Abstract

Tourism has an important contribution to development, so to realize sustainable tourism requires effective policy and planning. Then, one of the pillars in tourism development strategies is through community empowerment. However, in the tourism development policy implementation through community empowerment doesn’t work as planned. The purpose of this study is to offer a review of the tourism development policy through community empowerment and what are influencing factors of the tourism development policy implementation through community empowerment. This study used qualitative research methods through literature studies. These study findings show that tourism development policy through community empowerment have to prioritize the needs of the local community itself, in addition the aspects of tourists and tourism service providers. Tourism development policy comes from the community, by the community, and for the community. Through community empowerment can increase participation and active involvement of local community in order to develop local tourism. Factors affecting tourism development policy through community empowerment consist of internal and external factor. Internal factors related to social, cultural, environmental, and local resources. While external factors related to political support and interest groups within the tourism policy itself.

Abstract

The purpose of this study was to find out the implementation of the policy of cost assistance to increase education for students from disadvantaged families in DKI Jakarta. This research uses descriptive qualitative research by examining secondary data. Improving the quality of human resources is of concern to all parties in entering this era of globalization. Support from various parties is needed by the Indonesian people in facing free competition, one of which is assistance in the field of education because education plays a very important role where the higher the education they have, the higher the quality and competitiveness of these human resources. The DKI Jakarta Provincial Government as one of the regional governments has played its role in supporting education equality especially in providing opportunities for citizens to have higher education issuing policies to provide cost assistance to increase education for students from poor families in 2016 as stipulated in the Regulation of Governor of DKI Jakarta Province Number 133 of 2016 During these 3 years, from 2016-2018, the implementation of the policy of providing cost assistance to increase education  faced several obstacles, among others in data collection and distribution of aid.

Abstract

Organizational change is one thing that public organizations cannot avoid. A dynamic organizational environment and high public demands for good quality services make public organizations have to be able to adjust to change. But unfortunately the changes that occurred are not always well received, and in fact there is a resistance. Through a post positivist approach, this qualitative research seeks to analyze how public sector organizations are able to overcome the resistance of existing changes so that changes can be carried out properly and successfully achieve the desired goals. Analysis is done through literature review on several books, publications, reports or relevant news. The results of the analysis indicate that the resistance of public organizations can be avoided by the readiness of the organization to deal with changes and supported by all members of the organization, especially leaders as drivers who will bring the organization from the status quo towards the desired change. In the level of practice these efforts can be carried out by building the mental readiness of the apparatus to always be ready to face changes and be balanced with the government's ability to make responsive change policies.

Abstract

Urban slums is one of the main issues that developing countries discussed nowadays, whether to eliminate slums area or through sustainable development policies and official rental housing policies. One of the method is the CAP method as a way to build a community that could take actions in accordance with problems, needs and potential resources. However, the CAP method requires a good governance because it involves government, citizens, social and private organizations. Through a literature study approach, this research expects to obtain a framework and relevant theory to the implementation of the Community Action Plan (CAP) in the slum area management with the perspective of good urban governance. The analysis results shows that the CAP can be implemented for management of slums area through the stages of preparation, social environmental mapping, and approval of the CAP and a new layout map. However, the implementation must confirm four domains of constrains to assess a good urban governance, such: responsibility, accountability, representation, access, strength, legitimacy and effectiveness. This results in governance that is not only responsive and effective, but also resilient, reliable and balanced.

Abstract

Menurut laporan Komisi Pemberantasan Korupsi (KPK) dari tahun 2015 sampai 2019, jumlah laporan gratifikasi pada Badan Usaha Milik Negara di Indonesia menempati urutan kedua terbanyak setelah lembaga eksekutif. Kasus gratifikasi merupakan tindakan kecurangan yang sebenarnya bisa menjerat pelaku sebagai bentuk tindakan korupsi. Perbuatan gratifikasi tidak boleh lagi dianggap remeh layaknya perbuatan korupsi lainnya. Untuk itu, butuh penjelasan yang mendalam guna menguraikan terjadinya tindakan ini. Dengan metode kualitatif yang dipadukan dengan penggunaan faktor-faktor penyebab pada teori motif kecurangan, tulisan ini mencoba menjelaskan mengapa gratifikasi terjadi. Sayangnya, meski dilarang dan ada ancaman hukuman pidana korupsi, praktik ini masih kerap diterima dan terjadi oleh para penyelenggara negara yang ada di BUMN. Hasilnya, ada beberapa faktor yang dominan yang menyebabkan terjadinya praktik ini, diantaranya faktor tekanan, kesempatan, rasionalisasi, dan kapabilitas yang menjadi sebab bagi seorang penyelenggara negara melakukan perbuatan kecurangan tersebut.

Abstract

This study aims to analyze the knowledge creation process and the obstacles faced by the Ministry of Manpower's Employee Training and Education Center in terms of the SECI Nonaka approach. The research was conducted using a qualitative method, using analysis of literature studies on journals, books, and news about knowledge creation analysis, especially related to education and training institutions. The results of the analysis obtained three model approaches that can be used as a reference in analyzing the knowledge creation process. The first model is Soo's knowledge creation model, the second model is the Boisot model, and the third model is the SECI Nonaka model which emphasizes the creation of new knowledge in the organization through the conversion of tacit and explicit knowledge with the dimensions of Socialization, Externalization, Combination and Internalization. In conclusion, education and training require an appropriate learning model to determine potential participants who need to take part in the training, what materials and skills are needed, determine which instructors will provide training material, manage in-class learning mechanisms, and lesson plans. Therefore, the authors present three model approaches that can be used as a reference in analyzing the knowledge creation process. Keywords: Knowledge Creation, Education and Training, Labor

Abstract

Tourism has a positive impact, especially in economic aspects. The tourism activities involve interaction between the host community and tourist. One of the concepts in sustainable tourism development is Community-Based Tourism. This concept requires contribution and active participation of the local community in tourism development. The purpose of this study is to explain how the concept of sustainable tourism through Community-Based Tourism approach. This study used a qualitative method with a literature study. Finding of this study is the concept of Community-Based Tourism is used as tourism development design that focuses on the community with emphasizing the local potential and encouraging the community capacity development. The important aspects in the successful sustainable tourism development through Community-Based Tourism can be seen from various fields, like social-political, economic, environmental and cultural. In the social-political related to community involvement in decision-making, planning, and development. In the economic aspect aims to improve community welfare. While the environmental and cultural aspect associated with the protection of natural and cultural resources.

Abstract

Geospatial data is one of the important supports in spatial-based national development. However, there is a problem with the large amount of data overlap. One of the reasons for this data overlap is the difference in the references used. Therefore, a policy is needed regarding the implementation of geospatial data. The Indonesian government has enacted Peraturan Presiden (presidential regulations) of Indonesia’s One Data and One Map Policy. Those policies aim to produce sufficient data. Indonesia's One Data Policy regulates the management of statistical, geospatial, and state financial data at the national level. But, the One Map Policy only regulates the management of geospatial data. As two different policies with the same level, have similar names, and have intersect in the management of geospatial data, there is a potential for misunderstanding in implementing both policies. This article aims to identify the similarities and differences between the two policies. The method is a literature study from various sources. This article used analysis comparison. The findings identified similarities and differences with almost the same amount. Based on the similarities and differences, recommendations are made. The author proposes a synergy of geospatial data management mechanisms or considers deregulate one of the policies after the policy target is completed with further study.

Abstract

Open Government is part of the process of preventing corruption by giving the public assurances that they may watch or pay attention to how state administrators behave as reflected in transparency, accountability, participation, and use of technology. The purpose of this study is to determine the role of Open Government in eradicating corruption and the factors that influence it. The method used is a literature review of action plan documents, articles, and other related documents. It is hoped that this research will be useful in knowing the obstacles to preventing corruption through open government. The research was carried out on the action plan carried out by OGI and limited it to two action plans, namely related to the transparency of the procurement sector and beneficial ownerships. It is known that open contracts have not been effective due to differences in perceptions between the public and the government regarding data and collusion with parties related to procurement. For this reason, integrity is needed in the procurement process and leadership commitment regarding the implementation of Perki 21 of 2021. As for the beneficial ownership, data verification and integration are required as well as stricter enforcement of sanctions if they do not report the beneficial owner's data or submit the data incorrectly. In addition, related to community participation, it can be carried out by maximizing the use of SPAN LAPOR.
