Abstract

Abstract Reform is one of the hopes to provide an increase in the quality of public services in every agency in the government in order to realize a better government. Based on the Decree of the Director-General of Treasury Number KEP-02/PB/2009 dated January 6, 2009, on February 2, 2009, KPPN was inaugurated as a Pilot KPPN by the Director-General of Treasury who implemented the “Standard Operating Procedure”. The bureaucratic reform carried out by the Pilot KPPN is seen from the services provided, which are known as excellent service services. In improving the quality of public services at KPPN Medan I continue to implement programs that support the performance of employees in their environment. This study aims to determine the ability of employees to provide quality disbursement services to work units or the community. The method used in this research is descriptive qualitative, which is carried out to determine the quality of service and the ability of the performance of employees in the KPPN Medan I environment. The quality of public services is inseparable from the results of the elements of simplicity, convenience, fairness, and clear time certainty in services so that they can provide quality good service. The service also uses the SPAN, SAKTI, SAS application systems, which are used well even though they are not optimal due to the limited ability of the work unit in implementing this program.Keywords: Service Quality, Fund Disbursement Service, KPPN Medan IAbstrak Reformasi menjadi salah satu harapan untuk memberikan peningkatan kualitas pelayanan publik disetiap instansi yang ada di pemerintahan dalam rangka mewujudkan pemerintahan yang lebih baik. Berdasarkan Keputusan Direktur Jenderal Perbendaharaan Nomor KEP-02/PB/2009 tanggal 6 Januari 2009, pada tanggal 2 Pebruari 2009  KPPN diresmikan operasionalnya sebagai KPPN Percontohan oleh Direktur Jenderal Perbendaharaan yang menerapkan “Standart Operating Procedure”. Reformasi birokrasi  yang dijalankan  oleh KPPN Percontohan dilihat dari pelayanan yang diberikan, dimana dikenal dengan pelayanan pelayanan prima. Dalam meningkatkan kualitas pelayanan publik di KPPN Medan I terus melaksanakan program-program yang mendukung kinerja pegawai dilingkungannya. Penelitian ini bertujuan untuk mengetahui kemampuan para pegawai dalam memberikan kualitas layanan pencairan dana kepada satuan kerja atau masyarakat.  Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, yang dilakukan untuk mengetahui kualitas layanan dan kemampuan kinerja pegawai dilingkungan KPPN Medan I. Kualitas layanan publik tidak terlepas dari hasil unsur kesederhanaan, kemudahan, keadilan, dan kepastian waktu yang jelas dalam layanan sehingga dapat memberikan kualitas layanan yang baik. Pelayanan juga menggunakan sistem aplikasi SPAN, SAKTI, SAS, yang digunakan dengan baik walaupun belum maksimal karena keterbatasan kemampuan satuan kerja dalam mengimplementasikan program ini.Kata kunci : Kualitas Layanan, Pelayanan Pencairan Dana , KPPN Medan I  DOI : https://doi.org/10.33005/jdg.v11i2.2772

Abstract

High School Educational Institutions (SMA) and Vocational High Schools (SMK) should have the concept of introducing, maintaining and preserving ecological and environmental sustainability which is integrated in the curriculum applied in SMA and SMK Muhammadiyah Medan City. Environmental education so far still needs to be implemented in the model of education in schools, although in the school curriculum there are already learning objectives that contain about the environment. The results of initial observations in SMA, SMK Muhammadiyah are still many infind discrepancies between the provisions of environmental education policies and the appearance of the environmental situation contained in the SMA, SMK Muhammadiyah North Sumatra in general and the city of Medan in particular. So this study only examines in terms of: Availability of Environmental Education policies from aspects, Provision of clean water, waste water management, school waste management, and a Green school environment. The process of this research is to make observations related to the availability of Environmental Education policies and conduct an assessment and analysis of the data obtained related to the aspects studied. The results of this study are used as information material to explain the success that has been achieved bySMA, SMK Muhammadiyah related to the availability of Environmental Education policies from these aspects. At the same time, it is hoped that it can be used as reference material by decision makers in this case the relevant leaders in formulating appropriate environmental education provisions/policies.

Abstract

Pemerintahan desa mempunyai peran penting dalam tata kelola pemerintahan yang dapat membentuk pemerintahan desa yang profesional, efisien dan efektif, terbuka serta bertanggungjawab. Tata kelola yang baik dapat menghasilkan pelayanan publik yang optimal, melalui peningkatan kemampuan aparatur pemerintahan desa untuk melaksanakan tugas dan fungsinya dengan profesioanal sehingga menghasilkan kinerja yang baik dalam penyelenggaraan pemerintahan desa. Optimalisasi pelayanan publik juga dilaksanakan oleh pemerintahan desa Pematang Johar dalam tata kelola pemerintahannya. Salah satu program yang dikembangkan oleh Desa Pematang Johar adalah program pelayanan administrasi dengan sistem aplikasi pelayanan administrasi dari Handphone Android. Namun, program ini belum dapat diterapkan secara menyeluruh bagi masyarakat dan pemerintahan dikarenakan kemampuan masyarakat terhadap penggunaan aplikasi ini terbatas pada fasilitas yang dimiliki oleh masyarakat yaitu kepemilikan handphone android yang dapat mendukung sistem aplikasi pelayanan administrasi. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Hasil yang diperoleh adalah program sistem aplikasi pelayanan administrasi pemerintahan desa ini diberi nama program e-Desa. Program ini tidak dapat terlaksana dengan baik karena keterbatasan kemampuan masyarakat dalam menggunakan sistem program e-Desa ini. Tidak optimalnya program e-Desa ini juga akhirnya menghambat tata kelola pemerintahan desa Pematang Johar.

Abstract

Pematang Johar village government is a village that has a lot of potential that can be developed and becomes a program that can improve governance in the village environment. The programs that are carried out in improving the administration of village governance in Pematang Johar Village cannot be separated from the strengthening of village government through programs that serve as an increase in knowledge and skills of human resources, especially in providing optimal services to the community. The program in question is the E-Desa program which aims to provide optimal services to the people of Pematang Johar Village. However, the program still requires steps that can be used by all village communities in obtaining public services in Pematang Johar Village. The purpose of the study was to determine and analyze the acceleration of public services through the E-Desa program in improving village governance in Pematang Johar Village. The method used in this research is qualitative. Strengthening village government in improving public services requires skilled human resources and is able to carry out the steps in implementing the E-Village program. Not only human resources (village government apparatus) must have the skills and knowledge in using the E-Village program through Android phones, but the community must also be able and understand the use of this program.

Abstract

Social interaction is the need for humans as social beings, over time and with the development of human civilization, the need for social relations is also getting wider and forms of social interaction are also growing. This study aims to determine the pattern of social interaction of children after PPKM in the 2 Glugur Darat I Village, Medan City, and the meaning of children's social interactions. The research method used is a qualitative descriptive,. Based on the results of the study, it can be concluded that 1) Changes in the pattern of social interaction of children after PPKM in Neighborhood 2, Glugur Darat I Village, Medan City, did not experience much improvement. 2) The meaning of social interaction carried out by parents after PPKM emphasizes more as an effort or preventive action taken by parents to children to maintain health and cleanliness such as always washing hands after being at school, outside school such as playing activities outside children with their peers, 3) The attention given by parents to children is usually given in the form of advice to their children regarding activities carried out by children in general so that messages conveyed through communication can run well. The attention that parents always give during PPKM and after PPKM emphasizes increasing children's immunity and a clean lifestyle in children.Key words: Social Interaction, Children's Social Interaction, Social Change, Pattern of Social Interaction Abstraksi-Interaksi sosial adalah kebutuhan manusia sebagai makhluk sosial, seiring dengan berjalannya waktu dan semakin berkembangnya peradaban manusia kebutuhan akan hubungan sosial pun semakin luas dan bentuk interaksi sosial juga semakin berkembang. Penelitian ini bertujuan untuk mengetahui pola interaksi sosial anak pasca PPKM di lingkungan 2 Kelurahan Glugur Darat I Kota Medan dan makna interaksi sosial anak. Metode penelitian yang digunakan adalah deskriptif kualitatif. Berdasarkan hasil penelitian dapat disimpulkan bahwa 1) Perubahan pola interaksi sosial anak pasca PPKM di Lingkungan 2 Kelurahan Glugur Darat I Kota Medan tidak begitu mengalami peningkatan. 2) Makna dari interaksi sosial yang dilakukan oleh orang tua pasca PPKM  lebih menekankan sebagai upaya atau tindakan preventif yang dilakukan oleh orang tua kepada anak agar tetap menjaga kesehatan dan kebersihan seperti senantiasa cuci tangan setelah berada di sekolah, di luar sekolah seperti kegiatan bermain diluar anak dengan teman sebayanya, 3) Perhatian yang diberikan oleh orang tua kepada anak biasanya diberikan berupa nasihat-nasihat kepada anaknya mengenai aktivitas yang dilakukan anak pada umumnya agar pesan yang disampaikan melalui komunikasi dapat berjalan dengan baik. Perhatian yang selalu diberikan oleh orang tua selama PPKM dan setelah PPKM lebih menekankan pada peningkatan imun anak serta pola hidup bersih pada anak.

Abstract

The purpose of this study was to determine the role of the mukim government in efforts to improve village development in Mukim Want Jaya, Terangun District, Gayo Lues Regency. The method used in this research is descriptive qualitative where this method is a type of research method that seeks to describe and interpret objects as they are. The results of this study indicate that there is work order and control in achieving the goals carried out by the leadership in implementing public policies where the existing mukim government has carried out its orders and supervision. interaction between government and society. decisions in work procedures are where there are procedures and decisions made based on Qanun. there are actions taken by the head of the mukim in carrying out his duties and obligations such as his goal in carrying out development. Abstract

Transportation is a component of road traffic and transportation that contributes to the improvement of general welfare. The Minister of Transportation and the Mayor of Binjai inaugurated the operation of the Trans Binjai Bus in September 2017. This study aims to evaluate the quality of Trans Binjai Bus operational services in an effort to improve public services in Binjai City. To ensure customer satisfaction, the service quality included is used to improve community service. Qualitative method with descriptive analysis is used in this study to obtain a systematic, factual and accurate description of the problem under study. The results of the study show that the operational quality of Trans Binjai Bus services has been carried out quite well and as much as possible, using a lot of manual methods. The results show that a more modern and application-based concept should be applied to improve services

Abstract

Micro, Small and Medium Enterprises (MSMEs) have considerable potential to develop in the current digital era as well as to support the country's economy. However, until now there are still many MSMEs that have not implemented a cash accounting system in their business. The purpose of the Assistance for the Implementation of the Cash Accounting System for MSMEs in Nagori Silau Bayu is to assist MSMEs in managing cash records (journals of cash receipts and disbursements) in accordance with the applicable cash accounting system. The methods used in this activity are the preparation stage (preparing the material to be socialized), the introduction stage (excavating information on the use of cash records), and the implementation stage (explaining materials, training, mentoring, and guidance) in implementing the cash accounting system for MSMEs in Nagori Silau Bayu. The results of this study are MSME actors in Nagori Silau Bayu have understood the material that has been socialized in the form of the practice of making journal receipts and cash disbursements, distinguishing between debits and credits in a journal. The importance of the results obtained is to record receipt transactions such as cash sales transactions and other activities that directly affect cash.
