Abstract

Penelitian ini bertujuan untuk membuktikan pengaruh organizational citizenship behavior dan motivasi terhadap kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang. Populasi pada penelitian ini adalah pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang, dengan jumlah sampel sebanyak 93 orang. Untuk menjawab perumusan, tujuan dan hipotesis penelitian maka analisis yang digunakan adalah analisis linear berganda dengan bantuan program spss.Berdasarkan hasil perhitungan dan analisis deskriptif didapatkan hasil bahwa organizational citizenship behavior yang dimiliki oleh kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang berada pada katagori baik, motivasi kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang berada pada katagori tinggi dan kinerja yang dimiliki oleh kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang berada pada katagori tinggi.Hasil penelitian dan pengujian hipotesis yang dilakukan menunjukan bahwa organizational citizenship behavior dan motivasi berpengaruh positif, atau searah simultan terhadap kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang, yaitu sebesar 51,3%. Sedangkan 48,7% ternyata dipengaruhi oleh faktor lain di luar lingkup penelitian ini. Secara parsial, organizational citizenship behavior dan motivasi berpengaruh positif, atau searah terhadap kinerja kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang, yaitu sebesar 28,9% untuk organizational citizenship behavior sedangkan motivasi sebesar 22,4%.Kata kunci: Organizational Citizenship Behavior, Motivasi, Kinerja.

Abstract

State-owned Enterprise (BUMN), as one of the pillars of the Indonesian economy, is guided by the outline of the 1945 contusion and the existence of private entities and cooperatives. In principle, the state's involvement in these activities reflects the substance of article 33 of the amendment of the 1945 constitution. One of the missions of BUMN is to serve by innovating. Public policy innovating is a necessity that must be done to overcome problems that exist in society. From the point of view of public policy studies and public services, it can be seen that the government has developed several SOE development strategies that lead the country to face charges in the organizational environment and also to reduce the negative label attached to the bureaucracy. One of the goals of public policy innovation is to improve the quality of public services. The obstacle faced in public policy innovation is that there is no comprehensive study on the development and sustainability of policy innovation in public services in Indonesia

Abstract

Various changes that occurred due to the emergence of COVID-19 and the entry of the new normal era led to the government’s need for innovation and new development in providing public services to the community. This study aims to examine how the government can create innovations and develop various public services in Indonesia in the new normal period. This research will use a qualitative approach using analytical methods. The data in this study was obtained from various studies and studies that are still relevant to this research. This study found that the government has made multiple innovations for the public service sector. The form of these innovations is the focus in the APBN budget to deal with the APBN in such areas as health, education, social, or economic aspects. This is developing following the Industrial Revolution 4.0 era and the paradigm in public administration, which conceptually adopts many practices from private organizations. The government establishes partnerships with private organizations to study and seek innovative ideas in public service.

Abstract

Improving the quality of public services in Indonesia can be improved through the use of e-government from conventional to more modern. This can be done to be able to carry out reforms in public administration. By using e-government, the Indonesian people will be greatly helped by the existence of this e-government. This article aims to be able to see how the development and implementation of e-government is happening in Indonesia. In addition, this article also seeks to see the efforts made by the Indonesian state to be able to improve the quality of public services in Indonesia through this e-government. This study will use a descriptive qualitative approach to be able to analyze research problems. The research data were obtained from the results of previous studies which are still relevant to this research. This research finds that there needs to be considerable effort for the Indonesian government in terms of financial and political will that is sustainable in order to be able to implement this e-government. Then the central and regional governments also need to realize that there is a paradigm shift when implementing e-government, where the government needs to be accountable and transparent. In addition, this change also needs to provide maximum benefits to the community effectively.

Abstract

This research will be carried out with the aim of being able to see how good governance can be realized by means of a mutually supportive synergy between politics and the bureaucracy. This research will look at various factors that occur and can influence the relationship between politics and the bureaucracy so that good governance can be created. A qualitative approach will be used in this study as a research method. The data used in the study came from various journal articles which are considered to still have relevance to this research. The results of this study found that good governance requires a collaboration that goes well between politics and the bureaucracy. There are several factors that have a role in the relationship that occurs between politics and the bureaucracy, namely power, human resources and the recruitment system. So that there is no superiority between these two things, politics and bureaucracy need to be placed on the same position. It is through the balance between these two things that good governance can be realized to the fullest.

Abstract

Collaborative governance is governance in which stakeholders, notably the government, private parties, and the community, work together to develop answers to difficult-to-solve issues. Waste management is one of these issues. The purpose of this research is to examine collaborative governance-based waste management and the roles of each stakeholder in collaborative governance-based waste management in the city of Bandung. This research employs a qualitative approach to data collecting, including interviews, observations, and recording of numerous specified informants, as well as analytical approaches such as data reduction, data presentation, and conclusion. The results demonstrate that collaborative governance in waste management has been successfully implemented, from assessment through initiation, discussion, and execution. Collaboration in waste management in Bandung is still semi-formal, relying only on the commitment of partners. The KangPisman program recognizes this, a Bandung municipal government movement in waste management via efforts to minimize, segregate, and use garbage and make the kangpisman program refraction and become a lifestyle for residents in the city of Bandung.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pengaruh kepemimpinan dan motivasi terhadap kinerja pegawai UPTD Labkesda Kabupaten Karawang. Berdasarkan penelitian dengan menggunakan teknik kuantitatif dengan statistic deskriptif, dan analisis jalur (path analysis) dengan bantuan software Statistical Programe for Social Secience (SPSS) versi 23 for Windows dan Macro Minitab for Windows versi 17.0. Perhitungan terhadap data yang telah disebarkan tersebut, ternyata memberikan hasil bahwa pengaruh langsung dan tak langsung dari kepemimpinan (X1) terhadapkinerja  62,77%, dan pengaruh langsung dan taklangsung dari motivasi (X2) terhadap kinerja sebesar 25,11%, dengan besar pengaruh simultan kompetensi dan motivasi terhadap kinerja pegawai secretariat daerahka bupaten karawang adalah sebesar 87,88% (kategori pengaruh yang kuat). Sedangkan, variabel lain yang mempengaruhi terhadap kinerja tetapi tidak diteliti adalah sebesar12,12%. Dengan demikian, dapat disimpulkan bahwa kinerja pegawai UPTD Labkesda Kabupaten Karawang ditentukan oleh kuatnya pengaruh dari kepemimpinan dan motivasi pegawai yang dilaksanakan di UPTD Labkesda Kabupaten Karawang.

Abstract

The spread of Covid-19 in Indonesia is taking place very quickly and continues to grow rapidly. This causes the need for a policy to be able to overcome the problem of the Covid-19 pandemic. The purpose of carrying out this research is to be able to analyze how the policies made by the government in responding to the emergence of the Covid-19 pandemic. This research will be carried out using a qualitative approach. The data used in this study comes from the results of previous studies or studies that still have a similar discussion with this article. The results of this study found that in early March 2020, Indonesian state policies were still quite slow in responding to the emergence of the first Covid-19 virus. Currently, the Indonesian government has created several policies such as Large-Scale Social Restrictions or physical distancing. However, this policy is very dependent on the obedience of the community. The Indonesian people themselves can be the key to the success of government policies, or even become the biggest obstacle for the government itself.
