Abstract

Kebakaran kapal yang pernah terjadi di Sungai Musi menunjukkan bahwa kebakaran dapat terjadi kapan dan dimana saja. Pengetahuan tentang pencegahan dan penanggulangan kebakaran perlu juga diberikan kepada operator kapal yang beroperasi di Sungai Musi untuk mencegah terjadinya kebakaran diatas kapal. Kegiatan ini bertujuan meningkatkan pengetahuan, wawasan, keterampilan para operator kapal di Sungai Musi dalam penanggulangan kebakaran. Metode yang digunakan berupa penyampaian materi teori serta praktek pencegahan penanggulangan pemadaman kebakaran. Penyampaian materi teori dikomunikasikan secara verbal dengan cara lisan kemudian dilanjutkan dengan praktek pemadaman kebakaran memanfaatkan karung goni basah dan alat pemadam api ringan oleh 30 orang peserta didampingi oleh narasumber. Hasil yang diperoleh yaitu terdapat 33.3% peserta memperoleh peningkatan pengetahuan dalam kriteria tinggi, 66.7% dalam kriteria sedang.. Kegiatan penyuluhan ini mampu memberikan keterampilan kepada peserta tentang cara memadamkan api memanfaatkan karung goni basah serta alat pemadam api ringan (APAR). Kegiatan penyuluhan seperti ini perlu dilakukan secara berlanjut dengan jumlah peserta yang lebih banyak sehingga pengetahuan tentang pemadaman kebakaran dapat dipahami oleh masyarakat luas.

Abstract

Traffic signs are part of road equipment that contains symbols, letters, numbers, as well as sentences and combinations in them and serves to provide warnings, prohibitions, orders, and instructions for road users. The color and shape of a traffic sign contain meanings that are not understood by everyone. The problem in this study is "How is the semiotics of traffic signs in the lateral flare buoy system and cardinal beacon buoy?" This study aims to identify and describe the lateral and cardinal flare buoy systems. The method used by the author in this study is a qualitative method. The results of the color research on the cardinal and lateral buoys show the function and position of the buoy, such as the color on the pole which is yellow on the bottom and black on the bottom or the placement of various colors. The green and red colors on the lateral buoy indicate the position of the sign such as the left or the starboard position of the ship. Likewise with the lateral cardinal shape, if it is pointed at the top, it means that the buoy is on the right, if the lateral buoy is blunt, it means that the buoy is on the left. Abstract

Perbankan sebagai lembaga keuangan mempunyai kedudukan dan peran yang strategis dalam pelaksanaan pembangunan perekonomian masyarakat. Tujuan utama bank adalah sebagai badan usaha yang dapat menghimpun dana masyarakat dan kemudian menyalurkan kembali dana tersebut kepada masyarakat. Metode penelitian yang bersifat normatif. Penelitian hukum normatif adalah suatu proses untuk menemukan suatu aturan hukum, prinsip-prinsip hukum maupun doktrin-doktrin hukum, untuk menjawab permasalahan hukum yang dihadapi. Penyaluran kredit berbasis aplikasi produk digital lending yang dijalankan perbankan konvensional telah sesuai dengan ketentuan dalam Peraturan OJK No. 12 Tahun 2018. Layanan produk keuangan tersebut sesuai dengan ketentuan dalam Pasal 10 ayat (1) butir d PJOK Nomor 12 Tahun 2018. Berkaitan dengan syarat dan ketentuan dalam produk digital lending perbankan konvensional dimana proses penyaluran kredit dapat dilakukan kapan saja dan dimana saja tanpa harus melakukan tatap muka antara bank dengan nasabah, juga sesuai dengan ketentuan dalam Pasal 11 ayat (2) PJOK Nomor 12 Tahun 2018 yang menetapkan ketentuan bank melakukan verifikasi atas informasi dan dokumen pendukung nasabah atau calon nasabah dengan melalui tatap muka secara langsung (face to face); atau tanpa melalui tatap muka namun menggunakan perangkat lunak milik Bank dengan perangkat keras milik Bank atau perangkat keras milik nasabah atau calon nasabah. Perbankan konvensional mengimplementasikan prinsip kehati-hatian yang termuat dalam PJOK Nomor 12 Tahun 2018 pada tahap persiapan kredit, tahap analisis kredit, dan tahap keputusan kredit, diantaranya pemberian kredit baru membatasi kepada kantor/perusahaan tertentu yang telah menjalin kerjasama pembayaran gaji karyawan/pegawai melalui sistem payroll

Abstract

Kasus hukum yang menjerat Djoko Tandra, diawali dari upaya Djoko Tjandra untuk mengajukan Peninjauan Kembali (PK) atas perkara pidana Kasus Bank Bali. Upaya untuk mengajukan PK atas perkara pidana tersebut dilakukan Joko Tjandra ditengah statusnya yang telah dinyatakan buron (DPO Interpol) dan telah memiliki kewarganegaraan ganda. Penelitian ini bertujuan untuk mengkonfirmasi persoalan besar dalam praktik penegakan hukum di Indonesia. Kasus Djoko Tjandra, memberikan fakta, bahwa semua institusi hukum. Sebagai tugas ilmiah, setiap peneliti atau penulis harus mampu menjelaskan setiap proses penelitian yang memandu penelitian, menulis, dan menuangkan setiap hasil gagasannya. Demikian juga dalam artikel ini, penulis bertanggung jawab untuk menyebutkan setiap penelitian dan proses penulisan yang membimbing penulis untuk menulis artikel ini. Positivisme akan memberikan analisis paradigmatik peristiwa hukum tertentu (termasuk kasus hukum Djoko Tjandra) berdasarkan sifat atau ciri hukum sebagai realitas eksternal, objektif, real, generalisasi bebas konteks, sebab-akibat, reduksionis dan deterministik. Hukum bersifat dualis/objektivis, antara penelaah dan hukum (realitas) merupakan dua entitas independen bebas nilai dan bebas bias. Untuk mengetahui dengan lebih baik kasus hukum Djoko Tjandra dan keterlibatan aparat penegak hukum. Berdasarkan pandangan post positivisme hukum sebagai realisme kritis, dapat dipahami dengan melakukan pengujian secara kritis. Berbeda dengan paradigma positivisme, pandangan post positivisme melihat hukum sebagai entitas yang tidak sepenuhnya independent. Berangkat dari pandangan post positivismebahwa hukum sebagai entitas yang tidak sepenuhnya independen, dimana dalam peristiwa hukum tertentu ada pengaruh dari faktor-faktor lain. Ontologi paradigma participatory memberikan pandangan baru terhadap hukum yang sebelumnya oleh positivisme dan post positivisme terbatas sebagai realitas objektif.. Melalui ontologi dan epistemologi yang mengintegrasikan realitas subjektif-objektif hukum, maka participatory mengembangkan metodologi yang lebih praktis.

Abstract

All users of sea transportation in Indonesia in particular and in the world in general, always prioritize safety and security issues, which are then followed by aspects of affordable costs, speed and timeliness, and aspects of comfort.The occurrence of ship accidents such as drowning, burning, etc. are issues related to the safety and security of marine transportation. For the implementation of this sailing safety improvement, the Directorate General of Sea Transportation has issued policies in the prevention of ship accidents such as making shipping announcements about improving shipping safety supervision for passenger ships, making announcements about marine weather conditions in Indonesia such as telegrams regarding bad weather readiness at sea.This study aims to analyze maritime safety and security policies in supporting the marine transportation system. This study used a descriptive method, because the data were collected in the form of words, pictures, and not numbers. The data comes from interview scripts, field observations/notes, Focus Group Discussion, videotapes, photos, notes or memos, and other official documents. Data analysis using ethical and emic approaches and triangulation processes. Determination of informants using purposive technique. Research results: Sea transportation in Indonesia has not been optimally developed, but has a strong potential to be developed, given its characteristics that are capable of mass transportation. Therefore, the safety and security system is a key factor that must be considered and as a basis and benchmark for decision makers.Government policies in the maritime sector, both the fishing industry and the shipping industry have not been implemented consistently in accordance with the applicable law. So far, the development of maritime potential has been hit by structural problems, and there has been no national political awareness of how great this economic, fishery and maritime potential is. Mas little is known about the potential content of Indonesia's marine resources, thus opening the door for various researches and development of such biodiversity.

Abstract

Gilimanuk Crossing Port is a crossing port that has a very important role for the community, especially on the island of Bali and Java as a moving bridge that connects the road network that is cut off due to the waters to transport passengers, goods, and vehicles. Based on the observations, there are several problems in existing conditions at Gilimanuk Crossing Port, namely waiting rooms and gangways that do not function properly, pedestrians who enter / disembark the ship still through trestle,lack of facilities for passengers with special needs, and lack of attention of officers to maintain health protocols of passengers at Gilimanuk Crossing Port. The methods used to analyze problems are Importance Performance Analysis and Customer Statisfaction Index based on aspects of Tangibility, Reliability, Responsiveness, Assurance, and Emphaty. The results of the analysis obtained a passenger satisfaction index of 61.5% and there are 5 (five) service attributes in quadrant I in the cartesius diagram importance performance analysis which is a priority to be improved and improved quality. The results of the analysis of the study include officers at Gilimanuk Crossing Port are less assertive with service users who violate health protocols such as not keeping their distance, not washing their hands and neglecting to use masks; There are still pedestrian passengers passing through the trestle so that there is a lack of security and safety of passengers and vehicles; Lack of hand washing facilities /handsanitizer; There are no facilities available for passengers with special needs to get on /off the ship.

Abstract

Bakauheni Port is a crossing port located in Bakauheni District, South Lampung Regency which has an area of 452,458 m2 (Transportation Research and Development Agency, Ministry of Transportation, 2010). Based on the functional character of the Bakauheni port, it is included in the National Route, which is a route that connects the two provincial capitals. The Bakauheni - Merak crossing port is one of the most congested crossing ports. Bakauheni - Merak port is separated by the Sunda Strait which has a distance of about 33.6 km which can be reached in 120 minutes while loading and unloading ships takes 45 minutes. Based on observations in the field, there are several services that have not been carried out properly, so that service users feel dissatisfied and uncomfortable while they are at the Bakauheni Ferry Terminal. The method used to analyze existing problems is the Customer Statisfaction Index and Importance Performance Analysis. Based on the results of the analysis, it was found that the passenger satisfaction index was 64.9% and there were 4 service attributes in quadrant I that had to be improved and improved. Based on the results of the analysis, it is concluded that there are several service attributes that do not run optimally, these service attributes include safety equipment facilities (APAR, evacuation route instructions), CCTV, waiting rooms, health facilities.

Abstract

The Ferry Port of Kolaka in Southeast Celebes provincial is a port that serves Kolaka main path - Bajoe. The existence of this track becomes very important in the effort to support economic develoRegulationent in the region Kolaka. The level of service perceived by the service user is affecting the implementation of the transport activities of service perceived Ferries especially at ports must meet the standards of passenger service because they are consumers who determine whether or not a developed transportation system. The method used to analyze the existing problems is the evaluation of the suitability of the level of minimum service standards with existing conditions. Based on the calculation of the level of conformity was no difference between the suit that is not accordance with of every aspect has been assessed. As for the aspects of service that accordance with in Kolaka ferry port whereas only 9 aspect that does not fit as many as 23 aspects with a weighted sum of 32 ratings. Based on this analysis it was concluded that there is less service than some ferry transport as the temperature control rooms, information services, manual evacuation routes, power source, special disable passengers, stretchers, FIRST AID, absence of fire extinguishers and unavailability of transport information continued to not meet the requirements of Standard Passenger Service at the Port

Abstract

Torobulu Ferry Port is a port located in Laeya District, South Konawe Regency, Southeast Sulawesi Province. This port connects between Konawe Selatan and Muna districts. At this time, the Torobulu Ferry Port has not implemented a zone system in accordance with applicable regulations, which causes many local residents to carry out activities in the port area, delivery vehicles or pick-ups are free to enter the port dock. a parking area ready to load vehicles and a parking area for shuttle vehicles, making delivery/pick-up vehicles often park in a ready-to-load parking area. To analyze this, an analysis based on the Minister of Transportation Regulation Number 29 of 2016 concerning Ferry Port Sterilization is used to analyze the zone system and the Decree of the Director General of Land Transportation Number SK.242/HK.104/DRJD/2010 concerning Technical Guidelines for Traffic Management Crossing for analysis of vehicle traffic flow patterns as well as analysis of the need for traffic signs supporting the zoning system and flow patterns referring to the Regulation of the Minister of Transportation Number 13 of 2014 concerning Traffic Signs. In order to create an orderly and safe ferry port, the results of the analysis are to establish a zoning system and regulate the traffic flow patterns of vehicles at the Torobulu Ferry Port and to support the zoning system and vehicle flow pattern settings, it is necessary to optimize facilities such as: adding tollgates, determination of parking areas for passenger/pick-up, determination of parking areas for ready-to-load vehicles, and traffic signs.

Abstract

Kuala Tungkal Ferry Port is a Ferry Port that serves inter-island crossings between provinces. The Kuala Tungkal Ferry Port is managed by the West Tanjung Jabung Regency Transportation Service. In the transportation system, security and safety are highly favored as a form of good service delivery. However, the loading of vehicles on ships operating at the Kuala Tungkal Ferry Port is not in accordance with the standards set out in the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships and Regulation of the Minister of Transportation Number 30 of 2016 concerning Obligations to Bind Vehicles. On Crossing Transport Ships. This study aims to determine the existing conditions for the transportation of vehicles on the Satria Pratama Crossing Motor Ship in accordance with the Regulation of the Minister of Transportation Number 115 of 2016, implementing vehicle binding obligations according to Ministerial Regulation Number 30 of 2016 and evaluating the needs of vehicle binding officers needed to improve the transportation system. aboard the Satria Pratama Ferry Motor Ship. The research methodology used is observation, survey and documentation. Then to analyze this, it is guided by the Regulation of the Minister of Transportation Number 115 of 2016 and the Regulation of the Minister of Transportation Number 30 of 2016. The results of this study are that the existing condition of the procedure for transporting vehicles on the Satria Pratama Crossing Motor Ship is still not in accordance with the Regulation of the Minister of Transportation Number 115 of 2016, the obligation to tie up vehicles on the Satria Pratama Ferry Motor Vessel is still not in accordance with the Regulation of the Minister of Transportation Number 30 of 2016 and the need for an ideal vehicle binding officer is 2 vehicle binding officers.
