Abstract

A public policy in Indonesia tends to be implemented insufficiently good, although a public policy making process has been undertaken sequentially. One of factors is the neglected research results, particularly a social or policy research has not become yet as a main consideration for the policy makers. They tend using an intuition consideration and a personal experience rather than using the research results in determining a new public policy. Unfortunately, majority of policy makers use a political and economic consideration in each of stages of policy making process to fulfill the various elite interests, not for public as a whole. Important to be known that a evidence-based policy can create a sound public policy. It is a policy to resolve the recent problems, to minimize the mistakes/failures, and giving a bright wish for people in the future. The aim of this sound public policy is to hoist the image and trust of Indonesian Government in the perspective of Indonesian and foreign people currently.

Abstract

In Indonesia, generally, policy making is not based on research finding, but it is based on intuition of stakeholders. One evidence based policies that is implemented in Indonesia is policy for standardization of agriculture tools-and-machinery or “Alsintan”. This policy is important for users regarding with work safety and as a barrier of entering of low quality goods from foreign countries. Therefore, the policy for standardization of Alsintan must be formulated with consideration of technical, social, and economic aspects. This policy formulation process involves various actors contributing each other like government, enterprises, experts, and representative organizations. Each actor has his own interest of within formulation process of Indonesian National Standard Alsintan. Nevertheless, actor’s interest in SNI formulation are not partisanship. It means that each actor recognizes the importance of empirical studies and research results as an input at SNI formulation meeting. This research is an empirical study conducted by the way of qualitative-descriptive analysis. This research uses primary and secondary data to support analysis. This research finding is that policy making process for standardization of Alsintan is a collaborative process among actors who have different interests. The role of government is needed to generate and coordinate actors to achieve common goal, based on research results and scientific studies.

Abstract

This article describes the activities of knowledge-intensive entrepreneurship (KIE) in four wood craft manufacturers, namely Radio Magno, Stranough Guitar Technologi, Secco Guitar, and Matoa Watch. The four wood craft manufacturers represent KIE activities in the wood craft industry in Indonesia. The products of the four wood craft manufacturers are able to compete and have market share for both domestic and foreign markets. This article shows some lessons from KIE: 1)  Educational background, knowledge, and experience play a significant role in supporting KIE activities, 2) Knowledge base and learning activities support the ability of four creative wood craft manufactures in enhancing innovation and product development, 3) The idea, product concept, and innovation become an important aspect in supporting the ability of the four wood craft manufacturers in the strategy of entering the market and creating market segment for the products, 4) The four creative wood craft manufacturers are able to perform a combination of complementary aspects of KIE (market, technological and institutional opportunities), 5) Ecosystems and cultural aspects are considered as important aspect in supporting the growth of creative industries.

Abstract

PV has been firstly introduced in Indonesia by government as part of new and renewable enegies (NREs) since new order regime. During this regime, directive of PV development was totally determined by strong role of government. Afterwards, in reformation regime, role of enterprises to develop PV appeared when government issued regulation about use of local products as well as formation of the directorate of NREs at Ministry of Energy and Mineral Resource (ESDM) in 2010. To capture phenomena of PV development during new order regime to reformation regime, technological innovation system (TIS) is used on this study. This study is a qualitative analysis using case study method developed by Yin. Finding of this study is that PV projects and its technology cannot be massively developed without intervention of government both in new order regime and reformation regime.

Abstract

Public sector innovation has been an enticing discourse and practice implemented by governmental agencies in Indonesia. One of popular types of public sector innovation is public service innovation because it directly effects to public as users. Also, it makes positive climate to emerge many innovation forms of public services in Indonesia, particularly on health public service which is widely paid attention by many scholars, practicians, governmental actors, and public as users. In the Blambangan Public Hospital (RSUD-Blambangan) in Banyuwangi Regency, The Gancang Aron innovation is emerged as solution to reduce long queue for patients and their familes in taking medicine in this hospital. This innovation is appreciated as Top 40 of The Best Public Sector Innovation in Indonesia held by Ministry of Administrative and Bureaucratic Reform - Republic of Indonesia. Surely, public service innovation is not singly occurred without absence of any changes at an organization management level. This study focuses on The Gancang Aron innovation at The RSUD-Blambangan in Banyuwangi Regency. This study is a qualitative-descriptive by combining literatures review of public sector innovation and reinforced by field data result. The research finding is that innovation occuring in RSUD-Blambangan is integral part of public service innovation that it can be viewed through public sector innovation matrix.

Abstract

The institution for regional research and development and the regional research council are the institutions of science and technology at regional level. In practice, there is an ambiguity of duty and function between both of them. This fact is a factor that causes the weakness of Litbangda and DRD performance in promoting a regional government function. This research to describe the coordination pattern between both of S&T institutions in supporting the development of science and technology at regional level. This research uses a descriptive-qualitative approach. The source of data are the scientific journals, scientific article, books, and the other supporting documents. The data analysis technique uses the interactive data analysis that comprises four stages, 1) data collection, 2) data reduction, 3) data presentation, and 4) conclusion withdrawal. The research result shows that the litbangda duty is to conduct several research and development activities in regard to issues of S&T at regional level. While, its function is as a stimulator, motivator, and facilitator for the S&T development clime at regional level. Beside it, the DRD duty is to map out the needs of S&T and to evaluate the S&T policy at regional level. While, its function is as an adviser for a local leader in decision making at regional government level. The bridging strategy of the role of them is through creation a reciprocal coordination pattern. This coordination can promote litbangda and DRD to carry out their duties concurrently. In addition, a local leadership is highly required in promoting the coordination between both of institutions.

Abstract

Indonesia sebagai negara kepulauan memiliki berbagai permasalahan pengelolaan sumber daya kelautan khususnya di perbatasan antar negara. Beberapa pelanggaran batas laut negara yang telah ditetapkan melalui zona ekonomi ekslusif (ZEE) tiap tahun marak terjadi. Misalnya penangkapan ikan oleh nelayan asing, eksplorasi tambang di bawah laut oleh beberapa perusahaan asing menyebabkan pencemaran laut di batas negara, dan minimnya penggunaan iptek dalam pengelolaan sumber daya maritim di Indonesia. Tujuan penelitian dalam studi ini ialah : 1) Mengetahui dan mendeskripsikan kebijakan Pemerintah Norwegia dalam menguatkan posisi wilayah laut negaranya sekaligus pengelolaan sumber daya laut yang ada di dalamnya dan 2) Mengelaborasi langkah-langkah Pemerintah Indonesia dalam mengambil beberapa pelajaran dari keberhasilan negara Norwegia tersebut. Metode penelitian yang digunakan adalah melalui pendekatan literatur atau studi pustaka. Penelitian ini merupakan penelitian kualitatif-deksriptif. Teknik analisis data yang digunakan ialah dengan mengambil praktik-praktik terbaik (best practices) dari keberhasilan suatu negara dalam mengimplementasikan program. Hasil tinjauan dari berbagai literaturmenunjukkan bahwa pembelajaran kebijakan pengelolaan kelautan dari Norwegia sebagai salah satu negara yang memiliki geografi laut cukup luas patut menjadi contoh bagi Indonesia. Hal ini dikarenakan secara geografis dan sistem pemerintahannya memiliki kemiripan di antara keduanya, meskipun Indonesia sebagai negara maritim terluas di dunia memiliki tantangan lebih berat dari pada Norwegia yang secara geografis lebih kecil dari Indonesia.Title: Reinforcement The Exclusive Economic Zone Within Managing The Indonesian Maritime Resource in Interstate Boundary Area (Learning From The Government Policy of Norway in Terms of The Regulation, Utilisation For Science and Technology, Institutional Management, and International Cooperation) Indonesia is an archipelago country which has the various issues in managing the living marine resource especially in interstate boundary. The violations of the interstate sea boundary which are determined by economic exclusive zone (EEZ) increasingly occur up to now. Such as, illegal fishing by the strange fishers, the crude oil explorations which bring about ocean pollution in interstate boundary area, and the lack of use science and technology within managing the living marine resources in Indonesia. The research objective of this study is to: 1) Determine and describe the policy of the Government of Norway in strengthening the country’s position as well as marine areas marine resources therein and 2) Elaboration of the steps the Government of Indonesia to take some lessons from the success of the Norwegian state. The method used is through literature or literature approach. This research is a qualitative-descriptive. Data analysis technique used is to take the best practices (best practices) of a country’s success in implementing the program. The learning of policy for the maritime resource from Norway as a geographically large maritime country can became a precedent for Indonesia. It is caused between Indonesia and Norway have the similarity in the geographic area and in the government system, although Indonesia as the world’s largest maritime countries have more severe challenges from Norway who is geographically smaller than Indonesia.

Abstract

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.
