Abstract

This paper discusses the collaborative governance tourism strategy in developing tourist objects in North Rupat. Potential tourism objects in North Rupat are marine tourism, historical tourism, cultural tourism and nature tourism. In its implementation there are problems such as abrasion, garbage, and accessibility. This study uses a descriptive qualitative method. The research location was conducted in North Rupat. Data collection techniques by observation and in-depth interviews. The data analysis technique uses the opinion of Miles Huberman and Saldana (2014) through stages; data compaction, data presentation (data display), and drawing conclusions or verification (conclusion drawing and verification). The results of this study are that there is tourism potential in every village in North Rupat Subdistrict. The implementation of collaborative governance tourism is Principled Engagement, Shared Motivation, Capacity for Joint Action. Obstacles in implementing collaborative governance tourism are limited human resources, tourism development coordination is implemented simultaneously.

Abstract

This paper discusses the effectiveness of the management of BUM Desa Punak Mandiri in managing the potential of Tanjung Punak Village, North Rupat District, Bengkalis Regency. Tanjung Punak Village has potential in the tourism sector, especially marine tourism. BUM Desa Punak Mandiri is expected to be able to develop this potential. In addition, it is also expected to be able to empower the community through business incubation. This study uses a descriptive qualitative method. The author collected secondary data (journals, finance related to BUM Desa, and statistical data) and primary data (in-depth interviews and observations). This research is located at BUM Desa Punak Mandiri, which is located at Tanjung Punak Village, North Rupat District. The results of this study are first, there are internal constraints in the effectiveness of developing village potential and community business incubation. Second, there are constraints due to the Covid-19 pandemic, some business units cannot operate, which affects the business turnover of the BUM Desa.

Abstract

Wisata Danau Rusa merupakan salah satu wisata yang dikembangkan oleh Dinas Pariwisata dan Kebudayaan Kabupaten Kampar. Konsep collaborative governance sangat penting dalam penerapan kolaborasi pengembangan destinasi wisata karena dalam kolaborasi ini tidak hanya melibatkan pemerintah saja, melainkan melibatkan masyarakat dan pokdarwis. Kolaborasi ini bertujuan untuk mengembangkan wisata danau rusa di Kabupaten Kampar dan untuk meningkatkan pendapatan daerah. Penelitian ini menggunakan metode Kualitatif dengan pendekatan studi kasus yang bersifat deskriptif. Teori yang digunakan adalah teori Purwanti yaitu: 1.Principled Engagement (Keterlibatan Prinsip), 2. Shared Motivation (Motivasi Bersama), 3. Capacity for Join action (Kapasitas Untuk Bergabung). Hasil dari penelitian ini adalah program pengembangan destinasi wisata yang sudah berjalan dengan baik karena dibuktikan dengan adanya keterlibatan prinsip yang baik, motivasi bersama yang sudah dipahami, dan keterlibatan prinsip yang telah dijalankan oleh pihak yang berkolaborasi. Adapun faktor penghambatnya yaitu faktor sumber daya manusia, faktor partisipasi masyarakat dan anggaran yang minim.

Abstract

This study aims to determine the role of social capital and factors that drive the role of social capital in the Koto Mesjid Village. Study uses Putnam (2000) theory that social capital is divided into three forms, namely trust, network and norms that are applied in encouraging success of technology-based catfish farming. This study uses qualitative method with case study approach. Informants in this study were Head of PMD Section XIII Koto Kampar, Koto Mesjid Village government, Head of Bumdes, Innovators, and community of Koto Mesjid Village. Selection of informants using purposive sampling technique. Data collection is done by observation, interviews, documentation. Data analysis used is qualitative data analysis. The results showed that role of social capital in technology-based catfish farming practices went well. Driving factors for the role of social capital that researchers found in field were that community was still homogeneous, there was public awareness, and motivation for profits earned by community.

Abstract

The phenomenon of fertilizer prices which far exceeds the highest retail price from the government and the difficulty of getting subsidized fertilizers (rare) so that in one year they only get a few times with minimal amounts as well as the presence of individuals seeking personal gain, which makes researchers interested in researching the effectiveness of the implementation of the Subsidized Fertilizer Program. By the Agriculture Service of Siak Regency (Case Study of Farmer Groups in Tualang District). The purpose of this study was to determine the effectiveness of the implementation of the Subsidized Fertilizer Program in Siak Regency and to determine the factors hindering the effectiveness of the implementation of the Subsidized Fertilizer Program in Siak Regency. This study uses a qualitative method where the data collection techniques used are interviews, observation and documentation. Data analysis techniques in this study are data reduction, data presentation and conclusions. The results of this study can be seen that the effectiveness of the implementation of the Subsidized Fertilizer program implemented by the Agriculture Service of Siak Regency has not been effective, especially in terms of the accuracy of program targets that have not been maximized. However, the indicators that have been achieved are program socialization. It is hoped that in the future the government of the Siak Regency Social Service will optimize the Subsidized Fertilizer program to achieve the goal of increasing the ability of farmers to purchase fertilizers in appropriate quantities according to the recommended dose of location-specific balanced fertilization and the final goal of increasing agricultural productivity and production in order to improve national food security.

Abstract

Kebijakan Pembentukan Badan Usaha Milik Desa (BUMDes) adalah upaya pemanfaatan Undang-Undang yang dimiliki dan dalam berinovasi dalam membangun ekonomi desa. Terkait hal tersebut, pemerintah kabupaten kampar melakukan pembentukan BUMDes secara serentak di seluruh wilayah Kabupaten Kampar. Berdasarkan data dari Badan Pemberdayaan Masyarakat dan Pembangunan Desa (BPMPD) Kabupaten Kampar, saat ini BUMDes berjumlah 242. Salah satunya ialah Badan Usaha Milik Desa Kampung Patin yang berada di Desa Koto Mesjid Kecamatan XIII Koto Kampar yang didirikan dengan tujuan untuk membantu perekonomian masyarakat desa. Penelitian ini bertujuan untuk mengetahui bagaimana tata kelola BUMDesa Kampung Patin Desa Koto Mesjid Kabupaten Kampar berdasarkan peraturan pemerintah No. 11 Tahun 2021 dan untuk mengetahui bagaimana upaya pemerintah dalam mengembangkan tata kelola BUMDesa Kampung Patin. Teori yang digunakan dalam penelitian ini adalah teori ridlwan dalam agunggunanto 2016. Penelitian ini menggunakan pendekatan fenomenologi dan bersifat deskriptif kualitatif. Kemudian teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Sedangkan teknis analisis data dilakukan dengan data managing, reading, memoing, describing, classifiying, interpreting, dan representing visualizing. Hasil penelitian ini menunjukkan bahwa tata kelola BUMDesa Kampung Patin Desa Koto Mesjid telah berjalan dengan baik, karena BUMDesa memiliki banyak unit usaha serta memperoleh keuntungan yang terus bertambah, dan bisa membantu meningkatkan perekonomian masyarakat desa, selain itu dapat pula membantu meningkatkan pendapatan asli desa. Keberhasilan BUMDesa tidak lepas dari kerjasama antara pengurus BUMDesa, pemerintah desa dan seluruh masyarakat yang ada di Desa Koto Mesjid Kecamatan XIII Koto Kampar.

Abstract

In the implementation of the policy on Utilization of Outermost Small Islands on Bengkalis Island, Bengkalis Regency, it has not been fully realized as described in Government Regulation Number 62 of 2010 concerning Utilization of Outermost Small Islands. The economic level and infrastructure facilities on the coast and small islands have differences compared to the main islands. Therefore, a social and economic resource strategy is needed to increase community participation and capacity. This study aims to describe the Implementation of Government Regulation Policy Number 62 of 2010 concerning the Utilization of the Outermost Small Islands on Bengkalis Island, Bengkalis Regency and identify the factors that hinder the Implementation of Government Regulation Policy Number 62 of 2010 concerning the Utilization of the Outermost Small Islands on Bengkalis Island, Bengkalis Regency. This study uses Grindle's theory regarding the factors that influence Policy Implementation. The type of research used is descriptive research with a qualitative approach. The data collection method was carried out by interview, observation and documentation. The results of this study indicate that in the implementation of the policy of Government Regulation No. 62 of 2010 concerning the Utilization of the Outermost Small Islands in Bengkalis Island, Bengkalis Regency, what happened was the weakness of government management in mobilizing organizational resources that involved in utilization because there are many agencies in formulating programs and policies so that they tend to run independently. There is no institution that becomes the center of control or regime in power over the policy of managing the outermost small islands functionally and structurally.

Abstract

Kebijakan lockdown atau PSBB (Pembatasan Sosial Berskala Besar) yang dilakukan oleh pemerintah berdampak ke sektor perekonomian, banyak masyarakat yang omset usahanya menurun dan penghasilannya berkurang. Mas-yarakat yang punya fasilitas kredit di bank menjadi kesulitan membayar kewajiban angsuran kreditnya sehingga kreditnya macet. Penelitian ini bertujuan untuk melihat implementasi kebijakan OJK di Bank Mandiri Kota Dumai dan apa yang menjadi faktor penghambat dari implementasi kebijakan ini. Metode penelitian yang digunakan adalah kualitatif melalui tahapan mereduksi data, penyajian atau display data dan kesimpulan atau verifikasi data. Untuk memperoleh data yang representatif baik data primer maupun sekunder, peneliti menggunakan beberapa teknik pengumpulan data yang meliputi wawancara, observasi, dokumentasi dan studi perpustakaan. Hasil penelitian evaluasi kebijakan menunjukan bahwa implementasi POJK No 11/POJK.03/2020 belum maksimal, dimana masih banyak nasabah yang tidak mau mengajukan karena lokasi nasabah yang jauh dari kantor bank dan karena adanya biaya yang timbul jika nasabah ingin mengajukan penangguhan pembayaran angsuran kredit, serta karena terbatasnya jumlah SDM sehingga prosesnya menjadi lama.

Abstract

This service activity is in partnership with the Palm Oil Farmer Group (Poktan) of Lubuk Dalam- Siak District. These Poktan partners face problems, namely how to empower Poktan Karya Bersama in order to increase productivity through institutional synergy relationships? In answering partner problems, this service activity offers marketing-based inclusion group management solutions and improves processing skills. The purpose of this activity is to utilize cow-palm waste into compost; (2) Increase knowledge in reorganizing inclusion management in the Joint Works Farmer Group. As for the method: First, Socialization of activities and FGD. Second, establishing a working group (Pokja) as a means of building synergistic inclusion; Lectures and discussions. Third, the management of palm oil waste, cows into compost (3) Perform the Simulation stage. Fourth, assistance to palm oil poktan farmers by the service team in collaboration with PPL and village government officials Through this service activity is expected to provide benefits in increasing production and marketing of Poktan Karya Bersama's results in the future. The results of this activity have an impact on increasing the knowledge and proficiency of farmers as well as farmers' income patterns. The enthusiasm of the participants in lectures, exercises and simulations was quite high with indicators of the number of questions asked, the extension of the session time and the desire of the participants for this activity to be carried out again.

Abstract

The development of tourism in the Rupat Subdistrict is experiencing problems, this is due to the development priority in North Rupat Subdistrict because it is considered to have more potential. The limitations of the APBD in development are the reason why not all areas on Rupat Island can be developed simultaneously. So there is a need for cooperation with many parties to develop tourism. The concept of dynamic governance-based tourism development can be applied as a tourism development strategy. This study uses a qualitative descriptive method, the authors conducted interviews, observations, and secondary data references. The writer performs data reduction, data display, and conclusion drawing. The results of this research are tourism development in Bengkalis Regency, a strategy (thinking forward) of policy formulation is carried out as the basis for tourism development for the next 15 years. In addition, the participation of the public and the private sector in tourism development is still low. In the context of Dynamic governance in tourism development in Rupat District based on the drafting of these regional regulations it can be a reference and indicator of successful tourism development in Bengkalis Regency, especially Rupat Island. Considering that Rupat Island is a Strategic Tourism Area for Bengkalis Regency.
