficiency, 8. accountability, 9. strategic vision. The type of research used is descriptive qualitative. The result of this research is that the implementation of principles of good governance has been implemented although there are still some principles that are not optimal. The conclusion of the implementation of the principles of good governance according to UNDP has been implemented and is still ongoing, but the resulting impact has not been maximally felt.
