Abstract

Bondowoso located in a valley of Raung mountain roots in East Java, Indonesia. The eruption of Mt. Raung in 2015 not only cause loss of life, but also underlining the fact of unusual Snake Bite Cases (SBC), as recorded in the dr. Koesnadi Hospital. We conducted a thorough analysis of the SBC in 2015 along with the survey on all the incident location in January to March 2016. This study represented an improvement on the population of venomous snake in the agriculture area, and reached the highest peak before the eruption. The presence of continuous vegetation at the edge of watersheds become green corridor that functioned as the movement track for snakes in order to avoid the volcano effect.

Abstract

Equitable quality infrastructure development is a driving factor and a challenge that must be implemented by the Department of Housing and Settlement Areas in terms of fulfilling urban or residential infrastructure needs and access to basic infrastructure such as residential environmental infrastructure. The purpose of this study was to analyze the efforts of the Department of Housing and Settlement Areas in equitable distribution of infrastructure development for access roads to settlements in Batu City. The type of research used was descriptive research with a qualitative approach. Data collection techniques through interviews, observation, and documentation. The subjects in this study consisted of the Head of the Infrastructure Section, and the Infrastructure Implementing Staff. The research was conducted at the Department of Housing and Settlement Areas of Batu City. Data analysis techniques used in this study consisted of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the area in Batu City that had been paved was about 40% in Bumiaji District, 50% in Batu District and 70% in Junrejo District. In addition, the inhibiting factors for the development of paving road access infrastructure for settlements are often overlaps in handling development between the City government and the Village government and the role of the community is not yet optimal. Following up on the findings of this study, the equitable distribution of infrastructure development for residential road access should be optimized.

Abstract

Badan Penghubung Pemerintah Aceh, adalah badan Daerah yang satu-satunya terletak di Ibu Kota Negara, setelah diterbentuknya Badan Penghubung Pemerintah Aceh sebagai fasilitator kebutuhan daerah dalam melakukan kerjasama dengan pemerintah pusat maka peneliti ingin mengetahui bagaimana efektivitas Badan Penghubung Pemerintah Aceh dalam memfasilitasi urusan Pemerintah Aceh ke Pemerintah Pusat dalam membantu memajukan pembangunan Daerah Aceh, penelitian ini dilakukan dengan metode deskriptif kualitatif, hasil penelitian menunjukkan 1) Krakteristik Organisasi Badan Penghubung Pemerintah Aceh terdiri dari Kepala Badan yang dipimpin oleh Eselon III, Subbidang tata usaha, Subbidang Pelayanan dan Informasi, Subbidang Hubungan Antar Lembaga, Subbidang Promosi dan Pameran,yang seluruhnya dipimpin oleh Eselon IV. 2) Karakteristik Lingkungan Badan Penghubung Pemerintah Aceh berada dalam lingkup pemerintahan kota yang sangat dekat dengan pemerintahan pusat. 3) Karakteristik Pekerja sebagian besar pegawai berasal dari daerah Aceh yang memiliki nilai adat dan budaya yang sama.4) Kebijakan dan Praktek Manajemen dalam Renstra 2017-2022 tertuang yang menjadi kebijakan pemerintah daerah dalam memyusun usaha-usaha untuk membangun daerah aceh berpointkan pada terwujudnya reformasi birokrasi yang berkualitas, terwujudnya tata budaya adat istiadat dan seni ke-Acehan yang Islami, terwujudnya informasi dan data yang terintegritas. Kata Kunci: Efektivitas, Fasilitassi Hubungan Urusan Pemerintah Daerah Dengan Pemerintah Pusat
