Abstract

PROGRAM BIMBINGAN DAN KONSELINGDI SEKOLAH DASARWidadae-mail: widada_bkum@yahoo.comAbstract:Any formal educational institutions including elementary school (SD) aims to produceindividuals achieve optimal development in accordance with the values, interests and values intotheir way of life. Required three activities that form the main activity of the instructionalcurricularand administrative activities that support and supervision and guidance activities andother services for the welfare of students. These activities synergize with each other to jointlyachieve the goal. Paradigm Guidance and Counseling program (BK) is a developmental guidanceand counseling services as the specific services that facilitate the development of each student tobe able to achieve the developmental task in accordance with the period of development or levelof education. There are four components of the program BK BK basic services, responsiveservices, individual planning services and support systems. BK program components areimplemented via tail intervention strategies for the provision of services as well as supportingactivities with BK main objectives to students. Implementing programs in SD BK classroomteacher is in charge of implementing the guidance and counseling services in the classroomwhich they are responsible.Abstrak:Setiap lembaga pendidikan formal termasuk Sekolah Dasar (SD) bertujuan untukmenghasilkan individu mencapai perkembangan optimal sesuai dengan potensi, minat dan nilaiyang menjadi pandangan hidupnya. Diperlukan tiga aktivitas yang berupa aktivitas utama yakniinstruksional-kurikuler dan aktivitas pendukung yakni administrasi dan supervisi serta aktivitasbimbingan dan layanan lain bagi kesejahteraan siswa. Aktivitas-aktivitas tersebut salingbersinergi satu sama lain untuk secara bersama-sama mencapai tujuan. Paradigma programBimbingan dan Konseling (BK) perkembangan merupakan layanan bimbingan dan konselingsebagai layanan spesifik yang memfasilitasi perkembangan setiap siswa agar mampu mencapaitugas perkembangan sesuai dengan periode perkembangannya atau jenjang pendidikannya.Terdapat empat komponen program BK yakni layanan dasar BK, layanan responsif, layananperencanaan individual dan dukungan sistem. Komponen program BK tersebut dilaksanakanmelalaui strategi intervensi berupa pemberian layanan BK serta kegiatan pendukung dengansasaran pokok kepada siswa. Pelaksana program BK di SD ialah guru kelas bertugasmelaksanakan layanan bimbingan dan konseling di kelas yang menjadi tanggung jawabnya.Kata Kunci: bimbingan, konseling, Sekolah Dasar

Abstract

The hydrological function of Gunung Halimun National Park (GHNP) has enormous benefit for local people. To predict the monetary benefit of water stemming from the park, the research was conducted by taking 13 representative samples of villages surrounding GHNP. Through the economic valuation, this research found out that the total economic value (TEV) water was Rp 6.64 billion per year, consisting of water value for domestic uses (Rp 5.22 billion), and water value for agriculture uses (Rp 1.42 billion). The TEV of the water equal to Rp 6.64 billion (Rp 173.278,47 per ha) is representing economic benefit value of water stemming from area TNGH for the community of 51 villages which abut on direct by TNGH. The monetary value certainly will be bigger if we look at the area broader as the all area of watershed function. The enormous benefit value of water (domestic and the agriculture) prove that development of conservation area (in this case is GHNP) do not oppose against economic development.Keywords: Nilai ekonomi air, surplus konsumen, air domestik, air pertanian, taman nasional, kawasan penyangga
