Abstract

Tulisan ini menyajikan hasil penelitian mengenai pengelolaan dana zakat oleh para mustahik di Provinsi Riau. Penelitian kualitatif ini menggunakan rancangan studi kasus yang mengkaji pengelolaan dana zakat di empat lembaga zakat, yaitu BAZNAS Kota Pekanbaru, BAZNAS Kabupaten Siak, LAZ Ibadurrahman Kabupaten Bengkalis, dan LAZ Swadaya Ummah Kota Pekanbaru. Hasil kajian ini menemukan bahwa sebagian besar mustahik penerima bantuan untuk program ekonomi produktif belum mengalami peningkatan taraf hidup yang cukup baik atau sejahtera. Tingkat keberhasilan program ini di masing-masing lembaga zakat dapat ditaksir berada pada kisaran kurang dari 20%. Upaya yang dilakukan para mustahik dalam mendayagunakan bantuan dari lembaga-lembaga zakat sebagian besar dilakukan secara intuitif dan belum terprogram secara berkelanjutan dalam pengembangan ekonomi produktif.Muzakki yang menyalurkan dana ZIS ke Baznas lebih banyak pegawai negeri sipil,sedangkan muzakki yang menyalurkan dana ZIS mereka ke lembaga zakat yang dikelola masyarakat merupakan muzakki individual yang beragam atau perusahaan skala kecil, menengah, bahkan hingga skala besar. Kata kunci; zakat, pemberdayaan, ekonomi produktif, Riau   Abstract This paper presents the results of research on the management of zakat funds by mustahiks in Riau Province. This qualitative study uses a case study design that examines the management of zakat funds in four zakat institutions, BAZNAS Kota Pekanbaru, BAZNAS Siak Regency, LAZ Ibadurrahman Kabupaten Bengkalis, and LAZ Swadaya Ummah Pekanbaru. The results of this study found that most of the beneficiary mustahik for productive economic programs had not experienced an increase in the standard of living that was good enough or prosperous. The success rate of this program in each zakat institution can be estimated to be in the range of less than 20%. The efforts made by the mustahik in utilizing the assistance of zakat institutions are mostly carried out intuitively and have not been programmed on an sustainability basis in the development of a productive economy. Muzakki who distributed ZIS funds to Baznas more civil servants, whereas muzakki who channel their ZIS funds to zakat institutions that are managed by the community are diverse individual muzakki or small, medium, or even large-scale companies. Abstract

The Covid-19 pandemic has impacted to various fields of human life, including social and economic. The government has made various efforts to stimulate the community's economy, initiating various groups and individuals with various values of wisdom to revive their economy. This study aims to determine local wisdom and religious values that have an impact on community efforts in dealing with the Covid-19 pandemic; the process of using religious wisdom in the local realm in handling a pandemic; The impact of local wisdom and religion on the development of social capital in various aspects of people's lives. Based on qualitative data collected through interviews and observation in four provinces; West Java, Centra Java, DI Yogyakarta, and Bali this study found that the local wisdom behind various sharing activism during the pandemic comes from traditional values that have long been practiced by residents in various research areas. Their shared activism is a form of their ability to adapt various noble and traditional values in today's highly chaotic situation. Various sharing activism during the pandemic has established relationships among fellow citizens.
