Abstract

The purpose of this research is to analyze and explain the implementation of special autonomy policies in the health sector, the factors that influence the implementation of policies and formulate a new model of health services about the implementation of special autonomy policies in the health sector in Teluk Wondama Regency, West Papua Regency. This study uses Grindle's policy implementation theory, which consists of policy content and context. The research approach used in this research is a qualitative approach with a descriptive research type. The data analysis technique used is data reduction and concluding. The field research found that implementing the special autonomy policy in the health sector does not stand alone but involves many components (authorities, affairs, finances, resources, attitudes of implementers, community participation, and so on). Therefore, the special autonomy policy in the health sector can be seen as a system consisting of many interrelated components and runs continuously and is never final.

Abstract

This study discusses the accountability of public services during the Covid-19 pandemic at the Tanete Riattang district office, Bone Regency, South Sulawesi Province. The objectives of this research are, first, to find out the types of licensing and non-licensing administrative services needed by the community, and second objective is how the accountability of public service procedures during the Covid-19 pandemic. the method used was a qualitative method with a case study approach, where data collection techniques are through interviews, documentation, and observations. The informants are the district head, the district secretary, the head of the public service section, the head of the public orderliness and peace section and the staff of the Tanete Riattang district. The results of the research showed that licensing and non-licensing administrative services during the covid-19 pandemic are going well. The community was obliged to comply with health protocols, even though the number's services were increasing compared to before covid-19. The service system used Standard Operating Procedures (SOP) without service fees and employees apply moral values, namely "Pattugengkengngi Atimmu Ri Gau Madecengnge” (stick your heart towards goodness) in providing services to the community.

Abstract

The purpose of this article is to analyze the role of local bureaucracy in increasing competitiveness and local investment. Research method is library research.The result show that bureaucracy is a central influenced in increasing competitiveness and local investment. But in local autonomy era now cultural in bureaucracy has not shown optimal result yet, even if in some competitiveness areas and local investment were increased and growth in significant.Keywords : Bureaucracy, investment, Competitiveness

Abstract

Bergulirnya reformasi dan lahirnya UU Tentang Pemerintah Daerah  (UU No.32 dan 33 Tahun 2004) sistem organisasi birokrasi yang katalitik telah mulai dibangun. Intinya birokrasi model ini tidak lagi hanya bergantung pada pemerintahan pusat melainkan telah didesentralisasikan ke daerah.Dengan model ini maka birokrasi sebenarnya dapat lebih responsif, antisipatif dan memiliki pembagian kerja yang jauh lebih jelas, efektif dan efisien. Abstract

This study aims to analyze the optimization of increasing PAD North Lampung Regency Government which is one of the regencies in Lampung Province which has a lot of potential resources to be developed and managed optimally. Optimizing regional own-source revenue (PAD) is an effort to improve the performance of local government administration as stated in the vision and mission and then implemented through planning document programs and activities (RPJPD, RPJMD and RKPD). This research is a qualitative research with data collection methods using qualitative descriptive research methods. Data sources were obtained through interviews, observations and documents. After the collected data was analyzed again, data analysis techniques were used, namely the SWOT analysis method was used for data reduction, data presentation and data verification. This study was conducted in several SKPD that have the potential to produce PAD which has not been maximized so far. The results of the study show that the strategic environment related to PAD management in North Lampung Regency is produced with ordinate values of x= -0.03 and y = 0.55 which indicates that the SWOT results of this study are in quadrant III, namely a position that is weak internally but still has a chance to be developed. The suggested strategy to be a top priority for efforts to optimize PAD management in North Lampung Regency is the Weaknes-Opportunities Strategy.
