Abstract

The use of bait in fishing operation attached to a fishing gear has function to attract or stimulate fish, so as to increase the fishing effectiveness. Study on catching effectiveness of grouper with basket pot by using artificial bait is urgently needed. The objectives of this study were to analysis soaking time of the artificial bait that effectively to attract grouper and to measure the effectiveness of the artificial baits to catch grouper by using basket pot. The fishing experiment methods were used in this study. The use of the artificial bait in different soaking time (day and night) has not significantly different to the grouper catch. The use of natural bait (shrimp and trash fish), however was more effective than the artificial bait to catch grouper. Keywords: artificial bait, Effectiveness, Epinephelus fuscoguttatus, basket pot

Abstract

The main objective of this research was to analyze the influence of bait and funnel constructions on the catch of deep sea pot in Palabuhanratu Bay. The experimental fishing used each of 5 units rigid and soft funnel of the deep sea pots filled with bait of shark and ray meat. The result showed that shark and ray baits did not have a significant influence on the weight of pots catch. The rigid and soft funnel constructions also did not have a significant influence on the catch. Therefore, both shark and ray baits used on the deep sea pots for catching fish at the depth of 200 m in Palabuhanratu Bay had the same effectiveness. The rigid funnel pot was a more suitable construction to catch fish, because it was easy to construct, relatively heavy and fast to sink, so it reduced the setting time.

Abstract

Coral reef ecosystem management in Regional Marine Conservation Area(RMCA) Bintan Timur is still a sectoral and not based on the consideration ofmulti-sectoral and multi-dimensional, so that it can cause environmental damageand social problems. The objectives of this study are: (1) to analyze the index andsustainability status of coral reef management in RMCA Bintan Timur, and (2) toanalyze the key factors for sustainable management of coral reef ecosystems.Sustainability analysis conducted by the method of Multi Dimensional Scaling(MDS) approach with Rap-Insus COREMAG techniques (Rapid Appraisal-IndexSustainability of Coral Reef Management). Analysis of key factors ofsustainability management performed a prospective analysis of the sensitivityfactors (leverage factor) of the MDS and the factors from the analysis ofstakeholders' needs. The results showed that the status of sustainability of coralreef management in RMCA Bintan Timur was quite sustainable with amultidimensional index of 55.02. There were ten key factors that influence to thesustainability, namely the condition of coral reefs, protected area, the publicrevenue, tourism employment, human resource availability, government policies,coordination among stakeholders, community compliance, environmental legalcounseling, and surveillance infrastructure.

Abstract

Southeast Aru Islands Marine Conservation Area (SE Aru MCA) has been existed for nearly 21 years, a period that long enough for a timely evaluation about how far improvement of management has been made in the area in question, i.e. whether management has improved situation of local communities and marine resources availability in the area. This study, therefore, aims at assessing management effectiveness and impacts of SE Aru MCA. Results suggest that the MCA, which was originally established as a marine nature reserve (Cagar Alam Laut, CAL) in 1991 and changed status into marine sanctuary in 2009, has not yet produced the expected positive impacts. Assessment using available tools indicated that the management level of SE Aru MCA is at level 1, with percentage of 34.12%, meaning it is still at initiation stage and less effective in terms of management outcomes. Index of conservation area effectiveness with a value of 0.387 shows that the overall conservation area in the 3 categories mentioned above is less effective, therefore conservation effect has not been able to solve area problems. It is concluded that, after more than 20 years exists in the area, few benefits have been produced by SE Aru MCA for local people associated with it and biological resources in it.

Abstract

The use of cantrang grows up as an alternative fishing replacing trawl. Cantrang has different nomenclature used by fishers all Indonesia regions, however there are any regions using the name of cantrang as camouflage of a trawl. National Standardization Agency issued a standard form of cantrang construction (SNI 01-7236-2006) to standardize the gear of cantrang in Indonesia. The objectives of this research are to examine the cantrang construction, and operation aspects of cantrang fisheries in Brondong Waters, Lamongan, East Java. This research was conducted measuring the construction of cantrang, direct by observation following fishing operation trips and interview to the owner and crew of the vessel. The result showed that construction of cantrang in Brondong has differences on some parts to SNI 01-7236-2006, but these differences did not change the form of cantrang. The use of winch to pull the rope is able to accelerate the process of fishing operation thus was increasing the catch.

Abstract

This research was carried out to construct mini flume tank that is reliable and ideal used for fish swimming behavior research through a series testing the flume tank technical performance. The mini flume tank has a maximum water velocity 85 cm/s (1.7 knots), with dimensions of 250 x 135 x 55 cm, and water capacity 155 litres. Based on observation, the field observation is clearly visible due to minimal air bubbles in the water velocity. Observations can be conducted from the two view fields (top and side) that allow observation of swimming endurance and fish tail flick easily. The water velocity is in laminar category at each level of the tested speeds.The rpm of engines is relatively stable for more than 200 minutes. Engine temperature is below 60 oC at frequency of 10 to 40 Hz. At frequency of 50 Hz the temperature reached 60 °C in 25 minutes and stable at 73oC after an hour. Water temperature changes during the test for more than 200 minutes at different speeds which have differences of 0.2 to 1.8 oC. The test result showed that the mini flume tank performance was reliable and ideal used for fish swimming behavior research.

Abstract

The demersal fish landing in Indonesia are mostly based on the operation of fishing gear such as trawl, dogol or cantrang, and arad. Even though trawl and the traditional seine nets are very effective but actually they are not selective. Thus, if those gears are not controlled and properly managed, it may impact negatively to demersal fish resources. Consequently, the depletion of demersal fish-stocks may be followed by the reduction of the welfare of fisher community. Therefore, the exploitation of fish resources must be carefully managed particularly for the demersal fish-stock. Formulating the alternative strategies in demersal fishing was the aim of this study. Studies on potency analysis, level of the demersal fishing, biology and economy considerations, and model of demersal fishing in Tegal City were conducted in this study in order to generate a sustainable demersal fisheries.The demersal fish landing in 2005, for rays and sea-snakehead, have exceeded its Maximun Sustainable Yield (MSY) level (more than 100%), i.e. 104.21% and 103.91% respectively. Other demersal fishes have also been categorized as heavily fished (66.8 to 100% of MSY). Based on TAC (80% MSY), most of the landing were approaching TAC value. Therefore, the fishing must be managed to avoid the degradation of demersal fish resource.Indeed, the demersal fisheries has economic beneficiary to the fishers and also to the stakeholders. But, the demersal fisheries have also reached its optimum economic value. Thus, the demersal fishing must be controlled and managed correctly. Financially, the operation of dogol or cantrang was still feasible except for arad.Based on the study, to reassume the sustainable demersal fisheries, the operation of arad and dogol or cantrang must be reorganized. Not only the fishers and the owners, the stakeholders must also be involved in managing the demersal fisheries in Tegal thus any policy taken in the management of demersal fishing could be respected.

Abstract

Development of fish processing industry in Indonesia obtain a new momentum since issuing the act No. 31/2004 regarding fisheries and determining of agriculture revitalization in the National Development Agenda 2004-2009. The strategy that can be carried out to accelerate development of fish processing industry is development of Prime Fishery Products, those are high quality, safety, competitive and high value added fishery products. The aim of research is to improve quality of public policies in development of fish processing industry, by analyzing factors those have role to Prime Fishery Products, which are (1) public policy related to quality and safety assurance, (2) entrepreneurial orientation, and (3) human resource competency. The research sample is frozen fish processing plants located in Banten Province, Jakarta Province, West Java Province, Central Java Province, Yogyakarta Province and East Java Province. The research is used the descriptive method survey and compiled data are analyzed using Structural Equation Modeling (SEM) method. The result of research is point out criteria of Prime Fishery Products that strongly influence is competitiveness, followed by quality and safety assurance. While value adding is not significantly influence. All determinant factors of Prime Fishery Products are significantly having roles. The leading role is entrepreneurial orientation, followed by public policy and human resource competency.

Abstract

Alat tangkap yang digunakan oleh nelayan untuk penangkapan ikan lemuru di Selat Bali, baik oleh nelayan di Kabupaten Banyuwangi maupun di Kabupaten Jembrana terdiri dari beberapa jenis.  Jenis alat tangkap tersebut adalah purse seine (sleret), gillnet, payang, bagan, dan pukat pantai.  Untuk memperoleh pedoman pengembangan alat tangkap, diperlukan suatu kajian dan seleksi terhadap alat yang digunakan.  Kajian ini dapat dijadikan sebagai informasi dalam pengambilan keputusan dan penyusunan kebijakan.  Penelitian ini bertujuan untuk menentukan jenis alat tangkap yang baik untuk penangkapan lemuru di Selat Bali, dilihat dari aspek biologi, teknis, sosial, ekonomi, dan aspek ekosistem. Analisis yang digunakan adalah analisis skoring.  Hasil penelitian ini membuktikan bahwa unit alat tangkap yang dapat dijadikan sebagai dasar dan pedoman untuk dikembangkan dalam rangka upaya pemanfaatan sumberdaya perikanan lemuru di Selat Bali yang dilakukan oleh nelayan di Kabupaten Banyuwangi secara berurutan adalah purse seine, gillnet, payang, dan bagan.  Untuk Kabupaten Jembrana secara berurutan alat tangkap yang dapat dikembangkan adalah purse seine, gillnet, dan pukat pantai.  Jika dilihat secara keseluruhan, maka alat tangkap utama yang potensial untuk menangkap lemuru (Sardinella lemuru Bleeker, 1853) adalah purse seine. Namun demikian, hal yang perlu dipertimbangkan bahwa alat tangkap selain purse seine yangdimiliki oleh nelayan kecil tetap dapat diupayakan karena menyangkut kelangsungan hidup nelayan yang menggunakan alat tangkap selain purse seine di Selat Bali. Pembaharuan terhadap  kuota alat tangkap purse seine di masing-masing wilayah melalui keputusan bersamadua Provinsi.  Berdasarkan keputusan bersama tersebut, dapat terwujud pengelolaan sumberdaya perikanan lemuru (Sardinella lemuru Bleeker, 1853) di Selat Bali secara berkelanjutan, ramah lingkungan dan lestari.Kata kunci:  Selat Bali, seleksi alat tangkap, skoring, sumberdaya lemuru, teknologi
