Abstract

Local proliferation after Reformasi not only brought good impact on the implementation of an autonomous regional government, but also brought bad impact that generally caused by vary things, one of them is because unclear in requiring in doing in regional expansion. In case of local proliferation, so the borderland is being crusial issue that often being dispute subject between two local governments.Conflict has happened between Pemkab Kampar and Pemkab Rokan hulu in struggling five villages status after proliferation with UU Number 53 Year 1999. The five villages are Desa Muara Intan, Intan jaya, Tanah Datar, Rimba Jaya, and Rimba Makmur.The purpose of this research is to know how The Interest Conflict Dynamics Regency Government of Kampar and Regency Government of Rokan Hulu in Struggling Five Villages Status in Borderland and its settlement. The approach of this research is qualitative approach and the type of this research is descriptive.This research’s result is showing that first, UU Number 53 Year 1999 has a weakness because the border was determined without region border in points so it will be definitive and two local government interpret UU Nomor 53 Tahun 1999 and they are entitled to these five villages. Second, Pemprov Riau has facilitated the settlement and has handed it it to the Mendagri. For The implementation of public service in five villages is carried out by the Pemkab in accordance with Permendagri Number 137 Year 2017. Keywords: Proliferation, interests, border

Abstract

Development plays an important role as one of the driving forces for economic growth. Road construction is indispensable as is road infrastructure. In terms of development, in order to achieve equitable development, the Government's Political Will is an important thing needed by every leader of a region in realizing common goals for the benefit of the wider community. The problem of this research is that the development goals are not realized which are not in line with the Political Will of the Rokan Hilir Regency government in the construction of the Kubu crossing, Rokan Hilir Regency.               This study generally aims to find out a real picture of how the Government's Political Will in the construction of the Kubu crossing in Rokan Hilir Regency and what are the factors inhibiting the Government in the construction of the Kubu crossing in Rokan Hilir Regency. The research approach used is a qualitative approach and descriptive research type. The location of this research was carried out in Kubu, Rokan Hilir Regency. The data collection technique was done by interview and documentation.               The results of this study are that the Political Will or Government commitment in the construction of the Kubu cross road is still lacking and has not been maximized where the government only makes sweet promises, which can be seen that development has not been realized and there are still many obstacles, especially the budget problem of funds and vehicles that have high potential. making the Kubu causeway damaged. Keywords: Government Political Will, Development, Roadways

Abstract

The existence of TNBT is considered detrimental by the surrounding population because with the existence of TNBT they cannot reclaim their ancestral land, whether it is still in the form of forests, gardens and also the tombs of their ancestors who are included in the TNBT area. The problems that occur include land conflicts between Sungai Akar Village, Batang Gansal District and Bukit Tiga Puluh National Park. The community claims that 3,994 ha of land is included in the TNBT area and there is a misunderstanding about the boundaries. This study aims to describe the causes of land conflicts between Sungai Akar Village and TNBT and to describe the process of resolving land conflicts between Sungai Akar Village and TNBT by the Indragiri Hulu Regency Government. The research approach used is a qualitative approach and the type of descriptive research. The location of this research was in Sungai Akar Village and Bukit Tiga Puluh National Park Hall, and data collection techniques were carried out by interview and documentation.               The cause of the conflict between Sungai Akar Village and TNBT is caused by human interests or needs, and transformation. The result of this research is that the settlement of the land conflict between Sungai Akar Village and TNBT organized by the Inhu Regency Government has not been able to be resolved with what the Sungai Akar Village party wants because the TNBT has not been able to respond or issue the customary land because the decision is based on the Center or the Ministry of Forestry.  Keywords: Land Conflict, Conflict Resolution

Abstract

The Environmental Service of Rokan Hilir Regency and UPT KPH Bagansiapiapi are responsible for the conservation of mangrove forests, the problem of this research is the change in the function of mangrove forests into oil palm plantations and the occurrence of very extensive abrasion in Sungai Daun Village, Pasir Limau Kapas District, Rokan Hilir Regency in 2019. This study aims to find out how the government's strategy is in preserving mangrove forests in Sungai Daun Village, Pasir Limau Kapas District, Rokan Hilir Regency, and what are the inhibiting factors for the government in preserving mangrove forests in Pasir Limau Kapas District, Rokan Hilir Regency in 2019. The research approach used used is a qualitative approach and the type of descriptive research. The location of this research was carried out in Sugai Daun Village, at the Sungai Daun Head Office, the Rokan Hilir Regency Environmental Service Office, the UPT KPH Bagansiapiapi Office, Rokan Hilir Regency, data collection techniques were carried out by interview and documentation.               The results of this study are that first the government's strategy in preserving mangrove forests that has not been maximized can be seen from the coordination between the village government and local governments that have not developed good communication. The change in the function of mangrove forests into oil palm plantations by village communities on the grounds that they do not know the mangrove forest conservation policy is evidence of the failure of communication between local stakeholders and the Rokan Hilir Regency Environmental Service and the authorized UPT KPH Bagansiapiapi. Abstract

The synergy of government institutions in the prevention of narcotics circulation is the cooperation of a relationship and order of institutions or agencies with a certain division of tasks to produce a better and greater purpose than the institution or agency itself, through communication and coordination. The formulation of the problem in this study is how the synergy of government institutions in the prevention of narcotics circulation in Karimun District in 2017-2019 and what are the factors inhibiting the institutional synergy of the government in the prevention of narcotics circulation in Karimun District in 2017-2019.             The result of this study is that first, the synergy of government institutions in the prevention of narcotics circulation conducted by government agencies in synergy is quite a lot such as, drafting policy formulation on P4GN, Implementing technical guidance in the field of P4GN to organizations in karimun district such as, anti-drug volunteers, as well as community leaders and youths in karimun district, carrying out investigations and investigations into drug abuse and trafficking , Conducting termination of organized crime networks in the field of P4GN. Abstract

The problem that often occurs in the Family Hope Program or called PKH is that it is not well targeted in collecting data on recipients of assistance from this Family Hope Program. The out of sync data makes people complain a lot against the Social Service. There are still complaints from the community against the field coordinator because it is not right on target so that many poor people do not get PKH assistance. This problem makes the local community often comment or submit their complaints to the nearest government such as to the village head which aims for the community to be able to receive social assistance from the community PKH program as well as informing village assistants of the inappropriateness of the recipients so that the facilitators are able to reconsider.This study aims to find out how the government coordinates in synchronizing the data for the family of hope (PKH) program in the Pujud sub-district, Rokan downstream district in 2019. The research method used in this study is research with qualitative analysis.The results of this study indicate that government coordination in synchronizing PKH data is carried out by implementing Family Hope Program members consisting of the head of the PKH program field, field coordinator, sub-district coordinator to assistants. Obstacles in coordinating data synchronization of the Family Hope Program in Pujud District, Rokan Hilir Regency, namely the incompleteness of the requirements so that they are not fulfilled such as an ID card or that of a Family Card, in addition to the lack of knowledge about this information, many poor people do not receive assistance from the Family Hope Program.Keywords: Coordination, Family Hope Program (PKH)

Abstract

In accordance with the data obtained that mentions that Lake Toba belongs to the KSPN (strategic area of national tourism), it is necessary to take coordinated, systematic, directed and integrated measures so that the need for an action aimed at accelerating development with a policy called state penetration. The purpose of this research is to know what is an obstacle to the development of Lake Toba as a leading tourist destination on a national and international scale and to know the efforts that need to be made, especially the implementing body of the lake toba authority (BPODT) in addressing the problems that become obstacles to Lake Toba as a priority tourist destination. This study uses qualitative approach with descriptive method. The results of research on the penetration of the country in order to accelerate the development of lake toba tourism is a manifestation of the potential seen if Lake Toba can be used as a priority tourism even super priority on an international scale. The obstacles encountered by BPODT are land ownership issues and the community is less participating in accelerating development. The efforts made by the Lake Toba Authority (BPODT) are to improve authoritative and coordinated functions.Keywords : Country Penetration

Abstract

This study aims to identify, explain and describe the Political Communication of the Regional Representative Council of Pekanbaru City in Carrying Out the Legislation Function in 2014-2019. This research uses descriptive qualitative research methods. Determination of informants from this study using purposive informant selection technique, while the object of this research is the Political Communication of the Regional Representative Council of Pekanbaru City in Carrying Out the Legislation Function. The data collection techniques used were in-depth interviews, observation and documentation. In achieving the validity of the data in this study, participation extension and triangulation were used. The first research results, political communicators in carrying out the legislative functions of the Pekanbaru City DPRD in 2014-2019 were only carried out by members of the Pekanbaru City DPRD during a recess which was carried out in their electoral area. The Regional Regulation Formation Agency should have played a very large role in carrying out its legislative function because it could directly receive and convey information related to the Draft Regional Regulation which is still in the process of being discussed with the Pekanbaru City Government. Second, the message in carrying out the legislative function of the Pekanbaru City DPRD in 2014-2019 has not been implemented effectively, the two-way communication between the Pekanbaru City DPRD and the community has not been maximal. There are still people who do not know the information related to the Draft Regional Regulation that is being discussed and the lack of public information regarding the Regional Regulation that has been passed. Third, the media used in carrying out the legislative function of the Pekanbaru City DPRD uses printed media, namely newspapers, but it is still not running optimally as well as social media managed by the Pekanbaru City DPRD such as Instagram, Facebook and Twitter. Social media has not maximally published activities related to the implementation of the legislative function. Fourth, the target audience in carrying out the legislative function is the people of Pekanbaru City. However, the legislative function is still not very effective because the public is not very enthusiastic about the activities carried out by the Pekanbaru City DPRD.

Abstract

This service aims to provide institutional strengthening of traditional villages in the administration, development and service to the community in Lubuk Jering Village, Sungai Mandau District. The problem that occurs is due to increasingly complex systems of life in the midst of indigenous village communities as a result of the influence of urbanization from other regions. Traditional villages in Siak Regency are one form of traditional government system in Indonesia that has undergone many changes. The change concerns various aspects of social life that touch the values, norms, attitudes and patterns of behavior of the people. The method used is the extension method. The implementation of community service in the context of strengthening customary institutions in Lubuk Jering Village, Mandau District can be concluded to have successfully provided counseling. This success was demonstrated, among others, by the compatibility of the material with the needs of village government officials and the community in an effort to strengthen Then there was a positive response (70%) of participants based on the questionnaire distributed, which was indicated by the questions and responses given during the service. Most of the participants understood the importance of strengthening adat institutions in Kampung Lubuk Jering, Sungai Mandau District, Siak Regency.

Abstract

Regional expansion is carried out on the basis of considerations to improve services to the community, improve the management of regional potential, and improve the welfare of the community. Along with the dynamics of community development in the reform era, the phenomenon of the community's desire to form new autonomous regions (both Province, Regency/City) emerged. One of them is Indragiri Hilir Regency which will expand into South Indragiri as a new autonomous region.Indragiri Hilir Regency is considered feasible to expand, considering its very wide geographical conditions. In addition, many areas are separated by rivers so that access to the capital city as a service center is difficult to reach.This study aims to determine the dynamics of local elites in fighting for the expansion of South Indragiri Regency and to find out the feasibility of the expansion, as well as the obstacles to the expansion of South Indragiri which have not been developed until now. The Political Theory of Regional Government used in the study acts as a reinforcement so that the researcher is able to explain the research data. This study uses a qualitative approach and the type of descriptive research. Data collection techniques were carried out by means of observation, interviews and documentation.The results of this study indicate that first, the dynamics of the local elite and the community in fighting for the expansion of South Indragiri Regency have made efforts to expand their area so that the community can get more services. Second, the preparation of administrative requirements for South Indragiri Regency is ready to be expanded. This preparation must prepare human resource development efforts. Third, the slow process of division of South Indragiri Regency is caused by the moratorium on the formation of new autonomous regions (DOB) from the central government. Keywords: Local Elite, Regional Autonomy, Regional Expansion
