Abstract

Latar belakang: Tujuan tulisan ini adalah mengkaji dan menganalisis strategi pemerintah dalam menjaga dan mengelola sumber daya air dalam mencapai ketersediaan air bersih di Indonesia, mengingat peristiwa perubahan iklim juga dapat meningkatkan krisis air. Pemanfaatan air secara terus menerus dan terbatasnya jumlah air yang dapat dieksplorasi dan dikonsumsi dipengaruhi oleh jumlah penduduk yang menyebabkan meningkatnya kebutuhan air. Tulisan ini meninjau secara filosofis dan konseptual yang akan menggabungkan perspektif dari langkah-langkah praktis di tingkat dasar seperti strategi perlindungan berupa kebijakan yang telah dibuat seperti Regulasi, Pengelolaan (dalam pengelolaan akan dikaji sejauh mana campur tangan manusia/pemerintah dalam menjaga kesehatan Ekosistem Lingkungan, termasuk sumber air dan sejauh mana pemanfaatannya, kemudian metode apa yang dipakai dan disepakati oleh pemangku kepentingan dalam memastikan kebutuhan air sehingga dapat terpenuhi), evaluasi dan usaha menjaga/melindungi sumber air.Metode: Metode penelitian ini menggunakan analisis kualitatif dengan pengumpulan data yang dilakukan melalui studi pustaka dengan mengumpulkan berbagai bahan dari buku, jurnal, hasil penelitian, dan media (berita) yang kemudian dianalisis menggunakan model triangulasi yang terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan.Hasil: Pada pelaksanaannya, pemerintah telah melakukan pengelolaan ketersediaan air secara kuantitatif dan kualitatif dengan memperhatikan dan menentukan program prioritas dan kegiatan dalam pemanfaatan air. Hal tersebut dilakukan dengan pemantauan air sungai secara manual dan otomatis secara kontinu. Upaya selanjutnya dalam pengelolaan ialah pelaksanaan konservasi air, perlindungan pelaksanaan pengelolaan secara teknis dan nonteknis berupa kebijakan dalam pengelolaan sumber daya air seperti yang telah diatur dalam Undang-Undang No. 17 Tahun 2019 tentang Sumber daya air. Undang-undang ini memuat kebijakan yang secara tegas mengatur tentang sumber air di Indonesia, termasuk evaluasi berupa upaya pengendalian yang didasarkan dari hasil suatu penilaian bahaya dan risiko terhadap air tanah (Groundwater Hazard and Risk Assessment).Simpulan: Secara konsep, strategi yang dupayakan telah mengarah pada terbebasnya Indonesia dari krisis air di masa sekarang dan masa mendatang sesuai dengan perlindungan/produk yang mengatur. Namun pada Pelaksanaan Pengelolaan, konservasi dilakukan secara parsial atau sebagian. Pengelolaan air tanah belum dilaksanakan secara arif dan komprehensif. Tidak adanya pendekatan yang berkelanjutan dan perubahan paradigma oleh pihak yang terlibat dalam pengelolaan ketersediaan air menjadi pemicu tidak terjalinnya koordinasi yang baik antar pemangku kepentingan. Penilaian risiko belum begitu signifikan karena tidak ada unsur kontinuitas dalam pelaksanaan pengelolaan dan pemanfaatan, baik oleh masyarakat maupun kebijakan yang mengatur. ABSTRACT Background: This paper aims to examine and analyze the government’s strategy in maintaining and managing water resources in ensuring clean water availability in Indonesia, considering that climate change can also increase the water crisis. The continuous use of water and the limited amount of water that can be explored and consumed is influenced by the population, which causes an increase in water demand. This paper reviews philosophically and conceptually by combining the perspectives of practical steps at the basic level such as protection strategies in the form of policies that have been made such as regulation, management (in management, the extent of human/government intervention in maintaining the health of environmental ecosystems, including water sources and the extent to which they are used, then what methods are used and agreed upon by stakeholders in ensuring that water needs can be met), evaluation, and efforts to maintain/protect water sources.Methods: The research method used qualitative analysis with data collection carried out through library research by collecting various materials from books, journals, research results, and media (news). The data were then analyzed using a triangulation model consisting of data reduction, data presentation, and conclusion.Results: In practice, the government has carried out quantitative and qualitative management of water availability by considering and determining priority programs and activities in water utilization. This is done by monitoring river water manually and automatically continuously. The next effort in management is the implementation of water conservation, protection of the implementation of technical and non-technical management in the form of policies in the management of water resources as regulated in Law No. 17 of 2019 concerning Water Resources. This law contains policies that strictly regulate water resources in Indonesia, including evaluation of control measures based on the results of an assessment of hazards and risks to groundwater (Groundwater Hazard and Risk Assessment). Conclusion: Conceptually, the strategy sought has led to Indonesia’s freedom from water crises in the present and the future by the protection/products that regulate it. Still, it is carried out partially in the implementation of conservation management. Groundwater management has not been implemented wisely and comprehensively, and there is no appropriate approach. Then the paradigm shift by the parties involved in water availability is the trigger for the lack of good coordination between stakeholders. The risk assessment is not highly significant because there is no element of continuity in implementing management and utilization by both the community and the policies that regulate it.

Abstract

This article Aim to analyze bureaucratic reform in the West Pasaman district government, which is related to the last stage of the 2020-2025 bureaucratic reform grand design. This projection is an opportunity to demonstrate the dedication of the bureaucracy to good governance. On the other hand, there is one thing that cannot be denied, such as the fact that the government still leaves a lot of work that has not been completed according to the target and public services that are not yet community-oriented. The performance of the West Pasaman district government’s bureaucracy is still considered low. This study uses a descriptive research method that is supported by a literature study approach by tracing the actual data for this research material. The results of this study discuss two aspects of bureaucratic reform, namely reform of mindset and work culture. Improving the mindset is used to improve the performance of the bureaucracy in order to think in a visionary direction to create a productive, innovative, and competitive bureaucracy, for this reason, the mindset is adapted from the concept of dynamic governance (Thinking ahead, Thinking Again, Thinking Across. While the work culture is aimed at creating bureaucracy agile and fast, considering the West Pasaman bureaucracy consists of two ethnicities (Mandahiling, Minang) so that it affects the work culture of each. Artikel ini bertujuan untuk menganalisis reformasi birokrasi di pemerintahan Kabupaten Pasaman Barat terkait tahapan terakhir grand design reformasi birokrasi 2020-2025. Proyek ini merupakan peluang untuk menunjukkan dedikasi birokrasi terhadap tata kelola pemerintahan yang baik. Di sisi lain, ada satu hal yang tidak bisa dipungkiri, seperti masih banyaknya pekerjaan yang belum diselesaikan pemerintah sesuai target dan pelayanan publik yang belum berorientasi pada masyarakat. Kinerja birokrasi Pemerintah Kabupaten Pasaman Barat dinilai masih rendah. Penelitian ini menggunakan metode penelitian deskriptif yang didukung dengan pendekatan studi pustaka dengan menelusuri data aktual untuk bahan penelitian. Hasil penelitian ini membahas dua aspek reformasi birokrasi, yaitu reformasi pola pikir dan budaya kerja. Perbaikan pola pikir digunakan untuk meningkatkan kinerja birokrasi agar berpikir secara visioner untuk mewujudkan birokrasi yang produktif, inovatif, dan berdaya saing. Pola pikir tersebut diadaptasi dari konsep tata kelola yang dinamis (berpikir ke depan, berpikir ulang, berpikir melintas). Adapun budaya kerja ditujukan untuk menciptakan birokrasi yang gesit dan cepat, mengingat birokrasi Pasaman Barat terdiri dari dua suku (Mandahiling, Minang) sehingga memengaruhi budaya kerja masing-masing

Abstract

In 2019 social media has indeed become a familiar phenomenon for Indonesian people in general. Social media is a communication tool that cannot be abandoned by every individual. In fact, it has become a habit for every individual to share information through social media, because the practical benefits of social media are a means of communication. Social media in its use has many benefits, both positive and negative, like two ends of the sword. The positive value of social media is used as a means of communication, a means of sharing information for voters, and a means of socializing between the KPU and the public. This study uses a qualitative descriptive method by describing the data obtained from the General Election Commission (KPU) of Bantul Regency by analyzing data taken directly from the documents of the General Election Commission of Bantul Regency (KPU Bantul). Voter Participation in Bantul Regency shows a higher participation rate compared to participation in the 2014 Election. The difference between the 2014 and 2019 Elections lies in the number of voters. In 2014 Facebook was used while in 2019 it was using Instagram. The percentage of voter participation in 2019 showed 87.9% of the total number of voters, while in 2014 voter participation was only 81% (Republika.co.id). In the 2014 Election, the KPU did not use Instagram to disseminate information about the Election, while the 2019 Election showed good participation.Di tahun 2019 media sosial memang menjadi fenomena yang tidak asing lagi bagi masyarakat Indonesia pada umumnya. Media sosial merupakan alat komunikasi yang tidak bisa ditinggalkan oleh setiap individu. Bahkan sudah menjadi kebiasaan setiap individu untuk berbagi informasi melalui media sosial, karena manfaat praktis media sosial adalah sebagai sarana komunikasi.Media sosial dalam penggunaannya memiliki banyak manfaat, baik positif maupun negatif, ibarat dua ujung pedang. Nilai positif media sosial digunakan sebagai sarana komunikasi, sarana berbagi informasi bagi pemilih, dan sarana sosialisasi antara KPU dengan masyarakat.Penelitian ini menggunakan metode deskriptif kualitatif dengan mendeskripsikan data yang diperoleh dari dokumen Komisi Pemilihan Umum (KPU) Kabupaten Bantul dengan menganalisis data yang diambil langsung dari dokumen Komisi Pemilihan Umum Kabupaten Bantul (KPU Bantul). Partisipasi Pemilih di Kabupaten Bantul menunjukkan angka partisipasi yang lebih tinggi dibandingkan dengan partisipasi pada Pemilu 2014. Perbedaan Pemilu 2014 dan 2019 terletak pada jumlah pemilih. Pada tahun 2014 Facebook digunakan sedangkan pada tahun 2019 menggunakan Instagram. Persentase partisipasi pemilih pada 2019 menunjukkan 87,9% dari total jumlah pemilih, sedangkan pada 2014 partisipasi pemilih hanya 81% (Republika.co.id). Pada Pemilu 2014, KPU tidak menggunakan Instagram untuk menyebarluaskan informasi seputar Pemilu, sedangkan Pemilu 2019 menunjukkan partisipasi yang baik.

Abstract

Mempertahankan kontribusi biologis, melindungi ekosistem guna mendukung ketahanan lingkungan merupakan salah satu konsep pembangunan berkelanjutan (sustainable development goals, SDG’s). Tujuan tulisan ini adalah untuk mempelajari keanekaragaman hayati di Kabupatun Bantul, serta menganalisis kebijakan serta pengelolaannya dalam menjaga keanekaragaman hayati dan melindungi fungsi ekosistem untuk mendukung ketahanan lingkungan Kabupaten Bantul.Penelitian ini merupakan penelitian kualitatif. Data diperoleh berdasarkan hasil wawancara secara online kepada pejabat dinas lingkungan, pencarian situs web resmi Dinas Lingkungan Hidup Kabupaten Bantul, yang kemudian data pendukung diperoleh dari jurnal hasil penelitian, media online dan lain-lain.Hasil penelitian menunjukkan bahwa untuk menjaga ketahanan lingkungan Pemerintah Kabupaten Bantul telah menerapkan konsep pembangunan berkelanjutan dalam pengelola keanekaragaman hayati dan fungsi ekosistemnya. Kebijakan dan strategi dalam melindungi flora dan fauna daerah, pengembangbiakan hewan, konservasi penyu, dan memelihara ekosistem mangrove dengan cara konservasi pencadangan, pelestarian fungsi adalah langkah konkret yang diterapkan untuk melindungi keanekaragaman hayati dan fungsi ekosistemnya demi kehidupan generasi mendatang. Pemerintah Kabupaten Bantul telah berhasil mengimplementasikan kebijakan dan strategi pembangunan daerah yang berwawasan lingkungan dengan melindungi sejumlah keanekaragaman hayati serta menjaga fungsi ekosistemnya, dengan memberikan kontrol yang baik dan bertahap, sistematis, dan terpadu terhadap pemanfaatan sumberdaya alam yang ada di Kabupaten Bantul, sehingga ketahanan lingkungan tetap terjaga dan berkesinambungan.

Abstract

The most significant aspect of a leader’s behavior is ethics because it is a guideline for interacting, acting, and involving in government in an ethical manner without abusing power. This article aims to find out how the ethics of regional heads are applied in the administration of regional government. The research method used was qualitative with a literature study approach. Data collection was done by literature study by collecting various materials from books, journals, research results, and mass media (news). The results of research conducted on three districts/cities in Indonesia involving three leaders of the Mayor of Surabaya, the Mayor of Bandung, and the Regent of Purwakarta in 2015 show some real examples of regional heads who apply ethical values in their leadership, which can be seen from their performance and competence as well as ideas (innovation) and relationships with the community. It has gone well by applying ethical principles in its performance such as accountability, transparency, legal assurance, and justice. Competence in leadership includes the application of ethical values including emotional intelligence, self-management, social awareness, and relationship management. This study concludes that government ethics greatly influence the implementation and desired results, as well as on leadership, which will affect the performance carried out.

Abstract

Tourism currently becomes one of the sources of state revenues. Local tourism, particularly in Bantul, developed tourist attractions of Mangunan pine forest to boost the economy of the region and make state revenue as well. Unfortunately, due to the Covid 19 virus, the tourism is closed down by the Tourist Office in Bantul district which impacted the economy of related groups, society, and the government. This paper aims to discover the impact of COVID-19 on tourist visits to the Mangunan pine forest in Bantul. The researchers use a descriptive qualitative approach and collect information from mass media and print media in Yogyakarta from February to March. The results show that before the Coronavirus, people around the tourist object involved in community building tourism generally had an increased income, but when Corona outbreak hit, both the community in Mangunan Village and Bantul regional government experience a decline in income.

Abstract

This paper aims to examine descriptively the management of biodiversity carried out by the Bantul Regency Government as part of sustainable development. Strengths such as conservation of biodiversity and protection of ecosystems by the Government must go hand in hand with sustainable development. The method used in this research is descriptive qualitative, using data analysis obtained by researchers from research results, journals, and the official website of the Bantul Regency Government. The results show that the strategy in managing biodiversity in Bantul Regency is the maintenance of biodiversity using an integrated approach and a long-term perspective. This is evidenced by management that integrates the conservation value of biodiversity ecosystems. The issuance of several Regional Regulations on Biodiversity Management is concrete evidence, ensuring that no extinction or damage occurs in biodiversity in Bantul Regency. Management activities will be a strong foundation for realizing sustainable development through various conservation approaches such as In-Situ and Ex-situ conservation to implement biodiversity management programs in Bantul Regency. Other strategies/methods are creating areas/zones at several points of improvement in the area and their habitat while in the ecosystem.

Abstract

In the reform era, efforts to improve the management system of Civil Servants (PNS) are necessary, such as building a clean government without making mistakes that are harmful to the state or region and society. One of the initiatives is to strengthen the bureaucratic structure that prioritizes the efficiency of civil servants with proper success intentions. In terms of efforts to improve the bureaucratic system, the mutation is one of them because the mutation attempts to improve one employee's poor performance or in the work that competent employees must carry out in their fields through mutation. This study uses a qualitative analysis method by describing the results of the mutations carried out by the Ciamis Regency government and data obtained from several attachments to the Regent's Decree and others related to this research. The results of data analysis carried out in this study are from the two mutations carried out by the Ciamis Regency government. This was by what should be done by looking at some of the regulations that apply in carrying out the mutation; the mutation was carried out two times, the first was mutation on October 21 2019 and the second, mutations were carried out using available selection or open bidding. Because there were so many Civil Servants who retired and there were also many PNS who mutated between Regencies, there were many vacancies in the high-ranking leadership positions. Abstract

The focus of this research is to see how political ethics becomes an ideology for the creation of good behavior for a leader. Political ethics is a concept of morality that is very necessary for a leader or regional head in the political behavior that will be implemented. The political ethics of leaders or regional heads by prioritizing honesty, fairness, and responsibility has a very noble goal by prioritizing values and morality for the creation of good leadership and avoiding lousy behavior such as corruption which is very detrimental to many parties. This study using literature analysis seen from previous studies with data obtained from journals, news, websites, and also from internet data relating to the theme of this research. The results of this study stated that political ethics is needed for leaders or regional heads who aim to avoid making mistakes that make a loss and in this study look at the problem of regional heads or leaders in Indonesia whether political ethics is instilled in each of them so that the behavior of leaders or regional heads does not deviate from values and morality for the creation of good leadership. The concept of political ethics is the concept of action on the behavior of each person, especially a leader.

Abstract

The results of the performance carried out by the government require an accountability report from the government in order to see the success made by the government in carrying out the performance which is to make the community prosperous. In this study, it looks at what are the factors that influence the performance accountability process of government agencies and the factors seen in this study, namely from organizational culture and compliance with laws. In this study using qualitative analysis which is assisted by analysis using Nvivo12 plus. The results of this research using Nvivo12 plus are that in two related institutions the results are different, such as in Bappeda Sleman the factors used by organizational culture are very significant, namely 66% of the influence on the performance accountability process of government agencies and for compliance with legislation the effect is 33%. And for the Bantul secretariat itself from the organizational culture, namely 58% influence on the organizational performance accountability process and for compliance with legislation, namely 41% influence in the organizational performance accountability process. So in this research, from the two factors that influence the process of organizational performance accountability, it can be seen that quite significant results from these two factors can affect the results of performance accountability which makes the performance process increase in its implementation
