Abstract

Relasi etnik Minang dan etnik Cina di Padang, Sumatra Barat, menarik untuk dikaji. Melalui desk-study atas kajian Minang dan Cina, yang diperkuat dengan penelitian lapangan pada 2010 dan 2013 secara kualitatif dengan wawancara dan observasi, tulisan ini menemukan bahwa tidak cukup melihat relasi etnik Minang dan Cina dari perspektif ekonomi politik. Kita perlu memberikan perhatian terhadap faktor budaya dan budaya politik masyarakat Minang di Padang yang bercorak matrilineal. Jika literatur yang ada cenderung deterministik, menghasilkan dua pandangan yang secara ekstrem berbeda, yang dalam artikel ini disebut pandangan “manis” dan “sinis”, tulisan ini berargumen sebaliknya. Relasi etnik Minang dan etnik Cina tidak bisa secara buru-buru disebut “manis” hanya karena etnik Cina telah menetap dan berpartisipasi dalam kehidupan sosial ekonomi Padang sejak zaman penjajahan, atau karena Padang relatif minim kerusuhan dibandingkan kota lainnya. Demikian juga, ia tidak bisa serta merta dilihat secara “sinis” hanya karena segregasi sosial terlihat lebih kentara. Tulisan ini berargumen bahwa dua wajah yang secara bersamaan terjadi tidak lepas dari bentukan budaya Minang yang lekat dengan nilai-nilai matrilineal yang tertuang dalam ide feministik Bundo Kanduang Inter-etnic relations between Minang and Chinese in Padang, West Sumatra, that looks different compared to other societies in Indonesia is interesting to discuss. Through  a desk study about Minang and Chinese, being strengthened with fieldworks in 2010 and 2013 using qualitative methods in which in-depth interview and non-participatory observations, this article found that political economy perspective being used to explain Minang-Chinese relations is not enough. We need to pay attention on culture and political culture of Minangkabau society in Padang, that is matrilineal in the nature. While the existing lieratures tend to strictly classify the relations into “sweet” and “cynical” (good and bad relations), this article argue the contrary. The relatively long encounter of Chinese with Minang in Padang as well as the less conflicts (mass violence) against Chinese compared to the other regions could not be simply categorized as “manis” (sweet relations). Similarly, we should not undermine the good relations between Minang and Chinese, existing in some ocassions merely as formalistic practices just because of segregation in Minang and Chinese’s residential areas. This article argues that the twocontrary  but inseparable faces of Minang-Chinese’s relations are inseparable from the Minangkabau culture that is matrilineal in the nature, as manifested in Bundo Kanduang containing the idea of femininity.

Abstract

The involvement of kyai (religious teacher) in political affairs has become prominent after the Indonesia reformation. With his charismatic images and long-maintained religious authority, kyai has amount of capital to easily enroll his self into politics without significant barriers. This becomes more evidence in the Indonesian political sphere after the reformation as the number of kyais serving as leaders in bureaucracy is increasing. However, their inclusion in politics does not always lead to the birth of greater impact on public policy. During the leadership of kyai in the governmental body, Kebumen -as a case study discussed in this article- has experienced late development, indicated by lessening development in terms of public infrastructure and social services. [Keterlibatan kyai dalam politik muncul secara masif sejak bergulirnya reformasi. Dengan kharisma dan otoritas keagamaan, kyai memiliki modal penting untuk terjun dalam politik tanpa kendala berarti. Inilah yang menjadi sangat jelas terkait peran kyai dalam politik, utamanya dengan semakin banyaknya jumlah kyai yang menjabat sebagai pimpinan birokrasi. Sayangnya, keterlibatan mereka kerap tidak menyebabkan lahirnya kebijakan publik yang relevan. Abstract

The government’s policy to return transmigration program participants, due to the explosion of conflicts in transmigration areas outside Java in the early 2000s to the district where these people originated has raised many questions of citizen engagement. This study aims to identify the impacts of the policy on the returned transmigrants using the idea of citizenship as a framework of analysis. The field research was conducted from December 2012 to February 2013 in Southern Kebumen using in-depth interviews with about 20 informants and direct observations. From the fieldwork, it is found that instead of resolving the problem by returning thousands of transmigration participants, which then was followed with collective relocation, has made the issue more complex. This later aspect caused multiple exclusions to the returned transmigrants socially and politically. The case highlights the government’s ignorance of the aspects of geography, ethnicity, cultures, religions, languages, and gender that define citizenship in the Indonesian context, and are impacted by the transmigration policy. Such ignorance has led to the acute political disengagement. Weak inclusion and over-simplification in the handling of the transmigration program (sending, returning, and relocating people from one place to another), due to the single definition of citizen and citizenship, which the government uses in treating people merely as ‘materials’ for boosting economic growth, instead of as citizens that have rights for recognition, seems to be the core explanation of this case. By elaborating this issue, this paper is expected to enrich the existing study on citizenship, especially the core problems that relate to (forced) transmigration policy, which is rarely discussed among scholars.

Abstract

Under the new law of decentralization, namely Law No. 14/2014 on Local Governance, the national government shifts the governance of three main sectors related to natural resources from being city or regency’s authority to be the provincial government’s domain. This paper discusses possible advantages and drawbacks of the law in local level in the mining sector. This paper compares cases in Kebumen, Pati and Rembang in Central Java province to see the complexities of mining policy prior and after the issuance of the new law based on document analysis and interviews with local government apparatus and people concerned with mining issue in the local areas. While Law No. 4/2009 on non-oil mining strongly asserts the role of the district government, Law No. 14/2014 asserts that mining sector together with marine/fisheries and forest policy no longer become regency’s policy domain. They are withdrawn to be the provincial government’s authority. The former law was issued to respond to the strengthening demand of decentralization from the local regions but then was proven to merely result in the rising of new oligarchs in local mining governance. The later was meant to be a revision for the past. Yet, after about four years implemented, it is not free from other potentials of problems and complexities. Learning from the stagnancy of the mining problems in Central Java, it is clear that clarifying each government institution’s roles, and strengthening inclusion from the people are crucial.

Abstract

Paper ini mendiskusikan sekaligus memetakan konsep solidaritas social dalam konteks bencana. Umumnya, masyarakat percaya bahwa solidaritas social dalam bencana identik dengan berbagi, toleransi, dan saling meringankan beban paska bencana. Namun, ternyata, solidaritas social mesti dipahami lebih dari sekedar berbagi. Solidaritas sosial adalah juga bentuk pertukaran (exchange), yang didalamnya mau tidak mau terkandung diskusi tentang relasi kekuasaan. Berangkat dari pemahaman ini, paper ini menemukan bahwa diskursus kekuasaan dari pendekatan kiri, yang diinspirasi oleh Karl Marx, sangat membantu memahami relasi kuasa tersebut. Pendekatan kiri memperjelas asumsi bahwa solidaritas sosial bukan sesuatu yang netral. Ia juga rentan dibajak oleh elit. Namun demikan, paper ini menyadari bahwa diskursus kekuasaan dalam solidaritas sosial yang diteropong melalui pendekatan kiri ini juga mengandung kelemahan. Pendekatan kiri terkesan terlalu anti-elit dan menafikan otonomi individu. Tidak mengherankan, jika kritik terkuat pun hadir dari pendukung diskursus kanan yang liberal, termasuk dalam memahami solidaritas sosial dalam konteks bencana. Di luar dari pembagian pendekatan kiri dan kanan dalam memahami konsep solidaritas sosial paska bencana, terdapat pemahaman lain yang tidak kalah menarik. Konsep ini berusaha memahami solidaritas sosial dalam konteks bencana, bukan sekedar sebagai ekspresi relasi sosial yang kohesif, maupun ekspresi dari relasi kekuasaan dan otonomi individu, tetapi sebagai ekspresi spiritualitas. Tentu saja, solidaritas sosial sebagai ekspresi spiritual bukan merupakan sesuatu yang terlepas dari pendekatan kiri dan kanan dalam diskusi solidaritas sosial. Ia terkait erat dengan keduanya. Ketiga peta teoritik ini tidak hanya membantu memahami konsep solidaritas sosial dalam konteks bencana secara lebih mendalam, tetapi juga menjadikan kajian solidaritas sosial dalam konteks bencana menjadi sangat menarik dan hidup. Kata kunci: solidaritas sosial, bencana, pendekatan kiri, pendekatan kanan, dan pendekatan spiritualitas dalam konsep solidaritas sosial paska bencana.

Abstract

Matur Ibu is an innovation program for public service complaints that was inaugurated by Sri Hartini (Regent of Klaten) and Sri Mulyani (Deputy Regent of Klaten). In the implementation of the complaints program, there was a problem because of the corruption case involved the Regent, Sri Hartini. After Sri Mulyani became the executor of the Klaten Regent's task, the Matur Ibu program became the main program and lead a new complaints program namely Sambang Warga. The using of Javanese language is closely related to the culture of the people in Klaten Regency with efforts to come to the community attempt by Sri Mulyani is considered by several parties to have a specific purpose to fulfill Sri Mulyani's personal interests.The purpose of this research is to analyze how the Matur Ibu program explains the political culture approach in the public service of the Klaten government. The various political efforts made by Sri Mulyani by riding on the Matur Ibu complaint program are very close to the culture that grows and is embedded in the lives of the people of Klaten. This research was conducted by using explorative qualitative method where primary data from this study were obtained directly from interviews with sources while secondary data is obtained indirectly through documents, mass media, internet and other literature studies. After choosing the method, the next step taken is to examine the data with data that has been obtained to draw the conclusions and verification. Based on these, it will produce a descriptive data to illustrate the results of the analysis of how the Matur Ibu program explains the approach of political culture in public services.According to data obtained from the results of field research, the word choice in Matur Ibu contains political elements. The word choice using Javanese language aims to form a social bond and affirm submission to Sri Mulyani. The approach strategy through the Sambang Warga program is carried out by Sri Mulyani form a positive image in the community as a good, protective, and solutive leader. The higher level of community participation mobilized will facilitate the transfer of corruption and political dynasties issues that have been inherent in the Klaten government and the figure of Sri Mulyani, so this will become a political investment which capable to facilitate Sri Mulyani's path to the Klaten District Head Election in 2020. Keywords: Matur Ibu program, Political Culture, Political Culture approach in Public Service

Abstract

The Urban slams appeared because of inability or failure of the public to compete aachieve and have all the needs to support life's necessities. The existence of slums could becaused by the development of the city. Because of that, community development can bealternative solution to complete the problem of slums in Indonesia. Empowerment is a conceptfor giving people's big responsbility about how to work. "Kotaku" Program means to build anintegrated system for slum management, which is local governments lead and collaborate withstakeholders in planning and implementation, as well as promoting community participation.One that has been addressed through the "Kotaku" Program is Karangwaru Village, TegalrejoDistrict, Yogyakarta City. Karangarangwaru is a slum area before, and now has beentransformed into a safe, clean and comfortable area. The Kali Buntung River that passesthrough it has been revitalized so that the river water no longer overflows, and is able toaccommodate high-intensity rainwater. Other that, river access is also used as a rivermaintenance route. The city without Slums Program in Karangwaru Village can be said to havebeen well proven by the development and replica of the program carried out by the community.However, assistance is still needed by both the Consultant and the local government for BKMso that the program will continue to be implemented and better.Keyword : Community Development, Kotaku Program, Karangwaru village

Abstract

Lawfully, an implementation of separated village is determined in the regent legal ofPacitan on 31, 2006 about village building of Wonosobo and Wonoasri of Ngadirjo at Pacitancity. Wonosobo and Wonoasri are derivation town from Wonokarto in which it has beendivided on three autonomous area, such us; Wonoasri, Wonosobo and WonokartoBasically separated area gives an opportunities for social Safety, which becomes oneof the aims of govermental existance. On the other hand, automatically it also facilitatesgovernment to increase an coordination effeciveness and management of village building.Based on the government regulation of 78, 2007 that unfoldment aims to develop aninfrastructure building.This research is done not only to undurstand the development of the villageinfrastructure building after it has been divided, to understand the positive and negativeeffects to infrastructure building, to understand the impeding factors to infrastructure villagebut also to know an effect evaluation success of separated village of Wonokarto forinfrastructure building in the unfoldment area—Wonoasri, Wonosobo and Wonokarto.The research method which uses here is mixed method integrating two approaches inall the process researches. Thera are three towns becoming a population and sample of thisresearch such us; Wonoasri, Wonosobo and Wonokarto and it utilizes an interview andqoesioner technique. There are 99 respondens; 36 communities of Wonoasri; 23 communitiesof Wonosobo; and 40 communities of Wonokarto. There are 9 informans who wereinterviewed; social figures and other comuunities.The result of this research shows the result of evaluation effect of separated village ofWonokarto influences to infrastructure building in the three separated viilages—Wonoasri,Wonosobo and Wonokarto. The obstacles of this iplementation are internal and externalfactors, the expends, the participation of govornment, geogaraphical factor and anothers.The recommendation that can be given is urgently an active role of government andcommunities in either the planning, implementation, or perputation of village infrastructure.Keywords: Separated village, infrastructure building
