Abstract

Isu dan permasalahan yang dihadapi kawasan perbatasan baik daerah perbatasan laut maupun daerah perbatasan darat adalah aspek kebijakan, ekonomi, sosial, budaya, sumber daya alam, kelembagaan, dan kewenangan pengelolaan serta kerjasama antar negara. Sebagai prioritas pembangunan sesuai dengan Nawa Cita Presiden, maka perlu adanya penguatan Pemerintahan Daerah dalam pengelolaan Pembangunan di Kawasan Perbatasan Negara berwawasan lingkungan sebagai beranda depan negara yang berdaya saing tinggi. Kabupaten Kepulauan Meranti sebagai salah satu daerah otonom secara geografis berbatasan dengan sejumlah negara tetangga dan masuk dalam daerah Segitiga Pertumbuhan Ekonomi (Growth Triagle) Indonesia - Malaysia - Singapore (IMS-GT ) dan secara tidak langsung sudah menjadi daerah Hinterland Kawasan Free Trade Zone (FTZ) Batam - Tj. Balai Karimun. Penelitian ini dilaksanakan dengan menggunakan studi literatur dalam rangka identifikasi upaya-upaya untuk mendorong percepatan pembangunan di daerah pinggiran, terutama kawasan perbatasan negara. Identifikasi kebijakan yang tepat dalam rangka penerapan kebijakan di kawasan perbatasan dalam rangka peningkatan kesejahteraan masyarakat dan sebagai beranda depan negara diharapkan dapat merumuskan konsep program-program yang dapat membantu kawasan perbatasan melaksanakan urusan daerahnya dalam pengelolaan daerah perbatasan

Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Layanan E-Puskesmas Pada Pusat Kesehatan Masyarakat Di Kecamatan Bungaraya Kabupaten Siak. Adapun yang menjadi populasi dari penelitian ini adalah para pegawai Puskesmas Bungaraya yag berjumlah 12 orang. Berpegang pada prinsip rasionalitas dan untuk mendukung validitas hasil penelitian maka ditetapkan jumlah sampel yaitu dari pegawai sebanyak 12 orang dari jumlah populasi secara purposive. Jenis dan sumber data yang dikumpulkan meliputi data primer yaitu data yang diperoleh langsung dari responden penelitian, sedangkan data sekunder merupakan sumber data dan informasi serta keterangan dari instansi yang berhubungan dengan penelitian ini. Teori implementasi yang penulis gunakan adalah menurut George Edward III. Bahwa Implementasi adalah satu aktivitas dari kegiatan administrasi sebagai suatu institusi dimaksudkan sebagai salah satu proses kegiatan yang dilakukan oleh unit administratif atau unit birokratik. Dalam pendekatan yang diteoremakan oleh Edward III terdapat 4 indikator variabel yang sangat menentukan keberhasilan implementasi yaitu : Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Untuk mendapatkan data dan informasi yang lebih valid, teknik pengumpulan data yang digunakan adalah kuisioner, observasi, dan wawancara. Penelitian ini berbentuk survey deskriptif yaitu dengan menarik sejumlah sampel dari populasi yang ada, memprioritaskan alat bantu penelitian berupa kuisioner sehingga data tersebut diharapkan dapat menjawab penelitian yang diinginkan. Adapun hasil penelitian tentang bagaimana Implementasi Layanan E-Puskesmas Pada Pusat Kesehatan Masyarakat Di Kecamatan Bungaraya Kabupaten Siak dinilai “Cukup Baik”. Abstract

Kedudukan Usaha Kecil dan Menengah memiliki potensial yang sangat besar dalam perekonomian nasional, dalam hal ini Pemerintah memanfaatkan UKM untuk meningkatkan kesejahteraan masyarakat, mengurangi kemiskinan, mengurangi pengangguran dan meningkatkan perekonomian masyarakat. Di Kabupaten Kepulauan Meranti, Pemerintah telah memberikan bantuan untuk kemajuan pengembangan UKM, namun bantuan yang diterima oleh UKM yang ada di Kecamatan Tebing Tinggi tidak dilakukan secara merata dan kurangnya perhatian Pemerintah dalam melaksanakan program ini. Tujuan dari penelitian ini yaitu untuk mendeskripsikan dan menganalisis Implementasi Program Pengembangan Kewirausahaan dan Keunggulan Kompetitif UKM pada pengrajin sagu di Kabupaten Kepulauan Meranti. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik analisa model interaktif. Hasil penelitian menemukan bahwa Pelaksanaan program pengembangan kewirausahaan dan keunggulan kompetitif UKM yang dilakukan oleh Dinas Perindustrian Perdagangan Koperasi dan UKM Kabupaten Kepulauan Meranti dilihat dari teori implementasi kebijakan belum cukup diterapkan secara maksimal. Masih kurangnya sarana dan prasarana dalam proses pengolahan sagu mengakibatkan terhambatnya pelaksanaan pengolahan sagu di beberapa UKM di Desa Banglas dan Desa Alah Air. Selain itu, tidakadilnya Pemerintah dalam memberikan bantuan baik dalam bentuk modal usaha maupun bantuan alat produksi di beberapa UKM menyebabkan adanya perbedaan perkembangan kemajuan UKM.

Abstract

This descriptive survey research aimed to analyze the effectiveness of collection of Earth and Building tax done by The Financial Management Agency and Regional Assets (BPKAD) in Batang Kulim, Pelalawan. The data were collected through questionnaires, observation and interview. They were analyzed by using the indicators of effectiveness theory. It was found that there were discrepancy among the data. Finally, although the result of questionnaire showed quite effective, but the overall effectiveness of land and building tax collection in Batang Kulim, Pelalawan indicated ineffective.

Abstract

General problem ofhomeless and beggras in fact closely related to the security problems that disrupt good order and discipline and keamanan in urban areas. With the expansions of the homeless and beggars will provide opportuneties for the emergance of unexpected disturbance of peace and order, which i turn woild disrupt the stability to be disrupted development and national ambitions can not be astablished. In this case civil service policy is most responsible agency because they were on duty apparatuses assits local government in maintaining the District Head and maintain public order and Security society, upholding the District Rules and Regulation of the District Head. Based on the homeless and beggars in the city of Pekanbaru, as well as know the Policy Unit blockers factor in regulating civil service homaless and beggars. The method used is descriptive, qualitative and quantitative; Samples that as descriptive data analysis, qualitative and quantitative. This study concluded that based on the results of research that has been done, then the concluded of researchers on the role of Civil Service Police Unit in the discipline vagrants and beggars in the city of Pekanbaru is “Good Enough”. Barriers found in this study is the absence of regulations governing theparticulars of vagrants and beggars, while the current police authority of the Civil Service in the city of Pekanbaru to crub vagrants and beggars who violate public onder just based on the Rules of Pekanbaru City Regionel Public Order so that it this makes the role of the Civil Service Pekanbaru City police are very limited. Also still weak coordination between the police civil service with the Departement of Social Pekanbaru is also a very in fluuetial factor in determining the role of the Civil Service Pekanbaru City police in maintaining public orde in the city of Pekanbaru.

Abstract

This research was designed to determine how far the monitoring the Spatial Planning and Building Departement of Pekanbaru in the application of infiltration wells according to Perda No. 10/2006 by using three indicators, standar setting, cheking and corretive action. This research took place in the Spatial Planning and Building Departement of Pekanbaru, Tenayan Raya District. This research was descriptive survey research with quantitative method. The population consisted of two groups that the sampels are the 37 people of building owners and the 13 people of the employes. This was chosen by simple random sampling for the building owners whom did not have infiltration wells and by cencus techniques for employees. The primary and secondary data were used for data collection and analyzed by comparing problem and related theories. Bassed on the analytical techniques, the research cher assesed and conluded that the monitoring of the infiltration (Study Tenayan Raya District) quite feasible. A recommendation suggested on corretive action indicator, in order to impose sanctions buillding owner whom did not build the infiltration well according to the rules.

Abstract

This research was designed to analyze public service of building permit management in Mandau District by City Palanning, Spatial Planning an Residence Depertement of Bengkalis Regency. The type of this research was descriptive survey and used quantitative method. The population and sample consisteol ot two groups, the 22 employees of city planning, Spatial Planning and Residence Departement of Bengkalis Regency and the 50 people whom managed the building permissions. The techniques of collecting data were by providing questionnaires, interviews and observations. There were six numbers of indicators in research. This research concluded that The Public Service of building permit management in Mandau District that did by City Planing, Spatial Palnning and Residence of Bengkalis was in category Good Enaugh.

Abstract

This study aims untyk know supervision of Industry and Trade of Pekanbaru in overseeing Operations Permit Indomaret presence in Sub Rumbai Coastal city of Pekanbaru. Monitoring indicators used include preliminary supervision, ongoing monitoring, feedback control is done by the Department of Industry and Trade of the city of Pekanbaru. This type of research that is located in the office of the Department of Industry and Trade of Pekanbaru is the descriptive method with qualitative data analysis, in line with the objectives of the research, the study population was Head of Industry and Trade, Head of Trade, Commerce and Metrology Business Section, Section of Supervision and Guidance , Indomaret Manager, Small and Medium Enterprise Communities that exist around Indomaret. To support the validity and research, then in charge of the population in the Office of Industry and Trade as many as 6 people, as many as 4 people Indomaret Manager and Small Business Community that is around Indomaret as many as 40 people. The sampling technique for the head of the Department and the staff of Department of Industry and Trade of Pekanbaru using sampling techniques or other terms is saturated census and for existing communities around Indomaret using purposive sampling technique. Types and data collection techniques consist of primary data collected by using questionnaire data and interviews and secondary data collected by observation and documentation which is the source of data and information and a description of the parties related to this research. Based on this analysis technique can be concluded that the presence of Operations Permit Monitoring Indomaret in District Rumbai Coastal works quite accomplished. Recommendations are necessary in the future to consider is the Department of Industry and Trade of Pekanbaru can perform intensive supervision on Operational Permit Indomaret existence.

Abstract

Proverty happened in society leads the society itself can not fullfil the daily needs. The proverty alleviation has been a major target of government. The regional autonomy also one of the reasons government iniating to arrange one or some programs for the sake of prosperity. This research aims to find out and measure to what extent the implementation of bedah rumah program of one billion one subdistrict in Rimbo Ulu of Tebo Regency of Jambi Province in 2014. This research is using program evaluation theory in which according to Wirawan, evaluation program is a a systematic method to collect, to analyzed, and to answer the basic question about a program. Program evaluation can be classified based on process evaluation i.e evaluating whether or not the implementation of a program has been suitable with the strategy or planning, outcome program which is used to evaluate whether or not the program has yielded changes, and impact program which is used to evaluate whether or not there is an effect emerged due to the program. The population of the research is the subdistrict head of Rimbo Ulu, the staff or Rimbo Ulu subdistrict, the heads of the villages in Rimbo Ulu, and the society or inhabitants as the receivers of “bedah rumah” program. The population then is taken as samples using census technique. The data collection is conducted by giving questionnaires, doing interview, documentation and observation, to identify the result of the program. After data collection is done, the data is analyzed using percentage technique to find out how the responses of the respondents which state optimum, optimum enough, or less optimum. Based on the analyzed, it is obtained the result and findings of the research, and is concluded that the “bedah rumah” Program Of One Billion One subdistrict Program Rimbo Ulu Of Tebo Regency Of Jambi Province In 2014, chategorized as “optimum enough”. This is based on the responses and statements of the research respondents.

Abstract

One important aspect of staffing reform is the promotion system of civil state apparatus publicly and competitively within the local government, in high leadership positions (JPT) pratama or positions equalized with structural positions echelon II.b and a. The Local Government of Indragiri Hilir Regency through the Regional Personnel Board has conducted an open promotion on the filling of the Primary Leadership Position, for the first time in 2015. The purpose of this study is to analyze the personnel reform based on system merit in the implementation of the selection of Primary Charge in the local government of Regency Indragiri Hilir. The research method used is descriptive research method with qualitative data analysis approach by using data analysis according to Miles and Huberman namely; data reduction, data presentation and conclusion. The sources in this research are Selection Committee, secretariat of selection committee, selection of JPT Pratama, Civil Servant at Local Government of Indragiri Hilir Regency. In this study the authors use data collection methods using observation, interviews, and documentation. The results of the study show that personnel reform in the implementation of the selection of Primary Charge to the local government of Indragiri Hili Regency is seen from the aspect of preparation, implementation and monitoring and evaluation as stipulated in the provisions of Permenpan-RB no. 13 Year 2014, mechanically and procedurally has been implemented in accordance with the provisions. From the result of data analysis of implementation and recommendation from KASN to the selection implementation process, implicitly can be concluded that the implementation process contains the principles of objectivity, competitive, transparency and accountability in every stage process conducted by selection committee to 5 (five) .The consideration of qualifications, competence and performance (merit system) on the determination of graduation in general has become the consideration of the selection committee. For the next selection process by appraising the assessment center, the authors suggest that the preparation of competency standards in detail and detail, success criteria from office, the selection material should be more directed to the task and function metrics of each position, the selection method is more directed to a deep observation of the behavior of officials, and conduct a thorough evaluation of the potential, potential, strength and weaknesses of the candidate, a relevant to the effectiveness of a desired organization.
