Abstract

Adapun permasalahan yang ingin penulis teliti adalah Bagaimanakah peran dan fungsi satuan polisi pamong praja dalam penertiban hiburan umum (karaoke) di kecamatan Seberida Kabupaten Indragiri Hulu dan apakah faktor penghambat dan upaya terhadap pelaksanaan peran dan fungsi satuan polisi pamong praja dalam penertiban hiburan umum Karaoke di Kecamatan Seberida Kabupaten Indragiri Hulu. Metode penelitian ini tergolong dalam penelitian hukum sosiologis atau empiris dengan menggunakan data primer yang di peroleh dari lapangan melalui masyarakat atau responden. Penelitian hukum empiris ini dilakukan untuk menganalisis sejauh mana suatu peraturan atau perundang-undangan atau hukum yang sedang berlaku secara efektif di masyarakat. Kegiatan yang dilakukan dengan cara: Preventif, melakukan dialog yang diinginkan pemerintah dengan apa yang diinginkan Pemilik Tempat Usaha Hiburan Karaoke untuk menemukan titik temu yang terbaik, Serta Represif, kegiatan ini tidak dilakukan dikarenakan dalam penertiban Tempat Hiburan Karaoke selalu melakukan dialog dengan Pemilik Tempat Hiburan Karaoke untuk menentukan tempat relokasi dan terkadang Pemilik Tempat Hiburan Karaoke masih diberikan insentif-insentif lainnya yang berasal dari keinginan Pemilik Tempat Hiburan Karaoke sendiri, terakhir tindakan setelah direlokasi, dalam kegiatan ini Satuan Polisi Pamong Praja (Satpol PP) melakukan patroli rutin terhadap Tempat Hiburan Karaoke yang sudah direlokasi.

Abstract

This research is motivated by the geographical conditions of Indragiri Hilir Regency in the Southern Region of Riau Province with an area of + 18,812, 97 km2, the vast area of Indragiri Hilir Regency coupled with the condition of almost 80% of the territorial waters which causes a range of spite and the difficult distance of the community with Central government. This type of research belongs to the type of Observational Research legal research by survey. the formation of new autonomous regions will increase the cost of administering government, but is expected to improve the quality and equity of services to the community, increase the acceleration of economic development, especially in rural areas, facilitate the growth of democratic life in the regions, improve security and order in the regions, contribute to unity and nationality (nation building). Abstract

Availability of land for agriculture is an absolute requirement to achieve self-reliance, security and food sovereignty. However, Indonesian farmland tends to decline due to land conversion. Therefore, determining sustainable food farmland and regulating the conversion of food farmland is one of the most strategic policies to achieve food security. The Spatial Plan of the Province of Riau in the Spatial Pattern Plan section states that one of the areas focused on wetland agriculture (rice) is Indragiri Hilir Regency. However, the high conversion of agricultural land threatens the survival of Sustainable Food Agricultural Land. Since the LP2B policy is very dependent on the willingness of the farmers who own the fields, it is considered necessary to socialize the concept of this LP2B policy among farmers so that they can support government policy in achieving food sovereignty. The results of the analysis show that Batang Tuaka sub-district has the potential to be used as Sustainable Food Agricultural Land (LP2B), but unfortunately this is not supported by farmers' knowledge and understanding of the LP2B concept, so the conversion of farmland is becoming more common and can threaten the realization of food security in Indragiri Hilir Regency.

Abstract

Food agricultural land is the part of the cultivation function land. The population growth rate in Indragiri Hilir Regency reaches 4.66 percent per year. The increase in population growth in Indragiri Hilir Regency has an impact on increasing the need or demand for food which is quite high. From these problems, this study was prepared by identifying the Areas of Sustainable Food Agriculture (LP2B). The purpose of this research is to know the juridical basis, the philosophical basis and the sociological basis. It is concluded that there will be serious problems with the decrease in the area of ‚Äč‚Äčagricultural land. Lahan pertanian pangan merupakan bagian dari lahan fungsi budidaya. Laju pertumbuhan penduduk di Kabupaten Indragiri Hilir mencapai 4,66 persen per tahun, Peningkatan pertumbuhan penduduk di Kabupaten Indragiri Hilir berdampak pada peningkatan kebutuhan atau permintaan (deman) pangan yang cukup tinggi. Dari pokokpermasalahan tersebut disusunlah studi ini dengan mengidentifikasi Kawasan Lahan Pertanian Pangan Berkelanjutan (LP2B). Adapun tujuan dari penelitian ini mengetahui landasan yuridis, landasan filosofis dan landasan sosiologis. Disimpulkan bahwa akan terjadi permasalahan serius dengan penurunan luas lahan pertanian.

Abstract

Formation, division, deletion and incorporation of the area aims to improve people's welfare through improving services, improving order and security and increasing relations between the center and the regions which relies on Government Regulation Number 19 of 2008 concerning Sub-Districts. Sentajo Raya Subdistrict in the process of its formation was full of obstacles as well as the rejection of a number of Benai District community members. The fundamental problem in the formation of Sentajo Raya District is the existence of deviations from Article 4 letters c and d, where there is a rejection from the Benai District community due to the absence of consultation with the Benai District community regarding the formation and retrieval of several villages from the Benai sub-district. The rejection occurred since the discourse on the formation of the sub-district until the formation of Sentajo Raya Sub-District became widely discussed in the formation of this sub-district because it was not accepted for the components involved in the expansion of both the preparatory area and the parent area. Date 27 July 2012 Draft Regional Regulations on Three Subdistricts namely Kuantan Hilir Seberang Subdistrict, Sentajo Raya District and Pucuk Rantau Subdistrict are stipulated as Kuantan Singingi District Regulation Number 24 of 2012 concerning Formation of Kuantan Hilir Seberang District, Sentajo Raya District and Pucuk Rantau District. Through these regional regulations, Kuantan Singingi Regency officially increased by 3 (three) new sub-districts and Sentajo Raya District was one of the results of the expansion of 2 (two) main sub-districts namely Kuantan Tengah District and Benai District.

Abstract

Pengujian peratuan perundang-undangan di indonesia terdapat dua lembaga untuk mengajukan judicial review. Pertama menguji UU terhadap UUD 1945 kewenangan mengujinya ada pada Mahkamah Konstitusi. Kedua pengujian melalui judicial review peraturan perundang-undangan dibawah undang undang apabila bertentangan dengan undang-undang kewenangannya berda di Mahkamah Agung. pengujian peraturan perundang-undangan di Indonesia tersebut sebenarnya mejaga agar setiap produk peraturan perundang-undangan khususnya Undang-Undang di Indonesia dalam pembentukan norma tidak boleh bertentangan dengan norma yang telah ada pada konstitusi atau UUD 1945, begitu juga dengan pembentukan peraturan perundang-undangan di bawah undang-undang tidak boleh bertentangan dengan undang-undang, dimana UUD 1945 sendiri telah di letakan pada posisi yang paling tinggi pada peraturan perundang-undangan.I. PENDAHULUANDalam sejarah ketatanegaraan Indonesia, gagasan untuk menyerahkan kewenangan menguji produk kekuasaan legislatif terhadap Undang-Undang Dasar (UUD) kepada kekuasaan kehakiman telah lama dikemukan oleh para pendiri dan tokoh bangsa. Hanya saja perjuangan tersebut hingga runtuhnya kekuasaan Orde Baru pada tahun 1999 selalu kandas di tengah jalan.1 Harusnya, sebagai sarana check and balances kewenangan pengujian pada badan kehakiman dianggap sangat penting untuk menghindari kekuasaan yang berlebihan.Peluang untuk melembagakan gagasan mengenai pentingnya badan kehakiman memiliki kewenangan menguji Undang-Undang (UU) semakin memperoleh dukungan luas dari masyarakat setelah Majelis Permusyawaratan Rakyat (MPR) hasil Pemilu 1999 memutuskan bahwa perlu di lakukan perubahan terhadap UUD 1945 memalui metode amandemen. Abstract

The Indonesian government is working to ensure the sustainability of the country's palm oil industry through the establishment of a sustainability standard called Indonesian Sustainable Palm Oil (ISPO) in presidential regulation no. 44 of 2020. The purpose of this study is to determine the value of smallholders' ability to comply with Indonesia Sustainable Palm Oil (ISPO) standards based on the legality of farmers' land in Indragiri Hilir. By comparing the legality of cultivated land applied by independent farmers, the audit method is used to conduct a quantitative descriptive analysis of conformity with ispo principles, criteria, and indicators. The legal status of smallholder farmers' land is incomplete, as the majority of oil palm plantations are located in KBK and the majority of land lacks a certificate but does have a letter of compensation.

Abstract

The specific objectives and targets of these community service activities are to provide counseling on the rejuvenation of oil palm and the legality of farmers' land so that there is a change in the knowledge, understanding and skills of farmers who are members of farmer groups in an effort to want to rejuvenate oil palm plants and to provide an understanding of the importance of legality Farmer's land as an inseparable part of the structure of the requirements in order to get financial assistance to rejuvenate oil palm plants. The methods used are counseling, outreach, demonstration and assistance when the extension activities take place. Counseling methods provide counseling and conduct training after counseling. The demonstration method is carried out at the time of delivery of material. Farmers immediately practiced how to rejuvenate oil palm plants, after that they were given counseling about the ways and functions of farmers' land legality and farmer group institutions in order to get funds in groups. The assistance method aims to monitor developments after counseling to farmers by involving agents of change, namely community leaders, traditional leaders, the village government and banking institutions. Abstract

Penyalahgunaan dan pengedaran gelap narkoba merupakan permasalahan yang kompleks, baik faktor penyebab maupun dampaknya. Tujuan penelitian ini adalah untuk mengetahui respon masyarakat terhadap maraknya penyalahgunaan narkotika di wilayah Indragiri Hilir. Metode penelitian yang digunakan meliputi, jenis penelitian yang bersifat deskriptif, dengan pendekatan yuridis sosiologis. Data yang digunakan adalah data primer dan dan data sekunder. Pengumpulan datanya dilakukan dengan teknik wawancara, dan analisis datanya adalah deskriptif kualitatif. Di masa depan, pesantren diharapkan tidak hanya berperan dalam pengobatan pecandu Narkoba, tetapi pada pencegahan di masyarakat dalam bentuk pencerahan, penyadaran dan komunikasi dengan masyarajat supaya Indonesia yang kita cintai ini, dalam waktu yang tidak terlalu lama bisa menjadi negeri yang bebas Narkoba.

Abstract

In terms of participation excellence, the fisheries sector of Indragiri Hilir Regency is gender biased. Pia dominates the scene, will hold leading positions such as ownership, control, and access to the productive resources of aquaculture production systems, as well as ownership of fishing vessels and equipment in the fishing sector. These roles give them the benefit of financial by providing investment opportunities, loan facilities, and import and export licenses, among others. Despite the economic potential of small-scale fisheries and aquaculture, women invest very little in the aquaculture, artisanal and industrial sectors. Women take a secondary role in processing and marketing, delaying major decisions for male counterparts. The underlying socio-cultural norms and gender relationships emphasized by intersectionality are often barriers to owning, accessing, or controlling productive resources and other inputs. Gender mainstreaming appears to be a very recent development in the fisheries sector. The goal of the study is the reorientation of women, especially those working in small-scale fisheries, including fisheries and aquaculture, toward active and significant participation in boat owner contribution, productivity, and policy/decision-making. Secondary data and conclusions from previous studies, especially reports and reviews from other districts,compared to what is available in Indragiri Hilir Regency. As a result, we propose expanding social entrepreneurship initiatives, bootstrapping,and social capital, among other interventions, to increase women's participation in the fisheries sector. Dalam hal keunggulan partisipasi, sektor perikanan Kabupaten Indragiri Hilir bias gender. Pia mendominasi tempat kejadian, akan memegang posisi terkemuka seperti kepemilikan, kontrol, dan akses ke sumber daya produktif sistem produksi akuakultur, serta kepemilikan kapal penangkap ikan dan peralatan di sektor perikanan. Peran-peran ini menguntungkan mereka secara finansial dengan memberikan peluang investasi, fasilitas pinjaman, dan lisensi impor dan ekspor, antara lain. Terlepas dari potensi ekonomi perikanan dan akuakultur skala kecil, perempuan berinvestasi sangat sedikit di sektor akuakultur, artisanal dan industri. Perempuan mengambil peran sekunder dalam pengolahan dan pemasaran, menunda keputusan besar untuk rekan-rekan laki-laki. Norma-norma sosial-budaya yang mendasari dan hubungan gender yang ditekankan oleh interseksionalitas sering menjadi hambatan untuk memiliki, mengakses, atau mengendalikan sumber daya produktif dan input lainnya. Pengarus utamaan gender tampaknya menjadi perkembangan yang sangat baru di sektor perikanan. Tujuan dari penelitian adalah reorientasi perempuan, terutama mereka yang bekerja di perikanan skala kecil, termasuk perikanan dan akuakultur, menuju partisipasi aktif dan signifikan dalam kontribusi pemilik kapal, produktivitas, dan kebijakan / pengambilan keputusan. Data sekunder dan kesimpulan dari penelitian sebelumnya, terutama laporan dan ulasan dari Kabupaten lain, dibandingkan dengan apa yang tersedia di Kabupaten Indragiri Hilir. Sebagai hasilnya, kami mengusulkan perluasan inisiatif kewirausahaan sosial, kapal penangkap ikan (bootstrapping), dan modal sosial, di antara intervensi lainnya, untuk meningkatkan partisipasi perempuan di sektor perikanan.
