Abstract

The existence of adat institutions is recognized in the government system of the Unitary Republic of Indonesia. This includes traditional institutions that exist at the village level. In the regulation of the Minister of Home Affairs No. 18 of 2018 concerning Village Social Institutions and Village Adat Institutions, it is stated that the village customary institution or other designation is an institution that carries out the customs function and forms part of the original arrangement of the village that grows and develops on the initiative of the village community. Singingi River Basin Formerly a kingdom called the Singingi kingdom which has a complete structure down to the country or village under its shelter. An interesting phenomenon is that the king in the Singingi River Basin is held by two people who have the title Datuk Khalifah. This study aims to explain history so that the emergence of two kings in the Singingi sect and describe the structure of traditional institutions in the country under its aegis. The theory used is the Geneological-Territorial customary law community alliance theory. The study used a qualitative method with the documentation method and was strengthened by conducting interviews with 8 informants and then analyzed through data triangulation. The research findings show that the Singingi river basin was formed based on geneological and territorial ties. The structure of adat institutions in each country modeled on the structure of adat institutions at the center of the kingdom, although there were variations in the application in each country.

Abstract

Negative campaigning and a black campaign in order to win the general election is very common in manycountries including Indonesia. Negative campaigning and a black campaign in the form of the issue of uglinessand disadvantages of each candidate occurs before the implementation of the PSU and published in variouslocal media that it becomes a little more information would influence voters in their choice. This study aims toreveal the extent of the influence of negative campaign against voters in their choice at PSU election of Mayorand Deputy Mayor of Pekanbaru in 2011. This study uses quantitative methods to multistage random samplingtechnique to draw the 120 survey respondents are spread across six districts in the city of Pekanbaru. The Datawere taken through a questionnaire enclosed further analyzed and presented in the form of frequency tables andcrosstable. The results showed the majority of respondents chose a particular candidate because of too manynegative issues other candidates. A Couple of Septina-Muluk Erizal were not elected by voters due to thenegative issues that get fixed on Septina many negative issues such as allegations of power greedy, want topreserve the family's power (political dynasty) and the negative stigma that women should not be leaders.Keywords: Lots of negative issues, not elected

Abstract

Pendalaman sikap demokratis penting dalam upaya menwujudkan konsolidasidemokrasi di Indonesia. Salah satu syarat pendukung konsolidasi adalahterinternalisasi sikap politik demokratis di kalangan elit, maupun masyarakat danmahasiswa. Dewasa ini aksi politik mahasiswa tidak hanya berlangsung secaradamai namun kadangkala juga diakhiri oleh aksi anarkis. Mahasiswa baru FISIPangkatan 2012 perlu dipetakan sikap demokratisnya agar bisa dibina dalam rangkamewujudkan insan yang berkualitas dan bermanfaat bagi pengembangan konsolidasidemokrasi di Indonesia. Menurut Osterich sikap demokratis generasi muda dapatdiukur dengan 5 indikator yaitu komitmen untuk melakukan kewajiban demokrasi,melakukan kegiatan politik konvensional, melakukan kegiatan sosial, melakukanprotes secara damai dan komitmen melakukan kegiatan politik non konvensional.Penelitian ini menggunakan metode kuantitatif dengan teknik systematic randomsampling sehingga didapatkan 83 responden. Data diambil melalui kuesioner tertutupyang selanjutnya dianalisa dan ditampilkan dalam bentuk Tabel frekuensi dan Tabelsilang. Hasil penelitian menunjukkan mayoritas responden berkomitmen untukmelakukan kegiatan politik konvensional berupa menulis tentang permasalahansosial di media massa dan menunaikan kewajiban demokratis berupa ikut sertadalam pemilihan umum.

Abstract

Guru dalam menyampaikan materi memerlukan alat bantu perantara agar proses penyampaian materi   lebih mudah dan tepat sasaran. Adapun cara tersebut yaitu dengan menggunakan media pembelajaran. Salah satu media pembelajaran yang dapat digunakan guru dalam pembelajaran yaitu media berbasis komputer. Tujuan dari penelitian ini adalah mengetahui kemampuan dan pengetahuan guru dalam menerapkan media pembelajaran berbasis komputer, kendala dan upaya yang dilakukan guru dalam menerapkan media tersebut.  Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dilaksanakan di Sekolah Dasar Nusaharapan Permai, Kelurahan Katimbang, Kecamatan Biringkanayya, Kota Makassar. Kemudian teknik pengumpulan datanya dengan menggunakan     observasi, wawancara, dan dokumentasi.  Hasil penelitian ini menggambarkan guru-guru sudah mampu menerapkan media berbasis komputer. Guru sudah terampil dalam memanfaatkan sarana teknologi dan mengembangkan materi menjadi produk media berbasis komputer yang menarik, dan mudah diaplikasikan dalam pembelajaran. Tidak ada hambatan yang berarti bagi guru dalam menerapkan pembelajaran berbasis komputer. Upaya yang dilakukan guru yaitu dengan pengembangan diri melalui pelatihan dan pemanfaatan sarana dan prasarana teknogi yang sudah disediakan oleh sekolah.

Abstract

Writing a thesis entitled the waste management by the environmental and cleanliness department of Pekanbaru city in waste handling in the city of Pekanbaru in 2018, waste management in Indonesia is regulated in law number 18 of 2008 concerning waste management. The environmental and sanitation office of Pekanbaru city an SOP ( Standard of service operation) to simplify and clarify the affair of waste management, however so far optimal waste management has not been achieved. As for there are inhibiting factors in waste management itself, namely internal and external factors. This research was conducted at the Department and Cleanliness of Pekanbaru City. The purpose of this study is to describe the flow of waste management by the environmental and cleanliness department of Pekanbaru city in waste management in the city in 2018. The theory used is management theory from Rahardjo Adisasmita, the research method used is descriptive qualitative with interview and documentation data collection techniques the type of data used is secondary data and primary data. The final conclusion of this research is that by using management theory, the implementation of waste management has not been fully implementation with the theory that has been used. Keywords : Management, Trash, Regional Government.

Abstract

The forest fire problem is a global problem. Forest and land fires have detrimental impacts on the environment, social and economy. Forest and land fires that occur on peatlands are much more difficult to handle than those that occur on high-level mineral soil forests. Siak Regent Regulation Number 22 of 2018 concerning the Green Siak Initiative is a preventive effort by the District Government in preventing forest and land fires. However, this policy has not been able to solve the problem of forest and land fires in Siak Regency. Fires occur every year in Siak District, and they even increase after the Siak Hijau Program was published.This study aims to determine how the implementation of the action plan for forest and land fire prevention in the Siak District Railway according to the Siak Hijau Roadmap. The research method used in this research is research with qualitative analysis.The results of this study indicate that the implementation of the Green Siak Initiative for the prevention of forest and land fires in 2019-2020, based on the spectrum of policy failures McConnell (2015) at the stage as a program or policy implementation shows an immediate failure. One of the causes of the failure of the Siak Hijau policy includes the Action Plan for the prevention of forest and land fires in accordance with the Siak Hijau Roadmap itself in Siak Regency which does not have a binding legal base, it does not enter the Siak Hijau budget into the Siak Regency Regional Budget (APBD). Keywords: Siak Hijau, District Government, Forest and Land Fires

Abstract

Indicators of civil society as stated by Han Sung-Jun. There is a social movement based on certain cultural values. Therefore, in order to achieve civil society, a view or goal of the new Pekan Baru city government is built in the 2017-2022 period with the vision of the realization of a new week as a civilian smart city. However, Pekanbaru City Government has only implemented Malay culture in government as symbolic, such as wearing Malay clothes as regulated in Perda No.12 / 2001 and only symbolic buildings such as the use of the Salembayung roof. Meanwhile, according to Prof. Dr. Syamsul Nizar M.A said that there are several identities inherent in the Malay community: For the Malay community, Islam is a spirit that provides encouragement and color for all dimensions of adat and community life. Religious symbols are clearly visible in all Malay traditions, Malay is synonymous with hospitality. The Malay community has high self-esteem even though in its absence, Malays always uphold religion, cultural values, friendship and education. The Malay community puts forward deliberation in solving problems.This research looks at how the implementation of the Malay cultural development mission. More substantially, the goal that will be achieved is to find out the failure model of Paul Light Cascade's implementation, regarding policies, resources, structures, leadership and culture. The location of this research was conducted at the Pekanbaru City Culture and Tourism Office. Furthermore, data collection techniques are carried out by interview, documentation and literature study.The results of this study indicate that the Department of Culture and Tourism in implementing its mission seems symbolic because when viewed from the Paul C. Light indicator, the policy dimensions of the Pekanbaru City Disbubpar focus more on cultural preservation, not on the development and development of Malay culture itself. In addition, when viewed from the dimensions of resources, limited human resources and funding also contribute to influence. As well as in the dimension of the chain of command structure, activities are also centered on the realization of the promise of the elected regional head, which also has a negative effect on the leadership dimension which is dominated by the will of the elected mayor and added to the plural cultural dimension that increasingly suppresses the existence of Malay culture. Keywords: implementation, civilization, development, culture, Malay

Abstract

The Regional Medium Term Development Plan (RPJMD) is one of the development planning documents that must be prepared by the local government 6 months after the regional head is appointed. The vision and mission in the Regional Medium Term Development Plan (RPJMD) is the vision and the mission of the elected regional head offered to the community during the implementation of the campaign in the implementation of the Regional Head Election (PILKADA) and made adjustments that refer to the existing Regional Long Term Development Plan (RPJPD). This means that the Regional Medium Term Development Plan (RPJMD) is a political contract between the regional head and the citizens during his 5 year term.The purpose of this research is to find out the Political Dynamics that occurred in the Establishment of The Draft Regional Regulation (Ranperda) Regional Medium Term Development Plan (RPJMD) Changes in the Pekanbaru City in 2020. This research uses method qualitative approach with research type is descriptive. In data collection the author uses interview and dokumetasi techniques.The results of this study showed that there are dynamics or pro and contra to Ranperda about the Amendment to Perda No. 17 of 2017 on RPJMD Pekanbaru City Year 2017-2022 which in the draft Ranperda is not included in the current condition of the Covid-19 Pandemic that causes some to disagree when discussed by Pansus, resulting in the unfulfillment of the quorum of the plenary meeting of the Pansus Report on May 11, 2020, resulting in the meeting being postponed and re-held on May 12, 2020. But it has not yet been fulfilled, but a mutual agreement is still being made. During the evaluation process in Riau Provincial Government, the Riau Provincial Government decided to return the draft Ranperda to be included in the current condition. And finally a new joint agreement was reached on September 30, 2020 and next established into local regulations or perda. Keywords: Political Dynamics, Changes in RPJMD, Development Planning

Abstract

Collaborative Governance In Protecting Protected Forests by forming a forest farmer group in Kuantan Mudik District, there are several forest farmer groups. And its existence has been guaranteed in the local village head's decree. This study aims to find out how Collaborative Governance in Protecting the Bukit Betabuh Protected Forest in Kuantan Mudik District, Kuantan Singingi Regency, then also to determine the Collaborative Governance Process in Protecting the Bukit Betabuh Protected Forest in Kuantan Mudik District, Kuantan Singingi Regency. The location of the research was carried out at UPT KPH Singingi and in Air Buluh Village, Kuantan Mudik District, Kuantan Singingi Regency. Furthermore, data collection techniques were carried out by interviews, documentation and library studies.The results of this study are Collaborative Governance in Protecting the Bukit Betabuh Protected Forest in Kuantan Mudik District, Kuantan Singingi Regency which is carried out to establish forest farmer groups through face-to-face dialogue between farmer groups and extension agents as an effort to protect the forest. The establishment of Forest Farmers Groups in Kuantan Mudik Sub-district has not been optimal. This is caused by several factors, such as the lack of Stakeholder cooperation and financial resources and also not all of the forest farmer groups as a whole have been formed. Keywords: Collaborative Governance, Protecting, Protected Forest

Abstract

The holding of direct, public, free, secret, honest and fair elections will have a positive impact on strengthening democracy both at the local and national levels. The public is given the right to vote for candidates, as well as political parties whose value individuals will be able to fight for their aspirations if they are elected later in the election. Voters are required to be smart to be able to choose and assess properly and carefully who are the people's representatives who are appropriate and can fight for their aspirations. This means that voters must have a good knowledge of their rights and obligations in the election so that there is a growing awareness of the importance of participating in elections, especially for novice and retired voters. The purpose of this study was to determine and analyze the Comparison of the Socialization of Kesbangpol and KPUD City on Beginner Voters (Newly Having KTP and Retired Officers) in the 2019 Election and its obstacles. This research was conducted with a qualitative type with informants, namely the head of Kesbangpol, the head of the KPUD and novice and retired voters. The results of this research are the Socialization of Kesbangpol and KPUD of Pekanbaru City to Beginner Voters (Those Who Have New KTPs and Retired Officers) In the 2019 Election it has not been optimal and on target which is expected to increase voter participation, especially beginners so that they can give their voting rights for the betterment of the nation. and this Country. The reason for the low participation of first-time voters in Pekanbaru City at the time of the 2019 Mayor and Deputy Mayor Election is the failure of the General Election Commission to function properly. The function of the General Election Commission has not been running properly due to the uneven socialization carried out by the KPU and Kesbangpol Pekanbaru City.  Keywords: Implementation, Socialization, General Election
