Abstract

Construction and improvement of basic land-side facilities at the Bolok Ferry Port can support the smooth flow of mobilization of goods and passengers to optimize port operations. The aim of this research is to determine the existing conditions and analyze the need for basic land side facilities at the Bolok Ferry Port and to find out the location of the planned placement of main land side facilities based on the provisions of the applicable regulations. This research is a quantitative descriptive research, namely to determine the need for several basic facilities on the land side based on KM Number 52 of 2004 concerning the Implementation of Ferry Ports. The research results obtained show that it is necessary to increase the area of ​​the passenger terminal by 396 m2, repair and re-placement of vehicle weighers, increase the length of the way for passengers entering/exiting the ship (gangway) which directly connects to the ship's deck, adding vehicle barriers in the passenger drop-off/pick-up parking area. based on type, and adding vehicle barriers in ready-to-load parking lots based on their class. Efforts that can be made by related parties are to build and increase the area of ​​basic land-side facilities needed at the Bolok Ferry Port.

Abstract

The Minimum Service Standards for Ferry Transport are the minimum requirements that must be met by ferry transport companies in providing services to service users. Minimum Service Standards (SPM) inspection process so that when the ship operates it does not cause problems. However, in its implementation the Minimum Service Standards have not been implemented at the Bolok Ferry Port, especially for the Minimum Service Standards for Loading on 4 ships, namely: (1) KMP. Lakaan; (2) KMP. Skipjack II; (3) KMP. Uma Kalada; and (4) KMP. Inerie II on the Bolok – Rote route. The aim of this research is to determine the level or percentage of compliance with the Minimum Service Standards for Loading vehicles on 4 ships on the Bolok – Rote Route. The method used is an observation method in the form of a survey of the distance between vehicles and the level of conformity to Minister of Transportation Regulation Number 62 of 2019 concerning Minimum Service Standards for Ferry Transport. Based on the results of the analysis, it can be seen that on 4 (four) ships in The Bolok – Rote route does not comply with Ministerial Regulation Number 62 of 2019 concerning Minimum Service Standards (SPM) for Ferry Transport, namely: (1) KMP. The conformity rate was 62%; (2) KMP. Cakalang II conformity level of 62%; (3) KMP. Uma Kalada's conformity rate was 65.5%; and (4) KMP. Inerie II conformity rate is 65.5%. Based on the analysis, ship operators can increase the Minimum Service Standards (SPM) for vehicle loading, especially in the following aspects: (1) Safety aspects require improvements to sprinklers and smoke detectors; (2) Security aspects that require providing CCTV on the card deck and regulating the distance between vehicles; and (3) Convenience/affordability aspects include changes to the cardeck height, improvements to lights and fastening to the vehicle when sailing.

Abstract

Dalam hal pelayanan jasa sebagai suatu proses kegiatan di area Pelabuhan, seksi Keselamatan Berlayar Penjagaan dan Patroli yang memiliki peranan yang cukup vital pada Pelabuhan. Salah satu pelayanan yang terdapat di seksi ini yaitu pelayanan dalam penerbitan Surat Persetujuan Olah Gerak Kapal. Pada saat ini diketahui bahwa masih terdapat kendala dalam hal penerbitan SPOG dengan sistem Inaportnet. Penelitian ini menggunakan metode observasi dan wawancara. Metode observasi adalah cara pengumpulan data dengan melakukan pengamatan langsung secara cermat dan sesuai dengan keadaan yang sedang terjadi. Metode observasi dengan cara mengamati dan melakukan pengambilan dokumen secara langsung mengenai kondisi di KSOP Kelas II Palembang. Berdasarkan dari analisis tersebut didapatkan kesimpulan bahwa penerapan penggunaan Inaportnet di KSOP Kelas II Palembang belum sepenuhnya optimal karena masih terdapat kendala dalam pelayanan yang dilakukan. Kendala tersebut berupa agen yang belum paham penggunaan Inaportnet, kendala internet kendala dalam penetapan pandu yang sering tidak muncul pada sistem Inaportnet tersebut. Terkait hal tersebut penyelenggara kantor melakukan upaya dengan menyediakan dan menambah akses internet, melakukan kegiatan sosialisasi, menyediakan layanan pengaduan dan melakukan koordinasi langsung dengan menciptakan forum diskusi berupa grup WhatsApp dengan instansi terkait permaslahan tersebut.

Abstract

Mintin Pier located in Pulang Pisau regency of Central Kalimantan province serves the route between Mintin - Anjir Sampit and has 3 ships operating namely the Palapa Agung Ship, Kf Perintis and Maju Bersama. In the operation of river and lake transportation, service standards have a very important value for service users. However, in field conditions there are still some service indicators that are not in accordance with certainty. Based on these conditions, the author conducted a survey of the services and facilities on the ship. The purpose of this study is to determine the conformity of the minimum service standards in the Regulation of the Minister of Transportation Number 61 of 2021 concerning the Implementation of River and Lake Transportation with existing conditions and what services / facilities need to be improved to comply with the established standards. Based on the results of analysts, it is obtained that the ships operating are not in accordance with the Minimum Service Standards in the Regulation of the Minister of Transportation Number 61 of 2021. The authorized ship manager must improve passenger services in accordance with the Regulation of the Minister of Transportation Number 61 of 2021 concerning the implementation of river and lake transportation. Suggestions for improvement for ship managers are as follows: There is a need for additional evacuation route guidance facilities. Adult and child life jackets, fire extinguishers, communication radios, first aid kits in accidents, garbage boxes, smoking prohibition stickers, Navigation lights, There is a need for additional light intensity on the ship. In the need for travel information and travel and security interference information, the Ship must provide a platform connection to the ship and priority access for people with disabilities or the elderly.
