Abstract

The main objective of the stuajl is to analyze the political economic and cultural factors aflecting corruption in regional economic development during decentralization era in Indonesia. The research uses both qualitative and quantitative methodology to elaborate the process of policy making in budgeting and in formulating regional regulation (Perda). Three districts were chosen as case studies i.e. Kabupaten Solok, Kabupaten Sukoharjo and Kabupaten Kutai Kartanegara. The results of the stuajl indicate that corruption has already emerged since the begining of decision making process in the executive as well as legislative agencies. The findings show that political economic and cultural factors are strongly aflecting the corruption in regional development in the autonomy era.

Abstract

The expansion of oil palm plantations is an effort to improve peoples' welfare through land clearing. This expansion led to changes in household livelihood strategies around the plantation area. Various tactics and mechanism are conducted by a household to adapt to changes in order to maintain and improve their life. The expansion of forest areas into oil palm plantations leads to changes in livelihoods structures in all layers of the farm household. Widespread of palm oil plantations cause a shock to farm household. Shock is able to be faced by utilizing file livelihood assets (natural capital, human capital, social capital, physical capital, financial capital). The purpose of this paper is to identify the expansion of plantations occurring in farm households and to livelihood structure of farm households. The method used this research is a quantitative method supported by qualitative data. The result of this research shows that the higher economic level of a farmer household, the faster expansion of oil palm farmland. The palm oil on the farm sector contributes the most income of oil palm household.Key words: expansion plantations, livelihood strategy, livelihood structureABSTRAK Ekspansi perkebunan sawit merupakan upaya peningkatan kesejahteraan masyarakat melalui pembukaan lahan. Ekspansi ini menyebabkan perubahan strategi nafkah rumah tangga sekitar kawasan. Ekspansi kawasan hutan menjadi perkebunan kelapa sawit mengakibatkan perubahan struktur nafkah pada semua lapisan rumah tangga petani. Perkebunan kelapa sawit yang meluas menimbulkan kesulitan bagi rumah tangga petani. Kesulitan tersebut dihadapi oleh rumah tangga petani dengan cara memanfaatkan lima modal nafkah (modal alam, SDM, sosial, fisik dan finansial). Tujuan dari penulisan ini adalah untuk mengidentifikasi ekspansi perkebunan yang terjadi pada rumah tangga petani sawit dan menganalisis struktur nafkah rumah tangga petani sawit. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif yang didukung oleh data kualitatif. Hasil dari penelitian ini adalah semakin tinggi lapisan ekonomi rumah tangga petani sawit, maka semakin cepat ekspansi lahan yang dilakukan. Sektor on farm kelapa sawit menyumbang pendapatan paling tinggi pada struktur pendapatan rumah tangga petani kelapa sawit.Kata Kunci : ekspansi perkebunan, strategi nafkah, struktur nafkah

Abstract

This study aims to analyze the transformation of livelihood structures in local and transmigrant farmer households that occur due to the entry of oil palm. Oil palm has become a new agricultural commodity that it is believed to provide better income for farmers. This research was conducted with a quantitative and qualitative approach. Quantitative data collection was carried out through a survey of 63 farm households. Meanwhile, qualitative data collection was carried out through in-depth interviews. The results of the study indicate that the transformation of rubber commodities to oil palm in general supports the economy of farmer households, which are income increases, livelihood diversity, and welfare increases. In addition, the transformation also has an impact on consumptive and materialistic lifestyle changes in farm households and the formation of farmer household typologies based on post-transformation livelihoods.

Abstract

ABSTRACTBased on Minister of Environment and Forests No. P.83 About Social Forestry, which is “to reduce poverty, unemployment and inequality management / utilization of forest areas, it is necessary Social Forestry activities through efforts to provide legal access to the local communities that aim for social welfare and forest resources”. Forests not only provide the advantage of conservation for the environment, but also forests can provide economic benefits to local communities. Not only wood, fruits, honey or the other forest products that can be utilized. However, forests can also be utilized in terms of its environmental services, namely as a carbon sink, hydrological function, as well as in terms of natural beauty (ecotourism). The research was conducted at the Forest Nagari Sungai Buluh, Padang Pariaman District, West Sumatra Province with aim to know economic and social impact of community based forest management. The method used is a combination of quantitative and qualitative approach using questionnaires and in-depth interviews. Based on research that has been done, it appears that the utilization of forest environmental services into eco-tourism provides economic contribution to communities living around the forest and to improve of rural economy. Society no longer perform encroachment, however people can still benefit from these forests are of ecotourism.Keywords: Rural regional development, ecotourism, livelihood systemABSTRAKBerdasarkan Peraturan Menteri Lingkungan Hidup dan Kehutanan RI No. P.83 Tentang Perhutanan Sosial yaitu “untuk mengurangi kemiskinan, pengangguran dan ketimpangan pengelolaan/ pemanfaatan kawasan hutan, maka diperlukan kegiatan Perhutanan Sosial melalui upaya pemberian akses legal kepada masyarakat setempat yang tujuannya untuk kesejahteraan masyarakat dan sumberdaya hutan”. Hutan tidak hanya memberikan manfaatkan konservasi bagi lingkungan, namun hutan juga bisa memberikan manfaat ekonomi bagi masyarakat lokal. Tidak hanya kayu, buah-buahan, madu ataupun hasil hutan lainnya yang dapat dimanfaatkan. Namun, hutan juga dapat dimanfaatkan dari sisi jasa lingkungannya, yakni sebagai penyimpan karbon, fungsi hidrologi, serta dalam hal keindahan alamnya (ekowisata). Penelitian ini dilaksanakan di Hutan Nagari Sungai Buluh, Kabupaten Padang Pariaman, Provinsi Sumatera Barat dengan tujuan untuk mengetahui dampak ekonomi dan sosial bagi masyarakat. Metode yang digunakan adalah kombinasi dari pendekatan kuantitatif dan kualitatif dengan menggunakan kuisioner dan wawancara mendalam. Berdasarkan penelitian yang telah dilakukan, terlihat bahwa pemanfaatan jasa lingkungan hutan menjadi ekowisata memberikan kontribusi ekonomi bagi masyarakat yang tinggal di sekitar hutan yaitu sebesar 30.70% untuk rumahtangga masyarakat lapisan atas, rumahtangga masyarakat lapisan menengah memperoleh manfaat sebesar 50.20% dan untuk rumahtangga masyarakat lapisan bawah hanya memperoleh manfaat sebesar 19.10%. Masyarakat tidak lagi melakukan perambahan hutan, walaupun demikian masyarakat tetap bisa memperoleh manfaat dari hutan tersebut yaitu dari pengembangan ekowisata.Kata kunci: Pembangunan wilayah pedesaan, ekowisata, livelihood System

Abstract

The study was done in two village, they are Cibatok I Village and Pangradin Village, The Bogor District of West Java, Indonesia. The purposes of this study were 1) to analyse and determine the impacts of the use of internet in teenagers characteristics to internet usage pattern in two villages 2) to analyze the socio-economic impact brought by internet usage pattern of teenagers in two villages. This study was approached by using quantitative method supported by qualitative method. Data obtained through observation, depth interviews and interviews using questionnaires. Meanwhile, the results of this study showed 1) The differences of internet usage pattern in the two villages 2) The availability of internet access in Cibatok I Village have made impacts to the socio-economic changes of teenagers life. Meanwhile, it is not clearly seen in teenagers live at Pangradin Village

Abstract

Studi kasus pengelolaan sampah rumahtangga di Wedomartani (Sleman, Yogyakarta, Daerah Istimewa) dan Banjarsari (Jakarta Selatan) memberikan perspektif alternatif untuk meminimalisasi timbunan sampah yang dikelola oleh pemerintah melalui skenario daur ulang sampah dengan mengkombinasikan aspek teknis, ekologi, ekonomi, sosial budaya, kebijakan dan kelembagaan. Tujuan dari kajian ini adalah untuk mengetahui efektivitas dan efisiensi pengelolaan sampah rumahtangga dari sumbernya di Wedomartani dan Banjarsari; 2) untuk membuat sintesis pola pengelolaan sampah berbasis komunitas; 3) untuk menguji dan mengevaluasi efektivitas dan efisiensi pola dari kedua studi kasus tersebut. Penelitian ini dilakukan dari bulan Juni 2005 sampai Agustus 2006. Pengumpulan data dilakukan melalui wawancara, observasi, dan pengambilan sampel. Analisis data dilakukan secara deskriptif meliputi analisis efektivitas biaya, analisis regresi, analisis varian dan t-test. Pengelolaan sampah berbasis masyarakat memberikan beberapa keuntungan yakni : 1) mengurangi 57 persen sampah 70 persen dari total jumlah sampah; 2) efisiensi biaya sebesar 23 persen sampai 37 persen dibandingkan pengelolaan secara konvensional; 3) peningkatan nilai ekonomi dengan penjualan barang daur ulang, pelayanan pelatihan daur ulang dan bentuk-bentuk diversifikasi yang lain; 4) menciptakan harmoni sosial antar banyak pihak. Implementasi kedua pola ini di Bogor belum dapat dilakukan secara optimal karena belum terpenuhinya prasyarat untuk mencapainya. Tingkat biaya operasional juga belum dapat dicapai secara menguntungkan.

Abstract

Water is important resources to fulfill human needs. So, water resources must managed properly  in  order  to  maintain  the  sustainability  of  resources.  Water  resources management should adapt to each area’s characteristic because it has different local wisdom. Local wisdom not only as the features of a community, but also as the effort for ecological environment sustainability. The purpose of this research is to identify the form of local wisdom that existed in Kampung Kuta and identify local wisdom implementation in taking care of water resources sustainability. The method of this research is qualitative approach with descriptive research type. Researcher uses methodologies triangulation that is deep interview, limited of perception shares, and observation. This research is conduct in the countryside of Karangpaningal, District of Tambaksari, Sub-Province of Ciamis, Province of West Java. The result of this research shows existence of Pamali as the form of local wisdom that defended society in by generations. The form of pamali that become obligatory tradition norm of society that is continuity of tradition house, enjoinment of dead body obsequies, enjoinment of well making, and continuity Hutan Keramat. Pamali has given positive impact of water resources sustainability in Kampung Kuta.  This  condition are  proved with  the  of  appreciation Kalpataru in  the  case  of environment sustainability in 2002.

Abstract

The Green Revolution is known as one of modernization approaches in Indonesia. Based on many research in Java, Green Revolution has made changes in rural, sociologically, economically and ecologically. Even though, there are still also some villages which are not experiencing this change. Some communities are still hold the indigenous social institutional system as the directional guidance of their community livelihood system. The research is applying qualitative approach with the use of case study and socio-historical strategy to learn how much the indigenous rural social institutional system is able to guarantee the community livelihood system? To learn this subject, the research has conducted in Kasepuhan Sinar Resmi (Sukabumi) and Dusun Sumurjaya (Subang). The research it self is applying perspective of Mazhab Bogor which sees the rural community livelihood system character in four aspects: livelihood source, livelihood strategy, economic institution and social security guarantee system in rural community. Based on these four aspects, the village with strong indigenous social institution is posses the livelihood system dominantly in agriculture and natural resource extraction, chosen livelihood strategy is more into multiple livelihoods in the form of multiple actors/straddling strategy, economic institution system is based on the collectivity to fulfill their food subsistence requirements. Their social security guarantee system is depends on social bonds like the patron-client pattern and communal activities. In the community with strong indigenous social institution, pace of social changes is relatively slow while in the community with the faded indigenous social institution and more “modernized”, the livelihood source of people is more dissimilar, both in agricultural and non agricultural based. It makes their livelihood strategy is also more divergent (agricultural intensification and extensification, multiple livelihood and migration). Economic institution system in this community is based on individual production activity which is market oriented (commercial). The form of community social security guarantee which developed besides patron-client bond between farmer and peasant which is getting more disappear, also depends on external institution (government program of poverty alleviation). The condition shows that pace of social changes is relatively faster in the modernized community

Abstract

Perkembangan bidang keilmuan ekologi-manusia, sosiologi lingkungan, dan ekologi-politik dipandang sangat impresif, selama dua dekade terakhir. Sekalipun berjalan tidak linier, transformasi ekologi-manusia menjadi sosiologi-ekologi-manusia (sosiologi lingkungan) telah mendorong munculnya ekologi-politik sebagai bidang keilmuan baru untuk melengkapi dua bidang sebelumnya.  Sekalipun memiliki akar epistemologis yang sama, namun ketiga bidang studi tetap bekerja pada “wilayah keilmuanâ€Â yang otonom. Sebagai bidang kajian paling mutakhir, ekologi politik dapat dikatakan sebagai bidang keilmuan yang mengambil manfaat paling besar atas dua bidang keilmuan sebelumnya yaitu sosiologi-ekologi-manusia dan antropologi budaya (cikal-bakal human ecology).  Dari perspektif lain, bidang kajian ekologi politik berkembang sebagai konsekuensi kompleksitas persoalan yang dihadapi oleh sistem ekologi planet bumi, dimana relasi manusia dan alam berlangsung relatif rumit dan saling menegasikan satu sama lain. Manakala aspek kekuasaan (power), konflik kepentingan, dan kekuatan-kekuatan ekonomi-politik harus diperhitungkan, maka ekologi-politik lebih mampu membedah persoalan yang tidak dapat dianalisis oleh ekologi manusia. “Dinamika konflik sumberdaya alam dan lingkunganâ€Â serta “olah kekuasaan pemangku kepentinganâ€Â menjadi fokus kajian ekologi politik saat ini. Dengan makin rumitnya dimensi persoalan ekologi dan lingkungan di abad 21, maka kerjasama para ahli dari ketiga cabang ilmu di atas makin diperlukan.

Abstract

The top-down development approach has failed to bring Indonesia in meeting prosperity. Alternatively, a critical approach as offered by Non Governmental Organization (NGO) becomes much more attractive to be adopted. However such approach encounters problematics since each NGO carries its own interest, ideology, and its dependency on donor agencies, normally diametrically collide with another NGO’s ideology, its interest as well as donor-supported interest. This study is to answer the question how deep have donors infleunced to the ideology, interest, and financial independency of local NGOs. The study use qualitative method as approach. The financial arrangement network, action, interest, motives and NGOs’ ideologies are the main focus of this study. Two NGOs are observed, namely Lembaga Kajian untuk Transformasi Sosial (LKTS) and Lembaga Pertanian Sehat (LPS). This study revealed that LKTS and LPS were quite dependent in the financial aspect. LKTS was also dependent in formulating action, while LPS was independent. Some factors affecting the independence of NGOs are: (1) degree of militancy of NGOs’ ideology, (2) financial strength, (3) NGOs’ level of achievements. In the development perspective, NGOs are not necessarily reflecting type of social movement organization which are always strongly based on bottom-up ideology.
