Abstract

Good and correct archival management has indirectly helped the achievement of organizational goals. An agency or organization in carrying out program activities is directed to always be efficient and successful, in order to achieve effective and efficient results in achieving its objectives. This research was conducted at the Secretariat of Education and Culture Office of Bandar Lampung. The research problem of this study is that there are still many employees in the Department of Education and Culture in Bandar Lampung which indicate low work participation and there are some employees who complained about the lack of proper arrangement of previous archives so that they are not in accordance with good and correct archival governance. The research method used in this study is a quantitative research method. While data analysis technique used is the technique of correlation between employee participation to archives management. Based on the results of research conducted and followed by analyzing the data obtained, that there was a relationship between employee participation and managing archives in the Education and Culture Office of Bandar Lampung amounted 25.4% which indicates that employee participation affects the management of archives. This means there are influence between employee participation against the management of archives.

Abstract

The process of globalization is a one-way order and one face. But it is an ambivalent order to the ambiguous direction, the kindness and friendliness of globalization with the ugliness and evil of globalization. In this ambiguity understanding, the effects of globalization on the democracy journey will also depend on what angle we look. Two different angles will result to the different view of democratization. The two angles are not necessarily to be opposed to, moreover seen as the right versus wrong. Both are realities, which means we must understand and see with the wisely view angle. Because the globalization debates on democracy, whether it is good or bad is the same length as the history of the human existence on the earth.

Abstract

Implementation is the implementation of a series from activities in order to provide public policy so that the policy can bring the expected results included a series of activities . There are four things that affect  of the process implementation in the program include communications , human resources , executive attitudes , bureaucratic structure . Implementation is directed to activities , actions , or implementation mechanisms not only activity but the activity and to achieve the objectives of the planned activities . Some things to consider in the implementation of the Village Fund is how the efforts of the organizing committee of the Village Fund program to increase community development and community aspirations add facilities in order to increase the role of the community in the village program.

Abstract

Civil society is a space that lies between the countries on one hand and society on the other hand. There is an association of people who are voluntary and a network of relationships between the associations in that space. The realization of sustainable human development is not only dependent on the country that can govern well and the private sector that can provide job and income, but also depends on civil society organization that facilitate social and political interaction and mobilize the various groups in society to engage in social activity, economy and politic. Indonesian society is a highly pluralistic society or particularly called as the society that has a very high level of social fragmentation whether it sourced on economic issues, social culture, ethnicity and also the political field. Those are the things that inhibit the growth and development of civil society or at least slow down its development.

Abstract

Abstract

The election is the embodiment of democracy in Indonesia, the political participation of the people in elections which is implemented in the form of voting rights by people who already have the right to vote. Article 1 paragraph 2 of the 1945 Constitution of the Republic of Indonesia states that sovereignty is in the hands of the people and is exercised according to the Constitution, in its implementation, an Election is held as a process of channelling the aspirations of the people who already have rights where all citizens have the same rights to choose and be chosen to be a leader. The purpose of this research is to provide an understanding and description of the strategy of the General Election Commission in enhancing the role of women in the Regional Head Elections in the Pesawaran District in 2020. This research uses qualitative data analysis methods, namely describing and analyzing the data and data sources obtained and then described in the form of real explanation. The results showed that the strategy of the General Election Commission (KPU) of Pesawaran Regency in increasing the role of women in regional head elections was carried out by maximizing the ability of electronic media and internet media to socialize, increasing cooperation from related organizations to socialize, and Validating Voter Data.Keywords: Strategy; General Election Commission (KPU); Role of Women; Regional Head Election; Pesawaran District  Strategi Komisi Pemilihan Umum (KPU) Dalam Meningkatkan Peran Perempuan Di Kabupaten Pesawaran AbstrakPemilu merupakan perwujudan dari Demokrasi di Indonesia, Partisipasi politik masyarakat dalam Pemilu yang diimplementasikan dalam bentuk pemberian hak suara oleh masyarakat yang telah memiliki hak untuk memberikan suaranya. Pasal 1 ayat 2 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 menyatakan bahwa kedaulatan berada ditangan rakyat dan dilaksanakan menurut Undang-Undang Dasar, dalam pelaksanaannya maka diadakan Pemilu sebagai proses penyaluran aspirasi rakyat yang telah memiliki hak dimana seluruh warga negara memiliki hak yang sama untuk memilih dan dipilih menjadi pemimpin. Adapun tujuan penelitian ini adalah untuk memberikan pemahaman dan gambaran mengenai strategi Komisi Pemilihan Umum dalam peningkatkan peran perempuan pada Pemilihan Kepala Daerah di Kabupaten Pesawaran Tahun 2020. Penelitian ini menggunakan metode analisis data kualitatif yaitu mendeskripsikan serta menganalisis data dan sumber data yang diperoleh kemudian dijabarkan dalam bentuk penjelasan yang sebenarnya. Hasil penelitian menunjukkan bahwa strategi Komisi Pemilihan Umum (KPU) Kabupaten Pesawaran dalam meningkatkan peran perempuan pada pemilihan kepala daerah dilakukan dengan memaksimalkan kemampuan media elektronik dan media internet untuk bersosialisasi, meningkatkan kerjasama dari organisasi-organisasi terkait untuk bersosialisasi, dan Validasi Data Pemilih.Kata Kunci: Strategi; Komisi Pemilihan Umum (KPU); Peran Perempuan; Pemilihan Kepala Dearah; Kabupaten Pesawaran Стратегия Всеобщей избирательной комиссии (KPU) по повышению роли женщин в округе Песаваран АннотацияВыборы - это воплощение демократии в Индонезии. Политическое участие людей в выборах осуществляется в форме избирательных прав людей, которые уже имеют право голоса. Пункт 2 статьи 1 Конституции Республики Индонезия 1945 года заявляет, что суверенитет находится в руках народа и осуществляется в соответствии с Конституцией. При его осуществлении выборы проводятся как процесс отражения устремлений людей, которые уже имеют права. Все граждане имеют одинаковое право голосовать и быть избранными в качестве лидеров. Цель этого исследования - дать понимание и описание стратегии Всеобщей избирательной комиссии по повышению роли женщин на выборах главы региона в округе Песаваран в 2020 году. В этом исследовании используются методы качественного анализа данных, а именно описание и анализ данных. Источник полученных данных затем описывается в форме реального объяснения. Результаты показали, что стратегия Всеобщей избирательной комиссии (KPU) Округа Песаваран по повышению роли женщин на выборах глав региона была реализована за счет максимального увеличения возможностей электронных и интернет-СМИ к общению, расширения сотрудничества со стороны связанных организаций для общения и проверки данных избирателей.Ключевые Слова: Стратегия; Всеобщая избирательная комиссия (KPU); роль женщин; выборы главы региона; Округ Песаваран

Abstract

Target in this research is : (1) Influence of Style of Leadership situasional of To Officer Performance of Secretariat of Regency Tulang Bawang , (2) Climate Influence Work To Officer Performance of Secretariat of Regency Tulang Bawang, (3) Style of Leadership of situasional and Climate Work to have an effect on to Officer Performance of Secretariat of Regency Tulang Bawang.Research Method which is according to researcher as according to this research method is use the this research type is explanatory sur vey. Research population as much 60 officer people of both for status of Public Servant of Civil and also energy honorer of Secretariat of Area of Regency Tulang Bawang. With the consideration sum up the population of a little and its spreading at one location, hence entire/all population amount made by sampel hence can be said that by this research use the saturated withdrawal sampel technique or census.Result of research indicate that there is influence signifikan, good of style of leadership of situasional and also organizational climate to officer performance of at Secretariat of Area of Regency Tulang Bawang. Result of data processing of menunjukan that variable of style of leadership situasional of equal to 67,00 gratuity of while organizational climate variable equal to 66,30 gratuity, while influence by bersama-sam between officer performance of Secretariat of Area of Regency Tulang Bawang , equal to 66,70 gratuity, the mentioned be at the good enough category, but not yet optimal. Is thereby happened by because variable there be still be other;dissimilar influencing but is not checked.

Abstract

Permasalahan dalam penelitian ini yaitu : (1) Bagaimana Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin pegawai Negeri Sipil Pada  Badan Pemberdayaan Masyarakat  dan Pemerintahan Desa Provinsi Lampung. (2) Aspek-aspek apa yang menghambat dalam Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung.Desain penelitian ini adalah menggunakan jenis penelitian kualitatif dengan metode analisis deskriptif. Penggunaan metode ini adalah untuk mendeskripsikan Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin pegawai Negeri Sipil Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung, mengkaji  secara kualitatif, bagaimana Seluruh data diperoleh langsung dari informan dilapangan dengan menggunakan wawancara dan obsevasi.Hasil penelitian menunjukkan bahwa Implementasi Peraturan Pemerintah RI No. 53 Tahun 2010 Tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa Provinsi Lampung, telah dilaksanakan, namun belum optimal, Pegawai yang memiliki disiplin yang baik terbukti menunjukkan kinerja yang lebih baik dibandingkan dengan yang tidak memiliki disiplin yang baik. Hal tersebut terlihat masih adanya aparatur sipil Negera yang sering masuk kantor terlambat dan ada pula yang sering pulang sebelum jam kantor, tanpa adanya alasan yang jelas, dan diperkuat pula oleh laporan kinerja pegawai.Aspek-aspek yang menghambat Implementasi Peraturan Pemerintah RI No. 53 Tahun 2010 Tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa Provinsi Lampung, yaitu tingkat pengetahuan pegawai tentang aturan. Tidak semua pegawai mempunyai disiplin yang baik, yang ditunjukkan oleh pengetahuan tentang system aturan dan ketaatan terhadap system aturan organisasi. Kelemahan utama dalam disiplin pegawai adalah kurangnya pengetahuan tentang aturan tata kerja dan standar prosedur operasional, yang nengakibatkan hasil kerja yang berkurang, waktu kerja jadi berkurang serta kualitas kerja yang relatif rendah, sehingga disiplin pegawai dalam menjalankan tugas-tugasnya sering terabaikan.

Abstract

In analyzing the effectiveness of the BASARNAS Team work program, the author uses the effectiveness theory of the Agung Kurniawan Model which is used as a tool to measure the effectiveness of work programs. Agung Kurniawan's effectiveness consists of 3 (three) important variables, namely, Tasks and Functions, Operational Activities Plans, and Missions. By using these three variables can be seen how the effectiveness of the work program by the Lampung Province BASARNAS Team. This research was conducted using a type of qualitative research, with a qualitative descriptive approach / case study. Case studies are research on humans (can be a group, organization, or individual) and events / phenomena that occur in the community. Data collection in this study was obtained from interviews with several informants involved in the effectiveness of work programs for disaster management, observation and documentation. The results of this study are that the BASARNAS Team work program has not run effectively in disaster management in Lampung Province in 2017. This is indicated by operational activities / work programs that have not been adequate to support the spiritual health of the SAR Team, namely psychological infrastructure. In addition there are still some obstacles, namely the location of the BASARNAS which is quite far away so that respontime by the SAR Team makes it slow, the HR that does not have the potential to relieve the SAR Team burden, and the target of correctional activities is not achieved so that not all regions understand BASARNAS Lampung Province.

Abstract

The problem in this research is (1) how policy implementation No. 19 of 2009 about quality control guidelines Audit on the Inspectorate of Right Way District, (2) What aspects inhibit policy implementation number 19 year 2009 Audit quality control Guidelines on the Inspectorate of the right Way district. This method of research is using a qualitative research type with a descriptive analysis method. The use of this method is to examine and describe qualitatively, how the implementation of policy No. 19 of 2009 on quality control guidelines for Audit on the Inspectorate of Way Kanan District. The results showed that the implementation of policy No. 19 of 2009 on the Audit quality control guidelines on the Inspectorate of Way Kanan District, has been running by utilizing the human resources potential, according to the concept (1) communication, Implementation of policy No. 19 year 2009 is always communicated to the target institution, (2) the disposition/attitude of the officer, in general the employee has been good according to the provisions in carrying out the task, (3) resources, standards of Human resources competency The inspectorate has not been fulfilled, so the audit results are relatively less than optimal (4) bureaucratic structure, it has to do the task and authority is at the leadership of the organization that distributes tasks to subordinates. Aspects that inhibit policy implementation No. 19 year 2009 about quality control Audit at the Inspectorate of the right Way,  (1) The unit of results, the result of the monitoring of the aforementioned Bulum is fully acted upon on the Findings by OPD; So that the results of the audit is relatively less than optimal, (2) The unit time inspection is not uniform, so the timeliness in can impede the smooth audit quality, (3) The quality of work, with the weak audit techniques to uncover The substance of the findings is still weak, the results of work done relatively not optimal.
