Abstract

Fluktuasi harga bawang merah yang tidak stabil dan unpredictable karena terjadinya shock pada demand dan supply menyebabkan volatilitas harga. Harga yang berfluktuasi tinggi dan unpredictable berkaitan erat dengan pasar produsen dan konsumen karena harga terbentuk dari demand dan supply. Harga yang unpredictable juga diduga memberi peluang kepada pedagang untuk memanipulasi informasi harga di tingkat petani sehingga harga belum ditransmisikan secara sempurna dari pasar konsumen kepada petani. Terkait dengan volatilitas dan transmisi harga bawang merah di tingkat produsen dan konsumen maka dilakukan juga analisis volatilitas spillover. Metode yang digunakan yaitu ARCH/GARCH, VAR dan GARCH-BEKK. Hasil penelitian menunjukkan bahwa volatilitas harga yang terjadi di tingkat produsen dan konsumen adalah low volatility tetapi volatilitas di tingkat produsen lebih rendah daripada di tingkat konsumen. Hasil juga menunjukkan terdapat transmisi harga dan volatilitas spillover pada harga produsen dan konsumen. Kata kunci: Volatilitas, transmisi harga, volatilitas spillover

Abstract

BUMDes sebagai salah satu sumber dari pendapatan asli desa (Pades) yang diharapkan dapat mengelola aset untuk sebesar-besarnya kesejahteraan masyarakat desa. Beberapa fokus desa di Jawa Timur khususnya Malang Raya yaitu pengembangan aset sebagai unit wisata. Tentunya pengembangan aset pada BUMDes wisata tidak semudah perusahaan swasta besar dalam mengelola suatu wisata. Oleh karenanya, kinerja BUMDes perlu diukur melalui tingkat penggunaan sumberdaya local atau aset yang dimiliki oleh desa demi keberlanjutan perekonomian masyarakat desa sekitar wisata. Penelitian dilakukan pada BUMDes yang konsentrasi pada pengelolaan wisata yaitu BUMDes Kerto Raharjo (wisata Boonpring) Kabupaten Malang. Metode yang digunakan dalam penelitian ini yaitu pendekatan kualitatif dengan analisis model interaktif Miles Huberman. Berdasarkan hasil penelitian diketahui bahwa aset yang menjadi focus dalam pengembangan BUMDes Kerto Raharjo Desa Sanankerto Kecamatan Turen yaitu aset manusia, structural, sosial, alam dan fisik serta finansial. Pengembangan aset – aset tersebut tentunya dihadapkan pada berbagai kendala utamanya aset manusia dimana pendidikan formal masyarakat sekitar yang menjadi karyawan BUMDes dalam kategori rendah sehingga dibutuhkan konsentrasi khusus pada peningkatan pendidikan, kemampuan dan ketrampilan karyawan BUMDes.

Abstract

The smart city concept imposed by the Batu City Government of East Java Province was adopted from the 4.0 industrial revolution, but in reality, it has not been successful. The majority of the farmers are over 50 years old, so they have difficulty accepting this innovation. To address these gaps, it is necessary to play the role of community development actors (instructors, facilitators, or empowerers) to create a balance in the socio-ecosystem. Therefore, this study aims to analyze the effectiveness of the role of farmer assistant staff (TPP) to support agricultural extension to realize Batu smart city. The research was conducted in Batu City, especially Bumiaji, Junrejo, and Batu sub-districts. This study uses a quantitative approach with descriptive statistical data analysis. Data were obtained through interviews using questionnaires to farmers who received direct counseling and assistance from farmer assistants, especially in accessing Among Tani facilities. The respondent determination technique used in this study is saturated sampling. The samples selected were all Farmer Assistance Workers (TPP) in Batu City, totaling 40 people, 17 people from Bumiaji District, 13 people from Junrejo District, and ten people from Batu District. The results showed that the average age of the assistants was young and had a minimum education of S1 so that they were able to facilitate farmers, especially in accessing technology. The role of farmer assistants is very effective as facilitators, environmental analyzers, motivators, and farmer assistants, even though they are only included in the practical category as marketing partners. The effectiveness of farmer empowerment shows that from meeting the information needs needed by farmers, the level of cooperation between farmers and the level of innovation adaptation in the farmer's environment is high

Abstract

BUMDes is a form of village business developed by the current village government. This village business is the hope of village youth to find work. Many village business entities are engaged in the tourism sector. The Covid-19 pandemic is one of the causes of the decline in the performance of agro-tourism businesses that BUMDes mostly run. The tourism sector has experienced a drastic decline due to government policies to reduce the spread of Covid-19. This condition has an impact on village business units which requires reducing employees. The reduction in the number of employees experienced by BUMDes is the background of this study to analyze the level of trust of village youth in BUMDes as one of the providers of employment in the village. The purpose of the study was to investigate the level of confidence of village youth in the performance of BUMDes. This research was conducted August - October 2021. This study uses a quantitative approach with descriptive statistical analysis. The variable in this study is a single variable, namely trust. The sampling method used is purposive sampling. The research was conducted in BUMDes Raharjo, Bumiaji District, Batu Tourism City, East Java Province, Indonesia. The results showed that the confidence level of village youth was in the medium category. This means that village youth still believe and hope that the existence of BUMDes can empower the surrounding community, especially village youth. Village-owned enterprises can increase youth trust by holding meetings and discussions with village youth. The child must be aware of the potential in their area and together help BUMDes develop village tourism to reduce unemployment.
