Abstract

This study aims to analyze and find out and explain the symptoms of a divided government after the 2018 West Kalimantan governor election, the impact on government administration and the split government leadership model. The theoretical framework of this research is made in stages starting from the grand theory: Government Science and the Concept of Good Governance, middle-range theory: Conflict Theory, Cultural Concepts, Government Decentralization, Democratic Political System, Applied Theory: Leadership Theory (Nanus (1992: 136-141), Model Theory. This research uses qualitative methods, with data collection techniques through interviews, observations and documentation studies. The study results indicate that the direct election of the Governor and deputy governor of West Kalimantan Province will strengthen the decentralization system, which will have positive impacts; The first is the development of democratic life, including accountability to the people directly. Second, The legitimacy of the regional head from the people is getting higher. Namely, the principle of state sovereignty in the hands of the people is realized. Third, the support and participation of the people towards Government, development and social society are getting higher. However, it also has negative impacts, including, first, leaving a residue of conflict between supporters in the structure of society. Second, there is a pattern of a split government system that allows for disruption of government effectiveness. Third, implementation costs are not small, thus opening up opportunities for the Governor and Deputy Governor of West Kalimantan Province for corruption, collusion and nepotism. In the condition that the divided government pattern will minimize the negative impact on the wheels of Government which is less/ineffective, the Governor and Deputy Governor of West Kalimantan Province must build political support with the DPRD.

Abstract

This study aims to find out and analyze the formation of participatory regional development planning policies in the Municipality of Bima in the perspective of collaborative governance while at the same time finding new models or concepts in the formation of development planning policies in the Municipality of Bima in the perspective of collaborative governance to make it more participatory. Participatory regional development planning is a spirit transmitted by the central government through the implementation of regional autonomy as a form of government responsibility in increasing public political participation, capturing community aspirations and increasing the degree of democratization in state management. This study uses a qualitative research method with an exploratory descriptive approach and uses an all-systems thinking approach through the learning process, namely Soft System Methodology (SSM). The results of this study indicate that the formulation of regional development planning policies in Bima Municipality from the point of view of the concept of collaborative governance does not yet reflect a participatory policy formation process. The dynamics of collaboration which is the core of participatory in principled engagement has not been effective because the government's role is still very dominant. The implication is that shared motivation has not been properly structured and finally the capacity for joint action that reflects the unification of all resources as a participatory spirit has not occurred.

Abstract

The government has set a specific target regarding the improvement of the ease of doing business index. Facts on the ground show that the condition of licensing services is still faced with the performance of the apparatus, overlapping regulations, convoluted procedures, unclear completion times and high licensing costs, many requirements that must be met, unresponsive attitude of officers, inadequate facilities and services. Less supportive. Concretely, licensing issues that have given rise to legal problems Corruption faced by the Bekasi Regent is related to the Meikarta Mega Licensing project even though the service assessment status has reached Prima. The purpose of this study was to analyze the implementation of the one-stop integrated service policy and formulate a model for the implementation of the one-stop integrated service policy. This study uses the theory of policy implementation proposed by Grindle which consists of policy content and policy context. The research approach used in this research is a qualitative approach with a descriptive type of research. The data analysis technique used is data reduction and drawing conclusions. The results showed that the implementation of the One Stop Integrated Service Policy in Bekasi Regency and Bekasi City chose the same policy direction, namely the Public Service Mall as a brand of integrated service policy, but in reality even though it was centered on the Public Service Mall there were still many licenses that were not well communicated with the community so that there are still many process constraints, from the aspect of policy content there are also too many derivative technical policies that regulate, resulting in the ineffectiveness of the integrated service policy. The model generated from this research is a modification of the grindle policy model that can streamline policy implementation.

Abstract

The creative economy has contributed to economic development, but the development of the creative economy still has many problems, especially human resources, so that it has an impact on weak competitive advantage and performance. The purpose of this study was to examine the effect of the quintuple helix in increasing creativity and innovation and its impact on the competitive advantage of creative villages in the Bandung City Government, Java Bandung. The research method is mixed methods, namely quantitative and qualitative. The quantitative approach uses the statistical method of the Partial Least Square-Structural Equation Modeling (PLS-SEM) structural equation model, while the qualitative method uses descriptive and Soft System Methodology (SSM). For the quantitative approach, the sampling used Cluster Random Sampling with multi-stage cluster sampling and the data analysis used Partial Least Square- Structural Equation Modeling (PLS-SEM). The results showed that the quintuple helix (intellectuals, government, business, civil society, social ecology) had a significant effect on creativity and innovation. While the dimensions of the quintuple helix variables, namely intellectuals, government, civil society, social ecology have a significant effect on creativity, but business has no significant effect on creativity. Intellectuals, government, and civil society have a significant effect on innovation, but business and social ecology have no significant effect on innovation. Creativity has a significant effect on innovation. Creativity and innovation capability have a significant effect on the competitive advantage of creative villages. Meanwhile, for the descriptive approach and SSM produce a sextuple helix model which is a development of the quintuple helix model by adding a media helix and Information and Communication Technology (ICT) and in managing creative villages, metagovernance management is needed.

Abstract

Kerajinan tangan kain flannel adalah usaha kecil mandiri dimana modal untuk usaha berasal dari dana pribadi. Dimana bergerak dalam bidang seni karena buket menjadi salah satu objek bisnis yang digemari oleh masyarakat karena estetikanya. Tujuan penelitian ini untuk mengetahui dan menganalisis seputar pemanfaatan media sosial sebagai strategi promosi dan pemasaran Kerajian tangan kain flannel kepada orang banyak. Metode yang digunakan dalam kegaitan iniĀ  yaitu: metode input, proses, output (produk), danĀ  evaluasi. Kesimpulan pada jurnal ini adalah Program PKM-K memberikan kesempatan kepada mahasiswa untuk praktek wirausaha dan pemahaman konsep wirausaha yang sangat komprehensif. Program PKM-K membangun semangat mahasiswa untuk tetap berbisnis dengan keterampilan kerajinan yang dimiliki. Program PKM-K memanfaatkan sosial media Instagram sebagai market palace.
