Abstract

ABSTRACTAs the main leader in disaster governance, governments are believed to have bigger role than the others. However, it is hard for governments to solve the disaster problems by themselves. Governments need to be supported by non-governmental organizations (NGOs) because NGOs have abilities which governments don’t have. Both of them must make mutual cooperation in disaster governance. But, the Indonesian experience shows that government and NGOs are, in some cases, involved in unnecessary conflict. Government views that the NGOs, mainly international NGOs, are just talking rather than acting and potential to destroy local knowledge. On the other hand, NGOs feel that the government could not respond the disaster quickly and want to restrict their freedom. Therefore, to give the best service for disaster victims, government and NGOs should make norms for collaboration and coordination among them, hold regular training of disaster risk reduction for government officials, and improve capacity building support needed by NGOs.Key Words: government, NGOs, disaster governance, disaster risk reduction.

Abstract

Sebagai sebuah kawasan yang terintegrasi, Asia Tenggara sesungguhnya tidak terkoneksi baik secara digital. Hal itu tampak dari lebarnya kesenjangan akses digital antara Singapura sebagai negara dengan perekonomian paling maju dengan negara-negara lainnya di kawasan ini. Akibatnya, komunikasi digital tidak dapat dijalankan secara lancar hingga berdampak pada interkonektivitas kawasan. Inilah problem yang diulas dalam artikel ini dan berdasarkan hasil riset yang telah dilakukan, ditemukan bahwa kesenjangan digital di Asia Tenggara disebabkan oleh kebijakan pemerintah yang tidak tepat sasaran dan rendahnya pendapatan per kapita sebagian besar masyarakat. Kebijakan pemerintah berkorelasi dengan kegagalan para pengambil kebijakan membangun jaringan infrastruktur telekomunikasi yang memadai dan merata di semua wilayah. Sementara, rendahnya pendapatan membuat masyarakat tidak mampu membeli perangkat teknologi seperti komputer dan telepon genggam sekaligus tidak memiliki modal cukup untuk berlangganan akses internet.

Abstract

The potential of Islamic environmentalism initiatives has been emerging in Indonesian Muslim society. The inclusion of sustainable development ideas into Islamic values has raised an increasing initiative of ‘Eco-Pesantren’. Following the numerous programs relating to Sustainable Development Goals (SDGs) in the country, the ‘Eco-Pesantren’ undertake the ideas by introducing environmental sustainability in their curriculum. This initiative is widely popular after some Islamic boarding schools or ‘pesantren’ in Java Island have successfully performed the value of sustainable development in their learning process. It is evident that sustainable development ideas are not the opposite of Islamic values, and the Islamic way of life can contribute to the environmental vision of Sustainable Development Goals (SDGs). This article analyses the practice of sustainable development from an Islamic point of view by focusing particularly on environmental issues. To describe the ‘Eco-Pesantren’ programs, this article is divided into three sections. First, explaining sustainable development from Islamic perspectives. Second, portraying the growth of Islamic environmentalism in Indonesia and ‘Eco-Pesantren’ initiatives and the challenges faced by those initiatives. Finally, the conclusion of this study.
