Abstract

This research intends to analyze the implementation of policies, factors that influence the implementation of oil palm-based biofuels in Musi Banyuasin District, to further formulate a model for implementing policies related to renewable energy. Research uses qualitative descriptive methods with an inductive approach. Research data obtained through interviews, observations and document tides. The results of the research findings were identified: 1) Implementation of the biofuel policy is quite good where the policy through the development program of the natural product processing industry and downstream industry, revitalization and replanting of plantation land, data collection on smallholder plantations, agrarian reform, and development pays attention to environmental impacts and climate change; 2) factors that influence the successful implementation of policies namely regional leadership determination, support from actors in the target environment. While the factors that influence the failure of policy implementation are the absence of SOPs, budget shortages, weak coordination, and uneven political will; and 3) The Sustainable Renewable Energy Policy Implementation Model consists of dimensions of the policy context, implementing context, policy objectives, and sustainability consensus.

Abstract

The government has set a specific target regarding the improvement of the ease of doing business index. Facts on the ground show that the condition of licensing services is still faced with the performance of the apparatus, overlapping regulations, convoluted procedures, unclear completion times and high licensing costs, many requirements that must be met, unresponsive attitude of officers, inadequate facilities and services. Less supportive. Concretely, licensing issues that have given rise to legal problems Corruption faced by the Bekasi Regent is related to the Meikarta Mega Licensing project even though the service assessment status has reached Prima. The purpose of this study was to analyze the implementation of the one-stop integrated service policy and formulate a model for the implementation of the one-stop integrated service policy. This study uses the theory of policy implementation proposed by Grindle which consists of policy content and policy context. The research approach used in this research is a qualitative approach with a descriptive type of research. The data analysis technique used is data reduction and drawing conclusions. The results showed that the implementation of the One Stop Integrated Service Policy in Bekasi Regency and Bekasi City chose the same policy direction, namely the Public Service Mall as a brand of integrated service policy, but in reality even though it was centered on the Public Service Mall there were still many licenses that were not well communicated with the community so that there are still many process constraints, from the aspect of policy content there are also too many derivative technical policies that regulate, resulting in the ineffectiveness of the integrated service policy. The model generated from this research is a modification of the grindle policy model that can streamline policy implementation.

Abstract

The delegation of authority from the Regent of Way Kanan to the sub-district head is a pattern of delegation of government authority which forms the basis for the implementation of roles and responsibilities as well as the implementation of the duties and functions of the sub-district office. With the delegation of authority, the camat can certainly optimize its role as the front line of public services. The Regent's political desire to delegate some of his authority in the context of accelerating services to the community, secondly the Regent's political will to make the sub-district a community service center, the third is the logoowa of regional technical institutions to delegate technical authority that can be carried out by the Camat in implementing various government policies and activities so as to increase satisfaction. public services in the community. This study uses a qualitative method with a phenomenological approach. The results showed that, aspects of the procedures in the appointment of Way Kanan, Way Kanan Regency, Lampung Province, had tried to support the placement of Way Kanan according to the technical science of government in carrying out its main tasks and functions, but not yet fully due to limited human resources in Way Kanan Regency. . The implementation of the delegation of authority from the Regent to the Camat in Way Kanan Regency, Lampung Province as well as the implementation of the authority of the Camat in Way Right Regency has not been carried out effectively because it does not yet have an accommodatively regulated authority limit.

Abstract

Tujuan penelitian untuk mengetahui dan menganalisis pengaruh iklim komunikasi dan gaya kepemimpinan terhadap kinerja pegawai. Teori komunikasi yang digunakan adalah iklim komunikasi dari Redding dengan dimensi: dukungan sekitar, keikutsertaan bawahan, adanya kejujuran dan keterbukaan. Gaya kepemimpinan dari Bass dan Avolio juga digunakan dengan dimensi: pengaruh ideal, motivasi inspirasi, stimulasi intelektual dan konsiderasi individu, serta kinerja dari Mitchell dengan dimensi: kemampuan komunikasi, berdasarkan standar operasional prosedur (SOP), inisiatif dan kapabilitas. Penelitian menggunakan pendekatan kuantitatif dengan metode penelitian survei untuk mendapatkan informasi atau data yang berkaitan dengan gaya kepemimpinan terhadap kinerja pegawai. Populasi penelitian adalah seluruh 154 sebagai dosen tetap di Sekolah Tinggi Ilmu Kesehatan XYZ. Teknik pengambilan sampel secara purposive sampling dengan kriteria lama bekerja minimal satu tahun, berpendidikan magister dan dosen tetap, sehingga diperoleh 50 orang pegawai sebagai responden. Teknik pengumpulan data melalui penyebaran kuesioner, observasi, wawancara, dokumentasi, studi kepustakaan, dan dokumentasi serta laman website. Teknik analisis data yang digunakan adalah analisis inferensial. Hasil penelitian menunjukkan iklim komunikai dan gaya kepemimpinan memiliki pengaruh kuat terhadap kinerja pegawai XYZ.
