Abstract

This study aims to determine the implementation of the productive Banpres Program for Micro Business Actors during the Covid-19 pandemic, as well as to analyze the supporting and inhibiting factors of program implementation. This research is a descriptive study using a qualitative approach. In the process of collecting data, researchers used the methods of observation, interviews, and documentation. The results of the study indicate that the overall implementation of the productive Banpres program has been running effectively. This can be seen from the achievement of the variables in analyzing the implementation, namely (1) the communication variable indicates that the transmission, clarity, and consistency of the program has been running optimally, (2) the source variable indicates that human resources, information, authority, and supporting facilities have been fulfilled, (3) the attitude and disposition variables of the implementers show that cognition, direction, and response show optimal results, although the responses given by policy actors are not very solution-driven because of the limited authority given, and (4) the bureaucratic structure variable also shows results. optimal, because of the Standard Operating Procedure (SOP) in the implementation of the program. The supporting factors consist of a) rapidly developing technology so that it can be used as a means of support in communication and socialization, b) a high commitment from implementing actors, c) public support, and d) technical guidelines for the implementation of Banpres. Meanwhile, the inhibiting factors are: 1) the Banpres recipient community has low awareness in reporting the use of the budget, 2) not all micro-business actors who have proposed can be accepted as Banpres recipients, and 3) the authority to determine Banpres recipients is not delegated to the sub-district or village, making it difficult to monitor the use of the budget.

Abstract

Performance indicators are very important in realizing good and transparent governance. In addition, performance indicators also support the government tasks in providing the best service to the community adopt to the characteristics as public organization, which is oriented to public services. Organizational culture provides support for members in improving their abilities through knowledge sharing in discussion groups. Furthermore, knowledge sharing increases understanding among members so that they support one another and improve performance, and ultimately find the best work processes for the organization. This type of research is an explanatory research and used quantitative data analysis techniques. This study analyzed how organizational culture and knowledge sharing affected to employee performance, especially in the Investment and one-stop integrated service office in Mataram City. The result described organizational culture variables had a significant and positive effect on employee performance. Meanwhile, knowledge sharing variable showed that knowledge sharing was not significantly influenced to employee performance. Those findings were expected to provide insight for officials in the Investment and one-stop integrated service office in order to improve the performance of their employees in improving the quality of services of the public organization itself.

Abstract

Artikel ini merupakan hasil kegiatan pengabdian kepada masyarakat dalam bentuk sosialisasi undang-undang perlindungan pekerja migran Indonesia sebagai upaya pencegahan pekerja migran non prosedural. Pekerja migran yang tidak berdokumen lengkap biasanya akan menghadapi masalah yang serius karena rawannya perlindungan hukum bagi yang bersangkutan. Dengan mudahnya akan terjadi tindakan yang tidak manusiawi, sangat rentan mendapatkan pelanggaran hak asasi, mengalami kerugian serta masalah lainnya. Tujuan pengabdian ini yakni ketercapaian target kegiatan melalui kegiatan sosialisasi, memperkenalkan dan memberikan pemahaman serta pengetahuan tentang adanya regulasi tersebut sehingga dapat mengurangi jumlah pekerja migran yang tidak sesuai prosedural dan juga memberikan informasi tentang adanya regulasi perlindungan pekerja migran Indonesia kepada masyarakat di Desa. Secara umum hasil dari sosialisasi yang dilakukan yakni masyarakat sebagai peserta sangat antusias dan bersemangat dalam mengikuti kegiatan sosialisasi undang-undang perlindungan pekerja migran Indonesia, mereka juga  dapat menguasai materi tentang perlindungan pekerja migran Indonesia yang disampaikan secara praktis. Ketepatan materi yang disampaikan sekiranya tepat sasaran sesuai mayoritas penduduk di Desa Bagik Payung Kabupaten Lombok Timut yang bekerja sebagai pekerja migran Indonesia. Harapannya materi yang disosialisasikan mudah diaplikasi dan berguna sebagai bekal dalam proses bekerja selanjutnya.
