Abstract

The objectives of this study is to formulate a transfer formula of fund from the central government to regional governments, especially the general purpose transfers or general allocation funds (Dana Alokasi Umum/DAU) to fulfill the normative criteria of Law No. 25/1999 by considering the condition of human development at the regions. The formula can be used to equalize interregional fiscal capacities, and to analyze the impact of DAU transfer to the regional revenue equalization, by using the indicators of variation coefficient and Williamson’s index. The fiscal gap approach is used to formulate DAU Formula. The impact of the DAU Formula to interregional revenue equalization is calculated by simulating variation coefficient and Williamson’s index.This study found that the DAU IPM Formula, using human development variables is more appropriate for Indonesia as a substitute to the current DAU Formula. From the simulation this DAU IPM Formula result in a better rate of fiscal equalization, especially for the districts/municipalities.Keywords: Transfer formula, General Allocation Funds, DAU Formula, Human development, Variation coefficient, Williamson’s index, Interregional revenue equalization.

Abstract

The development of ekonomi rakyat in an isolated kampung, kecamatan, or kabupaten is becoming very important in the era of regional autonomy. One of this kabupaten is West Kutai in the Province of East Kalimantan. The size of the kabupaten is 31,629 km2 (as large as the size of Central Java Province) but the population is only 144.000 people (while Central Java’s is 35 million people) with the population density of only 4.5/km2. It is clear that it needs “more” population to exploit the rich natural resources. The 48% poverty is alarming to all concerned and the Bupati is doing everything possible to reduce poverty “as soon as possible” by introducing a mass movement called “Gerakan Sendawar Makmur” (Prosperous Sendawar Movement).Keywords: autonomy, participation, poverty alleviation, cultural economics.

Abstract

This research aims to arrange the correct and operational strategies for developing small and medium enterprises (SMEs) in Daerah Istimewa Yogyakarta Province. It also needs to be known and analyzed the SMEs profile. Data used is primary and secondary data. Primary data obtained through field surveys, while secondary data obtained from various publication sources. Method of analysis used is descriptive approach. Associated with the various problems faced by SMEs, there are some strategies needed to overcome them. To develop the SMEs is not only charged to the SMEs themselves but also supported by all stakeholders. The support expected to come from business associations, colleges, related agencies in the area of regency/city governments in DIY. Moreover, government policy is needed to encourage SMEs development. The SMEs development in DIY basically is the acceleration of the SMEs transformation from formation phase to stabilization phase.

Abstract

This examination intend to know and analyses utilization investment research rate by research agency in coordination with Ministry of Research and Technology (KRT), and analyze ways and efforts to increase utilization of government investment in research field and reduces technical mistakes. Research conduct in BPPT, BAT AN, and LIPI, This research is a policy research with using normative - qualitative approachFrom research finding that, quantitatively human resources in non governmental department (LPND) having unbalanced ratio problem based on its functional position, especially in researcher category and non researcher. Quantitatively growth rate of research unmatched with retirement rate, resulted changing age structure tend to older age.Size limitation and lack of available data about utilization research facilities still not solved completely. Based on evaluation made by KRT, in macro, set up of condition and usage facilities lie near 50% to 75%. However, research facilities administrator still not satisfied yet with utilization of research facilities they managed. Other research facilities problems are slow supply, limited maintenance fund and lack of available spare parts.

Abstract

This research aims to understand the relationship between socioeconomic factors, production, transparency with religiosity. The effects of socio-economic factors, production, transparency, and religiosity on the sharecropping contract system. Design/methodology/approach: The author has administered a survey to 800 respondents. The respondents were asked to give their responses based on a five-point Likert scale. The data has been tested with SEM to show the relationship between the various factors. Finding: SEM results show that H1 is not supported while H2, H3, H4, H5, H6, and H7 are supported. Findings show that religiosity impacts the sharecropping system while the interaction between religiosity and transparency on the sharecropping system is significantly negative. Therefore, the current sharecropping contract system in East Java does not operate following Islamic values.

Abstract

One of the revenues sources can be used by regional government for spending its development budget is by selling local government bond. This is possible after government implemented Law No. 22/1999 and Law No. 25/1999 in 2001. Event though, up to now there is no clear central government regulation about local government bond, however in the future local government bond can potencial source for regional government, which lack of fund for her spending. In order to support action for selling local government bond, the regional government should create the debt management unit to manage this bond professionally.Keywords: revenue resources, local government bond, debt management unit.

Abstract

Many economists have criticized income per capita as an indicator of economic development. UNDP or World Bank proposes an alternative indicator including non-economic aspects. Since 1990, UNDP has introduced Human Development Index (HDI). The HDI consists of four components that are productivity, equity, sustainability and empowerment and become an important indicator of economic development across the world.Recently, Indonesia already published the HDI for province level as well as regency level. In 2001, the publication shows that DIY province is at second rank after DKI Province. It is amazing because per capita income of household is relatively low. There are two factors affecting higher HDI. Although having low income, most of spending of household is allocated to education and health.
