Abstract

The post-holder now has to adapt the new simplified regulation about changing structural position from echelon III and IV to the functional position. Since this regulation has been issued recently, they sometimes will experience the feeling of pessimism, anxiety or worry in playing the role of the new position. The problems to be solved in this research are: 1) what are the problems faced by the functional post-holder? 2) what is the strategy adopted in carrying out the duties and functions of functional post-holder? This study uses a qualitative and quantitative approach with a mix-method. This study take place in the representatives of state universities in Indonesia. The mix-method was used to obtain comprehensive results on the readiness of education personnel whose function was switched from structural positions to functional position in universities under the Ministry of Education, Cultural, Research and Technology who were affected by the changing of echelon III and IV structural positions. The conclusion of this study is that education personnel whose function was switched from structural positions to functional position experience problems including incompatibility of educational background with their functional position, incompatibility of job desk with their interests and expectations. The incompatibility of functional position with the placement of job unit causes lack of positive impact on their working record and the decrease of financial support

Abstract

Unit of Public Service Agency (PSA Work Unit). UNNES continues to improve itself towards better community service, which is as a Legal Entity State University. Legal Entity State University will have a highly positive impact, especially the autonomy of academic and non-academic administration and management. One of the important efforts in order to achieve the status of UNNES as a Legal Entity State University, it is necessary to form a legal document that is the basis of an organization in the form of a Statute. In the preparation of the Statute, it will not be likely to obtain a suitable Statute without the study and analysis outlined in the Academic Document. Based on this background, this research was based on the formulation of the problem on what is the rationality of the Academic Document that needs to be built, in order to produce a Statute of Legal Entity State University that is suitable for UNNES? And what is the formulation/draft of the Statute of UNNES as a Legal Entity State University in order to materialize the vision of UNNES, which is the Conservation Vision-Based University and International Reputation? Based on the formulation of the problem it is intended to produce an Academic Document of the Statute of UNNES as a Legal Entity State University and the legality document of UNNES as a Legal Entity State University, especially in the form of a constitutional Draft Statute.

Abstract

This study aims to analyze the condition of Functional Human Resources after the transfer of positions and determine the best alternative policy strategies in developing human resources in an effort to increase the competence of staff at UNNES. Equalization of structural positions to functional positions is quite difficult in practice because not all the details of previous tasks are in accordance with the functional positions resulting from the equalization. This research uses a case study approach. This study took the location of UNNES. The analytical tool used to determine the HR development strategy of UNNES uses the Analytical Hierarchy Process (AHP). The survey was conducted on 22 employees who were affected by the transfer of positions from structural to functional positions at UNNES and 3 officials who handled HR issues. Interviews with key persons were conducted to capture perceptions and assessments of key persons on the condition of functional education personnel after the transfer of position functions. The results of the study indicate that the functional staff from the equalization experiences are confused and have not been able to adapt to their main duties and functions. Based on the analysis using the AHP method, it shows that the classical training strategy with the priority of providing opportunities for employees to take part in functional training can help improve HR competencies.
