The objectives of this study were: 1) to determine the effect of servant leadership on teacher performance in state senior high schools in the city of Padang. 2) to determine the effect of school organizational culture on teacher performance in state senior high schools in the city of Padang . This study used an associative quantitative method, the population of this study were all state senior high school teachers in the city of Padang, with a sample of 292 teachers. Analysis of the data used in this study is a regression analysis technique, in addition, the researchers also used descriptive analysis to obtain a descriptive measurement from each research variables. The results of this study are: 1) servant leadership has a positive and significant effect on teacher performance in State Senior High Schools in the City of Padang. 2) school organizational culture has a positive and significant effect on teacher performance in State Senior High Schools in the city of Padang.DOI: https://doi.org/10.26905/pjiap.v4i2.3249

The purpose of this study was to determine the effect of job satisfaction on the performance of village government officials in the management of village finances in the east warm water district in the district of Kerinci. This research is an associative research using quantitative methods. The population in this study is the village government apparatus in the east warm water district of Kerinci Regency. Sampling using simple random sampling technique. Data collection was carried out using a questionnaire with Likert scale measurements and interviews. Data were analyzed using simple linear regression test analysis techniques. Based on the analysis of the coefficient of determination obtained R square figures of 0.352 or 35.2%. This shows that there is a significant effect of job satisfaction on the performance of village government officials in the management of village finances in the warm water district east of Kerinci Regency. Job satisfaction variable contributed to the performance of the village government apparatus in village financial management by 35.2% while the remaining 64.8% was influenced by other variables not examined by researchers.

Tujuan Penelitian ini adalah untuk mengetahui peran kepemimpinan Kepala Dinas Bina Marga, Cipta Karya dan Tata Ruang Provinsi Sumatera barat dalam penegakan disiplin Pegawai Negeri Sipil. Latar belakang dari penelitian ini karena ditemukan beberapa permasalahan kedisiplinan pegawai seperti pegawai tidak mengindahkan peraturan disiplin yang berlaku di Pemerintah Provinsi Sumatera Barat, sering tidak masuk kantor tanpa alasan dan juga tinggi nya angka kemangkiran dari pegawai negeri sipil. Penelitian ini diolah menggunakan teknik analisis kualitatif dengan metode deskriptif, untuk teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian dan pembahasan ditemukan bahwasanya peran kepemimpinan Kepala Dinas dalam penegakan disiplin pegawainya sudah berjalan dengan baik, hal tersebut dibuktikan dengan kepribadian kepribadian Kepala Dinas yang dijadikan panutan oleh pegawai dan tidak saja menjadikan pegawai sebagai bawahan tetapi juga sebagai rekan kerja. Namun dalam penegakan disiplin pegawai ditemukan berbagai kendala yaitu adanya saling tenggang rasa antara pemimpin dengan pegawai dalam menindak kasus disiplin lingkup kecil, selanjutnya absensi kehadiran pegawai tidak menambah tunjangan pegawai dan juga dalam penginputan absensi kehadiran pegawai masih menggunakan manual. sehingga dalam aturan yang berlaku di Pemerintah Provinsi Sumatera Barat yaitu Peraturan Gubernur No. 55 Tahun 2012 dapat berjalan dengan semestinya.

This paper was abstracted from writer experiences in conducting the second year Community Service program among farmer group organizations in Anduriang Village at Padang Pariaman Regency. This program was aimed at increasing the knowledge and skills of farmer groups’ human resources in processing animal feed made from natural raw materials, especially from the golden snail, which has often been the enemy of farmers all this time. This study was inspired by various conditions that indicated the powerless of the farmer groups in overcoming the problem of golden snail pests in the Anduriang Village at Padang Pariaman Regency. This issue was reflected in part from the lack of understanding and awareness of farmers in controlling the golden snail pests. Based on this condition, various farmer empowerment programs were needed to be implemented in the form of increasing the farmers’ knowledge and skills in economic development of the society, particularly for the farmer group as target groups of this program. These empowerment programs needed to be conducted collaboratively and synergistically between the local government and universities.

This study investigated the Role of the Department of Marine and Fisheries of West Sumatra Province in Overcoming Fish Catch Charts in Lake Singkarak. The purpose of this study was to describe the role, constraints and efforts of the Agency of Marine and Fisheries of West Sumatra Province in overcoming illegal fishing (using floating net catcher, called “Jaring Apung” or “Bagan”) in Lake Singkarak. This was a qualitative research with descriptive analytical methods. This research was conducted in the Subdistrict of X Koto Singkarak, Solok Regency. Primary data were obtained from interviews and observations, while secondary data were obtained from documentation studies. The informants of this research consisted of the Head of the Capture Fisheries Division, the Head of the Sea Space Management and Supervision of SDKP Agency, Community Leaders and the fishing community. The results of this study indicated that: the role of the Department of Marine and Fisheries of West Sumatra Province was not implemented well in overcoming the illegal fishing (using floating net catcher) in the Lake Singkarak. The fishing communities around the lake still operated the illegal fishing. There were some internal and external constraints faced by the Department of Marine and Fisheries of West Sumatra Province in overcoming this issue. Related agencies had attempted to provide guidance such as providing socialization, counseling, and fostering the awareness of fishing communities, to provide environmentally friendly fishing gear, and to stop illegal fishing equipment which was still operated by the fishing communities.

This article (study) was summarized as a reflection of writers experiences in conducting Community Service program among teachers of SMAN 1 and SMAN 4 in Solok Selatan Regency. This study was inspired by various conditions that indicated the decline in professionalism of teachers in various schools in Solok Selatan Regency. This issue was, among others, reflected in the low quality and competence of teachers in creating scientific work. As one of the educational actors in schools, every teacher should have the ability to develop their career and professionalism through the creation of scientific work. Therefore the roles and responsibilities of teachers are highly required to be able to create scientific work.The teacher's ability to create scientific work will greatly determine the success of the teacher in their career and at the same time it would determine the quality of education as a whole. Based on this condition, various career development policies and programs and teacher professionalism were needed, among others, in the form of increasing capacity in creating scientific works for high school teachers in Solok Selatan Regency. These career development activities and programs and teacher professionalism needed to be conducted collaboratively and synergistically between the local government, schools, universities, and the Education Quality Assurance Agency (LPMP).

Penelitian ini membahas tentang efektivitas pelaksanaan lelang jabatan di lingkungan Pemerintahan Kota Padang dan kendala-kendalaserta solusi yang dihadapi dalam pelaksanaan lelang jabatan tersebut. Efektivitas pelaksanaan lelangtersebutdilihat berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No.13 Tahun 2014 tentang Tata Cara Pengisian Jabatan Pimpinan Tinggi Secara Terbuka di Lingkungan Instansi Pemerintah. Metode penelitian yang digunakan yaitu kualitatif deskriptif. Data diperoleh dengan cara observasi, wawancara dan studi dokumentasi. Penentuan informan dilakukan dengan teknik purpossive sampling. Teknik analisis data dimulai dengan pengumpulan data, reduksi data, penyajian data serta penarikan kesimpulan. Hasil penelitian ini memperlihatkan bahwa pelaksanaan lelang jabatan di Kota Padang belum efektifdilihat dari PERMENPAN-RB No.13 Tahun 2014 karena ada empat tes yang tidak dilakukan sesuai dengan peraturan tersebut. Kendala yang dihadapi dalam pelaksanaan lelang jabatan ini adalah sedikitnya anggaran pelaksanaan lelang jabatandanadanya peraturan baru dari pemerintah pusat yang cukup memberatkan dalam pelaksanaan lelang jabatan serta latar belakang keilmuwan Panitia Seleksi yang kurang relevan dengan jabatan yang dilelang. Solusi yang dilakukan yaitu dengan mengoptimalkan penggunaan anggaran yang ada dan merubah atau mengganti metode seleksi sesuai dengan kemampuan anggaran.

Law No. 6/2014 stated that the Village Government should be able to perform the task of managing village finances with a large budget and to provide accountability for the expenditure. The problems that occurred in Tanah Datar were that the nagari treasurers were less transparent about the nagari's financial management. The purpose of this study was to analyze the influence of work environment on the performance of nagari apparatus in managing nagari finance. This study used quantitative method. The population in this study consisted of 525 respondents and 227 of them were chosen as sample determined with Slovin formula and proportional random sampling technique. The data were analyzed with linear regression. The result of this study indicated that simultaneously and partially the work environment had significant effects on the performance of the nagari apparatus in the management of nagari finance in Tanah Datar District.
