Abstract

Belfast city region has an area of ​​197.22 km2 with a total population of 881 801 inhabitants (census 2010), with jiwa/km2 4471,154 population density and population growth rate of 1.79% per year (lampung.bps.go.id). Increasing the number of residents in the city of Bandar Lampung is not followed by increments of land giving rise to problems, especially for housing residents. Topsis Fuzzy methods used to find a recommended ranking of housing alternatives for consumers in the housing selection decisions. Both of the test results and calculations with the Excel program, the alternative selected / recommended by Topsis seen from the low price, land area and building area is quite, and facilities using methods FMADM terpenuhi.Perhitungan Topsis compliance calculations obtained by the application program used for all criteria are calculated on TOPSIS after testing the application program.

Abstract

In this paper we try explore artificial intelligent approach to detect poultry desease caused by virus. We built a web based expert system application to help veterinarian diagnose poultry whether infected by virus or not. In this work we utilize expert system to decide what kind of virus or desesase detected. Our work demonstrates that our expert system algorithm quite good eventhough the menu structure is quite simple. Application was built with PHP on windows platform since PHP considered as widely used tool for developing web technology programming. The system has also some advantages such as fast, eliminate data redundant, and accurate in deciding kid of virus detected. Keywords : artificial intelligent, virus, poultry.

Abstract

In this paper we try to demonstrate the use Visual Basic 6.0 to develop a finger print based  social security (KTP) in kecamatan Tanjung Karang Barat. Tanjung Karang Barat Residents application demonstrates, the new system able to eradicate mistyping or human error, social security duplication, long time processing, unnecessary bureaucracy.    Above and beyond its advantages, the system be further developed to improve security, reliable backup, and  shoul be available on line in the near future. Abstract

Expert system to diagnose lung disease was designed as a tool to diagnose the type of lung disease in particular. The knowledge obtained from various sources such as research and exposure to experts in the field and conducted a book-related lung disease. Inference in an expert system which is made using the method of Forward Chaining. Expert system will display a selection of symptoms that can be selected by the user to get the final result. At the end of the expert system will display the type of lung disease, information about lung disease and herbal medicine for lung disease. Keywords: expert system, lung disease

Abstract

The central problem of most Content Based Image Retrieval approaches is poor quality in terms of sensitivity (recall) and specificity (precision). To overcome this problem, the semantic gap between high-level concepts and low-level features has been acknowledged. In this paper we introduce an approach to reduce the impact of the semantic gap by integrating high-level (semantic) and low-level features to improve the quality of Image Retrieval queries. Our experiments have been carried out by applying two hierarchical procedures. The first approach is called keyword-content, and the second content-keyword. Our proposed approaches show better results compared to a single method (keyword or content based) in term of recall and precision. The average precision has increased by up to 50%.

Abstract

Abstract— in this paper, the work used to explore three of low level feature descriptors, namely: binary texture, energy-based, orientation based content, and DC descriptors. A simple binary algorithm is applied to transform DCT values into binary, a histogram is generated by using horizontal and vertical features, and energy based of average DCT values to construct indexing key for image retrieval.  The experiment shows that binary texture descriptor demonstrates the highest in average precision amongst other low level descriptors.  The research was also explored to calculate the effectiveness of image retrieval in DCT and by using commercial image processing package Adobe Photoshop Album (APA) as comparison.

Abstract

The usage of Information technology in education institution needs good management. Information technology audit is a correlation structure and a process to guide and control of education institution in reaching out the goal by adding of the value and balancing the risk toward information technology and the processes, information technology audit covers the planning process, implementation and evaluation. In audit information technology implementation, in order to the applying can be done maximally, it needs a good planning and implementation otherwise the control must be done continuously, so the applying of information technology audit will be in accordance with education institution’s vision and mission. Reaching the whole ones need good  management and arrangement system (IT Governance).The evaluation toward management and arrangement can be used any kind of methods, one of is using COBIT (Control Objectivesfor Information and Relaated Technology). COBIT is a standard model which provides best practice documentation of information technology management which can help management and user in order to bridge of discrepancy between business risks, control needs, technical problems.This research used COBIT framework to know information technology’s maturity level in IBI Darmajaya so it can made the strategy to increase academic information system service quality (SIAKAD) in IBI Darmajaya.    Key Word :  Information Technology Audit, COBIT, Academic Information System

Abstract

Fuzzy logic is one method to perform system analysis that contains uncertainty. Fuzzy logic mimics a human thinking way called reason, where reason can explain and identify things automatically. In this research used inference method of Fuzzy Tsukamoto system. The design of the system for obtaining output is carried out in stages (a) The establishment of the Fuzzy set, (b) Application of the implication function, (c) The composition of the rule, (d) the affirmation (Defuzzification). To assist the determination in determining a person who is eligible to receive a scholarship then required a decision support system. One method that can be used for Decision Support System is to use Fuzzy Inference System Tsukamoto.So the result of the selection is if the value Z = 70.78571, then the decision is Accepted with limitation if the received output value is 70-80 and if the reject between 0-60.This method is chosen because it is able to select the best alternative from a number of alternatives, in this case, the intended alternative is the right to receive the scholarship based on the criteria specified[6]. Abstract

Face recognition is a person identification system that uses a person’s facial characteristics. Facial recognition is itself a branch of biometrics, which is a science that uses physical characteristics of a person to determine or disclose his identity. The system developed in this thesis is a system that uses face recognition feature extraction based on Principal Component Analysis (PCA). This technique involves taking a major component of facial database. To determine the accuracy of human face recognition system designed in this final project, has conducted trials using the system with as many as 60 input facial image of the database. From the results of testing this system, the result is a 80% system performance in recognizing the input image correctly.Keywords : Facial Recognition, biometrik, PCA.

Abstract

We propose a new simple method of DC feature extraction thatenables to accelerate the speed and decrease storage needed in image retrieving process by aim of partial Joint Photographic Experts Group (JPEG) compressed images algorithm. Our feature extraction is carried out directly from JPEG compressed images. We extract one feature of DCT coefficients which is DC feature only. By applying DC feature as indexing key, this method only need 1/64times required to construct indexing keys compared to conventional Euclidean distance method whilststill maintain high precision and recall.  We also introduce a DCT coding category approach to justify this proposed method.  After all, even though this method is not revolutionary and perfect yet in improving speed for image indexing,itvery significantly reducedthe cost of image retrieval in real applications, primarily for huge image databases.
