Abstract

One of the most potential Islamic economic instruments in Indonesia to improve the quality of people's welfare is waqf. This is supported by the demographic condition of Indonesia which majority is Muslim with big potential of waqf. Practically, the optimization of the potential is not yet in maximum condition and productive. The priority analysis of problems, solutions and strategies in waqf management in Indonesia is done in this research in order to maximize priority to made waqf management is more productive. This study uses primary and secondary data using Analytical Network Process (ANP) method. The result of the analysis shows that the lack of competence and lack of nazhir professionalism become the priority of the internal waqf management problem. While the priority of external problems is the lack of society understanding about waqf and also regulations that are less supportive. Improving the competence, guidance and mentoring of nazhir becomes the priority of internal solutions, while the priority of external solution is the optimization of the role of Badan Wakaf Indonesia (BWI) by improve the regulation by looking at the reality. Short term priority strategy that can be done is to socialize and educate about waqf to all elements.

Abstract

Abstract: This research aims to initiate the integration model of zakat-waqf with Social Forestry Program. The study is a conceptual paper and qualitative using secondary data and descriptively analyzed. It reviews several existing models related to Zakat and Waqf's role in financing the agriculture and forestry sectors to formulating a novel model for poverty alleviation from communities in and around forests expected to reduce forest destructions in Indonesia. The study concluded that zakat-waqf could finance the Social Forestry program to overcome poverty, inequality and increase the welfare of people living in and around forests. It will provide economic and ecological benefits, especially in reducing forest damage. This research can encourage other researchers to explore the potential of zakat-waqf for financing forestry sectors.Abstrak: Penelitian ini bertujuan untuk menginisasi model integrasi zakat dan wakaf dengan program Perhutanan Sosial. Penelitian adalah riset konseptual yang menggunakan data sekunder dan analisis deskriptif. Penelitian ini mengulas beberapa model eksisting mengenai peran zakat dan wakaf dalam membiayai sektor pertanian dan kehutanan untuk menyusun formula baru yang diharapkan mampu menjadi solusi kemiskinan masyarakat di dalam dan sekitar hutan, yang kemudian diharapkan menurunkan tingkat kebakaran dan kerusakan hutan di Indonesia. Hasil penelitian menunjukkan bahwa zakat dan wakaf dapat menjadi sumber pembiayaan program Perhutanan Sosial untuk mengatasi kemiskinan, kesenjangan, dan meningkatkan kesejahteraan masyarakat di dalam dan sekitar hutan. Program ini dapat memberikan manfaat ekonomi dan ekologi, spesifiknya untuk mengurangi kerusakan hutan. Penelitian ini diharapkan dapat mendorong peneliti-peneliti lain untuk menganalisis lebih lanjut mengenai potensi zakat dan wakaf untuk membiayai sektor kehutanan.

Abstract

Some communities and governments in Indonesia have taken the initiative to develop waqf forests to solve forest conservation problems. However, research on waqf forest development is still rarely studied. This study aims to improve the strategy of waqf forest development in Indonesia. SWOT method is used to identify the strengths, weaknesses, opportunities, and threats and the possible development strategies of the Bogor Waqf Forest as a manager of Waqf Forest. The ANP method prioritizes these four aspects and the best strategy in developing the waqf forest. An aggressive strategy needs to be carried out by optimizing the existing legal organization and the well-educated human resources to inform the public about the waqf concept in Islam and its application in the waqf forest. Thus, the vast potential of cash waqf and waqif can be obtained. This paper is one of the pioneering articles that discuss waqf forest development strategies, especially in Indonesia. From this research, we recommend the Bogor Waqf Forest to resolve the legal aspects as an official waqf manager, and the government and Indonesian Ulema Council to issue regulation and fatwa regarding waqf forest.

Abstract

Previous studies about waqf for forest conservation mostly concentrated on its potential or its prospect for forest preservation or environmental protection. In contrast, a detailed discussion about how to establish a waqf forest to support the SDGs is still noticeably absent. This paper aims to formulate a scheme of productive waqf forests that can help the achievement of Sustainable Development Goals (SDGs). To our knowledge, this is the first paper that provides a scheme of productive waqf-based forest. The present study was conducted using a literature study method and interpretative analysis. The result shows that a productive waqf forest should supply not only intangible benefits but also generate tangible benefits that can be used for the waqf forest development. Both benefits which support some main points of SDGs, such as in reducing poverty and hunger, maintaining climate, health, biodiversity, and water supply, are mainly delivered to the mauquf’alaihi.JEL Classification: D64, G23, Q01, Q23, Z12.How to Cite:Ali, K. Abstract

As an important and potential instrument for national development, Zakah will continue to require development innovations. One of the innovation is through cooperation between BAZNAS and Laku Pandai which aims to achieve Zakah inclusion so that the collection and distribution of Zakah in Indonesia can increase. This cooperation is still relatively young so the implementation still needs to identify the problem and strategy. This study aims to analyze the strategic priorities for BAZNAS in running cooperation with Laku Pandai. This study used SWOT-ANP method with respondents as many as five expert respondents. The strategies derived from this research are the result of the formulation of a combination of SWOT factors. The main findings of this study indicate that the main priority of the overall strategy is strengthening the synergy of BAZNAS with the Laku Pandai of sharia banking. The results of this study can be a reference for BAZNAS and Laku Pandai in formulating implementation strategies for this cooperation.DOI: 10.15408/aiq.v10i2.6943

Abstract

The Priority Problems and Solutions of Zakah Management in Banten and South Borneo Using AHP. The aim of this study is to map the priority problems and solutions in the management of zakat by using AHP (Analytic Hierarchy Process). Results of a study reveals that there are three kinds of priority issues and solutions zakat management divided by stakeholder agencies (stakeholders) zakat, i.e regulators, zakat organization (OPZ), muzaki and mustahik . Abstract

Artikel ini bertujuan untuk memetakan prioritas masalah dan solusi dalam pengelolaan zakat dengan membandingkan metode AHP dan ANP. Hasil penelitian memperlihatkan tiga macam prioritas masalah dan solusi pengelolaan zakat yang dibagi berdasarkan stakeholder zakat yaitu regulator, organisasi pengelola zakat (OPZ), serta muzaki dan mustahik zakat. Berdasarkan Metode AHP prioritas masalah pada OPZ sedangkan ANP adalah regulator. Prioritas masalah regulator adalah zakat belum menjadi obligatory system. Prioritas masalah OPZ yaitu rendahnya sinergi antara stakeholder zakat.  Prioritas masalah mustahik/muzaki yaitu rendahnya pengetahuan muzaki. Baik metode AHP maupun ANP menghasilkan skor prioritas pemecahan masalah yang sama, yaitu OPZ. Prioritas solusi regulator adalah standarisasi dan akreditasi OPZ. Prioritas solusi OPZ menurut metode AHP dan ANP adalah peningkatan transparansi dan akuntabilitas. Metode AHP dan ANP mengalami perbedaan dalam penentuan prioritas solusi muzaki/mustahik, dimana AHP mengang- gap bahwa prioritas solusi muzaki/mustahik adalah meningkatkan kemudahan layanan, sementara pada metode ANP adalah peningkatan sosialisasi dan edukasi zakat. Meskipun menggunakan dua metode yang berbeda, ternyata hasil prioritas antara AHP dan ANP memiliki banyak kesamaan hasil (priorities). Hal ini kemungkinan dipengaruhi oleh adanya kemiripan jaringan model dalam hubungan (connections) antar simpul (node) yang telah terbentuk di dalam software superdecisions.

Abstract

The high rate of forest conversion in Indonesia required further actions to overcome. One of the solutions is through waqf (endowment) forest, a forest developed on waqf land. According to Islamic law, a waqf forest cannot be sold, granted, inherited, or changed unreasonably. Previous researches generally focused more on the potential and prospect of cash waqf or land waqf for forest protection. On the other hand, a study to enhancing waqf forest sustainability still needs to be developed, especially in Indonesia. This paper aims to observe the practice of agroforestry to enhance the sustainability of waqf forest, with the case study location in the Bogor Waqf Forest, Cibunian Village, Pamijahan District, Bogor Regency, Indonesia. The present study was conducted from March 2019 until June 2021, using a literature study, observation, and in-depth interview method then analyzed descriptively. Agroforestry practices are chosen in the case study location, such as agrosilvicultural, agrosilvopastoral, and agrosilvofishery. Based on the Sustainable Forest Management (SFM) goals, agroforestry practices in waqf forests are estimated to extend forest resources, increase biodiversity, forest health, forest production, and protection functions, and contribute to social and economic development benefits. Tingginya alihfungsi lahan hutan di Indonesia memerlukan usaha lebih untuk mengatasinya. Salah satu solusinya adalah melalui program hutan wakaf, yaitu hutan yang dibangun di atas tanah wakaf. Berdasarkan hukum Islam, hutan wakaf tidak boleh dijual, diberikan, diwariskan, dan diubah fungsi lahannya tanpa alasan yang dibenarkan. Penelitian-penelitian sebelumnya lebih berfokus pada potensi dan prospek dari wakaf uang atau wakaf tanah untuk melindungi hutan. Studi mengenai upaya pelestarian hutan wakaf masih perlu untuk dilakukan, terutama di Indonesia. Studi ini dilakukan pada bulan Maret tahun 2019 hingga Juni tahun 2021, berlokasi di Hutan Wakaf Bogor, Desa Cibunian, Pamijahan, Kabupaten Bogor, Indonesia, menggunakan metode studi literatur, observasi lapang, dan wawancara pakar yang kemudian dianalisis secara deskriptif. Beberapa praktik agroforestri dipilih untuk diaplikasikan pada lokasi studi, seperti agrosilvikultura, agrosilvopastoral, dan agrosilvofishery. Berdasarkan tujuan pengelolaan hutan lestari (SFM), praktik agroforestri pada hutan wakaf diestimasikan tidak hanya meningkatkan sumber daya hutan, biodiversitas, kesehatan, produksi, dan perlindungan hutan, tetapi juga memiliki manfaat sosial dan ekonomi.
