Abstract

Pengaruh Gaya Kepemimpinan Dan Budaya Organisasi Terhadap Produktivitas Karyawan Penelitian ini dilakukan pada Kantor Pusat Perum Bulog. Penelitian ini bertujuan untuk menganalisis hubungan antara gaya kepemimpinan dan budaya organisasi terhadap produktivitas karyawan. Dalam penelitian ini menggunakan metode kuantitatif, sedangkan dalam mengumpulkan data dilakukan dengan membagikan tautan google form kepada karyawan Perum Bulog. Populasi dalam penelitian ini berjumlah 586 karyawan dan menggunakan sampel pada divisi umum sebanyak 38 karyawan. Dari hasil pengujian secara parsial tersebut dapat disimpulkan bahwa faktor Budaya Organisasi memiliki pengaruh terhadap Produktivitas Karyawan pada Perum Bulog terbukti kebenarannya karena variabel Budaya Organisasi memiliki t hitung sebesar 1,689. Setelah melakukan penelitian maka dapat ditarik kesimpulan bahwa hanya Budaya Organisasi yang berpengaruh terhadap Poduktivitas Karyawan pada Perum Bulog.

Abstract

The objective of the research is to study the relationship personality (openness, conscientiousness, extraversion, agreeableness, neuroticism) and Intention to act with responsibility environment behaviour. It was a quantitative research with an study  corelational methode conducted in high school in Bekasi in 2019. The data were collected through questioner. The data analysis and interpretation indicate that  1. There is a positive relationship between personality  with responsible environmental behavior. 2. There is a positive relationship between personality with the intention to act. 3. There is a positive relationship between personality, openness with the intention to act. 4. There is a positive relationship between personality, conscientiousness with intention to act. 5. There is a positive relationship between personality, extraversion with the intention to act. 6. There is a positive relationship between personality, agreeableness with the intention to act. 7. There is a positive relationship between personality, neuroticism with the Intention to act. 8. Abstract

This study aims to identify and analyze flood management carried by the Bekasi City Disaster Management Agency (BPBD). This study used qualitative research methods. Data collection techniques are carried out through interviews, observation and documentation. While the validity data used was source triangulation, and data analysis model was carried out through data reduction, data presentation, and conclusions. The results showed that the pre-disaster stage mitigation measures were carried out installing an early warning system in five locations of the Cikeas-Cileungsi River flow, then training task force members and finally disseminating early warning to the people of Bekasi City so far it has well. However socialization disaster response not been carried out thoroughly the flood victims in Bekasi City who have been affected by the floods. Then the time of disaster, BPBD could not evacuate flood victims maximally and thoroughly to flood victims in Bekasi City. Post-disaster phase, rehabilitation activities are carried out cleaning up garbage and mud at flooded points and carrying out psychological rehabilitation flood victims. Meanwhile, reconstruction activities were carried out calculating loss of damaged buildings and then reporting it to Public Works Office for follow-up. However, post-disaster coordination between BPBD and community has not well. So the rehabilitation and reconstruction process has not been evenly distributed to all flood victims in Bekasi City. Based on this explanation, can be concluded that, implementation of flood disaster management by Bekasi City BPBD has not well and various obstacles and problems are still being found.

Abstract

Penulisan ini bertujuan untuk melihat collaborative governance dalam meningkatkan kinerja sektor pertanian di Kabupaten Bekasi. Proses pembangunan menyebabkan kebutuhan lahan sangat tinggi sehingga mengakibatkan alih fungsi lahan pertanian, hal itu menjadi penyebab menurunnya kinerja sektor pertanian dalam membantu pertumbuhan perekonomian. Berlakunya Undang-Undang Nomor 41 Tahun 2009 tentang Lahan Pertanian Pangan Berkelanjutan memberikan harapan bagi sektor pertanian terutama untuk menjamin ketersediaan lahan pertanian. Pada tahun 2018 Pemerintah Kabupaten Bekasi mengajukan Raperda mengenai Perlindungan Lahan Pertanian Pangan Berkelanjutan, tetapi sampai triwulan kedua tahun 2021 Raperda LP2B tersebut masih ditunda pengesahannya. Collaborative governance diharapkan menjadi jawaban peningkatan kinerja sektor pertanian salah satunya Kabupaten Bekasi memiliki Perda Lahan Pertanian Pangan Berkelanjutan. Pada penelitian ini data-data diperoleh melalui studi pustaka dan studi lapangan kemudian dianalisis menggunakan pendekatan kualitatif. collaborative governance mengacu pada model Ansell & Gash dalam La Ode, (2018)  yaitu : Kondisi awal menggambarkan bahwa kinerja sektor pertanian menurun karena luas lahan sawah di Kabupaten Bekasi mengalami penyusutan; desain kelembagaan, komunikasi berjalan tapi kurang maksimal; Kepemimpinan dalam proses kolaborasi dipertanyakan ketegasannya; pada proses kolaborasi dibutuhkan pembuktian komitmen terkait peningkatan kinerja sektor pertanian.

Abstract

This research is motivated by the difficulty of people with disabilities, especially people with physical disabilities in Karawang Regency in obtaining social welfare in their lives, as evidence that the Karawang Regency Government still lacks attention to people with disabilities. The purpose of this study was to find out how the implementation of the program to fulfill social welfare rights through social rehabilitation for persons with physical disabilities in Karawang Regency. The research uses qualitative methods with the type of case study research. Data collection techniques in research are through observation, interviews, and documentation. The results showed that the implementation of the program to fulfill the rights of social welfare through social rehabilitation for persons with physical disabilities in Karawang Regency has been going well but cannot be said to be optimal. Because there are still some problems in the implementation of social rehabilitation programs that need to be improved again. So that the implementation of the program every year can run optimally so that people with physical disabilities in Karawang Regency are easily obtain social welfare in their lives.

Abstract

Pada tahun 2018 Pemerintah Kabupaten Karawang semakin memperioritaskan pembangunan pemerintahan berbasis elektronik (E-Government). Hal tersebut ditandai dengan dikeluarkannya suatu komitmen dalam bentuk Peraturan Daerah No. 16 Tahun 2018 tentang Penyelenggaraan Sistem Pemerintahan Berbasis Elektronik (SPBE). Kebijakan tersebut  memiliki maksud sebagai pedoman bagi perangkat daerah untuk turut pengupayakan pelaksanaan dan pengembangan SPBE di dalam organisasinya hingga akhirnya hadir sebuah aplikasi pelayanan administratif E-Dukcapil yang berada dibawah tanggungjawab Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karawang. Namun dalam pelaksanaannnya terdapat beberapa masalah yang membuat E-Dukcapil terasa minim fungsi yang berkaitan dengan sosialisasi yang kurang dan kondisi infrastruktur dan suprastruktur yang masih banyak dikeluhkan masyarakat. Untuk menganalisa hal tersebut penulis menghadirkan sebuah konsep elemen sukses penerapan E-Government di Sektor publik milik JFK Harvard Shcool Of Governmet yang dinilai relevan dengan permasalahan sehingga dapat dijadikan acuan bagi sektor publik dalam proses perencanaan dan pelaksanaan E-Government di lingkungannya dengan memeperhatikan ketersediaan support yang mengacu pada dukungan empiris dari seorang pemimpin, capacity atau kemampuan organisasi dalam melaksanakan E-Governmet dan Value yang menjadi refleksi atas ada atau tidaknya nilai guna dari E-Government yang diterapkan. Dengan metode penelitian kualitatif dan pendekatan Eksplanatory diharapakan penulis mampu menghasilakan data berupa kata-kata atau tulisan yang sifatnya menjelaskan manfaat aplikasi E-Dukcapil dengan harapan setinggi-tingginya dapat menjadi bahan evaluasi dalam meningkatkan kualitas pelayanan administrasi berbasis E-Dukcapil di Dinas Dukcapil Kabupaten Karawang kedepannya. Kata Kunci: Administrasi, E-Dukcapil, Pemerintahan Elektronik

Abstract

Pemerintah Kabupaten Bekasi meluncurkan program Bekasi Bersih, Sehat, dan Berkah (Berseka) yang merupakan turunan dari program Kotaku untuk mengatasi permasalahan kawasan kumuh di Kabupaten Bekasi. Dalam pelaksanaannya terdapat beberapa permasalahan yang dialami, diantaranya yaitu ditemukan ketidaksesuaian pembangunan dan kurangnya sosialisasi kepada masyarakat. Tujuan dari dilakukannya penelitian ini adalah untuk mengidentifikasi urban governance dalam program Berseka penanganan kawasan kumuh di Kabupaten Bekasi dengan menggunakan konsep urban governance menurut UN-Habitat yang meliputi prinsip transparansi dan akuntabilitas serta keterlibatan masyarakat. Peneliti menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Lokasi penelitian yaitu di Dinas Perumahan Rakyat, Kawasan Permukiman dan Pertanahan Kabupaten Bekasi dan Desa Sumberjaya. Hasil penelitian menunjukan bahwa prinsip transparansi dan akuntabilitas telah diterapkan oleh Disperkimtan tetapi keterbukaan informasi masih kurang lengkap kepada masyarakat dan ditemukannya hasil infrastruktur yang tidak sesuai. Keterlibatan masyarakat dalam program Berseka sudah cukup baik, masyarakat dilibatkan dalam semua tahapan pelaksanaan dan sudah berpartisipasi aktif. Namun belum ada kehadiran KPP untuk memelihara hasil penataan lingkungan program Berseka di Desa Sumberjaya.

Abstract

This study aims to analyze public service innovations through the application "E-dukcapil" in making family cards at the Department of Population and Civil Registration, Karawang Regency. The research conducted is qualitative research, in this research is descriptive in nature, namely to describe the reality of the events under study. The focus of this research is using the innovation attribute theory by Rogers, namely: (1) relative advantage, (2) suitability, (3) complexity, (4) possibility of experimentation, (5) ease of observation. Through observation data collection techniques, in-depth interviews and documentation. With the number of informants as many as 3 people. The results showed that the innovation of family card services through the "E-dukcapil" application was not entirely ideal. This is because the application has only been implemented for 3 months, and problems such as server disruptions are still common. Lack of public understanding of the use of information technology and the lack of human resources of the implementing apparatus, namely the number of Civil Servants (PNS) in the Department of Population and Civil Registration of Karawang Regency, which is only equivalent to 40 people.

Abstract

Sub-Department of Highways as part of the Office of Highways where the Sub-Department is the Office Work Unit in the implementation of Highways Department affairs in the City of Administration of East Jakarta. In carrying out these official affairs, the principle of good service must be carried out. One of the roles of the Bina Marga Sub-Department is that the Sub-Department has the task of carrying out the regulation, guidance, planning, management, development, maintenance, care, control, monitoring, evaluation, research, improvement, development and security of roads, bridges and road complementary buildings and road equipment. It is important for the East Jakarta area to highlight a face that looks good and neat. The Sub-Department of Highways has been stated in the Decree of the Governor of the Special Capital Region of Jakarta Number 111 of 2001 concerning the Organization and Work Procedure of the Public Street Lighting Service and Utility Network Facilities for the Special Capital Region of Jakarta. Where it has been regulated is the position and functions and duties of Bina Marga for the East Jakarta Region.

Abstract

The function of urban forest can reduce the impact of the greenhouse effect, while on a micro level, it is to eliminate the negative impact of urban development and economic development. The purpose of the existence of urban forests is to eliminate the imbalance of urban ecosystems as a result of economic development and population growth that tends to be green open space. Thus, urban forests can endanger or at least be able to maintain ecosystem balance, temperature changes, air pollution, air pollution, decreased ground air levels and the danger of flooding. Several objectives are based on the discipline of Government Science that uses Rippley and Franklin's program policy implementation model, including to understand and understand the level of censorship, at any time and to understand smooth and no problems in management and arrangement, and to see and understand the performance of the apparatus in management. and the arrangement of the Patriot Bina Bangsa City Forest. The research technique used in this research is literature study and field studies with observation, interviews, and documentation. This type of research is qualitative using descriptive analysis method with a theoretical basis to provide an overview of the research background and as material for the discussion of research results. Based on the results of research that applies the implementation theory of the Rippley and Franklin model, it shows that the implementation in the management of the Patriot Bina Bangsa City Forest has not been successful, and needs evaluation for the future.
