Tujuan penelitian adalah menganalisis adaptasi yang dikembangkan sistem komunikasi Pemerintah dan peternak. Teori yang digunakan adalah teori sistem komunikasi dalam perspektif Niklas Luhmann. Metode penelitian yang digunakan adalah etnografi. Populasi penelitian di Kabupaten Purworejo yang menjadi sentra budidaya kambing Peranakan Ettawa (PE). Informan penelitian adalah Kepala Dinas Pertanian Peternakan Kelautan dan Perikanan (DPPKP), Ketua Kelompok Jabatan Fungsional (KJF), Kepala Bidang Peternakan DPPKP, Koordinator Balai Penyuluhan Kecamatan (BPK), Petugas Penyuluhan Lapang (PPL), Ketua Kelompok Tani, dan Peternak. Hasil penelitian menunjukkan bahwa sistem komunikasi Pemerintah dijalankan oleh struktur komunikasi yang ada di KJF dan BPK. Sistem komunikasi Pemerintah dalam menghadapi kompleksitas lingkungan budidaya kambing PE berevolusi menjadi sistem yang tidak adaptif. Sistem komunikasi peternak dikembangkan oleh struktur kelompok tani (poktan). Sistem komunikasi peternak dalam menghadapi kompleksitas lingkungan budidaya kambing PE berevolusi menjadi sistem adaptif.ADAPTATION OF GOVERNMENT AND FARMER COMMUNICATION SYSTEMS INETTAWA CROSSBREED GOAT FARMING IN PURWOREJO REGENCYASBTRACTThe aim of this research was to analyze the adaptation process that was developed by government and farmer communication systems. The theory used was communication system by Niklas Luhman’s perspective. The research method used was ethnography. Population of this study was conducted in Purworejo regency as the center of Ettawa Crossbreed (EC) goat farming.Informants of the study are: Head of the Agricultural, Livestock, Marine and Fisheries Offices, Head of Functional Group, Head of Livestock Affairs, Coordinator of Center for Agricultural Extension, extension staff, head of farmer groups, and farmers. The result of the study showed that government communication system was developed by Functional Group (KJF) which is underthe Agricultural, Livestock, Marine and Fisheries Offices (DPPKP) and Center for Agricultural Extension (BPK) located in the subdistrict. Government communication system in encountering the environmental complexity of EC goat farming evolved into a system that was not adaptive. On the other hand, farmer communication system was developed by farmer groups (poktan). Farmercommunication system encountering environmental complexity of EC goat farming evolved into an adaptive system.

Pemahaman dan kesadaran masyarakat tentang kesehatan di pedesaan Jawa Timur masih rendah, khususnya kesehatan jamban/kakus. Hal ini ditunjukkan dengan jumlah fasilitas jamban/kakus tidak sehat (unimproved) yang masih banyak. Pemerintah Daerah melalui Dinas Kesehatan dan Puskesmas sudah melakukan berbagai strategi komunikasi untuk menyampaikan pesan kesehatan. Promosi kesehatan ini dilakukan oleh petugas Puskesmas melalui komunikasi antar personal, komunikasi kelompok dan komunikasi massa. Penelitian tentang pola komunikasi ini dapat dijadikan dasar bagi institusi kesehatan (Dinkes/Puskesmas) untuk menyampaikan pesan kesehatan agar lebih efektif. Tujuan penelitian ini adalah untuk mengetahui pola komunikasi kesehatan masyarakat pedesaan di Jawa Timur. Teori yang digunakan adalah teori komunikasi kesehatan. Metode penelitianyang digunakan adalah studi kasus eksploratif dengan paradigma konstruktivisme (constructivism paradigm). Paradigma dan metode ini digunakan untuk menemukan pemahaman individu atas realitas sosial yang mereka hadapi dalam kehidupan sehari-hari (socially meaningful action). Temuan penelitian menunjukkan bahwa pola komunikasi antar personal petugas Puskesmas dengan penduduk biasanya dilakukan di rumah, Posyandu dan PKK. Pola komunikasi kelompok dilakukan petugas Puskesmas dengan penduduk di pertemuan PKK, Posyandu,pengajian, tahlilan, istighasah dan warung kopi. Pola komunikasi massa lebih banyak dilakukan melalui media radio, poster, pamflet, brosur, leaflet, buku dan media pertunjukkan tradisional (ludruk dan tayub). Kesimpulan penelitian adalah Dinkes/Puskesmas bisa menggunakan pola komunikasi secara terpisah, tapi bisa juga semua pola komunikasi diintegrasikan untuk menyampaikan pesan kesehatan.

Government communication system encounter extension and selling complexity. The aim of the study is to know how interrelation of government communication sub system in encounter extension and selling complexity in Kaligesing goat farming in Purworejo regency. The theory of the study is communication system in perspective of Niklas Luhmann. The study was used explorative case study method. The result of the study showed that extension sub system and breeding sub system not optimal in interrelation. So, information which produced and reproduced not solved complexity effectively.

KONSTRUKSI PEMBERITAAN KONFLIK INDONESIA VS MALAYSIA DI SURAT KABAR ( Qoniah Nur Wijayani; Netty Dyah Kurniasari; Tatag Handaka

Confrontation between Indonesia and Malaysia frequently occurs. The conflicts between the two of nations then and now are always repeated and never go over. Since the Soekarno regime until Yudhoyono regime always comes up with several problems. On August 13, 2010, confrontation between Indonesia and Malaysia repeatedly happened. In the waters of Tanjung Berakit, Marine Police Malaysia (MPM) have arrested Indonesian officials (Kementerian Kelautan dan Perikanan (KKP)). Those reality has attracted a news media attentions for reporting. Jawa Pos and Kompas have performed Tanjung Berakit incident on the front pages for nearly a month. Both Jawa Pos and Kompas Kompas have published the reality in different perspective. Each of them constructs reality based on their views. Wanting to investigate the construction of news media above, this study uses framing theory to analyze the method of framing models Zongdang Pan and Gerald Kosicki M. It operationalizes the four dimensions of structural text news: syntax, script, thematic, and rhetorical. This study found that Jawa Pos constructs reality reporting on the arrest of three KKP officer by Marine Police Malaysia as a conflict between two countries that attacks each other. Both are enemies which opposites to each other. Malaysia has always been challenging Indonesia while Indonesia is not able to compensate. Disappointment refers to the Indonesian government. Jawa Pos thought that the settlement with take up arms can be done. Unlike The Jawa Pos case, Kompas constructs reporting on the arrest of three KKP officersis not a conflict between the two countries. It can be seen from the attitude of both countrie thatis very contradictory. If Indonesia is really angry with Malaysia, in reserve Malaysia is keeps in silent as if nothing happened. Even Malaysia considers that Indonesia is their friend. Kompas does not want to deteriorate their relationship. Indonesia and Malaysia are the two allied countries for mutual benefit. Kompas considers that Keeping a cool head may be the best solution for resolving the conflict. The study is aimed to determine the complexity of the environment that is faced by the government communication system and regulation that was used to resolve the issue. The theory used is communication system in the perspective of Niklas Luhmann. The research method used is ethnography. The population of the study are in Purworejo which becomes center of crossbreed Ettawa goat farming. Data collection technique is conducted throught interviews and observations. The results of data analysis show that the government communication system has made regulations to resolve the real problems of crossbreed Ettawa goat farming that is done by breeders. When the government communication system produces the regulation, environmental issue has grown more complex. So the regulation that was made becomes irrelevant to the demands and challenge in the crossbreed Ettawa goat farming. The government communication system is slow in reducing the complexity of the environment and producing regulation.

Population of Kaligesing goat in Purworejo indicates the number continues to increase from year to year. However, increasing in population is not accompanied by an increase in the quality of Kaligesing goat. The objective of the study is to know how adaptation of government communication system on increasing quality of Kaligesing goat in Purworejo regency. The theory of the study is communication system in perspective of Niklas Luhmann. The study was used explorative case study method. Population of this study was conducted in Purworejoregency as the centerof Kaligesing goat farming.The technique of collecting data is using indepth interview and observation. The result of the study showed that government communication system was produce and reproduce information as regulation. Those information was used to solved environment complexity in the form of decreasing of Kaligesing goat quality. Government communication system wasn’t effective on reducting and selecting environment information. So, information was produced by system not solved environment complexity. Government communication system encountering environmental complexity evolved into an unadaptive system.
